In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

This paper describes mining industry funded research that is being undertaken to address the critical gaps and uncertainties in our knowledge so that we can develop new approaches and create more effective ways for predicting the reliability of rock slopes in large open pit mines. It is envisaged that this research will not only lead to more effective pit slope design but further reduce the potential for unforseen geotechnical risks by enabling the geotechnician to communicate the risks more effectively with management and to optimise site specific control measures. To achieve this, several research tasks are in hand. The first is to accurately represent the structured rock mass with a 3D computer model (Siromodel) that creates polyhedral blocks from structural distribution data characterised by position, orientation and persistence. Siromodel is being coupled with particle flow and other numerical codes to evaluate how the structured rock mass deforms in the stress environment of an open pit and how a candidate failure surface may propagate through the dilating rock mass along the path of the least shear and/or tension resistance. A beta version of the Siromodel software has been distributed to 20 Sponsor mine sites for technical evaluation. The end state is to develop methods of analysis that characterise the reliability of a described candidate surface, and the probability of the candidate surface propagating to failure, recognising that the rock mass strength may well be defined in a different way than before.

In particular, the interpretation of data from instrumented piles is critically related to: (i) the construction process (ii) concrete stiffness and variability (iii) the effects on the pile due to installing instruments The main role of the instrumentation in the examples presented was to establish pile performance under service loading conditions. Of particular interest is the mobilisation of skin friction and soil shear modulus.

When the price of gold cracked the US$9.60/g(US$300/oz) mark last year, the gold-mining industry began to crank up again. This followed several years of gold prices that had languished in the mid-200s. Existing mines increased production and mines that had lain dormant for many years were getting second looks. The United States still produces a large amount of gold. But not much of the new production is coming from that country. Instead, strict environmental regulations still have companies wary of trying to invest the millions needed to start a new mine or expand existing ones. And after years of studies and negotiations between legislators, environmental interests and the mining industry, the United States still has not crafted a new mining law.

The new Embassy of the Peoples Republic of China in the United States (Chinese Embassy) is located in the Embassy Row portion of Northwest Washington DC. The 475,000 ft2 (44,125 m2) structure has five levels below ground and four above, making it the largest embassy in Washington DC. The structure approaches the property line on all sides, and is immediately adjacent to several foreign embassies and a secure U.S. Federal Building. A vertical soil nail wall was used as the primary support of excavation (SOE) system for the project. The soil nail wall was irregularly shaped, benched in areas, and reached total heights up to 98 feet (29.9 m). The soil nail and shotcrete system consisted of approximately 1,600 soil nails and 50,000 square feet (4,645 m2) of exposed shotcrete wall surface. Tight excavation requirements were defined for the project due to the location of the building relative to the property line, requiring fairly precise wall positions and shotcrete tolerances. Design challenges included soft soil conditions, inside wall corners, underground utilities, and seismic impacts from blasting. The paper will focus on the design, construction, and performance of the soil nail SOE system, as well as touch on the logistical and political factors that influenced the design. The paper also notes the Value Engineering and communication approaches that were generated during construction. These efforts resulted in a significant improvement in the quality control and quality assurance exhibited on site, expedited the schedule, and led to significant cost savings to the contractors, engineer, and owner.

"Suncor Energy Inc., located north of Fort McMurray, Alberta, commenced pilot scale operation using a CPT 4’ diameter flotation column in March 2003. This larger scale trial follows two previously successful flotation column bench scale tests. They included an April 2002 trial with a 2.4” inner diameter column from the University of Alberta and a 20” diameter CPT column in August 2002. The column receives middlings stream feed from one of Suncor’s deep cone separation cells and is operated in parallel with a set of WEMCO flotation cells. The recovery, tails losses, and concentrate quality are being compared between the two systems. The column, to date, has been tested with all types of run of mine ore grades. Variables such as wash water flow and temperature, sparger nozzle size and location, sparger air/water flow rates, and column residence time has been adjusted to achieve better recovery and final product quality.Used in many mineral processing applications, column flotation is primarily used for the final stage of sulphide cleaning and flotation of phosphate or iron ore. As well, mechanical cells are often used in combination with a column to retrofit an operation and to produce a cleaner product.Initial results prove that this is the first successful application of a flotation column in an oilsand application. If viable, it will be an inexpensive process for recovery of bitumen from a middlings stream and able to produce a final product suitable for froth treatment.INTRODUCTIONSuncor’s oilsand is surface mined from the Athabasca Oilsand deposit north of Fort McMurray, Alberta. The oilsand is then mixed with hot process water (HPW) and the bitumen is slurried in a pipeline. Large separation cells as shown in Figure 1 float off the bitumen product, which is then steam or static deaerated and sent to Secondary Extraction for further cleaning. The tails stream from the cell is sent to the Final Tails Pumphouse (FTPH) for processing. The tailings flotation froth product gets recycled to the separation cell oilsand feed. The tailings are pumped from the FTPH to tailings ponds. The middlings stream is drawn off the separation cell approximately 9’ from the froth overflow level. It runs down, by gravity, to the scavenger banks for bitumen recovery. It was from this stream off of the Line 6 Separation Cell that the feed to the Canadian Process Technologies Inc (CPT) flotation column was taken."

