The mining, metallurgical, and petroleum industries can be viewed as financial or as social institutions or both. The differences between these two conceptions of their businesses will influence their environmental 'and social actions. During the next 10-20 years western industry will be subject to a drop in the growth of a more highly educated labour force and to the emergence of holistic economics, new national goals, and a new ecological perspective. The profitability of the mining industry may therefore be influenced by the human side of its business to a greater degree. The increasing human, social, and environmental responsibilities can be discharged by improving the miner's equipment; by learning to look at situations through the eyes of all those involved; by developing common 'languages' which governments and the public can understand; and by mediating where feasible on the international scene.

The study of the excavation of large spherical cavities in salt formations first became of interest in 1958 when it was recognized that a large cavity could be of value in the study of the detection or concealment of underground nuclear explosions. Previously unpublished studies are reported in this paper and other studies reviewed relating to the excavation of large cavities in salt by mining ad by solution. Special emphasis is placed on the utilization of the Tatum salt dome (about 22 miles southwest of Hattiesburg, Mississippi) for the proposed site of a large excavated cavity. The U. S. Atomic Energy Commission has recently been studying such a cavity as Project Payette, but no details have yet been published. If Project Payette is determined feasible and work funded, it would eventually involve the firing of a nuclear explosive at the center of a large cavity.

This paper will discuss the operation and maintenance of Molycorp's Quests Mine ore conveyor system. The 1.2 m wide, steel cable-reinforced conveyor belts are capable of transporting 1089 kt/h of ore over a belt line distance of 3124 m with a vertical rise of 518 m. A portion of the conveyor runs in a 2057 m long underground decline on a 10° slope. Six 448 kW motors power the main 1.2 m wide belts.

Fracture-exposed surfaces of sphalerite samples having five different solid solution iron contents ranging from 0.0 wt% to 14.8 wt% Fe were leached for 15 to 120 s at 100°C in 0.3 M Fe(S04)1.5 -0.3 M H2S04 media. The reacted samples were examined using X-ray photoelectron spectroscopy (XPS) which provides chemical state information on the first few nanometers of the solid surface. Surface compositions show that the leaching rate increases with increasing solid solution iron content of the sphalerite. Detailed evaluation of high resolution S2p spectra show that the leaching progresses via the formation of polysulphide species. Disulphide species were not detected in any of the experiments. Examination of the Zn2p and Fe2p spectra indicate little change in the chemical states of these elements over the duration of the experiments. Longer leaching times resulted in the generation of elemental sulphur. The ratios of elemental sulphur to dissolved ferrous ions and zinc suggest that less than 5% of the sulphide is oxidized to sulphate. Morphological studies showed that the elemental sulphur commonly formed at a few isolated sites, such as the grain boundaries. Furthermore, euhedral sulphur crystals were often identified. These observations suggest that at least part of the elemental sulphur forms via dissolved sulphide species which are oxidized in solution by ferric sulphate.

Data on the cost and quantity available were developed for rutile (TiO2), which is potentially recoverable as a byproduct at sand-washing plants in the Southeastern States of Alabama, Georgia, North Carolina, and South Carolina. Baaed on 1969 production data, an estimated 4,300 tons of rutile could be recovered annually from plants that process more than 25,000 tons of sand per year. Rutile prices at which this resource would be available ranged upward from $262 per ton, compared with the current market value of $185 per ton.

As the Cadia mill was the first 40ft diameter SAG mill, commissioned in 1998, its performance, liner and discharge design attracted considerable international attention. Twelve years on, the liner design and the control philosophy are being readdressed to further improve the mill?s performance. A comprehensive series of 3D liner scans, over life of the liner, have been used to calibrate liner mass loss and progressive changes in the liner profile. This data is being used to provide true charge mass and mill filling, plus progressive trajectory profiles over life of liner. This information, along with measures of mill performance over liner life, is being used to select the optimal operating conditions as the liner wears, and hopes to inform future liner design.

