To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

The Cyprus Casa Grande Corporation has provided Bureau of Mines researchers with an opportunity to investigate the hydrology of leaching an in place copper ore deposit. Hydrologic investigations of underground in situ copper leaching are being jointly conducted under a cooperative agreement. The hydrologic concerns of leaching operations at the Casa Grande mine focus on maintaining adequate solution injection and recovery rates, and on distributing the injected leach solution effectively within the ore deposit. Hydrologic considerations underlying these concerns relate to the permeability of the oxide ore zone during leaching, the unsaturated condition of the deposit prior to leaching, and the constraints imposed on in situ hydrologic design by the underground mine setting. The investigation involves monitoring of flow and pressure conditions in 58 injection and recovery wells, estimating permeability conditions using a hydrologic model, and on-site testing of hydrodilation and airlift pumping. Transient, fracture-controlled permeability is determined to be the dominant hydrologic consideration. A statistical modeling procedure has been developed for estimating changes in permeability during leaching. Flexibility in well design and operation is essential for accommodating the changes in fracture permeability that occur during leaching.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? Recent investigations of a 55-km long trend of intrusive complexes on southern Prince of Wales Island have identified significant resources of Nb, Y, REE. U, Zr, and a host of potential by-product metals. The northwesterly trend comprises multi-phased sodic alkaline and peralkaline diorite, monzonite, syenite, and riebeckite granite. There are at least three significant deposit types recognized, two of which, 1) pegmatite dikes/vein-dikes that zone laterally from the intrusions and 2) concentrically zoned pegmatites, contain most of the lithophile metals. A third, epigenetic replacement-type mineralization, contains much of the U resource. Other deposit types with minor or unknown resource potential include diatremes, carbonatite, and placers. This report summarizes the deposit evaluations, characterizes the mineralization, and estimates the resources. To date a total of 40.7 million tons of mineralized material is estimated as indicated or inferred. Most of the Y203 plus REO is at a grade exceeding 0.5% and half of the Nb20S exceeds 0.125%. Tonnage estimates would likely be substantially lncreased with additional exploration. Mineralogy is generally fine-grained and complex, and consists of more than a dozen principal REE-Y-Nb-U-Th-Zr phases, the sum of which may compose up to half of the rock. Approximately half of the REE-Y content comprises the heavy yttrium subgroup which is uncommon compared to deposits elsewhere. Although the Alaskan deposits are likely subeconomic at today's metal prices and consumption levels. recent technological advances suggest future demand may increase.

Modern gold production from the Gympie Goldfield commenced in 1995 with the first production from the Monkland Mine. The primary ore target was the 2.5 m wide Inglewood Fault ore zone, which was initially mined using traditional narrow-vein shrink stoping. This manuallyintensive mining method allowed the mine to re-open with minimal capital cost, however the trade off was low productivity and high operating costs. As the mine has developed, access through 100-year-old, timber-lined, small shafts, and the high cost of delineating reserves, has restricted modernisation of the operations. In early-2000 a stockwork lode was discovered adjacent to the existing workings with an economic width of 40 m. In order to maximise the benefit of such an orebody, mining needed to be approached in a new way. This paper summarises the many changes implemented at the Monkland Mine, including the necessary cultural change, implementing long-hole stoping, de-bottlenecking and the application of mechanisation. The result has been a significant improvement in safety performance, higher productivity and a more secure future for all those involved in the project.

A 4.5-mile-long, 96-inch-diameter outfall pipeline was constructed between North Texas Municipal Water District’s proposed Sister Grove Regional Water Resource Recovery Facility and the Stiff Creek Discharge Structure. Two TBM-mined tunnel segments were excavated for the outfall pipeline through rock and mixed-face conditions within the Austin Chalk Formation. The TBM mining performance was tracked in detail and evaluated during mining. This paper discusses the TBM configuration, TBM utilization, advance rates, and challenges of both tunnel segments.

"A review is made of some of the principal factors and conditions that are, and will be, important to the over-all market climate for asbestos fibre and for the future of Canada's asbestos industry: - health hazard associated with asbestos exposure;- uncertain international regulatory environment for continued asbestos use;- adverse public reaction to asbestos;- product liability/litigation costs (U.S.A. primarily);- promotion of substitution by governments and asbestos user industries; and- minimal product and market development efforts by asbestos producing and consuming industries.In addition, Canadian producers, who export some 95 per cent of their production, face additional constraints:- dramatically reduced integration with asbestos-consuming industries;- 60 per cent of exports to most rapidly declining markets (U.S.A., Europe);- increased competition from offshore producers favourably located to growth markets in developing countries;- increasing production costs;- a strong dollar;- disadvantageous freight rates; and- loss of price leadership and price erosion.Future market trends, as well as prospects for Canada's asbestos industry, will be projected in this paper.Economic FactorsTable 1 presents asbestos fibre production in all countries for the period 1980-82. In certain instances, e.g. U.S.S.R. and China, these are capacity estimates as production statistics are not officially published. The U.S.S.R, by far, is the world's largest producer accounting for some 50 per cent of world production, though most production is consumed internally or by COMECON countries. It is estimated that some 700 plants produce asbestos-containing products within the U.S.S.R.Canada accounts for some 25 per cent of world production though it ranks first in world trade. Other important producers are South Africa Zimbabwe, Brazil and Italy. Since 1979, Canada's asbestos mining industry has experienced a dramatic drop in production and exports of asbestos fibre, as demonstrated in Table 2."

