In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

The Washington State Department of Transportation (WSDOT) State Route (SR) 167/70th Avenue East Vicinity Bridge Replacement Design-Build project is located in Fife, Washington. This $40 million project consists of replacing the existing 70th Avenue Bridge over Interstate 5 (I-5) with a single-span bridge of about 220 feet long with approach embankments. The subsurface conditions along the new bridge alignment generally consists of alluvial deposits with high potential of liquefaction overlying glacially overridden deposits. In the early stages of the project, drilled shafts were considered as the deep foundation system; however, after an additional subsurface investigation is completed at the site, driven pipe piles were selected as the deep foundation system. Bridge abutments are supported by 24-inch diameter, 80-foot-long open-end driven steel pipe piles. The pile length was determined to bypass a relatively thick liquefiable zone and to tip the piles above what could be compressible soils. The use of advanced seismic analysis was instrumental in optimizing the pile length. The dynamic testing performed on numerous piles indicated what could be unique soil setup factors compared to those measured in local projects as well as those reported in national design manuals. Detailed discussions of the pile foundations design and construction is presented in this paper.

The Norwegian ferroalloy industry has high ambitions regarding environmental standards. Basic research work has been performed to improve the fundamental understanding of ferroalloy processes and the environ-mental aspects. This paper will present work dealing with the understanding of formation and control of NOx, PAH and dioxins. During this work various techniques and methods have been applied, such as comprehensive industrial measurements, laboratory experiments, model development and application of Computational Fluid Dynamics (CFD). The main goal has been to reduce the environmental impact of ferroalloy plants, by means of improving the combustion processes done by introducing new charging routines and optimized furnace operations, instead of installing expensive gas treatment systems. The Norwegian obligations in accordance with the Gothenburg protocol are to reduce the NOx emissions by 30%, compared with the 1990 level within 2010. Measures developed in this work have resulted in 40-60%reduction in NOx emission, and major reductions in PAH and dioxins for ferrosilicon and silicon metal plants. This has been achieved by introducing semi continuous charging and improved furnace operations. Semi continuous charging and optimized furnace operations are shown to reduce the blowing activity (i.e. emission of large quantity of SiO over the charge by direct channelling from the crater zone). It also reduces variation in off-gas temperature and dust production. To understand the processes and to achieve our results we have used online equipment, with fast sample rates and response times, to measure the off-gas compositions and temperatures. Most of the measuring techniques used are based upon optical principles making use of the absorption- and emission spectrum of the gases. In addition a new prototype instrument is developed for continuous measurement of off-gas characteristics, total dust amount and off-gas temperature. The presented work is a result of a long term co-operation research and development teamwork, between the industry and the research community, and has improved both the process and reduced the emissions. The work has introduced new process design and operation standards, and has resulted in ferroalloy production with better environmental standards.

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. As far as is known at the present time, important ore occurrences at Mount Isa are restricted to the Urquhart Shale. These occur at Mount Isa itself, and some 13 miles north along strike at the Northern Leases.The primary silver-lead-zinc and copper orebodies occur as adjacent but discretc entities in lithologieally distinct host rocks. The copper orebodies occur in an envelope of "Silica Dolomite", whereas the silver-lead zinc orebodies occur in shale typical of the Urquhart Shale in general.At both Mount Isa and the Northern Leases, secondary lead orebodies occur at thc surface representing primary stratiform silver-lead-zinc sulphide accumulations in the fresh rocks at depth.Secondary copper orebodies are known only at Mount Isa, where they have formed in favourable environments, but unlike the secondary lead orebodies, not in the positions of the former primary mineralization that gave rise to them. The secondary copper is localized in shale remote from the point where the copper was released into solution by weathering. It was derived from very low grade fracture fillings and disseminations of chalcopyrite in the outcropping or suboutcropping crest of the "Silica Dolomite".Primary silver-lead-zinc orebodies arc oxidized without significant transport or secondary enrichment, but secondary copper orebodies arc characterized by considerable transport and extreme secondary enrichment.The original water table stood at approximately 1,150 ft (mine datum) and for the majority of the mine area controlled the base of complete oxidation fairly closely.An oxidized zone approximately 175 ft deep is general in the Urquhart Shale.Structures affecting ground conditions have influenced oxidation and leaching of the silver-lcad-zinc orebodies, and have had effects vital to the formation of secondary copper orebodies.

