The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

The enormous and constantly increasing demand for limestone to supply a multitude of uses is a remarkable feature of the mineral industries. As approximately 130,000,000 tons of limestone are produced annually, it is not surprising that deposits at or near the surface are gradually being exhausted and that less advantageous supplies are being worked. Quarries are becoming deeper and wider year by year, and in many places the volume of overburden that must be removed to allow open-pit work has increased alarmingly. Quarrymen are also gradually learning how expensive it is to sort and clean stone from a deposit overlain by poor material. As such conditions confront the limestone industry, the natural tendency is to seek some modification in method whereby the handicaps of increasing cost may be met and overcome. Operators, some of them unwillingly, have been forced to conclude that underground work in drifts and tunnels is the most logical solution of the problem. The unwillingness of some is largely due to unfamiliarity with mining and to the unfounded fear that costs must increase and dangers multiply when mining is undertaken.

ABSTRACT This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

This publication contains routine analyses and related source data for 390 natural gas samples from 22 States and five foreign countries. Of this total, 385 samples were collected during calendar year 1969. The remaining five analyses are of samples collected during previous years, but releases granting permission to publish the results were not received until 1969. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Eleven previous publications have presented the results of 8,660 gas analyses made by the Bureau of Mines Helium Activity prior to 1969. "Liberation (QEM-SCAN) and surface chemical (time of flight secondary ion mass spectrometry -ToF-SIMS) analyses have been undertaken on plant Pb circuit flotation samples with the aim of defining the factors resulting in sub-optimal recovery. Lead flotation circuit feed, cleaner concentrate and tails samples were examined on a size-by-size basis using QEM-SCAN. Sulfide minerals accounted for approximately one third of the flotation feed with pyrite making up 16 wt.%, followed by sphalerite (13 wt.%) and galena (3 wt.%). Non-sulfide gangue minerals comprised calcium carbonates calcite (26 wt.%), dolomite (14 wt.%) with quartz, feldspars and barite all contributing > 5 wt.%. QEM-SCAN analysis indicated that liberation was not the primary cause of the poor flotation response. Principal component analysis was applied to the ToF-SIMS data derived from five samples (as for QEM-SCAN plus rougher concentrate and tails) to enable identification of correlated surface chemical components. Although a significant range of correlations were observed we focus here on those that show a discernible pattern throughout the float circuit. It was found that for the flotation feed the surface of galena were largely obscured but where Pb was observed there was a strong correlation to surface Fe. For the rougher and cleaner concentrates the galena surfaces were relatively clean with no correlation to Fe for the rougher concentrate and minor correlation in the cleaner concentrate. However, in the rougher and cleaner tails the clear correlation of galena with Fe was again apparent. These results suggest, in combination with prior studies of pyrite morphology, that the principal factor effecting grade is the rapid oxidation of the framboidal pyrite resulting in the contamination of the galena surface with a high loading of hydrophilic oxidised Fe species, thus depressing flotation."

P.T. Inco has constructed a smelter to produce 45 000 tonnes (49 500 tons) of nickel per year as a nickel matte from the lateritic ores of Sulawesi, Indonesia. The facilities include mines, five screening stations, two dryers, three novel reduction kilns, three electric furnaces, three top blown rotary converters, and associated infrastructure of port, towns and a hydroelectric generating station. The screening stations and converters are unique in the industry. The problems encountered in the construction and operation of this complex facility in remote Indonesia are described.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

In the Scurry Reef field, Scurry County, Tex., a study was made to determine the physical properties of the oil in all parts of the reservoir by a new method developed for this study. The method involved correlation of data from a survey 1 of the gravity of the produced oil, from measurements of gas-oil ratios on key wells selected to give representative data for the entire reservoir, and from laboratory analyses of reservoir oil samples. A field survey was made of the API gravities of the produced oil by testing oil samples from 107 key wells. Precise gas-oil-ratio tests were made on 45 key wells that were producing under comparable separator-operating conditions. Subsurface-oil samples were obtained from seven wells, selected to provide reservoir oils ranging approximately from a minimum to a maximum in saturation pressure. The physical properties of the subsurface-oil samples were determined, and correlations were made of these laboratory data with the field gas-oil-ratio test data. These correlations were then used to estimate physical properties of the oil throughout the reservoir. A logical procedure of determining the variations in physical properties of reservoir oils in most fields is to obtain and analyze subsurface-oil samples from enough key wells to provide an ample coverage of the field. Under this procedure, data from a large number of samples would be needed to provide the desired information on the Scurry Reef field, as it is one of the largest known in the United States.