ZEST in the search for new supplies of metallic ores and petroleum is difficult to maintain with stocks of raw materials accumulating and with over- production rightly or wrongly blamed for most of our industrial troubles. Enthusiasm over new methods of prospecting has consequently diminished and exploration programs in many fields have been drastically cur- tailed. Very naturally the effects have been felt with particular keeness in highly specialized phases of the work, such as geophysical prospecting, for the feverish scramble for new areas in which to drill beneath magnetic or electrical anomalies has abated, and there is even a lull in the firing in the battle over salt domes on the Gulf Coast. It is unquestionably an unhappy time for many of the organizations dependent on this work, but in certain respects the situation may be beneficial in correcting unsound practices that .have grown up through the necessity for haste and for quick decisions. With the restriction of the field to the more competent workers by the harsh rule of survival of the fittest, a general improvement, not only in technique but in business methods, can be expected which may go far in restoring public confidence. Introduction The Utah Copper Division of Kennecott Copper Corporation will present its contribution to the A. M. Gaudin Flotation Symposium in four parts. The first two segments will discuss briefly the historical development of the Utah Copper Division and describe the ore body. The third segment will review the facilities and operating procedures for the Utah Copper division's newest plant, the Bonneville Concentrator. The fourth segment describes flotation process circuitry, including molybdenite recovery procedures, at the Arthur and Magna concentrators. (The Bonneville concentrator is a crushing and grinding unit and does not have its own flotation plant). I. Historical Development Progress through change has been the key to the successful operation of the Utah Copper Division for more than 70 years. As the original low-grade copper operation, the pressures to remain competitive and profitable have dictated the timing and extent of each change. Much of the change has occurred through technological and economic advancements in the area of ore concentration. The Utah Copper Division of Kennecott Copper Corporation had its origin June 4, 1903, when the Utah Copper Company was organized. The initial mill of 300 tpd (tons per day) capacity was built at Copperton a few miles below the present Bingham Canyon mine site. From 1904 to 1910, the Copperton mill was expanded to a capacity of 1,000 tpd, and all of the known apparatus for gravity concentration were evaluated.

During blasting, stress waves propagate through a rock mass, inducing stress and strain changes. This applied deformation affects intact rock, existing discontinuities, mine excavations, and engineered structures in the proximity of the blast. Traditionally in blasting, stress waves are quantified in terms of peak particle velocity (PPV) or peak particle acceleration (PPA), based on the method of measurement and the specified allowable tolerances. During analysis, the peak particle motion is coupled with an explosive source through various scaling laws to develop rock-specific attenuation relationships. Some studies have expanded this practice to the development of damage threshold values based on measured or predicted peak particle velocities. PPV-related thresholds are generally based on empirical models, where observation of overbreak, cracking, or fall-off are used to quantify damage. This method is often paired with the application of elastic plane wave equations to calculate the blast induced strain or the PPV threshold for tensile rock failure. Other factors that must be viewed critically in such models are the methods used to collect and analyse blast vibration data and the application of inappropriate vibration attenuation relationships.

Coal production in the United States in 2009 de-creased to 972.8 Mt (1,072.8 million st), according to preliminary data from the U.S. Energy Information Administration (EIA). This is a decline of 8.5 percent, or 90 Mt (99.1 million st) below the 2008 record level of 1.06 Gt (1,171.8 million st) (Table 1). In 2009, U.S. coal consumption decreased in all sectors while total coal stocks increased for the year. Coal consumption in the electric power sector in 2009 was lower by 10 percent, while coking coal consumption decreased by 30.6 percent and the other industrial sector declined by 16.6 percent. The commercial and institutional sector (which prior to 2008 had been called ?residential and commercial?) is the smallest of all the coal-consuming sectors and it declined by 8.4 percent in 2009. (Note: all percentage change calculations are done at the short tons level.) U.S. coal exports fell from the 2008 levels, while coal imports decreased for a second year in a row. The decline in coal consumption during the year was the consequence of the domestic economic conditions combined with the weather in 2009, which resulted in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2009. Coal-based generation also decreased, resulting in a 94-Mt (104-million st) drop in coal consumed in the electric power sector. Coal use in the non-electricity sector decreased by 20.1 percent to a level of 57.9 Mt (63.9 million st). The international coal markets for most of 2009 were reflective of a worldwide economic slowdown. U.S. coal exports and imports both declined for the year. U.S. coal exports totaled 53.6 Mt (59.1 million st). This is a decrease of 20.3 Mt (22.4 million st) from the 2008 level.

