Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

Without adequate soil available, it is difficult to rehabilitate a large area of acid mine waste dump with sustainable plant communities, which has a strong potential acid generation. In the present project, paste tailings capping method has been put forward to reconstruct plant ecosystem on acid mine waste rock dump. This rehabilitation method uses paste tailings as capillary break and plant growth media. The tailings used contained 26.3 per cent of particles of less than 20 ¦m which satisfy the requirement of grain of paste tailings preparation. The tailings are not acid- producing materials. In addition to Cu, total contents of Zn, Pb, Cr, Cd, As and Ni in tailings are lower than those in local soil. Paste tailings concentration 70 per cent ~ 72 per cent was prepared by concentrating ten per cent tailings by using polypropylenecrylic sodium as flocculation. The potential pollution risks are low by using paste tailings as capillary break layer. Plants directly grown in the tailings did not particularly accumulate Cu, Zn, Pb, Cr, Cd, As, Ni in roots, stem and leaves, which were 0.01 ~ 1.6 times of those grown in soil.CITATION:Yibin, Z, Lianbi, Z, Bin, P and Youhong, Z, 2012. Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. Numerical modelling was used to determine the magnitude and direction of stresses around drives both adjacent to and distant from open stopes in the South Crofty tin mine. Modelling predicted that drives near the stopes are situated in a stress-relaxed zone. The peripheries of drives that are sited in solid rock away from the influence of stoping are in compression. Key-block modelling was used to determine the typical geometries of critical blocks and distinct element modelling was used to determine block stability. The conclusions derived from modelling fitted the observational data. This indicated that key-block theory is a valid tool for analysing the stability of roadways in the South Crofty mine. The support requirements for drives located next to stoped-out areas were formulated using a risk analysis approach to key-block formation. The results were compared with support guidelines derived using empirical design methods. Good agreement was obtained for the roofs of the drives but not for the sidewalls. The concept of a critical excavation width was formulated: once an excavation is larger than the critical size the length of rockbolts need not be increased as the excavtion dimensions increase. This may be the case in all rock mases.