Many of the existing thermodynamic values for the titanium halides are estimates, including all the entropies and high-temperature heat contents of their crystalline and liquid phases. This report contains the results of low-temperature heat capacity measurents (which lead to entropy values at 298.15° K,) and high-temperature heat-content measurements of four halides - trichloride, tribromide, tetrabromide, and tetraiodide. The new data are combined with selected heat-of-formation values at 298.15° K. to obtain improved values of the heats and free energies of formation of these halides at high temperatures, thus supplementing the previous data of Kelley and Mah.5/ ACKNOWLEDGEMENTS This investigation was conducted under a cooperative arrangement between the Federal Bureau of Mines and the Department of the Navy, Office of Naval Research. The work was done by Bureau of Mines personnel using Bureau of Mines calorimetric equipment. The Office-of Naval Research supplied the supporting funds and arranged for procuring the samples of the titanium halides. Tarner (1),3/ Muskat (2), and Schilthuis (1) have presented methods of calculating oil recovery by the expansion of dissolved gas with and without return of gas to the reservoir. Although electronic computers have eliminated the tedious and time-consuming calculations (4) required by each of these methods, many petroleum engineers do not have access to electronic computers. For these engineers a short method is presented that uses the Tarner method as a base. Moreover, for engineers who have access to computers and have not as yet prepared a program, the short Tamer method requires less computer time than the long iterative methods. In the proposed short method, no plotting of the calculated data is required to determine a point of intersection described in the original Tarner presentation, as only one calculation is needed to determine the value sought, or two calculations if greater accuracy is desired.

The asbestifom habit is most commonly developed in certain amphiboles and chrysotile, but other minerals may also crystallize with this unususual habit, The habit may be characterized by 1) a fibril structure, single or twinned crystals of very small widths (generally less than 0.5 inn) which have gram with a common fiber axis direction but which are disoriented in the other crystallographic directions, 2) anomalous optical properties, primarily parallel extinction, 3) unusual tensile strength, 4) high aspect ratio, and 5) flexibility. In addition, there is evidence to indicate that some amphibole asbestos may have unusual surface properties.

The effect of dissolved ions present in plant water on the flotation of phosphate ore from central Florida was investigated. Of the three most abundant ions, namely Ca++, Mg++ and SO4--, calcium ions were the most detrimental in the flotation of phosphate with sodium oleate collector. In one feed, a 10 ppm concentration of Ca++ ions reduced the BPL recovery from 86% to 46% whereas in the other a 40 ppm concentration lowered the recovery from 90% to 52%. The effect of Na2C03, NaHC03, Zeolite and EDTA to remove ca++ ions from water and hence improve apatite flotation was also studied.

Copper concentrates from northern Peru contain large amounts of arsenic and antimony in the form of sulfosalts like enargite, tennantite and tetrahedrite. These impurities affect up to 30% of Peruvian copper production. Under the sponsorship of the Instituto Geologico Minero y Metalurgico in Lima a project to separate copper from arsenic without pollution of the environment is being carried out at the National University of Trujillo in Peru. The U.N.T. process is unique in the respect of using .low melting salts as solvents, and sulfides of metals with high cation potential as destructors of the complex sulfosalt molecules. Laboratory scale experiments have given encouraging results but interesting and difficult problems developed on scale-up. The process is pyro-hydrometal-lurgical and under certain circumstances its economics are promising.

