The Chinese coal industry is the largest coal producer in the world. The total production in I995 was 1.28 bnt. On the way towards introducing a market economic system, this mature industry is facing major challenges. The main problems are a large surplus of manpower, shortage of current assets and capital, low productivity, high casualties and a huge deficit. This paper discusses the present situation and the future developments in the Chinese coal industry. The current policy can be stated as ‘rapidly developing the state collieries and improving the village and private mines; integrated development to achieve an economic operating scale and encouraging a diversified economy; rapidly exploiting and developing in the North west and South west; promoting productivity and efficiency; welcoming multi-sources and types of investment; setting up coal exchange markets; and the careful control of resources and the environment'.

The risks associated with operating water reservoirs and tailings storage facilities (TSFs) are different because of their different purposes, methods of construction and operation, and characteristics of the materials impounded and their flow behaviour. Regardless of the differences, these two types of structures are often put in the same category when it comes to risk assessment and the application of relevant methodologies, which may result in unrealistic outcomes. In this paper we investigate whether it is possible to apply the risk ranking methodology designed for water reservoirs to TDFs and overview the key differences between these two types of structures. We also provide a comparative analysis of the results obtained by conducting a risk assessment of the operation of a TSF, applying the method recommended by the International Commission on Large Dams (ICOLD), and analyse the results using the failure mode and effects analysis (FMEA) technique. It is concluded that a more realistic evaluation of risk levels can be obtained by adopting a systematic approach to risk assessment in accordance with the traditional risk definition on which the FMEA technique is based.

The Newcrest Telfer Mine has implemented advanced process control technology to obtain stable level operation and consistent mass pull in the copper rougher and scavenger flotation circuits. The final result has been an overall reduction in variability, which impacts on both copper and gold recovery. This paper describes the methodology and implementation of the improvements in control at the Newcrest Telfer Mine as being an essential part of the business for minerals processing.

Seafloor polymetallic sulphides are distributed in the EEZ of Japan, including substantial deposits in the Okinawa Trough and Izu-Bonin back-arc basin. In this new frontier, the successful development of these resources in Japan is expected to bring about a new domestic supply of mineral resources. The initial stages of this development are authorized by the Basic Plan on Ocean Policy, approved by the Japanese Cabinet on April 26, 2013, and the Plan for the Development of Marine Energy and Mineral Resources, formulated by the Ministry of Economy, Trade and Industry (METI) on December 24, 2013. In 2008, the Japan Oil, Gas and Metals National Corporation (JOGMEC), commissioned by METI, began a survey and technological development programme for the development of the seafloor polymetallc sulphides (PMS) based on these Plans. The examination of four different fields: the evaluation of the amount of the resource, environmental assessment, mining technology, and processing & smelting technology, are concurrently promoted, aiming for commercialization as soon as possible. Based on the results of research for properties of geomorphology and marine environments of the target test sites in the Okinawa trough, which have been ongoing for several years, the preparation of the pilot lifting test included an in-situ excavation and crushing test conducted using test excavating and crushing systems.

Coal mine bounces and bursts are major problems facing U.S. mine operators. Bounces and bursts have the potential to inflict severe injury on mining personnel, damage equipment, and cause mine closures. High- stress conditions, at or near the working face, are the common denominator in the burst problem, If mine operators can locate high-stress and potentially burst-prone zones, they can then use stress-relief methods to control the burst condition. One method of locating the high-stress zone is the probe-hole-drilling or drilling-yield method. Probe-hole drilling is used frequently in Europe, the U.S.S.R., and Japan as a means for locating potential burst zones. Consequently, the Bureau of Nines performed tests in the laboratory and in a deep, burst-prone western mine to analyze probe-hole drilling. The in-mine method, very simply, involves drilling a hole into the coal seam and measuring the volume of cuttings obtained. A certain volume of cuttings can be expected from a certain diameter and length drill hole. A significant increase in the volume of cuttings means the zone around that particular hole is highly stressed. In-mine use of the drilling yield method has shown it to be a useful tool for locating highly stressed and potential burst zones. Results from laboratory testing confirm that high stress applied tri-axially to a cube specimen will cause a significant increase in the volume of cuttings from a small-diameter drill hole in the specimen.

Recycling of waste is much preferred over disposal. This paper discusses the Enviroscience, Inc. (ESI) process, now being commercialized by MetWool, Inc., to recycle hazardous wastes using an extractive metallurgical process which is followed by vitrification of non-reducible metal oxides. In this process, volatile and reducible metals are reclaimed as their respective oxides and elements.

"The Suncor Oil Sands Mine located north of Fort McMurray, Alberta, produces about 80000 m' per day of tailings waste which must be disposed of economically in an environmentally acceptable manner. To date, this has been accomplished by impounding the high water content tailings wastes behind large dykes, many of which approach 100 m in height .The dykes are constructed using suitable overburden material stripped prior to the mining of the oil sands feed and/ or the coarse sandy fraction of the tailings waste itself. Although the above is common practice at many mining operations, the large volumes handled and the resultant costs require designs to be meticulously fine-tuned toward the optimum. As a result, considerable effort is expended on planning, designing and construction, and performance monitoring. The lack of precedent experience (Suncor pioneered oil sands mining), coupled with the realities of long, harsh winters and a variety of troublesome site conditions and construction materials, has led to some very unique dyke construction.This paper overviews current tailings disposal plans as welt as some of the key issues related to the design, construction and performance of these large dykes."