"A laboratory test program was initiated by the Department of Energy, Mines and Resources as part of the National Uranium Tailings Program to investigate the applicability of a radium selective ion exchange complexer for removing radium from Canadian uranium mining effluents. The test program was carried out by Melis Consulting Engineers Ltd. under contract to the Department of Supply and Services using the Saskatchewan Research Council facilities located in Saskatoon, Saskatchewan.The results of this work showed the ion exchange complexer, Dowex XFS 43230.00, to be efficient in removing radium from contaminated water of uranium mining operations with the ultimate loading capacity of the resin on one type of water treated being determined as approximately 1,600 Bq/cm3 of new resin. Although this resin has potential application for treatment of effluent streams in uranium operations it has been identified that the resin efficiency and capacity is directly related to the chemistry of the water being treated and site-specific testwork is required in order to establish reliable design data for full-scale operations.IntroductionThe possible applicability of a radium-selective ion exchange complexer for removing radium from Canadian uranium mining effluents had been identified and discussed as a possible alternative to present radium removal methods during a review of disposal technology options for the National Uranium Tailings Program of the Department of Energy, Mines and Resources(1). Taylor uranium mine in New Mexico is reported to have shown the resin complexer to be efficient under plant operating conditions.As a result, a laboratory test program was initiated by the Department of Energy, Mines and Resources as part of the National Uranium Tailings Program to investigate the suitability of this resin for Canadian uranium mining effluents. The test program was carried out by Melis Consulting Engineers Ltd. "Two analytical closed-form elastic-rigid-plastic solution methods to predict the rigid foundation behaviour on stone-column reinforced soil are compared, both of which takes into account the stone material yield within the host soil according to stress-dilatancy theory. These are the mechanistic methods developed by the author (2004, 2005) [that presently incorporates the dilatancy angle as per Schanz and Vermeer (1996)] and that developed by Pulko and Majes (2006), that takes into account the column yield as per Rowe dilatancy theory. Since optimal design of stone column necessitates optimum stress concentration on column, which is generally composed of dense gravel with/or without sand, the vertical stress on granular column is often close to its peak strength and the material dilates. To arrive at closed-form analytic solution to this complex soil-stone column interaction problem, some common assumptions like axi-symmetric soilstone column ‘unit-cell’, elastic host soil and rigid-plastic Mohr-Coulomb stone column material are combined with equilibrium and kinematic conditions. The results reflect the beneficial effect of dilatancy within the optimal range or techno-economic domain of area-ratio. The settlement predictions are compared with other analytical methods available in literature as well as with measured settlement reduction of stonecolumn reinforced ground at different subsoil conditions around the globe reported in literature.INTRODUCTIONStone columns or granular piles are frequently used in stabilization of soft clays, silts and loose silty-sands with large amount of fines. The majority of analytical methods assume infinitely wide loaded area with end-bearing columns having constant diameter and spacing that approximate to axi-symmetric conditions, and the approach is known as ‘unit-cell concept’. Several analytical solutions are available, and many of them (Aboshi et al; 1979, Balaam & Booker; 1981) are based on elastic approach considering the stonecolumn and surrounding soil as elastic materials. However, elastic methods give the ratio between the vertical stress in the column to soil (stress concentration factor) approximately equal to the ratio of constrained modulus of both materials. This ratio was found to be considerably higher than measured in the field and it is believed that elastic methods may overestimate the effects of stone columns on settlement reduction (Barksdale & Bachus, 1983). The elastic and elasto-plastic solutions presented by Balaam and Booker (1981, 1985) indicate that the problem can be idealized by assuming that the stone column is in a triaxial state and possibly yielding, such that there is no shear stress at the stone-soil interface and no yielding in the soil. Similar assumptions of stone column to be in a state of limiting equilibrium and under a triaxial stress state are considered in other methods also (Priebe; 1976, Van Impe & De Beer; 1983, Van Impe & Madhav; 1992, Saha & De; 1994, Saha; 2004, 2005, Pulko & Majes; 2006). In majority of the methods it is assumed that under load the stone-column yields at constant volume. However, the last three cases cited consider another parameter; the dilation of stone column. In Van Impe and Madhav’s (1992) and author’s (2004, 2005) method, the dilation is taken into account through the final value of the volumetric strain of column, whereas Pulko & Majes (2006) considered the stone column as Mohr-Coulomb rigid-plastic; dilating at yield in line with Rowe (1962) dilatancy theory."

The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

Thiosulfate is a green gold leaching agent that shows great potential to replace the highly toxic cyanide. Ammonia is traditionally used as the copper ligand in thiosulfate solutions to reduce the reactivity of copper ions towards thiosulfate, but it is a toxic reagent. As a result, efforts to replace ammonia with another complexing agent have received increasing attention. In this study, a novel alternative to ammonia is proposed to explore the potential use of the copper-malic acid-thiosulfate system. Experimental parameters include temperature, initial pH, copper, malic acid, and thiosulfate concentration. The feasibility of the copper-malic acid-thiosulfate system was discussed using Eh–pH and species distribution diagrams. Themodynamics analysis indicates that the mechanism of gold leaching in copper-malic acid-thiosulfate solution is mainly catalyzed by the Cu2( Mal)2H-2 2−/Cu(S2O3)3 5− redox couple. The capability of gold leaching in this system for processing the refractory gold concentrate is comparable to that of cyanidation and the traditional copper-ammonia-thiosulfate leaching processes. Thiosulfate consumption is greatly reduced in the presence of malate due to its strong chelating effect on the copper ions. Moreover, the copper-malic acid-thiosulfate system demonstrates a significant enhancement in leaching kinetics, making it a viable option for processing refractory gold concentrates.

