Since the 1989 Loma Prieta Earthquake in the San Francisco Bay Area, the California Department of Transportation (CALTRANS) has accelerated seismic upgrading of their bridges. Many structures can be improved with the simple addition of hinge seat restrainers. Others require modification of column bents and superstructure to column connections. Often, footing retrofits are necessary, which require the addition of tension/compression elements (compression piling and tiedowns anchors) to resist overturning moments substantially larger than those originally used for footing design. These footing retrofits may include doweled reinforced concrete footing extensions or new pile caps which transmit forces to either driven steel or drilled concrete piles. In some cases, installation of these traditional piling elements is expensive, impractical or impossible due to: low overhead clearance, ground obstructions, high water table, noise or vibration sensitivity, or the inability to laterally expand the existing plan dimensions of the footing. In the latter case, one practical option is to attach small diameter drilled and grouted tension/compression piling elements (Pin Piles) to the existing footing. The footing may be strengthened with dowels and added concrete thickness or there may be a reduced shear span due to the installation of larger or jacketed columns. A reduction of elements is available with a Pin Pile alternative, particularly when the selection of traditional standard piles is governed by the reduced tension/uplift capacity available from the traditional elements, since Pin Piles exhibit superior uplift performance.

"Jet grouting is a method of ground improvement that relies on the erosive capacity of high-speed jets to cut and mix the ground in place with a cementitious grout. A continuous return flow of cuttings, called jet grout backflow or spoils, is expelled to the surface during the grouting process. Data from projects completed in Toronto and Ottawa is presented where BOS Solutions’ services provided significant savings compared to the traditional spoils treatment utilizing vacuum trucks for spoils disposal. These traditional treatment methods are cumbersome and expensive by nature. BOS Solutions provided an alternative solution that is environmentally friendly and capable of handling full flow to process these jet grout spoils utilizing a tank system paired with centrifuges and flocculation additives to remove the ground soils and grout product from the spoils slurry. BOS’ process produced a clean water for reuse in the project while reducing the overall waste volume by producing a dry, stackable solid that could be hauled to a landfill. Benefits observed by using the BOS process were disposal waste volumes decreased over 30% and at least a 19% reduction on disposal costs.SCOPE OF WORKJet grouting is a method of ground improvement that relies on the erosive capacity of high-speed jets to cut and mix the ground in place with a cementitious grout. For the projects completed in Toronto and Ottawa, the jet grouting work was performed at street level, in high traffic congested areas, presenting the challenge of insufficient space for the contractors to process the jet grout spoils in the traditional way. At first, attempts were made of using vacuum trucks to collect and haul the wet spoils to an off-site location where the spoils would be allowed to solidify. However, this method proved cumbersome and expensive due to the high volumes of spoils generated daily and the high number of vacuum trucks required to support the jet grouting operations, respectively."

Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

High-production methods like longwall mining with hydraulic powered supports are necessary to increase underground coal production in India. Longwall mining had a mixed success record for Indian geo-mining conditions. In this paper, an analysis is presented to optimally design an array of chain pillars in multi-seam longwall mining panels in the deepest coal mine in India. The study found that a chain pillar of 80-m width and 195-m length is necessary for long-term stability without any reinforcement. It was also observed that an optimum chain pillar can be designed by providing suitable side reinforcement (side bolting) which will reduce the chain pillar dimensions to 55-m width and 160-m length. Optimum design of chain pillars will reduce the coal locked up in these chain pillars by ~ 77%. This will also reduce the gestation period of longwall mining panel development. This paper also evaluates the maximum tensile subsidence strain induced at the surface and finds that the values are within the safe working limit of 3 mm/m. Thus, this paper finds direct application in the design of future multi-seam retreating longwall mining panels in Indian geo-mining conditions.