Morning Star Gold aims to enter the ranks of Australia's gold producers, revitalising the Eastern Victorian Goldfi elds in the second half of 2010 - the fi rst gold production in around 50 years from the Morning Star Gold mine, which was once Australia's largest under WMC. This presentation will outline the redevelopment of the Morning Star Gold Mine from exploration to production. Morning Star Gold NL's (MCO) key project area is centred at the historic mining town of Woods Point and nearby Matlock (to the southeast) and Gaffney's Creek (to the northwest), all of which are located in the lower part of the Victorian Alps roughly 60 kms south of Mansfield. Morning Star has literally numerous historic mines and gold bearing 'dykes' on its tenements, many with a rich production history of high-grade gold from quartz reefs and alluvial sources. The area encompassing the Woods Point goldfi eld and the multiple high-grade gold bearing dyke structures located north towards Jamieson and south towards Walhalla formed one of the most significant mining fields in Australian history. Historical gold production was at least 155 t or around six million ounces of over a century of mining with an average production grade exceeding 27 g per tonne. The bulk of this recorded production came from just a handful of mines and of those only three were mined to any great depth. One of the key historical production hubs in this area was the famous 'Morning Star' mine, which is situated adjacent to Woods Point township. The Morning Star mine produced almost one million ounces at 27 grams per tonne, operating fairly continuously between 1861 and 1959 with a break after Jan 1939 due to the devastating 'Black Friday' bush fi res across eastern Victoria. During the early 1940s, the Morning Star was Australia's biggest gold mine. The Morning Star mine along with Walhalla ensured that this goldfield was third behind Bendigo and Ballarat as Victoria's biggest hardrock gold production centre. Morning Star Gold has rebuilt its 100 per cent owned 'Morning Star' mine with a view to producing gold in the second half of 2010. Morning Star is exploring its regional dykes in order to estimate an overall gold endowment and rank local production sources to feed its proposed mill at the Morning Star mine site. Key initial targets (all within 11 kms of the Morning Star mine) are the Waverly, All Nations, Rose of Denmark, Hunts, Wallaby and Loch Fyne dykes, all of which historically produced high grade gold, much of it gained from only shallow workings above the water table in the weathered zone of rocks. Historically the Morning Star mine was developed over 24 levels to a depth of 940 m via one large vertical shaft and a smaller, deeper inclined shaft at the 1900 feet level underground. At present MCO has dewatered and completely refurbished all infrastructure to the ten level (~310 m below surface). MCO knows there are a number of substantially under-explored and undeveloped or partially developed but not stoped areas within the Morning Star mine. As a result, MCO has been carrying out extensive channel sampling and an underground diamond drilling program targeting areas of the mine that were largely unexplored and undeveloped by the last operators of the mine - Western Mining Corp Ltd (Gold Mines of Australia). Four thousand, fi ve hundred pages of archival WMC records have helped the cause significantly. The shaft refurbishment and reconstruction stage is complete. This has been a program that originally commenced back in 1993 and has cost around $22 M. This refurbishment paved the way for the extensive underground resource focused diamond drilling program, which MCO completed in 2008 with two company-owned and operated drill rigs from drill cuddies on level 9 (900 feet underground) of the mine. This drilling, which encountered some stunning grades intersections and multiple visible gold hits, has outlined further production opportunities including 0.4 m @ 1392 g/t Au (MS 410). Metallurgical testing conducted by Gekko Systems of samples obtained from the exploration program found gravity concentration and a leach circuit gave recoveries of ~95 per cent to 99 per cent, or ~92 per cent from gravity alone at a coarse crush (300 ¦m). Currently, the plan is to use gravity to fi rstly produce dore bars on-site from the free milling gold and secondly a saleable concentrate for CIL processing off-site. A purpose built 10 t/h (~80 000 t/a) gravity treatment plant was subsequently ordered from Gekko and is expected to be installed onsite and commissioned in the Q3 2010. The plant features fi ne crushing with a vertical shaft impactor, followed by gold concentration by inline pressure jig, inline spinner and Wilfley table. This is an ABSTRACT ONLY. This information circular describes research the Bureau of fines has conducted to improve technology for recovering precious metals from low-grade resources. Many of the reported findings are recent, and some of the work described is ongoing. Topics discussed include cyanidation of carbonaceous gold ores to enhance gold recovery, a new method for precipitating mercury during cyanide leaching of gold ores, a staged heap leaching process to generate suitable solutions for direct electrowinning of gold, the use of anion-exchange resins to recover gold from cyanide solutions, and precious metals recovery from electronic scrap.