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

The increased thickness of the coal seam leads to higher goaf roof collapse height. In contrast, the dynamic pressure from the mining of ultra-thick coal seams generates higher abutment pressures around the mined area and may affect the stability of roadways servicing these panels. To mitigate the deformation and damage issues in the roadways during the extraction of ultra-thick coal seams under a high depth of cover, researchers have proposed combining high prestress constant resistance support and roof-cutting technology (HPCR-RC). The deformation and failure mechanisms of the roadways during the extraction of ultra-thick coal seams under a high depth of cover, along with the mechanisms and field control effects of the combined support system, have been analyzed through theoretical analysis, numerical simulation, and field experiments. The research findings reveal that the high in situ stress, initial excavation disturbance, rotation, and subsidence of the fractured roof of the extra-thick coal seam led to significant deformation and damage in the roadways. High prestress constant resistance support compensates for the initial stress loss, reduces initial stress concentration, and absorbs deformation energy. Moreover, the roof-cutting technology severs the connection between the goaf roof and the roadway roof, disrupts the path of stress transfer, raises the level of roof backfilling in the goaf, and provides support to the roof, effectively alleviating the pressure on the coal pillar ahead and adjacent to the working face. Field experiments have confirmed the effectiveness of HPCR-RC, as indicated by a substantial decrease in surrounding rock deformation and support pressure within the roadways.

As an occupational culture, mining comes with its own set of rules, agendas and values. Yet mines often also operate in the traditional territories of indigenous communities, with whom specific agreements are negotiated that commit to respect culture, economy and environment. Mines in these locations employ extremely diverse workforces whose value systems often come into conflict in on-the-job relationships. Adaptation of individual worker attitudes and industrial operating culture thus both need to occur if there is to be the negotiation of a workable relationship. This paper will discuss ways that NWT diamond mines have adapted to their workforce, to ensure that rights and cultures of their diverse workforce can be respected. Historically, the concept of culture has been dealt with solely through the forum of ?cross-cultural? workshops. Gibson presents a model of a new type of ?cultural-engagement? workshop based on the top ten cross-cultural conflicts that actually arise at a remote mine-site. This model helps managers, team leaders, and workers to tackle in-mine conflicts that arise based on differing value systems of aboriginal and non-aboriginal workers and management. In addition, Gibson suggests that the concept of culture must be more rigorously applied throughout the mine structure and not discussed only in the forum of the cross-cultural workshop.

A general description of the activities and results of bauxite investigation by The Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fourth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on Figure 13 in Volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township-is given with the discussion covering that area.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Truong Son fold-thrust belt (TSFTB) is a prominent tectonic component of mainland Indochina that occurs as a north-west–south-east-trending tectonic entity that extends from north-eastern Laos, straddles the Laos-Vietnam border area and is submerged under the sea basin in east central Vietnam. The TSFTB hosts numerous regional-scale gold and polymetallic base metal deposits, and the mineralisation occurs along the strike of the belt; however, the potential of many of these deposits are inadequately evaluated. The ore mineralisation is hosted by different rock assemblages, including highly metamorphosed Late Proterozoic metasedimentary rocks and Palaeozoic sedimentary and/or volcanic packages, which were intruded by several phases of magma and underwent a number of tectonic events. Several ore-forming styles – including porphyry, Carlin-type and sediment-hosted orogenic Au – were formed during at least two phases of regional thermotectonism that have been identified in the TSFTB. However, all of the major gold deposits/mineralisations are closely related to region-wide structural breaks and many of them are controlled by large-scale, high-strain zones. THE occurrence of twins in large ferrite crystals, made by a new process, was reported in a recent note. This paper describes a typical case of such twinning and suggests, on the basis of the observed facts, why smooth slip-planes are rarely observed in this metal. METHOD OF PREPARATION The material In which the crystals here dealt with were grown was made from 1/8 -in. Armco iron welding rod containing C, 0.04; S, 0.037; P, 0.003; Si, 0.008, and Mn, 0.02 per cent. This rod was cold drawn into wire about 1 mm. dia. A piece of this wire was supported vertically and was locally heated in hydrogen at atmospheric pressure to about 1400° C. by an alternating current (60 cycles per sec.) of about 35 amp., passed through it between a pair of travelling contacts about 8 cm. apart. The rate of travel for the case in hand was 12 cm. per hr. After some 30 cm. of the length of the wire had been heated and cooled in this manner the whole wire was immersed for a few seconds in dilute nitric acid, not restrained by alcohol. Etching was continued until, as nearly as could be judged by eye, the original smooth cylindrical surface of the wire was no longer capable of specular reflection.