The 1889 Johnstown Flood, which killed 2,209 people, was a preventable disaster stemming from systemic decisionmaking failures. This paper applies modern Risk-Informed Decision Making (RIDM) frameworks to analyze the historical context and explore alternative outcomes through hypothetical multiverse scenarios. By reconstructing the risk landscape of the South Fork Dam, we demonstrate how structured hazard identification, risk assessment, and stakeholder communication could have mitigated or prevented the catastrophe. Three counterfactual scenarios—proactive maintenance, community engagement, and regulatory oversight—are evaluated to quantify potential lives saved and economic benefits. The study acknowledges historical barriers, including technological limitations, lack of governance, and socioeconomic disparities, which constrained risk-aware decisions in the 19th century. The analysis draws critical parallels to contemporary engineering challenges, particularly in tailings storage facility (TSF) management, where similar risk blind spots persist. The paper concludes that RIDM is not merely a technical tool but a governance imperative, essential for ethical and sustainable engineering practice. By learning from historical near-misses and failures, the modern engineering community can strengthen resilience and accountability. This work contributes to the growing body of retrospective risk analysis, offering a methodological framework for applying RIDM to historical disasters to inform future safety standards.

The Australian coal industry has undergone sevenfold growth over the last 30 years and since 1985 has been the world's largest coal exporter. Three quarters of Australia's coal production is exported so its future is dependent on it remaining internationally competitive with other energy sources and other coal exporting countries. Coal is likely to increase its share of the energy market during the nine- ties as oil prices increase, new coal-fired capacity is commissioned and some form of nuclear energy is developed which is of acceptable safety standards to the community for use in the 21st century. Gas may take a part of coal's anticipated market share by the Year 2000. While coal exports will increase from China, Colombia, Indonesia and Venezuela and satisfy some of this additional coal demand Australia will also expand its export production, due to its existing advantages. The United States, Canada, South Africa, Poland and USSR seem unlikely to enjoy the same degrees of expansion and some, particularly Poland and USSR, will decline. Australia will always find it difficult to compete in the more distant markets due to levels of ocean freight, although its high quality coals will tend to partly offset such disadvantage.

E. H. D. Carman: The results achieved at Buffelsfontein Gold Mining Company Limited are very encouraging and it seems certain that as far as the conventional uranium recovery process is concerned solvent extraction must entirely supplant the old resin ion exchange process. The operational costs given by Mr Meyburgh indicate that the chief cost items in solvent extraction are reagents. In other words 38.4 per cent of the operational cost at Buffelsfontein is due to the replacement of the organics lost from the plant. It is reported from a wide field of experience that loss, particularly of amine, is a direct function both of the quantity and nature of finely divided suspended solids in the pregnant solution and the extent to which the design of the mixers causes the formation of secondary dispersions which do not easily separate in the settler. There is in addition the unavoidable loss of amine due to its solubility in the aqueous solution which is thought to be about 4 p.p.m. In order to minimise solvent losses therefore, efficient clarification at the head of the solvent extraction plant would appear to be a most important requirement. For this reason the newly erected plant at West Driefontein Gold Mining Company Limited has two Funda Pressure Filters each with a filtering area of 540 sq. ft. which are together designed to handle up to 440 g.p.m. of filtrate. This plant has not yet been commissioned but preliminary testing indicates that suspended solids in the sub micron size range which do not settle even on protracted standing of the solution, will rapidly blind the clarifiers. This should not affect solution clarity but frequent backwashing adds to the cost of precoating. The difficulty was countered in the laboratory with continuous additions of filter aid in addition to the precoat but, as Table 11shows, cost of filter aid is high and its use will have to be optimized against organic losses due to less efficient clarification. This will need much careful observation over a relatively long period of time. Costs shown in Table 11 are based on Mr Meyburgh's figures adjusted to probable conditions at West Driefontein Gold Mining Company Limited. The assumption based on small scale testing is that it will cost 5.2c/ton in filter aid to clarify filtrate to a level of about 5 p.p.m. of suspended solids, in order to restrict the amine loss to 10 p.p.m. which is likely to be equivalent to an entrained organic loss worth approximately only 2.6 cents per ton. Of course poor clarification as mentioned earlier is only one of two or even more causes of organic losses and it seems obvious on the above basis that the operation and economics of pressure clarification will need close investigation. A second important consideration at West Driefontein has been the design of the pump-mixers which must perform the dual function of phase mixing and providing the necessary hydraulic gradient for counter current flow of the two phases. The arrangement is shown in Fig. 1.

