FOR a number of years up to the economic setback of the 1929-1931 period, the greatest proportional advances in the mineral industries in California were made among the substances in the nonmetallic groupings, particularly among the so-called industrial minerals and the salines. During the past year or two, although these have not regained the stride that marked their progress in the preceding decade, we can still record, -some new developments. California produces annually between 55 and' 60 different minerals on a commercial scale. Of these, some 40 to 45 comprise the "structural," "industrial," and "salines" materials as grouped in the reports of the State's Division of Mines. Refractory sulfide gold ores or concentrates require an oxidation pretreatment step to yield the contained gold amenable to the subsequent leaching step. The process options for oxidation pretreatment can be broadly classified as follows: roasting, high or low pressure oxidation bacterial oxidation, chemical oxidation, each with a number of alternative suboptions. Roasting and high pressure oxidation are being applied on an industrial scale; the stage of development of the other options range from preliminary laboratory to advanced pilot plant- In this paper, the major technical, environmental and economic aspects of the above processes are being discussed. Future industrial trends will also be considered. Particular emphasis will be placed on the treatment of arsenical ores and concentrates, where safe plant operation as well as, handling and disposal of the arsenic containing products and/or effluents 'and residues is of paramount importance.

In 1978, the U.S. Bureau of Mines and the U.S. Geological Survey completed a joint mineral survey of the Chemise Mountain and King Range study areas as mandated by the Federal Land Policy and Management Act of 1916, Public Law 94-579. The U.S. Bureau of Mines examined all identified mineral prospects and deposits; the results of these examinations are included in this report. The U.S. Geological Survey studied the regional geology, geochemistry, and geophysics; the results of these studies are available in USGS Map MF-1196. No mineral resources were identified in either the Chemise Mountain or King Range study areas; however, a high-grade silver and base-metal occurrence, and minor manganese resources were identified in between the two study areas, within the King Range Conservation Area. The only mining activity in either area was a placer gold prospect on Honeydew creek in the northeastern part of the King Range study area. Three samples from this prospect contained no gold. The Chemise Mountain and King Range study areas are in a mountainous region along the coast of northern California, 230 road miles north of San Francisco, and 70 miles south of Eureka by way of U.S. Highway 101, through Garberville and Redway. The Chemise Mountain study area consists of 3,941 acres; it includes the 2,598-ft Chemise Mountain, and the cliff-lined seacoast southeast of Shelter Cove. a resort and fishing village. The King Range study area consists of 39.764 acres northwest of Shelter Cove, and includes the northwest-trending King Range with elevations above 4,000 ft. The Chemise and King Range study areas are underlain by deep-water marine sandstones, shales, and minor pillow basalts of the Late Cretaceous and early Tertiary Franciscan Subduction Complex. Mineral production was 1,650 tons of manganese ore within a manganiferous bed overlying pillow basalt at the Queen Peak mine southeast of the King Range study area. However, no significant manganese resources were found in the Queen Peak area. The Point Delgada area, directly south of the King Range study area, has prospects with high grade copper, lead. silver, and zinc. Exposures are inadequate to estimate resources; however, the metals may be associated with Franciscan volcanism (volcanogenic). The Chemise and King Range study areas may contain similar economic silver-rich, base-metal deposits.

Hydroseparation (http://www.cnt-mc.com) was used to concentrate sized fractions (from <38 ¦m to 150 ¦m) of various ore products ahead of carbon-in-pulp (CIP)-treatment. The resulting size-by-size concentrates were mounted as monolayer polished sections and subjected to automated unattended precious metal searches by image analysis (see Lastra, Wilson and Cabri, 1999). Systematic variations in Au-deportment permit quantification of Au reporting as discrete grains from fresh-feed through to pressure oxidation (POX)- and CIP-feed. Application of hydroseparation, image analysis and assays to characterising tailings (from <10 ¦m to 106 ¦m) from four mine sites is also described. Results are encouraging enough to predict that the combination of hydroseparation (HS) and automated image analysis could become a standard methodology for study of precious metal ores and metallurgical products.

This paper will describe design of precast segmental tunnel lining for the Pawtucket CSO Tunnel Project in Providence, Rhode Island. The tunnel is 11,700 LF long with 30-foot finished diameter to be constructed in complex sedimentary rocks. Special features of the segments include a large keystone and no connector used on radial joints. The typical segments will be steel fiber reinforced, and hybrid segments with additional steel rebars and shear bicones will be used around the adit openings without use of any structural framing. The important design considerations will be discussed, including special 3D segment to adit connection analyses performed.

In this presentation I will highlight some of the principal programs that I am familiar with. This handout lists practically all the reports prepared for the FHWA involving deep foundations and some related work involving the same structural elements (piles, shafts, ground anchors).