The mining methods and practices used at the Young zinc mine, American Zinc Co. of Tennessee, have resulted in a low-cost, high-yield operation. Zinc ore (sphalerite) occurs in limestone-dolomite beds of the Kingsport Formation and is mined by modified room and pillar method. Utilizing trackless mining equipment which incorporates a high degree of flexibility, this operation has had a steady increase in productivity.

The Fosterville Gold mine is located approximately 20km to the East of Bendigo in central Victoria. The gold at Fosterville occurs as solid solution within disseminated arsenopyrite and pyrite. The Fosterville ore bodies contain various amounts of native carbon in the form of bituminous coal. This carbon (Non-Carbonate Carbon or NCC) has been the predominant mechanism for gold loss from the processing facility through”preg-robbing”.Processing of the Fosterville ore is achieved initially through crushing, grinding and flotation to extract the sulphides. The sulphide concentrate is oxidized using Bacterial Oxidation, before being leached in a conventional CIL circuit. A high portion of the native carbon (NCC) in the mine ore is naturally hydrophobic in nature, and subsequently reports to the flotation concentrate stream, and ultimately onto the CIL circuit. This NCC has a notable preg-robbing ability. Treatment of Black Shale ores, which have elevated NCC levels, has historically resulted in CIL recoveries as low as 35%, with around 60-80% of the gold loss from the leach circuit attributed to preg-robbing.Standard technologies for dealing with a carbonaceous leach feed have been trialed with limited success. The discovery of the significance of heat on leach recoveries, triggered extensive testwork on a range of leach feed and tails samples. Pilot plant testing demonstrated that “Heated Leaching” of the CIL tails was the best process with an average recovery increase of 7.5% being achieved. Following a successful pilot study, an engineering feasibility study was completed by Minerva Engineering, and the project economics determined. With strong recovery gains evident and a predicted project payback of 1-1.5 years, approval for the installation of the full scale plant was granted. Detailed design commenced in September 2008 with installation commencing in January 2009. The circuit was successfully commissioned in April 2009.Following commissioning, the Heated Leach circuit has achieved recovery gains of 4-14%, and has proven itself to be a significant contributor to the overall plant performance.

The height of tailings pond (TP) embankments is frequently raised to accommodate the ever-increasing volume of tailings released by the mining industries. Excess pore water pressure (EPWP) may develop during the height-raising operations, which can affect the overall stability of TP. This article presents a detailed stability analysis for the embankments of an existing TP, the height of which was increased twice utilizing downstream (D/S) and upstream (U/S) construction techniques. A rigorous two-dimensional transient fully coupled-stress-pore pressure analysis is performed in the finite element-based package RS2 to examine the build-up of EPWP during different stages of construction. Furthermore, an attempt is made to investigate the feasibility of future height raising, with due consideration given to the influence of embankment raising rates. Results from the analysis show a development of higher EPWP within the tailings deposit in comparison to the embankments of TP, indicating the development of an undrained-like condition. The study further reveals that the development of EPWP is highly affected by the rate at which embankments of TP are being raised. A higher rate of embankment-raising results in the development of greater EPWP in comparison to a lower embankment-raising rate, which may lead to the ultimate collapse of TP. Furthermore, based on the stability analysis, the height of existing TP can be further raised by 4 m (two lifts of 2 m height) utilizing the U/S construction technique. A thorough cost and benefit analyses are however required before implementing the results of the current analysis since the storage capacity of TP is reduced while raising by the U/S method.

The design/build of two adjacent vertical mine shafts in difficult ground conditions at a mining complex in the midwestern United States required innovative construction techniques. Construction of the 267-m-deep Service Shaft required full depth dewatering wells and ground freezing. Blind drilling was utilized to excavate the 257-m-deep Production Shaft and it was finished with a steel/concrete composite liner that was floated into place. An equally unique component of the installation included supplying a high capacity vertical conveyor system, featuring a 273-m-lift. Other components of the project include the mine level development, as well as the design and installation of three hoisting systems, including a 45-ton capacity men/materials hoisting system.