Two of the problems long associated with the complete extraction of level pillars in the wide ore bodies of Broken Hill have been: (1) The high cost of maintaining level gangways through areas of slow subsidence to provide adequate trucking roads for the transport of sand filling; and (2) The difficulty and high cost of completely filling depleted areas. This paper deals with the experiments conducted to devise an apparatus for transporting, with the aid of compressed air, sandfill from the underground sand passes to the stopes and describes the sand blower which has been developed. This apparatus has to a large degree overcome the difficulties and removed much of the hazard associated with the rapid extraction of level pillars.Special attention is drawn to the sizing analysis of the sand and to the fact that it is not dry material. Introduction Despite perennial economic turbulence, Argentina continues to push ahead with efforts to develop its fledgling hardrock mining industry. The country lacks the infrastructure and mining history of neighboring Chile, but contains vast areas of great resource potential. The eastern slope of the Andean Cordillera in west-northwest Argentina is a relatively little-explored region offering geology highly conducive to the occurrence of base and precious metals deposits. Past exploration has concentrated on locating and evaluating porphyry copper-molybdenum (Cu-Mo) type occurrences. Comparatively little attention has been given to precious metals potential. An interesting and important group of base and precious metals prospects in northwestern Argentina occurs within and adjacent to the Upper Miocene Farallon Negro volcanic complex in Catamarca province. The volcanic complex contains numerous base and precious metals vein occurrences, high gold porphyry copper prospects, and possible disseminated gold targets that have attracted relatively minor attention in the past. Various geologic aspects of the region have been reported by several workers (Llambias, 1970, 1972; Caelles et al, 1971; and Sillitoe, 1973). Regional geology The Farallon Negro volcanic complex is located within the Sierras Pampeanas morphostructural province about 200 km (125 miles) east of the main Andean Cordillera (Fig. 1). The Sierras Pampeanas is characterized by north-south-trending basin and range topography that developed during the Miocene and Pliocene. Uplifted blocks are composed mainly of lower Paleozoic metasediments and granitoid plutonic rocks unconformably overlain by Tertiary redbeds and minor carbonates. A consistent landward migration of volcanic and intrusive ac¬tivity occurred in this region of the Andes from the early Mesozoic through the mid-Tertiary. The Nancy Creek Tunnel is a deep tunnel, designed to store and convey wastewater by diverting flows from trunk sewers currently at or near capacity in the northwest of the City of Atlanta. The tunnel, constructed in hard rock, has an overall length of 13,300 m (43,700 ft), and a finished diameter of 4.9 m (16 ft). The project is currently under construction by a joint venture of Obayashi/CJB for the City’s Department of Watershed Management. This paper describes the contractor’s techniques and equipment, as well as discussing challenges which were overcome. The project is scheduled to be complete in October 2005.

This work presents the findings from a number of NIOSH studies evaluating the impacts of emerging technologies that may reduce dust exposures for continuous mining and roof bolting personnel. These technologies include use of a wet head cutting drum on a continuous mining machine that places water sprays on the cutting drum instead of placing them on a manifold outby the drum. Evaluations at two separate operations showed that the use of the wet head sprays reduced dust levels at the miner operator in the return air, although these reductions were quite variable. NIOSH also assessed the effectiveness of a canopy air curtain for protecting roof bolting personnel. The data showed that dust levels were lower beneath the air curtain than outside the air curtain. This study also suggested several future modifications to the air curtain to in-crease its effectiveness. Finally, NIOSH evaluated mist drilling technology for its effectiveness in controlling respirable dust exposures of bolting personnel. A recent study showed that higher dust levels existed around a machine using the mist system compared to a machine using a conventional vacuum system for dust control. Unfortunately, the true impact of mist drilling was confounded by this machine operating downwind of the continuous miner for much of the study.

The paper deals with the remediation of two areas formerly utilized for the disposal of hazardous wastes in a petrochemical plant. The works, designed on the basis of the criteria of maximum safety and minimum environmental impact, consisted in the confinement of the contaminated soil and groundwater within surface caps and perimetrical cut-off walls embedded in the underlying clay layer. The cut-off wall is 0.8 m thick and has a maximum depth of 33 m: it was designed to guarantee, as a minimum, the level of safety for a landfill for hazardous wastes, in accordance with the applicable National Standards. It was constructed with self-hardening mud and with the installation of an HDPE geomembrane. The HDPE liner of the cut-off wall was then sealed to that of the capping to obtain the complete encapsulation of the contaminated soil. A system of piezometers allows the monitoring of the cut-off efficiency measuring the fluctuations of the groundwater table and testing the chemical contents. Some wells installed within the contaminated areas will contribute to guarantee the full efficiency of the system in case of state of emergency, controlling the water-table level inside the confined areas.