Overexposure to noise remains a widespread, serious health hazard in the U.S. mining industry. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. U.S. Mine Safety and Health Administration (MSHA) coal noise data from 2000-2004 show that the continuous mining machine (CMM) is first among all equipment, accounting for 35% of noise overexposures. Joy Mining Machinery, in collaboration with the National Institute for Occupational Safety and Health (NIOSH), is conducting research to reduce noise generated by continuous mining machines. This paper describes a "JOY Designed for Noise Reduction" (JOY DNR; patent pending) tail section as a noise control for reducing the noise overexposures of CMM operators. Underground testing shows a 45% to 65% noise exposure reduction for the operator when comparing the JOY DNR tail section results to those for a standard machine. Utilizing this newly developed noise control, along with previously proven controls, will provide CMM operators an opportunity to be within the MSHA permissible exposure limit (MSHA-PEL). The Tailings Leach Plant (TLP) of the Zambia Consolidated Copper Mines Ltd at Nchanga was commissioned in 1974 as the world's first largest successfully operated agitation leach SX-EW plant for copper production. The design, development and operation of the plant soon after commissioning termed as TLP stage II has been described by Holmes et al (1). In the initial phase the plant was designed to treat approximately 25,000 tonnes per day of current flotation tailings from the Nchanga Concentrator operations, and had a design capacity to produce 75,000 tonnes per annum of copper. Further expansion took place in 1986, and TLP stage III was successfully commissioned to treat an additional 20,000 -25,000 tonnes per day of large reserves (over 135m tonnes) of reclaimed tailings stockpiled since the early 1930's in four paddock type tailings dams (T01 to T04). The salient feature of TLP stage III expansion described by S K Mwenechanya et al (2 -3) was the installation of the world's largest Horizontal Belt Filter Plant with 26 filters each of 80 m2 filtration area.

The National Institute for Occupational Safety and Health (NIOSH) has been evaluating longwall mining-induced strata fractures and their impacts on casing stability of Marcellus shale gas wells located in longwall pillars. To understand the extent of overburden fractures after longwall mining, NIOSH researchers drilled a post-mining corehole into the fractured strata above the Pittsburgh coal seam longwall gob. Knowing the extent of the fracture zone height will help gas operators minimize the hazards of drilling into longwall gobs. The core was retrieved from the surface down to the top of the gob void. Various fractures were encountered varying from 35 to 64°, depending on lithologic type and relative closeness to the gob. The longwall panel dimension was 457-m wide and 3657-m long, in which the total fracture zone height was found to be at 141 m and the hydraulic connected fracture zone at 87.7 m above the top of the Pittsburgh seam. In addition to core drilling through the gob, FLAC3D modeling was also used to simulate the formation of fracture zone and the orientations of longwall-induced fractures. This study provides much-needed evidence on the fracture zone of Pittsburgh seam longwall gobs to help gas operators avoid potential hazards associated with drilling through highly fractured zones in longwall gobs.

"This is a brief history of the development of the mining project, with a description of the proven geology. The paper describes how the experiences gained progressively demanded change in the mine design. The equipment used is described, together with methods of working. Interesting facts have been proved regarding gas emissions and roof. supi;iort. The. working cycles evolved are completely flexible m operation and lend themselves to maximum utilization of the most productive units. The two underground mines are compared, showing the variance in conditions already experienced. Programs currently in operation to improve standards and production are: the training of miners, maintenance men and officials; experiments in floor consolidation and continuing roof support trials; and the effect of comparative stability of working crews on the performance of the operation."

A high-pressure laboratory elution rig was commissioned to simulate industrial Zadra and AARL elution conditions for the stripping of gold, silver and mercury from loaded activated carbon. It was found that cyanide was essential for the efficient elution of both mercury and silver, while gold was found to elute most effectively in hot, low-ionic strength solutions. Therefore, the standard AARL-type elution, which implements a cyanide soak and water elution, results in a lower recovery of mercury and silver from the carbon. No single set of conditions was found whereby gold, silver and mercury can all be effectively eluted in a single step. However, sequential elution conditions can efficiently recover all metals and provide a potential approach for separating these metals.

