Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

The Black Hills Mineral Atlas briefly summarizes all pertinent date available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold: First, from available date the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

Introduction In terms of the world's recoverable coal reserves, Canada ranks 10th, providing 0.6% of the world's total. The US is first with 27.8% and the Soviet Union follows with 24.1%. Figure 1 shows the principal coal mines in Canada. Several provinces contain substantial coal deposits, but the largest deposits are found in the western provinces of Alberta, British Columbia, and Saskatchewan. Conservatively, 90% of the lignitic, 80% of high volatile bituminous, and nearly 100% of subbituminous, and low and medium volatile bituminous coals are located in these three provinces. During the past decade, Canadian coal production of all types increased from 18.8 Mt (2 million st) in 1972, to 25 Mt (28 million st) in 1975, to 61 Mt (66 million st) in 1984. About 38 Mt (43 million st) of this output was classified at thermal and 23 Mt (25 million st) as coking and metallurgical coal (Table 1). The three western provinces currently produce 57 Mt (62 million st) of coal - 95% of Canada's total. The remaining 3.6 Mt (4 million st) (5%) is produced in Nova Scotia and New Brunswick on the east coast. The majority of western coal (98%) is produced by surface mining methods. On the east coast, though, mining is predominantly underground and only 15% is produced on the surface. In 1985, Canada exported close to 28 Mt (30 million st) of metallurgical coal and thermal coal. During the same period, 15 Mt (16 million st) of coal were imported, mostly from western US for use in Ontario and Quebec. Almost 60% of the imported coal was used for thermal applications. The remaining 40% was metallurgical coal for the steel industry. It is generally cheaper to import coal into central and eastern Canada from the eastern US to augment local supplies rather than from western Canada. This is mainly because of high transportation costs. Mining methods The suitability of mining methods in a particular area depends largely on the geological setting. A Deep Underground Science and Engineering Laboratory (DUSEL) is being planned at the site of the former Homestake Gold Mine in Lead, South Dakota, under the sponsorship of the US National Science Foundation (NSF) in cooperation with the US Department of Energy (DOE). This national facility will host a variety of multidisciplinary science and engineering experiments including physics experiments that require shielding from cosmogenic radiation. Geotechnical mapping was performed in 2010 in large excavations of the Davis Campus at the 4850 Level of the former Homestake Mine. LIDAR mapping included laser scanning using a red light laser scanner and 288 Mpixels 360° still camera. The resulting vector map with the photographs digitally draped over the model, was used to create an accurate, virtual model of the excavations. For model verification, the laser scanning was accompanied by surveying and manual mapping of the geology and rock structure. The immediate use of the model was to perform structural analysis and interpretation of geology needed for the design of the DUSEL?s super large excavations. The second round of scanning, after the application of shotcrete to the excavations walls, will be used as a technical blueprint to assess the effectiveness of shotcrete application.

Currently, at Caltrans, the Office of Structure Design is carrying out an extensive seismic retrofit program involving transportation structures throughout California. The goal of the retrofit program has been to upgrade existing transportation structures to meet the present seismic codes and anticipated loads that are generated during a seismic event Part of the retrofit program involves retrofitting existing structure foundations when required. To determine if the foundations of a specific structure need to be retrofitted, an engineering analysis of the existing foundations has to be done. If the engineering analysis of the structure foundations determines that the foundations will not meet the load carrying demands required by the structural engineer, the existing foundations are then retrofitted. The retrofit projects that require foundation modifications can be separated into two general cases. The first case comprises structures where the original designs will not meet the demands of the present seismic design code. In this case, the existing foundations are not capable of providing the load capacities the current seismic code requires. The second case consists of structures where the retrofitting of the superstructure will increase the required load carrying capacity of the existing foundations during a seismic event In this case, the anticipated load demands on the existing foundations are greater than the foundations are capable of providing. For either of the cases listed above, the present strategy for increasing the capacity of the existing structure foundation consists of installing tiedown anchors or large capacity piles to provide the required resistance to seisraically induced loads.