INTRODUCTION This paper summarizes the result of a two and a half year research program. The objective of the research was to develop a fundamental understanding of the Rib-in-Roc method. Through the development of a new model technology, namely three-dimensional physical models which powerfully exploit the results of dimensional analysis Stillborg, Stephansson and Swan (1), it has been possible to establish the contribution to both permanent and immediate stabilization of a large underground opening pre-reinforced by the Rib-in-Roc method. Using the results from these physical models and earlier work by Stillborg and Stephansson (2) and Åkesson (3), a conceptual synthesis is given in this paper so demonstrating the Rib-in-Roc method to be a practical working system of pre-reinforcement. DESCRIPTION OF THE RIB-IN-ROC METHOD To give the reader an idea of how this method of pre-reinforcement is performed, a short description will be given, Figure 1. Before any full-scale excavation takes place an entry is made in the host rock and rib raises are driven around the proposed opening. These raises are made at a spacing that is dependent upon rock quality; an opening in poor rock needs more ribs per length of opening. As the ribs are driven they are used as a site from which very competent rock bolting can be done. As a rib is excavated it is filled with reinforced concrete. Finally after having in this way reinforced the zone around the proposed opening, (a reinforced arch is formed) the displacements are automatically controlled as the opening is being excavated. Using this method openings with a span of 50-60 meters (160-200 ft) and a height of 60-80 meters (200-260 ft) are likely to be realised.

This circular is an abstract of a manuscript-completed in August 1932, which cannot be published in its entirety due to lack of printing funds. It was originally planned to publish the manuscript as one of a series of bulletins dealing with the mining and milling of ores of the principal metals. Because of the common association of lead and zinc minerals in many ore deposits, and because a considerable proportion of the zinc produced in this country is obtained as a by-product of lead mining or vice versa, it seemed necessary to treat the mining and milling of lead and zinc ores in the same volume.

Roof deterioration in weak moisture-sensitive rock leads to roof falls in coal mines. An observation site was set up in intake air at an underground coal mine in central Ohio to evaluate the time-dependent deterioration of moisture-sensitive roof rock. By periodically collecting and weighing the rock falling from the roof, the National Institute for Occupational Safety and Health (NIOSH) was able to quantify the deterioration of the moisture-sensitive shale roof. The measurements showed that more roof rock is falling in the dry winter months. Movements in an intersection were monitored in order to determine if deformation correlated with seasonal changes in temperature and humidity. The rate of intersection roof-to-floor convergence was found to be cyclical and related to seasonal changes, with more convergence during the months of April through September. At the study site intersection, the roof beam did not show deflection indicating movement most likely due to mine floor deformation. The bolt load also increased in the warmer months before shedding load, possibly due to rock failure. Temperature and relative humidity sensors, placed in holes in the roof show that mine air does not mix with the air in the holes. Consistent saturation levels of relative humidity were measured in the holes and it appears that high levels of moisture may have migrated into the bolt holes from roof shales. A roof sealant applied to a portion of the test roof appears to be preserving the roof and reducing the amount of rock fall into the entry, while the screened area virtually eliminated rock falling from the roof.

This is the ninth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for more than 30 new entries. Several articles and publications crossed the author's desk this past year that relate to mineral valuation and mineral royalty. Tom Loucks presented a paper, "The Valuation of Hard Rock Mineral Property," at the Rocky Mountain Mineral Law Foundation in Santa Fe, NM in July, 1990. His paper gives an indepth explanation of the definitions and concepts related to mineral valuation. It includes descriptions of numerous legal cases that have dealt with mineral valuation and proper reference is given for each case. Loucks works for the Denver Mining Finance Co. Gold royalties generally range from 5% to 7%, net smelter return. However, Severn Brown sent information that shows a much wider variation. Echo Bay Mines reported in its 1989 annual report royalties that range from 1.5 % to 30% for gold from various gold properties. Brown also sent a copy of an article that appeared in the Dec. 27, 1982, issue of Fortune magazine. This issue carried an article by Walter Guzzardi, Jr. "The Huge Find in Roy Ash's Backyard." The article gives the history of Newmont's leasing in Nevada on property that became the Carlin, Bootstrap and Blue Star Mines. The article states that the initial royalty was 10% that escalated to more than 16%. Another property, the site of Gold Quarry, provides an 18% royalty to the same own¬ers. The article makes interesting reading for those interested in mining history.