A new P(MAAA) latex was developed and used in separation of ultrafine apatite from calcite and silica by means of selective flocculation. The latex was found to flocculate selectively apatite from apatite/calcite and apatite/silica mixtures in the presence of sodium tripolyphosphate and sodium silicate over a pH range from 9.1 to 9.4. The separation of apatite from calcite was more selective with sodium tripolyphosphate, while the results of the separation of apatite from silica were better when sodium silicate was used. In the apatite/calcite system, 90% apatite recoveries into a concentrate containing 34% P2O5 were possible in the presence of 4 mg/l of sodium tripolyphosphate at a latex dosage of 2.2 kg/t. In the apatite/silica system, 80% of apatite could be recovered into a concentrate containing 33% P2O5 in the presence of 20 mg/l of sodium silicate at a latex dosage of 1.1 kg/t. Deposition tests were used to study the interaction between the latex and the mineral surfaces. The results revealed that deposition density of the latex on apatite was higher than on calcite; the differences between the deposition onto these two minerals were higher at pH 9.2 than at 7.2. The results point to the stronger interaction between the latex and apatite surface when compared with the latex-calcite interactions.

We report a successful use of x-ray absorption spectroscopy to probe the chemical and structural environment of trace elements in coal. When applied to vanadium in coal, it was found that vanadium exists in at least two environments: a trivalent site 6-fold coordinated by oxygens at ca. 2.0~ and a tetravalent site 5-or 6-fold coordinated also by oxygens, one of which forms a short V=O bond at ca. 1.6a. No evidence of nitrogen (porphyrin)1'or sulfide environment was found. It was also found that the vanadium environ-ments in the raw coal did not survive unchanged in a liquefaction process. These findings have implications for coal cleaning processes and for trace element release into liquefaction process streams.

The Ortiz Mine is operated by Gold Fields Mining Corporation, a subsidiary of Consolidated Gold Fields Ltd., one of the world's major gold producers. The Ortiz Mine is Gold Fields only heap leaching facility as well as being their first operating mine in the U.S.A. The hydrometallurgical processes utilized for recovery of gold and silver at Ortiz are discussed along with the several practical changes in operation adopted since start-up. Included are heap leaching by cyanidation, concentration of values on activated carbon, desorption, and the final electrowinning steps prior to shipment. Construction costs and pertinent technical data are shown.

El segundo mito señala que la empresa pública en Latinoamérica es un fenómeno post- depresión -en tanto es el resultado de la depresión de la segunda guerra mundial y estas se limitaron a generar una infraestructura mínima de apoyo a explotadores de la riqueza agrícola de la región. El tercer mito muestra que las empresas públicas son parásitos paraestatales, cuya función primordial es engullir subsidios de las aarcas públicas. El error estriba en el concepto errado del término subsidio y donde se aplica a una situación de dependencia perpetua impueta a la empresa. El último mito señala que las empresas públicas son inferiores a las empresas privadas debido a la clasificación por la naturaleza de su propiedad.

The Yallourn North Extension (YNX) open cut mine ceased mining operations in early 1989. YNX may be used again for coal supply at the discretion of the Coal Corporation Of Victoria (CCV); this has resulted in the need for interim rehabilitation of the site which may last many years, or indeed, permanently.The site has suffered substantial surface erosion over the years with large areas of bare clay and coal batters remaining exposed. The first priority is to reduce the quantity and improve the quality of stormwater runoff from the site. This is best achieved by appropriate revegetation and the use of existing landform depressions as silt trap/wetland areas. Proposed rehabilitation needed to take into account the sensitive fire safety of the open cut and the option to re-open the mine if CCV deems appropriate.The authors detail the factors involved in the rehabilitation proposal and the multi-disciplinary approach to planning including engineers, scientists, a forester, landscape architects and community input. The rehabilitation design included early consideration of land use and ongoing maintenance issues linked to water quality improvement factors including vegetation. Engineering input was required for reshaping and clay covering exposed coal batters and the design of silt traps which will revert to wetlands in future. The integration of each discipline has produced a rehabilitation design pleasing to both the SECV and community alike.

A multiyear program involving online, in-vessel exposures at Barrick Goldstrike Mines Inc. (BGMI) has provided information and experience about the materials and designs for brickwork linings in pressure oxidation autoclaves. A variety of brick and mortar products was evaluated. Properties before and after exposure were used to document the performance. Some benefits include the development of a new silicate mortar, a better understanding of brick requirements and increased autoclave operating time between maintenance shutdowns. BGMI operates six pressure oxidation autoclaves at its Eureka County, NV gold operation. These autoclave process 15.8 k/ld (17,500 stpd) of gold ore. Figure 1 is a flowsheet of the six autoclave circuits. The gold ore is refractory, in which the gold particles are mineralogically encapsulated on a micro- and submicroscopic level. The autoclaves are 4.4- m- (14-ft-) diam and 26 m (85 ft) long (tip-to-tip). Inside of each is a full brickwork (brick plus mortar) lining that divides the vessel into five compartments. Each compartment has a motor-driven agitator that keeps the slurry suspended and disperses the oxygen to enhance reaction. During autoclave operation, the conditions are steady state at 210° to 232° C (410° to 450° F) and 61 to 62 kPa (420-430 psi). As shown in Fig. 1, there are other accessory vessels (splash and flash towers) in the autoclave circuits that are also brickwork-lined. The linings used to date, other than small test sections, have all been acid-resistant fireclay bricks, bonded with alkali silicate mortar, PbO- based mortar and/or vinyl ester mortar, but mainly alkali silicate mortar.