Barrick Goldstrike’s (Goldstrike) AA Heap Leach Pad is an HDPE lined facility used for gold recovery from low grade ores using conventional cyanide heap leach technology, operated from 1987 through 1999. Goldstrike prepared a unique reclamation plan for the AA Leach Pad Facility to provide for a cost-effective, environmentally sound facility closure and to fulfill the State of Nevada’s closure requirements. Traditional Nevada leach pad closure has involved rinsing to reduce cyanide concentration to an acceptable level, followed by reclamation. However, certain metals and compounds are not typically reduced by rinsing and some constituents may increase in concentration with rinsing. A closure scenario to effect limited infiltration through installation of a capillary cover for the leach pad was developed. The capillary cover was constructed by placing a fine-grained layer above the coarse-grained spent leach material to create a capillary break. In an arid climate such as Nevada, the fine-grained layer will rarely reach full saturation and the cover will be able to store water during precipitation and allow removal of water through evaporation and transpiration (ET) during the growing season. A 1.22 m (4 ft) cover thickness was selected as the optimum design cover thickness. The drainage network on the surface of the re-contoured AA Heap Leach Pad was specifically designed to enhance the revegetation, reclamation, and sediment yield control aspects of the AA Heap Leach Pad closure, while resulting in a natural looking surface, compatible with the surrounding topography. Adjacent natural topographic features were used to establish target design parameters for re-contouring and erosion control design.

The Bureau of Mines conducted a brief laboratory study on the 10-mm diam Dorr-Oliver nylon cyclone to investigate (1) whether high wind speed (>300 ft/min), or sampler inlet orientation with respect to wind direction, can introduce errors when sampling respirable dust, and (2) whether any such errors can be reduced by using an inlet shield. Being preliminary in nature, the study was not structured to produce definitive results, but rather to discern likely trends and to indicate whether or not a more in-depth study of the problem is warranted. Photometric mass sensing measurements suggested that as the wind velocity increased, the cyclone sampling directly into the high-velocity airstream tended to oversample, relative to the cyclone sampling in a low-velocity airstream. Orientation of the sampler introduced measurable differences in sampling efficiency at higher wind velocities. A shield placed around the cyclone diminished the effects of wind velocity and sampler orientation on sampler performance. Results of this work offer sufficient evidence to substantiate the need for a more in-depth study.

The Bureau of Mines has developed a photoelectric concentrator apparatus which is capable of collecting incremental products from the discharge of wet concentrating tables. The instrument uses photoelectric cells as sensors to differentiate between two products which have differences in color or reflectivity. The photocells provide a signal that controls a mobile splitting device that separates the products. Tests conducted on a wet table demonstrated the ability of the apparatus to separate a product containing 81.5 percent pyrite from a lower-grade product containing only 68.8 percent pyrite. The photoelectric concentrator should have a broad application for collecting concentrates with visible color or reflectivity differences from wet concentrating tables.

It is concluded that diamonds are held as cherished possessions, valued far above their real market price, retained as valued heirlooms, and widely used as a form of highly liquid currency. In order to sustain value, both from an investment and jewellery perspective, demand has been stimulated to keep pace with growing global supply while the illusion that ?diamonds are forever? has been fostered to ensure that most diamonds, once sold, do not re-enter the market.

"For effective steel refining in the ladle (secondary steelmaking) the amount of steelmaking slag that is transferred from primary steelmaking must be limited, because the steelmaking slag contains iron oxide, manganese oxide, and phosphorus oxide. Adverse effects of slag carry-over include increased consumption of deoxidizers, phosphorus pick-up by the steel, and increased ladle refractory wear. Infrared imaging at longer wavelengths is an effective non-contact method to detect slag in the tapping stream. Various devices are used to shut off the tapping stream rapidly. These include slag darts, pneumatic slag stoppers, and slide gates for steelmaking converters, and eccentric bottom tapping for electric arc furnaces. IntroductionOxygen converters and electric arc furnaces are used for primary steelmaking. For both process types, the product (liquid crude steel) has a similar composition: largely liquid iron, with around 800–1000 parts per million (ppm, by mass) dissolved oxygen and low but significant concentrations of carbon, nitrogen, and phosphorus. The steel is tapped into a ladle, which serves as the refining vessel to adjust the final steel composition and temperature before casting.Some steelmaking slag is inevitably tapped with the liquid steel. The mass of steelmaking slag tapped with the steel is termed ‘slag carry-over’. Controlling and limiting slag carry-over from steelmaking is a primary requirement for clean steel production (Fandrich, Lüngen, and Wuppermann, 2008). Steel cleanliness refers to limiting the concentrations of dissolved impurities (such as nitrogen, oxygen, phosphorus, and sulphur) and of nonmetallic inclusions (oxides, sulphides, and nitrides) in liquid steel and in the final solid steel product. Of these, the strongest effect of slag carry-over is on the content of dissolved phosphorus in the liquid steel"