A review of the published literature on the mechanism of depression of sulfide minerals shows that a unified theory is not yet available. The various mechanisms that have been postulated include competition between depressants and collectors to adsorb at the surface sites, creation of thermodynamic conditions nonconducive for formation of a metal collector salt or formation of a hydrophilic coating on the surface. The hydrophilic coating may or matt not effect the adsorption of collectors. In yet another mechanism, the depressant nay participate directly in oxidation/reduction reactions between collectors and sulfide minerals. Examples from the literature are discussed to highlight oxidation/reduction effects in the depression of sulfide minerals.

The mining industry faces concurrent pressures of reducing water use, energy consumption and greenhouse gas (GHG) emissions in coming years. However, the interactions between water and energy use, as well as GHG emissions have largely been neglected in modelling studies to date. In addition, investigations tend to focus on the unit operation scale, with little consideration of whole-of-site or regional scale effects.This paper presents an application of a hierarchical systems model (HSM) developed to represent water, energy and GHG emissions fluxes at scales ranging from the unit operation, to the site level, to the regional level. The model allows for the linkages between water use, energy use and GHG emissions to be examined in a flexible and intuitive way, so that mine sites can predict energy and emissions impacts of water use reduction schemes and vice versa. This paper examines whether this approach can also be applied to the regional scale with multiple mine sites.The model is used to conduct a case study of several coal mines in the Bowen Basin, Australia, to compare the utility of centralised and decentralised mine water treatment schemes. The case study takes into account geographical factors (such as water pumping distances and elevations), economic factors (such as capital and operating cost curves for desalination treatment plants) and regional factors (such as regionally varying climates and associated variance in mine water volumes and quality).The case study results indicate that treatment of saline mine water incurs a trade-off between water and energy use in all cases. However, significant cost differences between centralised and decentralised schemes can be observed in a simple economic analysis. Further research will examine the possibility for deriving model up-scaling algorithms to reduce computational requirements.CITATION:Keir, G and Woodley, A, 2013. "Construction of the drilled shafts for the Brightman Street Bridge Replacement Project were not only challenging due to working over the water but were also challenged by changed soil conditions, concurrent work being performed by an adjacent contractor on the same project, environmental restrictions and severe winter conditions. A total of 36 x 8 foot (2.44m) diameter drilled shafts with 7.5 foot (2.31m) rock sockets were installed for the East and West bascule piers. This project also included Osterberg Cell load testing on two production drilled shafts at both the East and West bascule piers. The results from the load test program were used to fine tune the design of the drilled shaft rock sockets. From a constructability standpoint the reverse circulation drilling method with a pile top drill rig proved to be an excellent choice for drilling the overburden and rock sockets of the large diameter deep drilled shafts. INTRODUCTIONThe replacement Brightman Street Bridge spans the Taunton River between Fall River and Somerset in Massachusetts.The new crossing is located approximately 1500 feet (450m) upstream from the existing Brightman Street Bridge, which was built in 1908. The new mainline bridge includes nine spans totaling 1725 feet (525m). A bascule type moveable span will be located in the middle of the Taunton River and provide a 200 foot (61m) open channel centered about the 400 foot (122m) navigational channel. The bascule span, which has a span length of 409 feet (124.7m), will be a trunnion-type four leaf structure with a solid deck. A site plan is shown in Figure 1 Contract 3, which includes construction of the foundations for the East and West bascule piers, was bid on December 19, 2000 and was awarded to Modern Continental Construction Company (MCC) on January 24, 2001. MCC in turn awarded the subcontract for the installation of the drilled shafts to TREVIICOS Corporation, which started mobilizing in June of 2001.The scope of work for the drilled shafts of Contract 3 consisted in installing 18 drilled shafts in three rows on each side of the river to support the bascule piers located in the middle of the Taunton River.The foundation plan for the bascule span is shown in Figure 2."

Deep hard rock underground mines tend to experience high stress as such drives exhibit dynamic responses attributed to a rock burst variant (strainburst). This dynamic behaviour is difficult to predict, and every effort is made to devise the appropriate dynamic support system for its associated failure restraint. This paper outlines the back analysis and the support scheme design for an underground decline that exhibited damage from a dynamic strainburst occurrence. It employs a decline section that experienced a dynamically loaded strainburst that initiated rock fragment ejections. The procedure involves a preliminary structural analysis, a seismic intensity measure, and a rock mass simulation to determine the static stress concentration and ground support system response. The numerical simulation is conducted in FLAC3D which employs the advanced strain-softening IMASS constitutive model governed by two Hoek–Brown (HB) bounding yield surfaces. To account for the post-peak brittleness response associated with strainburst the plastic strain multiplier () is adjusted to 0.0 < < 1.0. The back-analysis shows that the occurrence was initiated by a low-intensity seismic wave that superimposed an extra stress component to the initial static stress which triggered rock fragment ejections. Additionally, the appropriate support scheme comprised of Weldmesh, Fibrecrete, static (split set) and yieldable (Kinloc) reinforcements is recommended and implemented. Thereafter, the bolt’s efficiency is evaluated based on the axial force and elongation capacities and then compared with the published bolt performance data. The evaluation results show that the maximum bolt axial force (0.1 per cent) and elongation (0.006 per cent) are below the designed capacity and rupture strain.