In the last 20 years, In Line Inspection (ILI) using intelligent pigs has become the principal tool used by pipeline operators to assess the condition of their pipelines. New pipelines are normally designed to take intelligent pigs, but many older pipelines require some modifications and special procedures for their inspection. This paper is aimed at practicing engineers and managers of pipelines, or people aspiring to those positions. The paper describes the benefits of ILI and some of the practical issues regarding pipeline preparation and cleaning, choice of inspection tool, running pigs in pipelines, and what to do with the data collected. What are the responsibilities of the Pipeline Engineer ? ? Maintain reliable and acceptable performance of the pipeline in terms of safety and product delivery at economical cost. ? Provide a defined margin of safety for operating the pipeline at its designated pressure. ? Provide timely information on all pipeline defects such that repairs can be carried out according to a managed schedule. What Defects does the Pipeline Operator have to cope with ? A useful record of actual incidents seen in pipelines can be obtained from the web site of the US Office of Pipeline Safety (OPS) - http://ops.dot.gov/stats/stats.htm. US pipeline Operators are obliged by Law to report all pipeline incidents exceeding certain threshold criteria (e.g loss of life, escape of product, cost of incident etc). These OPS statistics show that corrosion and third party damage have remained consistently the prime causes of reportable incidents in the US, with similar experience elsewhere. Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

Underground mining of stone in the US is increasing, as is the depth of overburden above the mines. Data gathered from mine visits, maps, discussion with operators and numerical simulation have been used to investigate pillar design and recommend safe practice. Many pillars have slender shapes with relatively large adjacent mine openings: width-to-height ratios range from 0.54 to 3.13 and extraction ratios from 0.56 to 0.91. The pillar material is often very strong and average overburden only 80 m, but occasional failure due to excessive local stress has occurred where pillar size had been unintentionally reduced, overburdens were greater than 200 m, width-to-height ratios were less than 1.25 or extraction ratios were greater than 0.83. Pillars with width-to-height ratios of less than 1.5 appear more likely to fail under excessive stress. When width-to-height ratios fall below 1.0, defects such as through-running discontinuities can have a significant influence on stability. Dip, orientation and material properties are also important

"The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. As many, perhaps more, risen have died from gases and lade of oxygen (known as "after-damp") than have been killed by the blast and hart. Me explosions often are caused by it combination of factors, including concentration of methane in air, formation of clouds of dust, and the presence of a flame or spark. These explosion factors have varied with changes ill milting method and practises over the years, but the basis causes have always been the salve. Understanding of the causes and to acceptance of ways to guard against explosions and their effects have been slow to spread from investigates to officials and Own to bosses and miners. The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and describes some systems of transportation utilizing rail haulage. ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.

This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.

L H. DUSCHAK gave an interesting talk at a recent meeting of the. San Francisco Section, based -011 experimental work with a variety of ores at the laborator of the Treadwell-Yukon Co., in Berkeley, Cal. He was of the opinion that the customary "cut and try" method of flotation testing was still in evidence and that the flotation process was more of an art than an exact science. Propounded theories have enabled investigators to' classify reagents as well as to suggest new ideas both in the metallic and nonmetallic fields, but the application of theory has riot as yet been able to solve many of the unknown factors in operation.

The objectives of this research were to define the chemical composition and physical characteristics of the aerosols associated with attached radon daughters in operating uranium mines, and to investigate the relationship between these aerosol parameters and operating conditions. Major Results and Conclusions The organic, inorganic and radiological characteristics of test chamber and active U-mine aerosols have been measured as a function of particle size. These measurements represent the first detailed analyses of the organic and inorganic components in U-mine aerosols and the first determinations of the details of the individual and total radon daughter distributions in operating U-mines.
