This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

Titanium bearing resources can selectively be chlorinated at temperatures below 200°C if the Ti02 in the feed is nitrided before chlorination. However, the nitriding reaction is highly endothermic, requires highly reducing conditions, is only thermodynamically favourable at elevated temperatures, and is affected by mass and heat transfer restrictions. At the required processing conditions, problems might also be experienced with sintering and with melting of slag forming components in the raw materials. A test programme was undertaken to study the effects of raw material type, temperature, gas composition, bed depth, carbon to raw material ratio and residence time in order to simulate conditions required for scaling up a nitriding process. In contrast to previous experience with low-grade titanium-bearing slag containing about 30% Ti02, ilmenite and chlorinateable slag do not form melting phases under the studied nitriding conditions and hardly sintered at all. Both feed materials can readily be nitrided with conversions in excess of 90% at temperatures around 1300°C and using bituminous coal as reducing agent with fixed carbon in excess of 1.1 times the stoichiometric requirement. The conversion decreases as the bed depth of the feed material increases and the N2/CO ratio in the gas decreases. Analysis of the relative rates of mass and heat transfer into the reacting beds of ilmenite and slag showed that the heat transfer rates are more limiting than the mass transfer rates. In order to increase the throughput that can be achieved in a kiln, it would be necessary to take special measures to enhance the heat transfer rates into the mass of reacting material. One such a measure is to pre-form the mass of reacting material into thin-walled, hollow brick shapes prior to introducing it into a kiln. Depending on bed depth, temperature and N2/CO ratio, required residence times in the high temperature zone of the kiln can vary between about 6 and 10 hours. Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.

"The first known use of activated carbon dates back to the Ancient Egyptians who utilized its adsorbent properties for purifying oils and medicinal purposes. Centuries later, the early ocean going vessels stored drinking water in wooden barrels, the inside of which had been charred. (However, by modern definition the carbon used in these applications could not truly be described as activated.) By the early 19th century, both wood and bone charcoal was in large scale use for the decolorization and purification of cane sugar.However, it was not until the beginning of the First World War that the potential of activated carbon was really capitalized upon. The advent of gas warfare necessitated the development of suitable respiratory devices for personnel protection. Granular activated carbon was used to this end as, indeed, it still is today.By the late 1930's there was considerable industrial scale use of carbon for both gaseous and liquid phase application and new manufacturing processes had been developed to satisfy the needs of industry. During the 1939-1945 war, a further significant development took place - the production of more sophisticated chemically impregnated carbon for the removal of both war and nerve gases."

Two small coral islands in the Pacific Ocean, situated close under the equator, and formerly classed among the Line Islands, have, during the last three or four years risen into prominence owing to the valuable deposits of phosphate of lime discovered on them.The deposits of Ocean and Pleasant Islands are under the control of the Pacific Islands Company (1902) Limited, of London and, Sydney, and the high grade of the phosphate, together with the exceptionally favourable facilities for mining this mineral, of which there are several millions of tons on these islands, give this company advantages which enable them to command the Australian and New Zealand markets, and also to make large contracts with Japan and other countries. Both islands, as far as surface indications are concerned, are entirely constructed of coral, with phosphate on the top from the highest points to the present sea level, there being no sign of volcanic rocks, with the exception of a few pieces of drift pumice on the coast.Banaba (Paanopa according to. the Admiralty charts), also known as Ocean Island, was discovered in 1804. The State Electricity Commission of Victoria is conducting a program of research and development into alternatives to the use of conventional boilers for the generation of electricity from brown coal. The objectives of the program are to reduce the cost of electricity generation and also to improve the thermal efficiency so as to reduce the emission of greenhouse gases and other pollutants. The program presently includes the following four technologies: Hydro-thermal Drying, Direct Coal Fired Gas Turbine, Integrated Gasification Combined Cycle, and Steam Fluidised Bed Drying. The Hydro-thermal Drying process produces a combustible coal-water-slurry fuel which is suitable for use in a coal fired gas turbine. The coal fired gas turbine has the potential to produce electricity at a lower cost than conventional power stations and when combined with a steam cycle, it will also use significantly less coal. The Integrated Gasification Combined Cycle process gasifies the coal, cleans the gas, and then bums it in a gas turbine/combined cycle. This process is being developed in Europe and the USA in order to meet their stringent emission regulations. It offers Victoria cleaner more efficient and cheaper electricity.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

"This paper describes a new, proven approach for tailing disposal. Not only is the disclosed system less damaging to the environment, it is also less costly to operate, to close down and maintain in perpetuity. The basic concept is to discharge thickened tailing from one permanent location.This creates a conical or hill-like deposit which:(1) requires lower perimeter dykes for equivalent storage capacity;(2) eliminates decant towers and decant lines;(3) requires no steep dams built of tailing;(4) is stable:(5) requires only a small pond outside the deposit;(6) decreases pollution of the surrounding environment by water seepage and deflation; and(7) simplifies abandonment and ""closing-down"" operations.The approach is made possible by the fact that, at a sufficiently high ratio of solids to water, tailing material can be made to accumulate at slopes of 5 or 6 per cent -- considerably steeper than possible by traditional methods using low solids-to-water ratios. To achieve the necessary solids-water ratio (35 to 60 per cent), it may be necessary to install a thickener. It is expected, however, that at many concentrators it may be possible to discharqe relatively clear plant water through a line separate from the tailing line, thus reducing the load on the thickener."

