Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. The ability to target, delineate, excavate, and produce local resources is essential to the establishment of man's long-term presence in space. Many procedures and equipment utilized to mine resources here on Earth may be directly applicable on the lunar surface, while others may need extensive redefinition and development. This paper compares, for a lunar base, the alternative of burrowing into and below the lunar surface with that of surface mining. A conceptual underground mechanical excavator is presented.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

Material handling in surface mines accounts for around 50% of the operational cost. Optimum truck dispatching plays a critical role in the reduction of this operational cost in truck and shovel surface mines. Researchers in this field have presented several mathematical models to solve the truck dispatching problem optimally. However, a critical survey of the literature has shown that three significant drawbacks exist in the available truck dispatching models. The published models underestimate the importance of the interaction between truck fleet, shovel fleet, and the processing plants. They also disregard goals set by strategic-level plans. Moreover, none of the available models account for the uncertainty associated with the input parameters. In this paper we present a new truck dispatching model that covers all of these drawbacks, using a fuzzy linear programming method. The performance of the developed model was evaluated through implementatin in an active surface mining operation. The results show a significant improvement in production and fleet utilization.

In both trials the device demonstrated effective and reliable data acquisition capabilities.

The Oak Creek Power Plant in Oak Creek, Wisconsin is currently undertaking an expansion project. In order to supply cooling water to this facility, a 27' (8.2m) diameter tunnel will be bored, in rock; to connect to 4 vertical Intake shafts located approximately 1.5 miles (2.4km) offshore in Lake Michigan. In 2004, Case Foundation Company was awarded a lump sum contract to Install these intake shafts. When complete, the plant is expected to circulate upward of 2 billion gallons per day (7.5 billion liters) through this system. Two shafts were drilled in a (shortened) construction season in 2005 and the remaining 2 shafts and 4 liner assemblies were completed in 2006. Future connection to the tunnel, in 2007, will be accomplished by mining upward to reach the lower portion of each liner and then removing its internal bulkheads to permit the flow of the lake water into the tunnel.

The sustainable management of surface water associated with coal mining and coal seam gas projects is a considerable factor affecting the global competitiveness of these resource companies operating in Australia. Management of surface water can be costly, but effective water management and hence environmental stewardship enhances corporate social responsibility and the social license to operate. The surface water issues for the two industries are comparable, yet there is currently a lack of alignment between how Queensland, where the majority of AustraliaÆs coal seam gas projects are located, manages and regulates water on coal mine projects and coal seam gas projects.This paper provides a high level comparison of Queensland legislation and highlights the lack of alignment of this legislation regarding surface water management in these two industries. Through a case study, it looks at the surface water management process at a coal mine site based on the current legislation and principals of surface water management. QueenslandÆs lack of alignment in legislation regarding surface water management in these industries is understandable given the different development paths and time scales of the two industries. The coal mining industry has developed over a long period of time and the legislation has progressed in parallel, whereas, the coal seam gas industry is relatively new in Australia and the legislation has had to advance quickly. The lack of alignment between management of surface water for the two industries creates confusion among stakeholders and this adds complexity and additional transaction costs during the exploration, permitting and operational phases of projects, including landowners who may be affected.CITATION:Bennett, C, Coffison, E and Gibbs, M, 2013. Deformation processing of rapidly solidified powder alloys presents a technical challenge different in several ways from the processing of ingot based alloys. The metastable phases formed during planar flow casting of aluminum alloy 8009 (FVS0812) must be safe-guarded from high temperature excursions during processing to avoid decomposition; this restriction prohibits liquid phase sintering of particles during consolidation. The development of strong particle-particle adhesion, therefore, relies on the imposition of very large strains during forming operations to insure sufficient mechanical meshing of the aluminum particles and break-up of prior particle oxide boundaries. These strains are generally much greater than those required for metallurgical transformations in ingot based alloys. In an attempt to quantify the deformation required to improve interparticle bonding, the finite element method (FEM) was employed. Preliminary results which predict the metal flow and strain distribution in several workpiece configurations are discussed. These predictions are then correlated to measurements made on experimental subscale forgings. Lastly, experimentally measured quantities which reflect the degree of interparticle bondingg are related back to FEM model predictions.