Identification and quantification of cementitious phases in cemented paste backfill (CPB) is difficult due to the fineness of tailings and the low binder content used in the mixture. Techniques such as X-ray diffraction and thermogravimetry were ineffective (mainly due to tailing mineral interference) to identify and quantify hydration products in most works reported in the literature. On the other hand, scanning electron microscopy (SEM) was used in many cases but mainly for qualitative purposes. This paper presents the development of a new approach based on a computer program (SEM-XMAP) that combines X-ray dot mapping images acquired by SEM and generates a coloured image representing the mineralogy and the microstructure of a given CPB specimen. The technique is applied to one CPB sample mixed with blast furnace slag (BFS) and acidic sulphated mixing water sampled in a mine dewatering system. The technique allowed identifying calcic matrix, unhydrated and partially hydrated BFS particles, and sulphated phases.

A series of evaluations is being made to determine the relative processing costs of producing metallurgical-grade alumina from low-grade aluminous materials. These evaluations include the estimated operating and capital costs as well as recommendations for additional research and development to improve the processes and to lower their costs. The design for each process is based on published work. The three processes considered in this evaluation are designed to leach alumina as aluminum sulfate from calcined clay with sulfuric acid and to remove the silica residue by filtration. The filtrate from leaching is then purified by one of the following methods: Removal of iron in electrolytic cells using mercury cathodes; removal of iron by chemical precipitation through the formation of an iron-manganese complex; or precipitation of the alumina from an aqueous-ethanol solution, leaving iron in solution. Both the operating and capital costs for these processes are higher than those for the Bayer process. For plants producing 1,000 tons of alumina a day, the estimated operating costs per ton of alumina are: Electrolytic iron-removal process........... $81.35 Chemical iron-.removal process............... 82.08 Ethanol purification process............... 86.17 The investment in mercury is not part of the operating cost since this cost is considered equivalent to catalyst cost which would not be shown. The estimated capital investments for 1,000- ton-per- day plants on a Marshall and Stevens chemical equipment index basis of 240.0 are: Electrolytic iron-removal process...... $116,775,500 Chemical iron-removal process............... 99,418,900 Ethanol purification process................ 94,210,200 These investments include the working capital but not the land for each of the processes. Included in the electrolytic iron-removal process is an investment of $4,859,400 for mercury. Investigation of other methods for removing iron, of the decomposition operation, and of the leaching operation could reduce these costs.

The entropy values at 298.1° K. for the elements and inorganic compounds, on which sufficient data were available for calculation in 1931, were discussed in a previous publication (96).3 Since that time the specific beats at low&apos; temperatures of many more inorganic substances have been determined, and considerable advances have been made in the realms of spectroscopy applicable to the determination of thermodynamic properties. Moreover, a critical study of the existing vapor-pressure data made by the author (98) furnishes entropy of vaporization results suitable for obtaining approximate values of the entropies of a number of gases from the entropies of the solids or liquids. Consequently, it appears worth while at the present time to supplement the former publication, giving the new values now obtainable and making such revision in the older values as the data warrant. The methods of calculating entropies were discussed in previous publications (96, 98) and will not be repeated here. ENTROPIES AT 298.1° K. FOR INORGANIC SUBSTANCES In the following pages, the same arrangement is followed as in the previous publication (96). All entropy values are expressed in 15° gram-calories per degree Kelvin per gram-formula mass of substance. The figures given for gases do not include the effect of nuclear spin, as is nearly universally customary at present. The estimates of accuracy in the case of the values obtained from heat-capacity data apply only to the existing measurements and to the necessary extrapolations as they are made. It is assumed usually that the substances are in such an energy condition at the lowest temperatures reached in the specific-heat measurements that the usual normal type of extrapolation may be made. No allowance is made for error in this assumption. The recent work on Gd2SO4. 8H2O and FeC13 illustrates the difficulties that may arise in obtaining the entropies of some paramagnetic substances. Also the data and calculations for such substances as CO, H20, and N20 show that the correct entropy is not obtained in all cases by indiscriminate application of the usual

These circulars are: Accident Statistics (Miners&apos; Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all accidents.