The Swiss are currently building the world’s longest tunnel, the 35-mile long Gotthard Base Tunnel. At Sedrun, for the first time in tunneling, four Roadway Support Machines will drive through most difficult ground, supporting variable diameters of up to 13 m. The machines are prepared for their first deployment. At Amsteg, two Hard Rock TBMs have successfully crossed a known fault zone by applying full circle steel arches and shotcrete immediately behind the cutter head. Comparisons between Drill& Blast and Hard Rock TBM are shown.

"Lucky Strike and Menez Gwen are two hydrothermally active sites located along the border of the Azorean plateau, southwest of the Azores islands where the alteration processes affecting basaltic rocks are prominent (Costa et al., 2003). Here we report on a slabby brecciated rock, abundant at both Lucky Strike and Menez Gwen, composed mainly of basaltic fragments cemented by hydrothermal precipitates from warm fluid circulation system. Research reveals that hydrothermal alteration takes place mainly by replacement processes, in which silicification is dominant (Costa et al., 1997 and Costa, 2014).Petrographic observations, including scanning electron microscopy (SEM), microprobe analysis, and mass balance studies made on basaltic fragments within the breccia show that silicification is one of the main processes resulting from hydrothermal fluid circulation. This alteration process leads to complete replacement by silica, in extreme cases, forming an impermeable cap that may contribute to the formation of sub-seafloor sulphide deposits, including examples in the geological past."

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

The use of experimental design to the study of mixtures has found a wide range of applications, even in laboratory scale or in industrial development works. The aim of this work was to maximize granite sawing waste content in ceramic tiles using experimental design. Based on the raw materials, specific formulations were developed using the experimental design. The raw materials were mixed and sample bodies were produced using uniaxial pressing. The sample bodies were fired and characterized in terms of water absorption, mechanical strength and X-ray diffraction. Regression models were adjusted relating the water absorption and mechanical strength with the amount of raw materials. The results showed that the methodology of experimental design maximize the content of wastes incorporated in ceramic tiles formulations. Formulations containing up to 40% of waste can be used for the production of ceramic tiles.

The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. An important element of the U.S. Bureau of Mines (USBM) mining research program is the development and evaluation of reliable coal interface detection (CID) systems. Commercially available CID sensors based on natural gamma radiation (NGR) are only applicable if the immediate roof is composed of shaley material. The USBM has made numerous underground and laboratory measurements using several NGR systems approved for installation on mining machines by the Mine Safety and Health Administration. In addition, two small handheld NGR instruments were used to make comparative measurements. Underground NGR measurements in 10 different coal seams, potassium-uranium-thorium radiometric analyses on samples from 16 seams, and chemical analyses of coal and rock for correlation with NGR counts were made. Laboratory test results on the effect of air gap and sample thickness, size, and weight on the NGR measurements, as well as general results of the various NGR systems, are discussed.

Mining in highly stressed ground conditions has been an increasing challenge at the Brunswick mine. Over the past 30 years, two large regional pillars were established on the 1000 m Level to support the ground for safe extraction of the surrounding ore. The South Regional Pillar contains about 5 Mt of ore and the North Regional Pillar has about 3 Mt of ore. In the fall of 2000, mining activities were suspended following a series of ground movements around the South Regional Pillar along weak geological structures. After extensive geotechnical investigations, a decision was made to carry out a mass de-stress blast in the West Ore Zone (WOZ) to cut the principal stress across an area of 135 m along strike and 86 m high. At the end of July 2001, the WOZ mass blast was successfully initiated. Following this success, the mine decided to take a similar approach to de-stressing the North Regional Pillar (NRP). The final mass blast was taken in early February 2003. Advanced blasting technologies, including state-of-the-art electronic detonators and blast simulation, played an important role in achieving the successful blasts. The high precision of delay timing and long delay duration of the electronic detonators ensured accurate and reliable initiations of over 800 blastholes in the WOZ mass blast. Orica’s DMC_Blast (Distinct Motion Code) simulation code was used to study different blasting blocks for the desired timing in the initiation sequence. This paper describes the process of applying electronic detonators in complex blasts, and discusses how blast simulation results were interpreted to guide engineering design of the mass blasts.

The mineralogy and microstructure of mattes from the nickel flash smelter at Kalgoorlie, Western Australia, have been studied. The flash furnace matte consisted mainly of an intimate mixture of pentlandite and heazlewoodite with some nickel metal. The electric furnace matte was mainly an iron-nickel alloy with subsidiary pentlandite while the converter matte consisted mainly of heazlewoodite with crystals of nickel metal.

The accident at Unit No. 2 of the Three Mile Island nuclear reactor (TMI-2) on 28 March 1979 was the worst nuclear accident in US history and crippled the nuclear industry. An international Vessel Investigation Project was formed to assess the integrity of the vessel. However, it was not possible to remove specimens from the lower head until January?March 1990. Fourteen of the fifteen specimens removed by electrical discharge machining were from under the debris pile that accumulated on the lower head due to melting of approximately 19 000 kg (45%) of the core. Specimens were previously cut from the lower head of a cancelled reactor of very similar size and design destined for Midland, Michigan. These specimens were subjected to controlled heating cycles with peak temperatures from 800°C to 1100°C for periods of 1 to 100 minutes. The initial study qualitatively compared the structures in the 15 specimens from TMI-2 to the control specimens from the Midland lower head. The writer used the same specimens and employed microindentation hardness traverses, electron microprobe analysis, and selective etching followed by quantitative metallography (by image analysis) to obtain a far more detailed description of the thermal exposure experienced.