"This paper highlights the results of collaboration between geology, mining and mineral processing teams during the restart of the North American Lithium Project, located near La Corne, Quebec, Canada. This collaboration was central in ensuring a cross discipline harmonization of design parameters and key inputs, all of which allowed for the development of an optimized life of mine plan suited to the particular needs of the operation.INTRODUCTION In July 2016, North American Lithium Inc. (NAL) began the process of restarting operations at the former Quebec Lithium Mine, located in the municipality of La Corne, Quebec, Canada. The North American Lithium Project (the Project) as it is known today, is the latest chapter in the history of this property. In order to provide a robust foundation for the project, multidisciplinary collaboration was instituted between the geology, mining and metallurgy teams. Despite the intrinsic link between these departments, in many instances their work is completed separate from one another; in silos. This collaboration highlighted specific drivers in the mining value chain that could be exploited to ensure that a saleable product could be produced effectively. This paper explores some of the concepts and strategies that were developed during the feasibility study that supported the project restart (excerpts from the study technical report have been used throughout this paper). PROJECT HISTORY In 1942, prospectors identified the presence of numerous spodumene-bearing pegmatite dykes on the Property. This led to additional interest and exploration drilling campaigns. In 1955, Quebec Lithium Corp. (QLC), who had acquired the property, began construction of an underground mine with mill facilities located on the surface. Operations began the following year at a production rate of 1,100 tonnes per day. A historical cross-section view of the underground mine is shown in Figure 1. In 1959, QLC began the construction of an on-site lithium refinery to produce lithium hydroxide. The refinery was finally operational by 1963. Mining and processing operations continued until 1966 when activities were halted due to a labour dispute. The property was sold and a few years later attempts to resume production were unsuccessful. Property ownership changed several times again until being acquired by Cambior in 1987. In the early 1990’s the existing mine and mill facilities were sold and the mine site rehabilitated"

THE Box mine, situated in Saskatchewan on the north shore of lake Athabasca, is unique in two respects. It is the first and, so far, the only gold mine in Saskatchewan, and it is the only gold mine in Canada to employ a large-scale forced caving system as the main mining method. Discovered in 1934 by Tom Box, an Edmonton prospector, its subsequent history, while breaking no records for speed, has been one of steady and more or less normal development. Camp and plant are situated close to the shore of Beaverlodge bay, sorne 50 miles east of the Saskatchewan-Alberta boundary and 35 miles south of the north boundary of the Province. The railhead at Waterways, Alberta, is about 220 miles to the southwest. Prince Albert lies some 450 miles to the south. The surrounding country presents a rather rugged variation of the usual Precambrian topography, with hills rising five to six hundred feet above lake Athabasca. The numerous lakes and islands, together with the wide expanse of lake Athabasca, compose an attractive scene, at least in the not over-long 'open water' season. The winters are long but not extremely cold, judged by prairie standards. The small lakes break-up around May 20th and the 'freeze-up' stops navigation early in October. Though apparently remote, the Box mine is fortunate in having reason-ably cheap transportation from Edmonton. The 300-mile railway from Edmonton to Waterways is the most expensive section, the rate for 1st class freight being $1.70 per hundred pounds and for 5th class freight $0.77 per hundred. Freight from Waterways to the mine, approximately 140 miles down the Athabasca river and 90 miles along lake Athabasca, is delivered by barges and tugs for 50 cents per hundred pounds. All freight is delivered during the 'open water' shipping season, which lasts from about .Tune 7th to October 7th. In normal years, barges are loaded to 3 to 3 1/2feet draught up to September 1st. After that date, and earlier in dry years, shallow water at Waterways reduces the barge loads. Barges of 100 to 200 tons capacity handle all mining freight, including pieces up to 15 tons in weight, without undue difficulty.