"Campbell Mine which has been in continuous operation since 1949 has undergone numerous operational changes in the past 3 years. This paper describes the process changes which have occurred at the Campbell Mill since 1991. The paper discusses the engineering, construction and startup of the effluent treatment circuit, the new oxide filtering and merrill-crowe precipitation circuit, and the changes to the pressure oxidation circuit. Particular attention is paid to startup problems and solutions to these problems. A review of the benefits and results of these process changes is also discussed. Future changes are also briefly reviewed with anticipated goals and expectations.IntroductionCampbell Mine is a gold mine 100% owned and operated by Placer Dome Canada. It is located in Balmertown, Ontario which is located 300 kilometres northeast of Winnipeg, Manitoba. The Campbell Mine has been in continuous operation since 1949, producing nearly 8,000,000 ounces. In 1993 Campbell Mine is budgeted to produce 289, 750 ounces of gold at a cash cost of $157 US/ounce. Daily mill tonnage is budgeted for 1,430 tons/day but has milled as high as 1,600 tons/day on a consistent basis. Recovery in 1993 is 93.4% and is budgeted to average 94.5% in 1994.In the 1992 edition of the proceedings of the Canadian Mineral Processors conference I described the changes that were made at Campbell starting in 1989. This paper continues where the 1992 paper ended and discusses the changes to the Campbell mill since that lime. The changes to Campbell since January 1992 have been numerous with capital expenditure in the mill exceeding $14.1 million. This paper describes three primary projects since that lime: the effluent treatment project ($5.5 million), the oxide leach/filtering and merrill-crowe project ($4.6 million) and the pretreatment project ($2.81 million). The focus of this paper is to highlight the justification of each project, the design and engineering, and some of the initial operational problems and solutions applied to those problems."

This investigation was conducted to identify the principle causes of spoil instability problems in the Eastern Coal Province. The study was also conducted to develop a matrix to predict the strength and groundwater parameters necessary to conduct stability analyses on a proposed reclamation scheme. Suggestive methods to reduce spoil instability potential are also included. Numerous physical property, strength, compressibility, chemical and mineralogical tests were conducted on mine spoil samples obtained from 11 different surface mine sites. Site characteristics that influence the position of the post reclamation groundwater table were identified. Distinct regions within the Eastern Coal Province with high incidences of surface mine slides or high landslide susceptibility were identified. The application of the predictive matrices developed in this study is for surface mine sites mined and reclaimed in general accordance with the Surface Mine Reclamation Control Act of 1977. A review of current mining practices and the relative effect on spoil stability is included.

South Africa hosts some of the world?s largest known resources and reserves of minerals that are strategically important to the global economy. The country?s mining industry contributes significantly to the national economy in terms of gross domestic product, export earnings, corporate tax receipts, remuneration earnings, and employment. Platinum, gold, and coal are significant minerals because they make the largest individual contributions to these economic indicators. Several factors impact the cash cost performance of operations that mine these minerals, thus affecting the future sustainability of these operations, which are generally ?price-takers?. It is therefore important that the cash cost performance of operations for these key minerals is analysed. Commercially available industry cost curves can be used for such analysis. However, some companies may not be able to afford to purchase these curves. This paper presents a simple Microsoft Excel® algorithm for constructing the curves. It also demonstrates how the constructed industry curves were used to analyse the cash cost performance of South African mining operations for the three selected minerals for the period 2007 to 2011, which included the 2008 global financial crisis. The analysis revealed that the operations were affected by several global and local factors during the review period. "Gold, because of low head grade and recovery, is usually of minor importance in the economics of base metal flotation mills. Because of the above little metallurgical attention is usually provided to gold in these mills. But collectively, the gold losses can be significant. For instance, Noranda presently has interest in 13 base metal flotation mills with a collective gold recovery of only 50%. Gold losses are in the order of 150.000 oz per year!The Noranda Technology Centre, in cooperation with Noranda's milling operations, has been investigating the potential of gravity concentration of gold from base metal flotation mills. This paper outlines the pilot and plant testing conducted at three operations with distinctly different ore types; porphyry copper, complex massive sulphide and polymetallic semi-massive sulphide. Testing has been with the Knelson Concentrator which has proven to successfully recover fine gold in a simple, trouble free circuit. Discussion of issues which have risen from the testwork is included. INTRODUCTIONGold, because of low head grade and recovery, is usually of minor importance in the economics of poly-metallic base metal ores. TABLE I presents gold heads and recovery for some of Noranda's base metal mills. It should be noted that the stated recoveries are to payable concentrates, but does not reflect the actual payable gold recovery which in cases is significantly lower. Noranda's average gold recovery into a gold payable concentrates is about 45%. This equates to a collective loss in the order of $57 MM per year of gold"