The aim of the study is to determine if pit lakes are a sustainable coal mine closure option in South African. The water balance, chemistry, limnology, and bacterial population of three selected pit lakes were investigated. The lakes are in the three major coal basins of South Africa and are associated with different lithologies and mining methods. The major factors driving the water balance of the pit lakes are direct rainfall, runoff, inflow from old mine workings, and groundwater infiltration, with the major losses being evaporation or discharge onto surface. The study indicated that pit lakes can be designed as ’terminal sinks’ to provide a sustainable mine closure option. The pit lakes sampled have an alkaline pH, and mostly a sodium/calcium sulphate water with total dissolved solids content of less than 3000 mg/l. The phytoplankton and microbiological data indicates that the pit lakes support aquatic life. The study shows that correctly designed pit lakes can be an environmentally sustainable closure option for South Africa’s coal mines. A suggested design manual has been developed to assist mine owners and regulators in developing sustainable coal mine pit lakes as a closure option.

Eddy current separators have become generally used in waste recycling industry during the last decade. There are many papers dealing with separation processes on eddy current separators, and also many article describes particle trajectory and different particle features affecting particle trajectory. These data are used in modeling as well. Within the frame of R&D project called ‚Fundamental research into the exploitation of the economic development potentials of critical raw materials in international co-operation - CriticEl?, authors are aimed for using Eddy Current Separator (ECS) as a mechanical separation step of high value critical elements recovery of selected WEEE’s like display panels, PCB’s. ECS, equipped with 305 mm wide belt, and a concentric magnetic rotor is used for experiments targeted development of methodology for determining separability of different particles on ECS. The subject of our work was to investigate the behavior of model particles with different shape, conductivity (aluminum and copper), orientation and size in order to separate Al and Cu according to the results of many experiments were carried out in this field. However it looks like that throwing distance of one particle is only possible to describe by a certain distribution for even the same particle within the frame of the same conditions. Sample mean and standard deviation are depending on some of the particle feature and acting forces. The paper is going to draft the first results on the relationship between distribution of throwing distance and particle properties.

Gentlemen: I'm glad to see the crowd that's here this morning, glad to renew acquaintances with many old friends, and if you'll look at the program you'll see a heading there which states that as President I have the honor and pleasure to be here to address the membership of this meeting of the Rocky Mountain Coal Mining Institute, this being the 49th regular meeting. The tentative schedule of this gathering lists on the program the "President's Address," and I want to assure you that this will not be an address or a lengthy speech. It's said that a good speaker is one who arises to the occasion and then promptly sits clown, so please be at ease for I intend to sit clown very soon. There are other men here who have spent time writing and preparing papers on subjects that are to come up for discussion at this meeting, which will be, I'm sure, more interesting than what I have to say this morning; so again I'll say, we'll get this part of the program under way promptly.

Discussions are presented of the three phases of the noise reduction program on flight-type coal conveyors. The three phases are identification of noise sources, evaluation of potential noise reduction concepts, and implementation of noise reduction which is intended to reduce conveyor noise to less than 90 dB(A) in the underground mining environment. The major noise sources are impacts of the chain on the tail roller and on the top and bottom decks. A total noise reduction of 11 dB(A) was achieved by using techniques which are applicable to retrofit. These are a vibration isolated tail roller and an isolated wear strip on the return deck. A theoretical model of isolation provided by the isolated tail roller is developed. Appendices are presented which contain information on other potential concepts and additional data generated.

A variety of systems and techniques exist to support deep excavations where sloping is not feasible. This paper will explore an example project involving the use of pre-engineered hydraulic bracing systems to support sheet pile walls. Challenges on site that drove the final design include a high water table, irregular excavation geometry, and underground obstructions. The hydraulic system, connected by pins and not requiring welds, allowed for quick deployment and the modularity to change as required due to unforeseen site conditions.