SEVERAL years ago Zener and Hollomon1 suggested that the flow stress of metals might be related to the temperature and strain rate in accord with the functional equation: s=s(eeh/rt) [1] at the same state. The Zener-Hollomon relation also contains the significant tacit implication that the energy for activation, AH, is substantially independent of the state of the material. The utility of this method for correlating creep data with tensile data was illustrated in a preliminary reportL on the effect of alloying additions on the secondary creep rates of binary a solid solutions in aluminum as shown for Al-Mg alloys in Fig. 1. Not only do the secondary creep and ultimate tensile properties for each alloy correlate well on this plot but in addition the activation energy, AH = 17,900 R cal per mol. is identical for the various compositions. Similar types of curves correlating the secondary creep rates at 422°K (300°F) with ultimate tensile data were also obtained for a series of dilute a solid solutions of copper, germanium, zinc, and silver in aluminum. In all cases the activation energy for creep, AH, was found to be equal to about 17,900 R cal per mol independent of the type of alloying element or its concentration. The coincidence of the activation energies for these alloys is probably due to the fact that the activation energies for creep are rather insensitive to small composition changes. Alloying additions, as shown in Fig. 1, however, increased the stress necessary to obtain equivalent values of ee?H/RT. Thus the stress level in curves of the type represented by Fig. 1 gives the relative creep strengths of the various alloys. Inasmuch as these correlations between creep and tensile data were obtained for creep tests at 422°K, it appeared advisable to ascertain the range of secondary creep rates and temperatures over which correlations between creep and tensile data could be made on the basis of the Zener-Hollomon relationship. If, for example, the activation energy changes with different ranges of creep temperatures, the utility of the proposed analysis would be severely weakened. But if AH is constant not only for all dilute alloys, but also over wide ranges of temperature and secondary creep rates, confidence will be developed not only in the broad utility of the Zener- Table I. In order to appropriately reduce the scope of creep tests in this investigation only the typical alloys shown in Table I were investigated. All creep specimens were machined such that their tensile axes were in the rolling direction of the 0.070 in. sheet stock. The gage section was 2 in. long and 0.500 in. wide with a reduced section of 3.50 in. "The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines.Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior.4/Following Dr. Holmes' investigation, a party of Bureau of Mines engineers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.During 1920 to 1922, the comparative steaming properties of Alaska bituminous coal, lignite, and wood were determined by the Bureau of Mines.6/In the early 1920's, the Bureau of Mines established a coal laboratory at Anchorage, where Alaska coals were analyzed. Subsequently, this laboratory was transferred to the Alaska Railroad and was used by the railroad for coal and other tests.Since 1910, the Bureau of Mines has made analyses of coal from Alaska, and the results of these analyses have been published.7/ The coal analyzed was obtained from mines, tipples, delivered lots, and face samples of coal deposits, and these samples were obtained in the field by engineers of the Bureau of Mines and geologists of the U. S. Geological Survey.Because of the shortage of petroleum and petroleum products in Alaska during the war, low-temperature carbonization assays of coals from the Broad Pass, Forty-Mile, Matanuska, and Nenana fields were made by the Bureau of Mines, and the results were published.Coal beds in the Matanuska field contain interbedded impurities in the form of shale, clay, and bone. The coal should be cleaned mechanically to obtain a satisfactory fuel. A coal-preparation study of bituminous coal from the Eska and Evan Jones mines was made by engineers of the Bureau of Mines, and the results were published.9/Coal production in Alaska is less than the requirements, and coal is imported to make up the deficiency. The cost of this imported coal is high. Greater production is necessary to supply coal for Army installations, industry, and homes. At present, there is only one bituminous coal mine (Evan Jones) in Alaska. The output of this mine is used at Fort Richardson, Anchorage, and by the Alaska Railroad. The economic life of this mine is limited (reported to be 3 years), and its closing, because of accidents or exhaustion, will cause great hardship to the inhabitants of Alaska. There is need to develop new, modern mines for the production of bituminous coal in the Matanuska field."