A sample of pyrrhotite flotation concentrate pulp assaying 15.3 g/t Au, which had been prepared from an old tailing dump, was treated to extract the gold. Examination of the concentrate with an SEM showed that exposed or free native gold, 5- 40 ¦m in diameter, was present but no locked gold was observed. Direct cyanidation of the concentrate to extract the gold showed that the flotation reagents present inhibited gold extraction. A range of pre-treatments was used to overcome these effects. Direct cyanidation for 48 h extracted only 26 per cent of the gold, indicating possible contamination of the gold in the concentrate with flotation reagents. Pre-treatment of the concentrate pulp by aeration for 24 h, or by 72 h aeration with an addition of 3.65 kg/t of sodium sulphite, gave little improvement in gold extraction by subsequent cyanidation. Pre-treatment by filtration, or by aeration with 12.5 L/t 100 volume hydrogen peroxide, followed by cyanidation for 48 h gave gold extractions in the range 67-77 per cent. Combining filtration and an aeration period with hydrogen peroxide addition raised the subsequent cyanidation extraction of gold to 88 per cent, giving a tailing assaying 1.5 g/t Au. Re-cyanidation of some of the dried tailings from the initial tests extracted most of the remaining gold giving a tailing assaying 0.5 g/t Au. This indicated that most of the gold was available for dissolution by cyanide. The poor dissolution of gold by cyanidation of the untreated concentrate was attributed to the presence of flotation reagents. It was shown by UV spectrometry that xanthate-containing compounds were present in the solids fraction of the original pulp and that they were partly removed by pre-treatment. MIBC was also present, and dithiophosphate, which was used in the flotation step, was also probably present. The results indicated that the improvement in gold extraction after filtration and oxidation of the original pulp was due to partial removal of the flotation reagents, and illustrates the detrimental effects that residual flotation reagents can have on the extraction of gold by cyanidation of a flotation concentration.

The environmental compliance process affects all aspects of hardrock-mining operations, from exploration through post-closure. The primary components of the environmental compliance process are requirements under the National Environmental Protection Act of 1969 (NEPA) and the permitting requirements associated with various other federal, state and local laws. This study considers the Greens Creek Mine and the development of two other projects (Alaska-Juneau & Kensington). These mines were used as the foundation for a case study of the impacts of the environmental compliance process on hardrock-mining activity in Southeast Alaska. The case study presents the institutional and legal requirements, followed by a discussion of the impact of this process on the production and timing of the three mines. The results of this preliminary study reveal some interesting findings, some expected and others unexpected, regarding the impact of the permitting process on the exploration, development and (proposed) operation of the three mining projects in the Juneau area. Determining the cost of compliance with these requirements is an important step in evaluating the appropriate course of action to protecting the environment while providing the necessary raw materials needed for society. This preliminary study highlights the initial starting point for such an analysis.

The present struggle for economic and industrial supremacy by the Communist world is against the United States, its main target, and the other Free World nations. The basis of industrial power is minerals, so the Communist nations are building up mineral production within their borders, often regardless of costs, and are acquiring quantities of mineral products from Free World countries for future use. They are contracting for additional supplies and advancing funds for the development of these quantities. A number of the less developed mineral producing countries of the Free World are being infiltrated by Communists and Communistic influence. This situation is well known, but as yet little has been done to oppose these activities or to awaken the public to their seriousness. The Communist countries are still far behind the Free World Nations in production of many essential minerals. But, shortages are being made up from Free World nations in exchange for petroleum, manganese ore, chromite and other products. Restrictions on shipments of strategic materials to Communist countries have not been maintained.

The International Society of Explosives Engineers (ISEE), at its 1995 annual conference, established a Seismograph Standards Working Group to develop performance standards for blast vibration seismographs. This group was transformed into the Blast Vibration and Seismograph Section in 1997 with 5 working committees one of which was the Seismograph Standards Committee. Standards are essential to ensure that vibration records from different seismographs would report the same vibration levels within a stated tolerance. In 2000, the ISEE through the work of the Blast Vibration and Seismograph Section published the “Performance Specifications for Blasting Seismographs.” This document is available on the ISEE web site at www.isee.org/sections/blast.htm.

This paper uses a case study to demonstrate best practices techniques for predicting the contribution of gravity concentration in a gold recovery process flowsheet. The case study was selected as an example of an ore with a marginal gravity gold content, which makes the value of a gravity circuit difficult to quantify. In this instance the value of leveraging a significant knowledgebase of operating gravity circuit performance to support the decision making process was demonstrated. This case study analysis serves as a useful demonstration of best practice methodologies supporting decisions to include or exclude gravity recovery in a gold recovery process flowsheet.CITATION:Giblett, A and Afewu, K, 2015.
