This report summarizes the work performed and results achieved on the above contract from October 18, 1971 through July 14, 1972 under Phase II, Task 1: Detailed Design of Prototype and Task 3: Supporting Experimental Investigation. Operation and Service Manuals resulting from Task 3 are submitted under separate cover as are detailed design drawings and specifications, prepared under Task 1. Both items accompany this report. This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

"The Mount Milligan Mine, owned by Thompson Creek Metals Company Inc. (TCM), started operations in September of 2013. It is located between the communities of Fort St. James and Mackenzie and is the first major metal mine to open in British Columbia in 15 years. Based on reserves as of January 1, 2014, it has an estimated 22 year mine life with 2.1 billion pounds of copper and 6 million ounces of gold in reserves. Like all commissioning operations, there have been issues achieving design throughput and recovery due to flow sheet design, equipment failures, control philosophy, and reagent scheme. Efforts to improve overall mill performance include equipment modifications, reagent screening and testing, and grind size testing. Applying these changes to the mill and working closely with the mine has resulted in continuous improvement each month as Mount Milligan looks to achieve the nominal design capacity of 60,000 dry metric tonnes per day in the later part of 2015. Considerable focus is being placed into ensuring size reduction equipment is utilized effectively. Additional modifications and tests are being undertaken to steadily improve processes and alleviate restrictions in the mill. This paper will discuss the start-up and present ramp-up history of Mount Milligan, the current mill processes, and the steps taken to achieve expected production numbers.OPERATION BACKGROUNDMount Milligan is an open-pit copper and gold operation wholly owned and operated by Thompson Creek Metals. It is located approximately 155km northwest of Prince George, British Columbia, between the communities of Mackenzie and Fort St. James. The copper-gold porphyry deposit contains a Measured and Indicated Mineral Resource of 706.7 Mt at 0.18% Cu and 0.33 g/t Au, containing 2.84 billion lb. copper and 7.50 million oz. gold. Mine life is currently estimated at 22.1 years (“Feasibility Update – Mt. Milligan,” 2009). The mill is designed to process 60,000 dry metric tonnes per day and produce 400 dry metric tonnes of concentrate per day averaging 25.5% Cu and 40 ppm Au. Concentrate is delivered by truck and trailer to Mackenzie followed by rail to Vancouver for overseas shipping to various customers.Mount Milligan is considered a “zero discharge” operation meaning no process or surface water will be discharged to the environment. As well, stockpiling is very limited and is only permitted for a short period of time. This scenario presents several unique challenges. Scheduling of ore/waste production must be carefully planned as waste rock is used to build the tailings storage facility (TSF). Reagent selection is also important as persistent chemicals will have a tendency to build up in reclaim water which feeds the process water tank."

In this address I look back over the past 40 years of mineral exploration in New Zealand û essentially the period since the Second World War (ie since 1945). It was the period of my personal involvement, and indeed of the personal involvement of a number of you. Luckily it was aperiod of great interest and activity. In the previous 50 years, virtually nothing had happened, and it is kindest to draw a veil over that period. In the very important earlier 40 years (1855 - 1895) the New Zealand gold rush occurred. That must have been a fascinating, rewarding period, which has been thoroughly documented by better historians than myself. I will simply comment firstly that its mineral explorers (gold-prospectors) were very successful indeed, and found most localities of the minerals they sought, in spite of using very different methods from ours of today. Secondly, they were preceeded by one of Maori exploration, which searched for a much restricted list of minerals, but succeeded in finding virtually every locality we know of today. The explorers of both of these early periods were obviously highly successful, but, in the time available, I must restrict myself to the period since 1945. I am currently editing the effective up-dating of Gordon WilliamsÆ 'Economic Geology of New Zealand' (1974). It covers the last 12 years or so. Many of you are contributing to that volume û both as authors and as referees û and I would like to take this opportunity of thanking you all. Although this new volume excludes the energy field, many of us have been involved in it, and I am therefore including energy minerals in this review, as Williams did in 1974.

