Assessment of abrasivity and cutter life are necessary to properly manage risks when tunneling in mixed face ground which includes ground with cobbles and boulders. Maximizing cutter life requires: (1) abrasivity and strength parameters for soil matrix and rock clasts, (2) methods of combining both, (3) proper selection of cutters and (4) modified TBM operation including use of boulder detection methods from the TBM to help make operation decisions. This paper presents approaches for addressing these factors sufficiently to improve tunneling success in mixed-face and cobbly-bouldery ground. Current laboratory abrasivity testing will be assessed along with equivalent quartz content correlations to soil matrix and rock clast abrasivity. New approaches to combining abrasivity testing of both the soil matrix and rock clasts for various cobble and boulder volume ratios will be suggested to estimate cutter life and intervention intervals. Methods for detecting boulders and using detection data to modify TBM operations to minimize boulder impacts are provided.

"Electron spin resonance (ESR) and cytotoxicity measurements were made on newly fractured silica to examine specifically the role of the fractured-induced, siliconbased radicals (Si· and SiO·), and silica-generated hydroxyl (·OH) radicals in the mechanism of the cell membrane damage by silica. The concentration of the Si· and SiO· radicals was controlled through decay processes, thermal annealing, and boiling, while that of the ·OH radicals was varied by using catalase, superoxide dismutase, KMnO4, Ha2seO3, ascorbic acid, and metal ions, and monitored via ESR spectroscopy. The dust's cytotozicity potential was evaluated by measuring the silica-induced hemolysis and also by determining lipid peroxidation (using linoleic acid). Prom the comparison of hemolysis and ESR results it is deduced that the radicals play little· or no role in the silica-induced hemolysis. However, the lipid peroxidation data indicate that the radicals might be involved in the initiation of an oxidative chain reaction leading to the macrophage membrane damage through lipid peroxidation. INTRODUCTIONThe biochemical mechanism of Quartz-related pneumoconiosis is still not fully understood. It is believed, nevertheless, that one event of primary importance is the perturbation of cell membranes by the dust particles (Allison et al., 1966; Allison and Harrow, 1971; Bateman et al., 1982; Parazzi, et al., 1968; Reiser and Last, 1979; Shi et al., 1989; Summerton et al., 1977). The ensuing cell-membrane damage unleashes certain lytic enzymes resulting in additional cell injury and eventual fibrosis (Nolan et al., 1981; Summerton et al., 1977). Thus considerable effort is currently being made towards the understanding of the processes by which quartz particles disrupt the membrane of a red blood cell (RBC) or a pulmonary alveolar macrophage (PAM). A simple but important method of evaluating the membrane damage potential of a dust is the hemolysis test (Harington et al., 1971). Even though this test is used routinely for screening dusts for their cytotoxicity potential, the biochemical mechanism underlying the cell lysis by many dusts, including quartz, is still controversial (Kilroe-Smith, 1974; Singh and Rahman, 1987), and this provided us the impetus for the present undertaking."

[Many methods of analyzing tar oils for their tar acid and base content have bun employed in connection with both academic and. industrial investigations. Most of these analytical procedures are based on the diminution in volume caused by extraction with alkali and mineral acids (contraction method), although other methods haves been employed.4/ In many instances the adoption of an analytical method was not preceded by adequate study, and, as a consequence, the literature, on this subject is conspicuous for its contradictory claims and recommendations. Elkem's technologies for the processing of waste materials, dusts, sludges and other residues, are based on the use of their Multi-Purpose Furnace as the primary processing component. The Multi-Purpose Furnace? is an electric slag resistance reduction furnace equipped with a hot media, Modular Freeze Lining and Elkem's proprietary, air tight electrode seals. The oil cooled? freeze lining allows specific heat fluxes 2 to 3 times higher than furnaces lined with conventional refractory. Reduction activities taking place within the furnace are free from the reoxidation potential of infiltrated air as Elkem's electrode seals are positively gas tight. Small quantities of highly concentrated off gas of controlled composition are produced to suit the requirements of downstream processing. The high electrical thermal efficiency achieved by generating heat within the slag itself, combined with the ability to operate at high melting rates and intense power density, makes the Multi-Purpose Furnace 9 an unique implement for the design of furnace products. These characteristics are utilized in the processing example cited, "Elkem's EAF Dust Processing Technology", which combines two proven technologies in an economically feasible system for the recovery of contained metal values from K061 wastes at the same time producing a disposable slag product. The portion of the example dealing with the condensation of zinc was prepared with the assistance of Imperial Smelting Processes, Limited of Bristol, England with whom Elkem has a non- exclusive license.