"There is an old saying that ""It is too late to lock the stable after the horse is stolen"". Is not this just what is being done by many mine operators today when it comes to buying safe electrical equipment for gaseous and dusty coal mines?The ""open type"" of electrical equipment or even the ""half safe"" type represents the unlocked stable. After the mine disaster, and after men have lost their lives, the lock is put on - that is, safer equipment is installed.For example, an open type of electric coal drill was used in a gaseous mine in West Virginia, This was the probable cause of the death of 27 men. A half safe type of electric coal-cutting machine was used in a gaseous mine in Pennsylvania. This was likely the cause of the death of 36 men. An unapproved, unsafe type of flame safety lamp was used in a gaseous and dusty mine in Utah. This was the all¬eged cause of the death of 171 men. All three disasters happened within the last six months, and seem to have been avoidable if proper equipment had been used.It is understood that more rigid requirements will be enforced in West Virginia. The committee of State mine inspectors made definite recommendation for im¬proving the conditions in the given mine in Pennsylvania. The Industrial Commission of Utah have already issued new orders which will remedy the use of unsafe lamps in that State.These acts and recommendation are all good and will help prevent accidents in those States in the future. Is it not a pity that such recommendations and order were not made a little earlier before the tell of life had been exacted? Is it not a pity that other States will not take these lessons to heart and safeguard their mines before and not after disasters take place?Electric current can cause accidents in five general ways as follows: (1) By shock to persons; (2) by igniting powder; (3) by igniting gas; (4) by igniting coal dust; and (5) by setting fire to inflammable material such as timber and coal. A great many accidents from these causes are preventable if proper care is taken. Most of the accidents caused by sparks and flashes from electrical apparatus would not take place if approved electrical equipment was used. By approved equipment, the writer means equipment that has been tested and formally approved by the Bureau of Mines. So far as known, up to the present time, no disasters have been caused by sparks or flashes from equipment having the Bureau's approval."

Loading and haulage of run-of-mine ore is frequently the highest cost in underground mining operations. These costs can be significantly reduced by use of belt conveyors, a common practice in coal and similar soft miner ii mines. This is particularly true if oversize ore and rock can he eliminated prior to conveying; thus producing a demand for crushers near the production areas. Portable feeder-breakers are extensively used in conveyorized mines, but no suitable, equivalent equipment, is available to provide these benefits to hard rock mines of low to medium headroom. A hard rock crusher capable of easy movement and readily disassembled would allow use to belt conveyors and could improve the general safety and productivity of any underground ore hauling system. This report summarizes proposals and findings made in conjunction with the newly designed M-44 Low Head Portable Crusher which is believed well capable of meeting the requirements of a "portable, underground, hard rock" machine as previously defined in earlier reports. Data gathered by use of the 1/4 Scale Model of the M-44 has substantiated and verified the concept sufficiently to justify construction of a full-size machine for further testing under actual mine conditions.

A sub-level open stoping method is being used to mine the massive deposits at TARGET Gold Mine which uses cemented tailings to backfill the stopes. This requires the construction of bulkheads to contain the freshly placed backfill, capable of resisting the hydraulic pressure imposed by filling. The bulkheads must contain an 8 metre head of backfill slurry within 48 hours and withstand the force exerted by a 35 metre load of consolidated fill at a maximum estimated fill relative density of 1.9. After a variety of methods of construction were evaluated, it was decided to construct the bulkheads using the low density, fast-setting foamed cement-based product TEKSEAL HS manufactured by MINOVA RSA. The cement foam is contained between low-cost steel and fabric brattices which are easy to construct, using a method specially developed for the TARGET bulkheads. The paper will describe the design, trialling and construction of the bulkheads, and results obtained to date.