The safe operation of gas transmission pipelines is increasingly coming under the spotlight. Increasing environmental pressure is also forcing pipeline owners and operators to ensure the integrity of their pipelines. The integrity of a pipeline is usually determined using intelligent pigging, often referred to as In Line Inspection (ILI). However, in many cases, gas pipelines cannot be pigged for a variety of reasons. The National Association of Corrosion Engineers (NACE) has recently published Recommended Practice (RP) 0502, referred to as the External Corrosion Direct Assessment (ECDA) Methodology to assist pipeline owners with assessing the condition of pipelines that cannot be pigged. 2. External Corrosion Direct Assessment - NACE RP 0502 The ECDA Methodology is conducted in four phases as follows: ? Pre-Assessment ? Indirect Inspection ? Direct Examination ? Post-Assessment In the Pre-Assessment Phase, all the relevant historical and current data relating to the pipeline in question is reviewed. This covers pipeline, construction, soils/environmental, corrosion control and operational data. The aim of the Pre-Assessment Phase is to determine whether ECDA is feasible, and if so, to define the ECDA Regions and finally to select the Indirect Inspection Tools that will be used for each region. As part of an effort to decrease U.S. dependence on imports of critical and strategic metals, the Bureau of Mines investigated three leaching methods for extracting the base metals and recovering platinum-group metals (PGM) from matte prepared from Stillwater Complex flotation concentrates. Because of a limited supply of natural material, synthetic matte of composition similar to matte prepared from natural concentrates was used to devise the extraction sequences. The validity of the sequences was verified with matte prepared from Stillwater concentrates. In two-stage matte leaching, first-stage H2S04 leaching extracted 99 pct of the nickel and iron from the matte but negligible amounts of copper and PGM. Second-stage oxidative leaching with Fe2(S04)3 or FeC13 solubilized more than 98 pct of the copper and no precious metals. Sequential leaching, in which acid and oxidizing lixiviants were added sequentially to the matte without an intervening filtration step, extracted 99 pct of the Fe, Ni, and Cu. A roasting-leaching technique, in which the residue from first-stage leaching was roasted between 360° and 500° C before a second leaching with H2S04, solubilized 98 pct of the copper. The three leaching methods yielded high-grade PGM residues containing more than 98 pct of the PGM in the matte.

Stream sediment geochemical analyses were collated from open-file mining company reports and assembled in the REGCHEM computerised database at the Institute of Geological and Nuclear Sciences Limited. The database operates on an IBM-compatible PC microcomputer using an application programmed in dBASE IV and termed GEOEXPL. By August 1992, data for 6383 stream sediment samples from 6335 different sites in the Coromandel Peninsula region (Hauraki Goldfield) were entered, giving a total of 29 292 separate elemental analyses. Preliminary statistical analysis using PROBPLOT on a set of data collected by AMOCO from the Mahakirau-Whangapoua area shows that these data are a complex mix of subpopulations related to mineralisation and different source rock types. Thresholds of 37 ppm copper, 31 ppm lead, 112 ppm zinc, and 2.3 ppm molybdenum, defmed by arithmetic models for the combined data set, separate the individual element sets into 'first order anomalous/lesser anomalous and background' subpopulations as follows: copper five per cent/95 per cent, lead five per cent/95 per cent, zinc one per cent/99 per cent, and molybdenum 15 per cent/85 per cent.