"In order to study the support effect of concrete in the surrounding rock of a metal mine, the concrete and surrounding rock were comparatively studied. Firstly, the general situation of the ultra-kilometer deep shaft in Xincheng, surrounding rock and geological conditions are introduced. Secondly, the experimental scheme of material mechanical properties of surrounding rock and shaft lining concrete based on same standard dimension and shape are examined, and the mechanical tests of rock and concrete based on different shapes and sizes are carried out. The study shows that the compressive strength value and elastic modulus of the rock cube are 1.28 times and 1.78 times that of the cylinder, and the Poisson's ratio is 0.77 times. The dimensional effect law of the concrete cube and cylinder test data is consistent with the rock law. However, the test results of the concrete are less discrete than the rock; the test also shows that the strength and elastic modulus of the concrete lining of the main shaft of the Xincheng are much smaller than the surrounding rock that is also used as the concrete aggregate, which indicates that the support of concrete lining in the surrounding rock shaft behaved weakly. Based on the development of the modern NATM rock support theory, it is suggested that the mechanical test standard of artificial support materials should be unified into the mechanics test standard of natural rock, which will help to improve the accuracy and practicality of scientific calculation of geotechnical engineering.INTRODUCTIONConcrete and rock mass are usually attributed to a class of materials called frictional materials or geotechnical materials, of these two kinds of materials, the first is man-maded and the second is natural. The attentive scholar can find that there are many differences in the test criteria for the mechanical properties of the two kinds of materials among different industries or departments, reflecting the differences in their sources, tradition, and the application thoery of material strength among them.There is a situation wordwide, that there are many testing standards of the same material mechanical parameters such as elastic modulus, compressive strength, etc. The cube with a side length of 150 mm is adopted as a common sample in the architecture department in China, while a cylinder with a diameter of 50 mm and a height of 100 mm is as a standard specimen in geotechnical department.Knowing that mechanical parameter values are strongly affected by the the size, shape of specimen and loading rate etc, that is to say the mechanical parameter values of the same material are completely different when obtained from different test with different standards. However, such a problem has been long neglected in geotechnical engineering."

The sequences in alteration and mineralisation from five copper-gold porphyry systems (Taysan and Didipio, Philippines; Horse-Ivaal and Wafi River, PNG; and Goonumbla, Australia) and one gold-copper skarn system (Browns Creek, Australia) are documented in this paper. Alteration and mineralisation in all these systems reflect a common evolution from crystallisation of melts emplaced at shallow crustal levels (zoned potassic -> propylitic alteration), followed by exsolution of volatile-rich fluids from these melts (porphyry quartz ¦K-feldspar/biotite veins and local high temperature advanced argillic alteration), to a progressive cooling of the intrusion which results in associated retrograde alteration. Copper-gold mineralisation in all cases is almost exclusively restricted to the cooler retrograde events. The recognition of the temporal and spatial zonations in alteration and mineralisation in gold-copper porphyry systems has significant relevance in the interpretation of geophysical signatures, overprinting alteration, vein sequences and structural controls, and can lead to more focused and potentially more cost-effective exploration.

Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to&apos; continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. "In early 1987, the Patience Lake potash mine near Saskatoon, Saskatchewan, was closed due to uncontrollable floodingWater inflows were first encountered during routine mining in 1975 at the south boundary of the mine lease. Underground grouting and construction of bulkheads limited the flo but did not completely stop it. Subsequent seismic surveys showed that the mine had approached the edge of a large collapse structure in which the salt and potash had been partly dissolved and removed by groundwater.In 1986, the small flow into the mine started to grow. Despite renewed grouting, the flood increased and outstripped pump capacity. The grouting program temporarily slowed the inflow but was unable to stop it. Eventually, from seismic and drilling evidence, it became clear that the water source was an extensive system of vertical fractures which would be impossible to seal by drilling and grouting from underground. A new plan to install 14 bulkheads underground would have sealed the water source from the rest of the mine but the construction program could not be completed before rapidly increasing inflow threatened to fill the mine. The underground mine was closed and a new solution mine started in 1988."