In the last few decades, many developing countries have tried to expand and improve upon higher education, which is acknowledged to be the leading factor for development. In this respect, develiping countries have significantly increased the number of tertiary institutions and their students. These rapid expansions, along with all the benefits, have drawbacks as well. An example is the status of mining engineering education in Iran. Presently, the number of active mining engineering departments in Iran (27) is more than the sum of similar departments in Canada, Australia, the United Kingdom, and South Africa (23 altogether). Also, the number of annual mining graduates in Iran (645) is more than the cumulative graduates of the United States, Canada, the United Kingdom, and Australia (613). The expansion of mining engineering education in Iran has coincided with the closing or merging of similar mining departments, as well as a decline in the number of interested students in the industrialized world. The present study shows that the need for development and the excessive number of high school graduates, resulting from high population growth in the early 1980s, are the two primary factors influencing the significant expansion of mining engineering education in Iran.

This investigation (Bowles, 1990) involves consideration of technology utilized by three separate fields of metallurgy and materials science: 1) The recovery of metals employing the use of solvent extraction, 2) The fabrication of materials using powder metallurgy, and 3) The use of composite materials in fabrication of engineering materials. The research considers each of the processes in order to realize the benefits of each. In light of the fact that materials have an intended use -it does seem plausible to simplify the process required between "mother earth" and final use. For instance, a primary copper producer that already employs a solvent extraction and electrowinning process could produce value added products directly. Part of the existing extractant flow could be diverted into a pressurized hydrogen stripping process in order to produce specialty composite powders. Innumerable methods have been employed for the recovery of metals; solvent extraction, the one considered in this study, was used due to the possibility of it providing a pure powdered metal. The use of solvent extraction in the recovery of metals has gained wide acceptance and its use proves beneficial in many applications (Ritchey and Ashbrook, 1984). Pressure hydrogen stripping of solvent extractants may provide the benefit of flowsheet simplification compared to conventional solvent extraction followed by electrowinning. It may also provide the benefit of direct production of high purity metal powder (Demopoulos and Distin, 1985).

A brick veneer house located on a open-pit coal mine lease has been subject to ground vibration levels of up to 222 mm/s, and air vibration levels of up to 145 dBL. The dynamic response of the structure was measured with accelerometers, geophones, and strain gauges as part of a project investigating the response of brick veneer houses to blasting. This paper outlines the project, and provides information on brickwork strength, foundation investigations, and observations on damage due to blasting. Correlations have been made between crack behaviour and factors such as blast vibration levels and rainfall.

The Autogenous milling of ores holds an increasing attraction as the focus moves towards reducing energy usage, both direct and embodied in grinding media. However, most of the early AG mills were converted to SAG for improved stability and increased throughput. This imposes a huge penalty in steel grinding media consumption. The LKAB iron ore operations in Sweden process highgrade magnetite through fully-autogenous milling lines to a final product P80 of about 45µm. The outcomes of P9O AMIRA research surveys, covering a wide range of mill fillings and throughputs and with different feed blends, are presented. Insights are provided on operational strategies, opportunities, the influence of feed size control and balancing the blend of competent gangue and softer magnetite. Areas of importance in the successful operation and control of energy-efficient autogenous circuits are highlighted.

It is with great pleasure that we announce the availability of this fifth issue of the IPMI Journal, a publication of the International Precious Metals Educational and Scientific Foundation. This digital peer reviewed publication has been created as a vehicle for the sharing of technical information related to the science and technology of precious metals. Since 1976, the International Precious Metals Institute has championed the exchange of information of critical importance to the precious metals scientific and commercial communities through its various communications vehicles. This has included instructional videos, annual conference symposia, special topic committee meetings, regional seminars, and professional and student achievement awards. Due to the breadth of important topics related to all aspects of precious metals, it has been the vision of the IPMI to provide a publication available to the general public that would become a key source of pertinent topics containing high quality publications by experts in their fields of study. Historically, the IPMI has attracted world renowned experts in many fields (including Nobel Laureates Henry Taube, Ei-ishi Negishi, Robert Grubs, Professor Ben Feringa, and David MacMillan) in the dissemination of discoveries, inventions, and industry proven practices. Such information has a total value greater than the sum of its parts as seemingly unrelated innovations from distinct focus areas can be adapted to solve problems. Because of this important characteristic of information exchange, we have decided to create a digital journal, available to the general public, that will not only communicate state of the art discoveries and sound practices, but will also review historical communications from the IPMI’s archives that have value and use even in today’s environment.