"Refuge alternatives provide shelter to miners trapped underground during a disaster. Manufacturers must demonstrate that their refuge alternatives meet the U.S. Mine Safety and Health Administration (MSHA) requirements for oxygen supply, carbon dioxide removal, and management of heat from the occupants and mechanical/chemical systems. In this study, miner size and activity level were used to determine the metabolic heat rate, oxygen requirements and carbon dioxide generation that are representative of miners in a refuge situation. A convenience sample of 198 male miners was used for the distribution of current U.S. coal miners, and the composite 95th percentile height and weight were determined to be 193 cm (76 in.) and 133 kg (293 lb). The resting metabolic rate (RMR) was determined to be representative of activity level in a refuge alternative. The highest likely metabolic heat generation ranged from 113 to 134 W, depending on occupancy. The highest required oxygen supply and carbon dioxide removal were estimated to be 23 L (0.81 cu ft) of oxygen per hour per person and 20 L (0.71 cu ft) of carbon dioxide per hour per person, which means the margin of safety is 50 percent or more compared with the MSHA requirements. The information on metabolic heat generation can be used to assess refuge alternative thermal environments by testing or simulation. The required oxygen supply and carbon dioxide removal can be used to assess refuge alternative requirements. "Since mercury is chemically similar to silver, it tends to dissolve along with the silver and gold during cyanide leaching. Ultimately, mercury is recovered along with the silver as mercury/silver/gold amalgam, which requires retorting to remove the mercury prior to refining the silver and gold. A possible approach to separating mercury from silver and gold in cyanide leach solutions is to take advantage of the replacement reaction between [Hg(CN)4]2- and Ag2S, which results in precipitation of mercury as HgS while dissolving silver as [Ag(CN)2]-. Results are presented demonstrating that mercury can be removed from cyanide solutions with high effectiveness while, at the same time, recovering additional silver in solution. Initial experiments with static flasks in the laboratory showed a high degree of mercury removal could be achieved. Results using actual metallurgical plant products in bottle roll tests indicate the process works on a larger scale, but also results in significant gold losses if the solution being treated has high gold levels, such as carbon stripping pregnant eluent solution. IntroductionThe dissolution of mercury along with precious metals during cyanide leaching is a long-standing problem, which can result in significant mercury toxicity issues (Washburn, 2003). Mercury is first dissolved by the cyanide solution, and then, since it has a great deal of chemical similarity to silver, it follows silver throughout the concentration and recovery processes, ultimately being recovered as a silver/ mercury amalgam when the metal is precipitated by either the Merrill-Crowe process or by electrowinning.While it would be desirable to either prevent mercury dissolution entirely while still allowing silver dissolution, or to selectively capture mercury before the precious-metals recovery step, there is not yet an effective and economically practical approach to doing this (Grosse, 2003; Ravichandran, 2004; Misra, 1998; Pai, 2000). There are a few processes that have been proposed, such as differential adsorption. While activated carbon, as used in the carbon-in-pulp process, is not highly selective between mercury and silver (Washburn, 2003), it may be possible to achieve some separation by selective elution of the carbon to produce high-mercury and low-mercury eluates (Bunney et al., 2010). Certain synthetic resins were shown to be selective for gold but are more expensive than carbon, requiring special equipment, and have not yet been shown to be selective for mercury (Grosse, 2003). There may be potential for differential dissolution approaches, as thiosulfate leaching does not dissolve mercury sulfides as readily as it dissolves gold (Oraby et al., 2010), and it is possible that it may be similarly more selective for dissolving silver relative to mercury. Some work has also been done with selective precipitants, such as sodium polythiocarbonates (Bucknam, 2007), and 1,3-benzenediamidoethanethiol (Matlock, 2002). Common problems with these approaches include introduction of a solid:liquid separation step, reagent costs, the need to measure the mercury concentration for process control for minimizing silver losses, and regulatory requirements to retort otherwise stable mercury concentrates."

Transportation charges for mineral commodity movements in western Oregon and western Washington were determined mainly by a stratified random sample canvass of producers. Total 1965 mineral production value for this area was $53.3 million; the cost or charge to move this production from the mine to the consumer or to the point of consumption was determined to be an additional $38.7 million. Thirty seven companies were contacted as a sample out of a total population of 349; the statistically expanded sample production value deviated 3.6 percent from that obtained by the Bureau's annual canvass. The agreement between the sample results and the canvass totals demonstrated the effectiveness of the sampling method for obtaining data with a predesigned level of accuracy. For comparison, the north-central Idaho and western Montana area was studied, A random sample experiment was designed, but because of the dominance of a few major companies, a random sample technique would have required more visits to producers than if only the larger firms were contacted. Eighty-four percent of the 1966 mineral value ($198.6 million) was accounted for by interviewing 27 firms out of a total population of 199. Total transportation costs or charges for the area were $26.7 million. The significant difference observed between the relationship of minerals production value and transport charges between the two areas investigated can be attributed to the difference in the minerals produced. The western Oregon and western Washington region is a nonmetals-producing area as opposed to the predominance of metals production in the Idaho-Montana region.