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers? soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

Top-down construction (or cut and cover construction) is providing important advantages when comparing with conventional construction techniques for commercial developments with deep basements, underground car parks or near surface infrastructure and traffic tunnels. Main features are substantially reduced restrictions to surface usage, avoidance of intervention with adjacent property, provision of rigid substructures resulting in minimal deforma­tions and settlements and, last but not least, accelerated construction pro­gramme. The present contribution illustrates the construction method in general and elaborates in detail on the special foundation works for a major urban commercial high rise development requiring a six level basement structure.

INTRODUCTION The level of analysis for the selection of extraction practices and equipment for surface mining differs significantly from that found in underground mining. In underground mines, manufacturers establish the operating ranges of the equipment, such as continuous miners, loaders, and boring machines, based upon required clearances. Even in conventional mining, the drilling and blasting operation is usually based upon experience. The selection of extraction methods and equipment for surface mining is more complex. Since the equipment is not as confined as in deep mining, and the topography tends to be highly variable over the limits of the mining property, primary extraction equipment must be sized according to reach and capacity. Further, due to the depositional characteristics of the over- burden, drilling and blasting patterns must be well- designed to provide proper fragmentation. The following sections provide a general outline for the selection of surface excavation practices and equipment. The topics covered include drilling and blasting and the selection of both primary extraction equipment (draglines and stripping shovels) and secondary extraction equipment (bulldozers, scrapers, and front-end loaders). EXCAVATION FUNDAMENTALS Before discussing surface excavation, a few concepts need to be defined. A bank cubic yard of material is equal to one cubic yard as it lies in its natural or undisturbed state. A loose cubic yard is that portion of a bank yard that after being disturbed has expanded to measure one cubic yard. Swell is the volume increase of a material when it is removed from the natural state. Finally, load factor is the percentage decrease in the density of a material from its natural state to a loose state. Table 1 summarizes these concepts for various materials. When the amount of overburden to be removed to meet a predetermined production rate is established, a suitable bucket size for the primary stripping equipment must be calculated. The following equation can be used: NBSIZE = TBC/[(OF) (BF)] (1) where NBSIZE is the actual bucket capacity after considering the swell percentage, the bucket fill factor, and the operating efficiency; TBC is the theoretical bucket capacity (TBC = COB/NTCPM); OF is the operating efficiency; BF is the bucket fill factor; COB is the cubic yards of overburden to be removed; NTCPM is the number of theoretical cycles per month [NTCPM = (SMH) (3600)/(CT)]; SMH is the scheduled monthly hours; and CT is the cycle time in seconds. FRAGMENTATION PROCEDURES Drilling Where the strength of overburden material is such that blasting is required prior to excavation, drilling is conducted before using explosives. Two methods of drilling are found in mining-percussion and rotary. Penetration of overburden by percussion drilling is carried out by successive impacts of the bit into the rock. Emphasis in this section will be placed on rotary drilling, because for surface mining it is the most versatile form of overburden penetration. Rotary drilling is conducted by rotating a rigid string of tubular rods to which a rock-cutting bit is attached. The drilling energy is supplied by rotation as well as thrust and the cutting action consists of abrasion, scraping, spalling, or chipping. The size range for rotary-drilled blastholes is from 4 in. to 15 in., with 9 in. and 12 in. being common sizes. There are two types of bits used for rotary drilling-drag and rolling cutter. Drag bits are applicable in soft to medium-soft shales or their equivalents. Since their effectiveness is dependent upon a successful scraping action, drilling thrust is lower for drag bits than for rolling cutter bits; the opposite is true for torque requirements. The bits are usually fitted with replace- able tungsten-carbide cutters. Rolling cutter bits, though available in a two-cone configuration, are usually of the three-cone style (Table 2). The rolling cones have either large steel teeth for drilling through soft formations or small tungsten-car- bide inserts for drilling through hard formations. Table 3 relates bit size and weight to the strength of the rock. The major advantage of rotary drilling is its rapid drilling rate. This is due to the fact that, unlike percussion drilling, rock penetration is uniform with depth. The Bayswater seam of the Singleton Coal Measures is discussed in relation to its field occurrence and related li~hotype profiles. The seam is correlated throughout widely separated areas of the Hunter Valley with the Farrells Creek seam at Howick, Broke seam at Broke, and Saddlers Creek seam at Mt. Arthur. The unusual features of composition of the seam in relation to adjacent seams is dealt with in terms of the seam environment, particular attention being given to the sandstone at the base of .the seam. Petrographic and other data are used to support the arguments submitted.