Personnel at the Jet Propulsion Laboratory (JPL) are studying the technology and applications of salt-gradient solar ponds (see below) for both electrical and thermal energy generation. The brine extraction and processing site operated by the Kerr-McGee Corporation at Searles Lake, California, offers ideal conditions for economic construction of solar ponds. Furthermore, since rising conventional energy costs adversely affect the economic recovery of brine by the present process, this site was selected for a study on the feasibility of integrating the solution mining of trona (Na2CO3?NaHCO3?2H20) in the lower salt with solar ponds for heating. The major emphasis of this study was to determine whether inexpensive thermal energy available at the brine extraction site would be useful in extracting increased mineral value from the resource. The present operation, which involves the simple extraction of the complex brine and its processing at the adjacent plant, is sometimes referred to as solution mining. Since the concept discussed in this paper involves injecting a heated sodium sulfate brine to dissolve carbonate underground, the proposed scheme is referred to as "enhanced" solution mining. Sufficient quantities of combustible vapors are released by some sulfurs to produce flammable atmospheres under prolonged storage. Hydrogen sulfide and carbon disulfide appear to be the principal flammable constituents in the vapor space above molten sulfur. If sufficient carbon disulfide is present, ignition of the vapor-air mixtures can occur spontaneously on contact with the heated surfaces found within storage tanks.

IN common with many other companies engaged in the mining and processing of ores, research has always been an important activity of the United States Smelting Refining and Mining Company. Much of this research has been carried on at the various plants of the Company by the operating staffs, and over the years has been an essential factor in developing new methods and improving existing methods of operation. In 1917 arrangements were made with the Massachusetts Institute of Technology under which the Company had the exclusive use of one or two small laboratories in the then newly constructed MIT buildings and the use of the metallurgical laboratories, subject of course to the Institute's needs. After about two years this work was temporarily discontinued but was resumed in 1920 under the direction of G. H. Clevenger, consulting metallurgist for the Company, who recently retired. Becoming cramped for space, the laboratory was moved to a location near MIT on Amherst Street, Cambridge, in 1924. Establishment of a general research laboratory in metropolitan Boston naturally followed from the fact that the head office of the Company was located there and that the library facilities available for all types of research were, and are, unsurpassed. The disadvantages in carrying on research at great distances from the operating units of the Company were always apparent, but with widely scattered plants this disadvantage could not he overcome. In this paper two optional production processes are presented for reasonable utilization of primary sylvinite in Qinghai province, China. The two kinds of products as chlorine-free potash fertilizers; potassium sulphate or potassium magnesium sulphate can be obtained. In the course of potassium sulphate production, using primary sylvinite from Qinghai salt lake as raw material with impurities such as sodium chloride and insoluble in primary sylvinite, it must be prepared by flotation before being converted into potassium sulphate. This final product has found wide use in tobacco industry in China. However, in some cases Chinese farmers would rather buy the fertilizer of potassium magnesium sulphate than high quality of potassium sulphate. With flotation process which is a little different from above mentioned, the potassium magnesium sulphate fertilizer may be produced by washing one of the flotation concentrate presented as picromerite, while another concentrate containing potassium chloride is treated as by-product.

Increased awareness and stricter enforcement of regulatory requirements for adequate rehabilitation of surface mining sites has made environmental planning an essential part of strip mine planning. Rehabilitation is site specific and should be based on data which relate to that site. Cost-effective spoil pile design to minimise erosion is an important part of rehabilitation. Spoil pile design is an integral part of strip mine design. QCT Resources Limited has provided a postgraduate scholarship toward research in this area. The controlling factors of spoil pile design are post-mining land use, drainage requirements and degree and rate of erosion. The extent to which mine design is controlled by these factors is determined by regulatory requirements. To plan acceptable rehabilitation programs, erosion processes must be accurately modelled, and a range of erosion prediction models are available. Useful prediction models can be placed in two categories with the first category containing soil loss prediction models which can be used to predict the amount of soil lost from an area over a short or long term basis. Models in this category include the Universal Soil Loss Equation (USLE), Water Erosion Prediction Project (WEPP), Griffith University Erosion and Sedimentation System (GUESS) and Chemical, Runoff and Erosion from Agricultural Management Systems (CREAMS). The second category contains topographic evolution models which give an indication of the long term morphological development of a formed surface subjected to erosion processes. Models in this category include "Topog", Willgoose's Physically Based Catchment Evolution Model and Areal Nonpoint Source Watershed Environment Response Simulation (ANSWERS). The USLE has been used in the agricultural field for soil loss prediction. To apply the equation to mine sites in Central Queensland, it is necessary to understand the factors affecting erosion at the sites. This understanding should allow the variables of the equation to be quantified. The rainfall factor applied in the USLE is independent of engineering design or soil management techniques. The factor of spoil erodibility is dependent on the material's physical and chemical properties and can vary from site to site. In the equation, the topographic factor, cover and management factor and conservation practices factor can be varied by design to reduce erosion on rehabilitated areas.