"The ultimate aim of the Law of the Sea Conference, held under the auspices of the United Nations, is to ensure that all aspects of the use of the sea are covered by international law. The question facing the nations of the world can be stated as: "" Who will control and benefit from the use and the wealth of the sea?""The United Nations Conference on Law of the Sea - known as UNCLOS - which reconvened in New York during the latter part of August 1978 was the third such Conference in the UN's history. The concepts of sovereignty over the territorial sea and freedom on the high seas have remained fundamental to the international law o f the sea until our time. The legal regime based on these two concepts developed initially from state practice meant that the unilateral actions taken by one or more countries were eventually accepted and followed by others.It was not until 1958, during the first Geneva Conference on the Law of the Sea (pursued in a second Conference in 1960) that the Law of the Sea was codified and modified to a certain extent by the then independent nations of the world in the four multilateral conventions on territorial sea and contiguous zone, continental shelf, high seas, and fishing and conservation of living resources.A third Conference got under way many years later when the members of the UN met in New York at the end of 1973 for preliminary discussions . This meeting stemmed largely from the need to fill gaps in existing international legislation which did not cover the new uses of the sea. The Conference was subsequently reconvened a number of times - in Caracas (1974), in Geneva (1975) and twice in New York (1976) for what was called "" substantive negotiating sessions."" A sixth session was held in New York in 1977; a seventh, held in Geneva at the beginning of 1978, recessed and reconvened in New York at the end of August 1978. This is what is referred to, in international jargon, as the seventh session of the Third United Nations Conference on the Law o f the Sea. The following dates are the principal markers of a saga which began some twenty years ago with the purpose of regulating the use of the oceans."

Buckeye Lake Dam was substantially remediated between 2015 and 2018 as a result of unacceptable dam safety performance. A permanent seepage cutoff, consisting primarily of a soil mixed cutoff wall (SMCW) with occasional sections of steel sheet piling, was constructed along the dam alignment. Closures were required at the terminus of the soil mix elements with existing structures or coffer cells, and at locations where new sheet piling was constructed parallel to the new soil mixed cutoff wall, creating a short circuit seepage path. The original proposed design to construct these closures included permeation grouting methods with chemical grouts. However, a combination of multiple chemical grout types, multiple grout pipes, and an extensive post-grouting verification program was required to ensure the design intent was achieved. After award of the project, the specialty grouting contractor elected to evaluate jet grouting as an alternative closure construction method. The advantages of the jet grouting option offered potential schedule and cost savings to the project as well as a superior product for seepage reduction, given the mixed soil conditions at the site. This paper presents an examination of the site conditions and project goals for the construction of the proposed closure elements for the rehabilitation of Buckeye Lake Dam. Descriptions of the original and alternative treatment methods are provided, with expected performance results. A description of the relative strengths and deficiencies of each method, as well as the feasibility and constructability of each method is provided. The implementation of the jet grouting program is presented, including a discussion of the design elements, quality control test methods, movement monitoring, and verification test methods. This paper also examines the risks associated with jet grouting and how those risks were mitigated during the grouting operations. HISTORY Buckeye Lake is situated approximately 28 miles east of Columbus, Ohio and is managed and operated by the Ohio Department of Natural Resources (ODNR) as part of the Ohio State Parks system. The lake is impounded by natural features that exist along the south and east banks of the reservoir, and by the embankment structure constructed along the north and west banks of the reservoir (see Fig. 1). The reservoir site was originally a natural swamp and the original purpose of the constructed dam and reservoir was to provide water to the Ohio and Erie Canal System. Several dam alignments and configurations were constructed during its early history; however, the original embankment is comprised of homogeneous earthen fill. The embankment is 15 ft (4.6 m) high and extends 4.1 miles (6.6 km) from the North Shore abutment along the east, continuing to the abutment at Lieb’s Island to the West. Several spillway and outlet structures exist along the embankment alignment. Most noteworthy are Seller’s Spillway and Amil Spillway. Fig. 2 is a Plan View of the embankment alignment and appurtenant structures at Buckeye Lake.

All samples were obtained and analyzed as part of U.S. Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by mass spectrometer and chromatograph.