Rehabilitation of mining sites helps to achieve the purpose 5(2c) of The Resource Management Act 1991 û æavoiding, remedying, or mitigating any adverse effects of activities on the environmentÆ. The environmental outcomes for recent and current mining operations on the West Coast are variable. There are some exemplary mining operations which are restoring or even improving land use and environmental factors in the region, particularly those operated by the larger mining companies. There are also examples of an exploitative mentality where the environment and land have been severely degraded by mining activities. Technology has been developed to prevent a repetition of the historical destruction of the environment through mining. Failure to rehabilitate mined land is no longer acceptable to the New Zealand public in the 1990s and damages the credibility of the mining industry. Examples of successful mine site rehabilitation to pastoral farming and to production or plantation forestry are illustrated from the alluvial gold mining industry. Planning, sequencing of operations, the utilization of sailor plant growth materials, and aftercare are key factors in successful land rehabilitation to these productive uses. There is also a recent focus on restoring indigenous forests and wetlands at both coal and gold mining sites, particularly for mines on or adjacent to the conservation estate. The results of scientific research and efforts by the industry on techniques for rehabilitating rainforest and pakihi wetland after mining are presented, particularly from the Giles Creek Dunoille Coal Mine. There is a need for further research and trials to apply and extend rehabilitation techniques to other geological and environmental situations, particularly to mines in mountainous areas and to difficult environments like the coal measures ecosystems of the plateaux above Westport.

The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.

The performance of a rotating fixed bed reactor in recovering copper from industrial waste solutions by cementation is studied under various conditions. The rotating fixed bed is made of stacked woven steel screens to take advantage of two features of screens: the ability to present large area per unit volume and their ability to promote high turbulence. Variables studied are initial CuSO4 concentration, bed rotation speed, mesh number of the screens and bed thickness. The presence of baffles was found to increase the rate of cementation. The data were correlated by a dimensionless mass transfer correlation suitable for the design and operation of large scale cementation reactors.

GOLD has played a part in the development of Australia. The total yield exceeds SIX hundred million pounds sterling, while the glamour of gold-mining and the unfailing demand for the product have enhanced its influence. The production is still considerable, but the yield is less than one-quarter of that twenty years previously, while the number of men employed has dropped from 70,000 to 11,000. Not only has there been a marked decline in production, but it is anticipated that thisdecline will continue, and continue more markedly. It is therefore desirable to ascertain the causes of the decline and inquire into means for diminishing or preventing it.The problem under discussion is far from being only local. Finlay states: The grand feature of the history of the business has been the progress of an economic cycle unfavourable to gold milling. The USA yield fell from $101,000,000 to $44,000,000.South Afriea has for some time produced one-half of the world's gold; yet in the Mining and Scientific Press of 11th February, IH22, General Smuts is quoted as saying that if the premium disappeared entirely 24 out of 34 mines would shut down. This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Artisanal and small-scale miners in Nigeria struggle to attract formal financing to upgrade their operations to a more sustainable form of small-scale mining operation. Literature shows that for an investment to attract formal sources of financing; the business must be considered creditworthy by potential lenders. This means that the credit risks associated with the investment must be bearable for the potential lender. This study looks at how artisanal and small-scale miners can attract formal funding, which will help them take the leap from artisanal state to a form of sustainable small-scale mining operation. This study evaluates the creditworthiness of artisanal and small-scale mining operators using key credit risk parameters identified in the literature and through primary investigation. A quantitative study is conducted on a sample of 100 artisanal and small-scale miner establishments in Nigeria to evaluate the effect of these identified credit risk parameters on creditworthiness. It is shown in this study that being a member of a mining cooperative society, which is a form of social collateral, best improves the chances of access to formal financing for miners within the sample group. This underpins the role of social collateral, in both the formal and informal economy, and its influence in improving the creditworthiness of a typical artisanal and small-scale miner.

A survey of 80 coal producers was conducted to determine the extent and scope of respirable dust control research for underground coal mines and the current methods employed to control respirable dust. Results of the survey showed that proper face ventilation and an adequate water spray system are sufficient to comply with mandatory standards in room and pillar mining. Difficulties still exist with longwall equipment, auger miners and buring machines. In these cases, known dust control techniques are not sufficient to obtain compliance. Present state-of-the-art face ventilation and water systems were discussed in addition to the sampling program.

Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. The physical, chemical and mineralogic characteristics of zeolites allow commercially important applications. While adoption of zeolite technology is slow in the United States compared to other regions of the world, continued testing and research has shown a wide range of uses for these minerals. They are important catalysts in petroleum refining, molecular sieves able to separate gases, and chemically inert carriers of reactants. The zeolite clinoptilolite produced by St. Cloud Mining Company (clino) (SC) is used in animal hygiene and animal feed, especially concentrated animal feeding operations (CAFOs), horticulture, water treatment, floor dry, aquariums, air and other filters, and odour control. Clino can remove cations from solution, and surface-modified zeolite (SMZ) is a sorbent for the removal of anions and neutral organics from water. Specific clino applications are: control of chemical pollution in groundwater, removal of organic compounds from oil field waters, and elimination of pathogens from sewage effluent. Combining the sorption capabilities of SMZ with chemical or biological transformations can yield complete removal of toxic materials from contaminated water. Continued development and marketing of zeolite products will be a growth market far into the future. The CAFO market for zeolites is the most significant growth area in the United States over the next few years. SMZ, currently less than 1% of St. Cloud sales, will continue to gain market penetration for many years.

The North Arm of Sulawesi hosts numerous gold and base metal occurrences. Compilation and analysis of geological, tectonic, geochemical and isotopic age date data collected over the past six years on the central part of this region have resulted in the definition of 184 prospects and mineral occurrences of various styles occurring in diverse geological settings representing varying tectonic environments and erosional levels. Mineralisation of the following styles have been recognised: porphyry Cu-Au; porphyry-related gold and base metal veins; high-sulphidation Cu-Au-As; low-sulphidation epithermal Au; hydrothermal breccias; and sediment-hosted Au mineralisation. Clusters of occurrences/prospects form mineralised districts representative of magmatic systems with characteristics determined by the tectonic environment prevailing during formation and the subsequent level of exposure by erosion. Distinctly different Miocene and Pliocene porphyry systems are now recognised whilst most of the remaining epithermal mineralisation is thought to be Pliocene or later. The central North Arm of Sulawesi is composed of a Miocene magmatic island arc that is built on an Early Tertiary basement of predominantly oceanic basaltic rocks and overprinted by a Pliocene magmatic arc. A structural fabric dominated by SSE arc-normal and ESE arc-parallel faults was established during the Miocene under a dextral wrench regime and intersections of these major fault sets are favoured sites for Miocene porphyry Cu-Au mineralisation. Strong dextral tension caused by the collision of the Sula Platform, at the close of the Miocene, led to arc-parallel rifting. Sinistral reactivation of the major Miocene structures in the Pliocene led to further rifting, and ENE-dilation. Pliocene intrusions and related mineralisation exploit these dilatant settings. Miocene porphyry Cu-Au mineralisation occurs where late-Miocene quartz diorite stocks have intruded the margins of earlier Miocene plutons of intermediate composition. Porphyry centres have associated peripheral base metal veins, and skarns. Overprinting of porphyry vein sets by epithermal veins is common. Sediment-hosted gold mineralisation occurs in calcareous sediments associated with the Miocene arc. Remnants of the Pliocene volcanic arc, comprised of dacite volcanics, intrusions and voluminous pyroclastics, dominate the south coast and host porphyry Cu-Au, high sulphidation Cu-Au-As deposits, low-sulphidation epithermal Au veins and disseminated gold mineralisation. In some prospects, mineralised sinters are preserved adjacent to vein systems and deeper mineralised stockworks. Diatremes are common and large caldera structures have been identified. Pliocene stocks and porphyry dyke swarms penetrate the main central and northern parts of the Miocene- arc introducing additional porphyry Cu-Au, base metal hydrothermal breccias and low-sulphidation gold veins. Rapid uplift and erosion has resulted in a highly variable preservation of styles of mineralisation adding further diversity within the mineralised districts and telescoping within deposits.