The Bureau of Mines investigated a geologically favorable area in the Beluga River coalfield in south-central Alaska to determine if there were sufficient minable coal reserves for onsite utilization to meet the projected thermal power needs of the Anchorage area. A program of diamond core drilling and sampling delimited a shallow saucerlike structure estimated to contain indicated reserves of more than 20 million tons of subbitminous coal in a seam over 50 feet thick that could be mined by opencut methods. A large sample of fresh coal was taken across the full width of the seam for washability studies. This sample, with 4 volume-percent of clay partings eliminated, contained 24.4 percent moisture and 16.8 percent ash and had a calorific value of 7,162 Btu per pound. The studies indicated that mechanical cleaning would be of doubtful value.

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

The operation of flotation plants has been improved over the years by use of fundamentally based design techniques, a better understanding of reagent chemistry, online metal analysis and the use of digital control systems. However, optimal operation of flotation banks is not consistently achieved using manual operation. The reason for this is that the system is a highly interacting one, with changes in air addition, cell interface level and reagent dosages all being available, without it necessarily being clear as to which change should be made for a particular situation.This situation is made more complex by the fact that the feed to a flotation bank can vary in flowrate, composition and density over a fairly short period of time. It is not possible for a human operator to reject these disturbances, given the extent of the operation that is typically being monitored.Model predictive control (MPC) is a control and optimisation technique, developed in the oil refining industry, that aims to manage just such interacting multiple input multiple output (MIMO) systems. This technology makes use of linear dynamic models of the plant, that are experimentally derived. These models are then used in a receding horizon strategy to determine an optimal trajectory of the inputs to the system.MPC has been applied to four areas of the lead zinc flotation unit at Mount Isa mines. A total of 31 cells are being controlled by the system, which varies air to the cells, levels and reagent addition on a minute-by minute basis. The MPC controls concentrate and tail grades, reagent dosages, as well as recoveries to ranges set by the plant metallurgists.The development of the MPCs is discussed, together with the benefits realised. With continually increasing energy prices, the mining industry has been on the search for new energy optimization technologies. One area that is garnering great interest is Ventilation-On-Demand (VOD). Prior to selection and implementation of a VOD solution, it is important to fully understand the mine requirements as well as its existing infrastructure and the interaction with other automation in place at the site. With this information, a business case can be generated including a cost versus benefit comparison for various control strategies. To assist in the development of the business case, this paper will identify key areas for consideration and recommendations for an implementation plan.

A laboratory and a pilot-plant-scale investigation has been conducted by the Bureau of Mines to examine possible sources of nitride defects in the production of magnesium-reduced titanium sponge. The production of alpha-stabilized nitride inclusions in hot-rolled titanium plate from air contamination of sponge during its manufacture has been experimentally demonstrated. Magnesium-reduced sponge prepared from air-contaminated magnesium or when contaminated by an air leak during reduction, vacuum distillation, or inert gas sweep, shows very large variations in nitrogen content. Refractory nitrides, delta TiN and epsilon Ti2N have been identified in this sponge. The highest incidence of inclusions resulted from sponge that was reduced by air-contaminated magnesium and from sponge subjected to air contamination during the vacuum distillation cycle and during helium sweep. Air contamination of sponge during the reduction cycle was not nearly as effective in producing inclusions. Tests showed that color and texture may not be reliable criteria for locating defects during sponge inspection. Maintenance of good vacuum-tight integrity, filtration of molten magnesium prior to charging into the reduction retort, and mechanical attrition of sponge to pulverize and disperse nitrides are suggested as practices to lower inclusion incidence in commercial titanium ingots.

THE growth of human knowledge is an evolutionary process. Historically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treatment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European universities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with the university departments of the other sciences.