"What is your assessment of the minerals business?My experience with mining has been primarily in the coal sector until about 10 years ago, when I also became heavily involved in the aggregates and industrial minerals sectors. I have also had peripheral involvement through family and partners in the gold sector, with just enough exposure to gold to become fascinated. In 1994, I visited Ghana and considered the possibility of taking an expat assignment at a surface gold mine that had just been started.It is not news that the coal sector in this country has suffered tremendously in recent years. Especially hard hit is the central Appalachian region, where a number of factors combined have had a devastating effect on production, jobs and the economy. These factors include federal regulations affecting coal production and use, higher production costs and decreasing market share of Appalachian coal by the switch from lower sulfur coal in favor of lowercost, higher sulfur coal from the Illinois Basin, as utilities have installed scrubbers to comply with Phase II of the 1990 Clean Air Act Amendments. Nationally, the lower cost of natural gas has been a huge factor affecting coal use. In Kentucky, for example, which exports to other states around 70 percent of its coal, those markets are disappearing, as utilities close coal units in favor of natural gas. This is a structural change in the electricity market, and one that will become more pronounced as federal greenhouse gas regulations are implemented.We often hear the phrase, "the war on coal." While there are certainly a number of market factors affecting coal production and use, this phrase captures a different element that is all too real. The attacks have come from environmental activist groups for many years; from some in the media and, in the last few years, from a White House administration that believes strongly in alternatives to coal. Then, there really is an alternative to coal in the form of the previously untapped unconventional gas reserves that allowed utilities to move away from coal.Coal mining will continue in this country. In fact, it appears that our production is holding fairly steady at about a billion tons a year. And predictions that I have seen indicate this will continue for the next few years. What impact the Environmental Protection Agency’s Clean Power Plan will have beyond 2020 is another question.What do you feel is the future of the minerals industry - near term and longer term?Our society depends on the future of minerals in this country being strong. Near term, we are going through some of the typical cycles. Having also been involved in aggregates during the last few years, the business follows government infrastructure projects, such as highway construction and public and private sector development. Those sectors are heavily dependent upon government spending and a strong economy. Increased spending in those sectors, which appears to be on the horizon, should provide additional market shares for aggregates."

The optimisation of a metallurgical plant requires two kinds of sampling systems. The first provides samples to follow process changes, so in due time actions to maintain key parameters within pre-established specifications can be applied. The second provides composite samples at the end of a working shift to demonstrate that valuable constituents sent to the plant went to either a final concentrate or to the tailings in a logical, expected proportion. Contrary to what many experts may claim, these two kinds of sampling requirements are incompatible and cannot be fulfilled using the same sampling systems; this is because the required samples have completely different objectives. A process control sample is an instantaneous sample with increments taken at short intervals, and the objective is to know where the process is at any given time. Excellent accuracy is not a must, however good precision is recommended since a possible process correction may need to be made. Online analysers fed with in-stream stationary cutters or other kinds of in-stream or by-stream probes can do well for such a mission. A composite sample for metallurgical accounting with increments collected over a long period of time, for which excellent accuracy and good precision are both required, must be generated by sophisticated and extremely well-maintained cross-stream sampling stations. The use of process control sampling systems to achieve good metallurgical accounting has been promoted by several manufacturers of sampling equipment around the world; it is a grave mistake that is misleading top management and a practice that should be scrutinised and preferably eliminated. Furthermore, bias tests used to prove otherwise are often based on insufficient data to draw valid conclusions; a guideline is provided.CITATION:Pitard, F F, 2014. This Bureau of Mines study estimates capital investment, operating costs, and selling prices for three underground bituminous mines producing coal with annual production ranging from 1.03 to 3.09 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of November 12, 1973, under the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 indexes. Initial capital investment ranges from $12,938,200 for the 1.03-million-ton-per-year (MJ.Vl tpy) mine to $31,435,500 for the 3.09 MM tpy mine. Total capital investment ranges from $21,607,200 to $51,982,000 for the same mines. Corresponding selling prices for the coal range from $9.11 to $8.06 per ton, assuming a 12-percent discounted cash flow rate of return after Federal income taxes.