IN the belief that a critical study of its operating problems might be a sound investment, the Cuban American Manganese Corporation initiated an ore-treatment research in cooperation with the Massachusetts Institute of Technology. One of the early objectives of this research naturally became the relationship of the microscopy of the Cuban ores of the Corporation to their flotation treatment. The operations in Cuba have already been described by F. S. Norcross, Jr.7 and the laboratory study of manganese oxide flotation goes back a number of years .4 Broadly speaking, the difficulties encountered in the flotation of manganese ores are that the consumption of reagents is extremely high, the concentrate contains more silica than is desirable and the tailing losses are relatively high. An appreciable betterment on any of these scores would achieve a definite betterment in costs, quantity of minable ores, and quality of product. The microscope study discussed in this paper was made on samples from the Quinto mine, from the Ponupo mine, and from mill products at various stages of passage of the ore through the mill. The writers have had access to Company records and in particular to the petro¬graphic studies made on thin sections of ore by the late Professors R. J. Colony and Philip Krieger, of Columbia University. They acknowledge their debt to both of these men for the help derived from the reports. Manganese oxides are black, friable, smudging. It is, therefore, very difficult to judge operations by inspection. The mineralogy of manganese compounds seems to be confused, and the authors believe that many more minerals have been described than actually exist. Much of this difficulty is due to the prevalence of the structural conditions that will be discussed further in this paper; namely, the porosity and the friability of the ores, and the extremely intimate association of minute manganiferous mineral crystals with impurities of various sorts. By all odds the most important manganese mineral in Cuba is the one that in this paper is called "psilomelane." The name "psilomelane" has been used in so many different ways that the choice of it for this ore may not be approved by all. However, it seems to be the best under the circumstances. This mineral accounts for about 97 per cent of the manganese in the ores of the Quinto and Ponupo mines and in the mill feed. The remaining odd 3 per cent consists mostly of pyrolusite together with minor amounts of other manganese oxide minerals. CLIMAX ore is an altered and highly silicified granite, about half of the gangue being quartz. Molybdenite is the only mineral recovered and most of it is intimately associated with the quartz in fine veinlets. Other minerals are molybdite, pyrite, and chalcopyrite. Although the molybdite may be readily extracted by hydrometallurgical methods, its content is too low to make this profitable. The pyrite ranges from 2 to 5 per cent and the chalcopyrite from 0.03 to 0.05 per cent. There is not enough copper to make its recovery attractive and one of the problems is its elimination, and that of pyrite iron, from the final product. On account of the high degree of dissemination of the molybdenite and the necessity of eliminating the iron and copper, fine-grinding followed by flotation is the only known feasible method of concentration. Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

"Higher production demands across all bulk handling segments require increased efficiency at the lowest cost of operation, in the safest and most effective manner possible. As conveyor systems become wider, faster and longer, more energy output and more controlled throughput will be needed. Add an increasingly stringent regulatory environment and cost-conscious plant managers must closely review which new equipment and design options align with their long-term goals for the best return on investment (ROI).There are primarily two separate market segments using conveyor belts. One is in process industries such as food, chemicals, paper and powders. Handled in relatively low volumes, the bulk materials that enter these processes are generally of a consistent size and quality. The other market includes mining, coal handling and cement, where the bulk material’s quality and size vary, and the volumes are typically much greater. While both segments face similar issues with safety and environmental control, the properties of the materials handled and the volumes transferred suggest different approaches, with one thing in common: increased belt speeds requiring modern equipment upgrades.Safety at higher belt speedsWith companies recognizing that safety does indeed pay, safety is likely to become a new source of cost reduction. The percentage of mines and processing facilities with a robust safety culture are likely to increase over the next 30 years to the point where it is the norm, not the exception. In most cases, with only a marginal adjustment to the belt speed, operators quickly discover unanticipated problems in existing equipment and workplace safety. These problems are commonly indicated by the larger volume of spillage, increased dust emissions, belt misalignment and more frequent equipment wear or failures."

The Geology Division of Northern Pacific Railway Company has adapted to its exploration efforts field procedures for geochemical sampling and semi-quantitative analysis which have been developed through research by the U. S. Geological Survey. The sampling is done in conjunction with reconnaissance geologic mapping on aerial photographs or during field checking of maps which have been prepared largely by photogeologic interpretation.. Stream sediment or soil samples are taken and readily soluble combined heavy metals are extracted with ammonium citrate followed by colorimetric titration with dithizone at the sample site. The effectiveness of this approach has been demonstrated both in positive and negative results, thereby assisting in the elimination of large areas of land from further immediate attention and in providing targets for followup exploration. An occasional sample is submitted for spectrographic analysis as a check on the possible presence of other elements of economic significance. Field laboratory procedures are also being implemented for determining molybdenum, mercury, and other metals which may be valuable in themselves or useful as pathfinder elements in outlining mineralized areas. A lead-zinc occurrence in Oregon and a copper deposit in Montana were readily detected and outlined by stream sediment and soil sampling and a heavy metal anomaly that lacks obvious interpretation has been found in northwestern Montana. Detailed mapping and additional sampling are followed by other exploration techniques if warranted.

"Cobalt is regarded as technology enabling metal among the less abundant metals found in the earth crust. Electrodeposition of the metal from aqueous sulphate solutions is the preferred technology for its commercial production. Certain additives are added in the electrolytic bath during electrodeposition for the production of uniform, smooth and bright deposits of cobalt metal with higher current efficiencies and lower energy consumptions. A detailed investigation has been carried out to determine the effect of additive Sodium octyl sulphate (SOS) on the electrodeposition of cobalt. The results indicated that the additive apart from increasing the current efficiency enhanced the quality of cobalt electrodeposits. A maximum current efficiency of 98.4% was achieved at 10 mg/L SOS. The presence of SOS in the electrolytic bath did not result in any noticeable change in the crystal orientation of the cobalt electrodeposits except at higher concentrations (50 g/L) of the additive. Scanning electron micrographs indicate that smooth, compact and uniform deposits of cobalt were obtained at 10 mg/L of the additive beyond which there is detoriation in the quality of deposits. Polarisation of the cathode was seen in the presence of SOS. The effect of SOS on the electro kinetic parameters: Tafel slope (b), transfer coefficient (a) and exchange current density (I0) has also been investigated.INTRODUCTIONCobalt is recognised to be a strategic metal among the various base metals, owing to its numerous applications in various industries. Cobalt as a metal finds its use in the preparation of rechargeable batteries, as an alloying component in the manufacture of space craft and jet engines, as a drying agent for paint varnishes, ground coats for porcelain enamels and in the manufacture of the catalysts for the petroleum and chemical industries (Davis, 2000). Although there is a huge demand of the metal the supply of the metal is limited due to its scarcity in the earth crust. The metal comprises of only 0.02% of the earth’s crust for which the metal is recovered from various ores of nickel and copper as a byproduct (Hawkins, 1998). The present day techniques for cobalt production includes mostly hydrometallurgical methods which are preferred over the earlier used pryometallurgcial methods carried out for the metal production. Almost 70% of the world’s cobalt produced currently is from hydrometallurgical techniques in which electrodeposition of the metal from aqueous solutions is the final step for metal production (Verney, 1988). The most preferred route for electrodeposition of cobalt metal involves a sulphate medium (Das and Subbaiah, 1984; Lenthall and Bryson, 1997; Sharma et al., 2005)."

In February 2010, Teck?s newest Concentrator at Mina Carmen de Andacollo (CDA), Andacollo, Chile was commissioned. The Concentrator is a single line configuration, comprising of one 36 ft diameter x 20 ft long SAG mill driven by an 18,000 hp gearless drive. The SAG mill feeds two ball mills each 25 ft in diameter x 40.5 ft long, each driven by a total of 19,000 hp through dual pinion drives. A series of four phases will be reviewed from operational readiness, mechanical completion, commissioning, and ramp-up. Also, now after 6 months of operation, this paper will review the significant steps taken during ramp-up enabling the announcement of commercial production, in October 2010.