A stirred reactor (SR) combustion system has been developed to gather information on the mechanisms of ignition and flame propagation of coal dust under conditions similar to those found in coal dust explosion flames. The prime scaling variable considered in this study is that of rapid particle heating (between 105 and 106°K/sec) which is accomplished by means of turbulent mixing during combustion. The SR combustors tested in this study have consisted basically of spheres hollowed in the centers of refractory housings. Coal and air mixtures have been injected into the spherical combustion chambers through a single jet, two opposed jets or four opposed jets. The diameters of the jets have ranged from 0.63 to 0.22 cm. The volumes of the combustion chambers have ranged from 1.0 to 0.2 liters. The reactors have been equipped with thermocouples embedded in the combustion chamber wall as well as a thermocouple located in the exhaust gas stream. In the latter versions of the SR, provisions were made for both solid sampling and gas sampling of the reactant stream exiting from the combustion chamber. Experiments have been carried out using pulverized bituminous coal. The coal has been reacted in an SR in mixtures of air and air/nitrogen. These experiments have provided information on the mode of ignition of the coal as well as yielding information on the kinetics of coal pyrolysis through the use of SR theory. Ash tests performed on the reacted samples collected from the SR indicated that the majority of the values of weight loss percentage were between 60 and 70 percent. The percentages of weight loss were relatively unaffected by changes in temperature which varied between 1100 and 1700°K and by changes in residence time which varied between 10 and 20 millisec. Volatile matter tests performed on the samples indicated that the volatile matter left in the char ranged from 3 to 20 percent of the original content. By assuming that all the mass loss was due solely to pyrolysis with no combustion occurring at the particle surface, Q-factors for each test have been calculated. The results of these calculations indicate an average value of Q equal to 1.88. This finding shows that the majority of mass loss can be attributed to pyrolysis. The fact that the extent of reaction varies only slightly over the range of test conditions has been examined in the context of the two component hypothesis of coal constitution. This approach leads to the conclusion that the reaction of the "easily evolved" component VMI is extremely rapid and that the majority of it is removed from the coal in times less than the residence time in the system. This means that the volatile residue remaining in the char can be considered to consist of component II, VMII. If the mass fraction of VMI = 0, then an activation energy of 18.0 kcal is obtained for the pyrolysis reaction. If the mass fraction is assumed to be 0.75, the activation energy increases to 31.2 kcal.

In recent years there has been a considerable amount of research work done relative to the effect of pretreatment and aging in water on the surface properties of both simple metal oxides and more complex oxides such as the silicate minerals 1-6. Of particular interest is the work of Somasundaran6 who states that after preparing minerals by size reduction and washing with dilute acids "... it is essential to treat it (the mineral) with water in order to remove any effects of leaching itself." Somasundaran also states, "... it is advisable to use a solution close to the point of zero charge for conditioning purposes." Parksl notes that, "Dehydration, dehydroxylation, and increased crystallinity can be expected to decrease the PZC. The presence of anionic impurities or of pH-independent potential determining ions will decrease the PZC. Cationic species will increase the PZC." Healy and Jellett4 believe that in the Zn0-water system "the surface charge of Zn0 in water and each pH is determined by the concentration and adsorption of each hydrolyzed (charged and uncharged) Zn(II) species." Finally, according to Parks 2, "The PZC of an unaltered com¬plex oxide in a system devoid of specific electrolytes is approximately the average of the PZC's of its component oxides... Equilibration with water results in loss of mono and divalent cations by exchange with H+, thus a loss of influence on the PZC by those cations, i.e., a shift in the PZC with time in the direction of that remaining oxide. The present paper investigates the change of point of zero charge (PZC) of a number of simple oxides and several complex oxides as a function of aging time in water. In some cases acid pretreatment of minerals was performed. However, in most cases the minerals were not acid pretreated. In several systems pH change as a function of aging time in water was monitored.

THE equilibrium between titanium in liquid iron and titanium oxides has been studied by Hadley and Derge.' They have shown that a minimum occurs in the oxygen content of the metal between 0.1 and 1.0 pct Ti, but its exact level was not fixed. The oxide phase in this minimum range was principally TiO, containing some iron oxide. On the other hand, for concentrations above 5 pct Ti the oxide phase was TiO and the oxygen content of the metal increased rapidly with increasing titanium content. From their observations and the free energy of Ti0 and TiOz reported by Kelley and ah,' it is possible to derive approximate values for the activity coefficients of titanium and oxygen in liquid iron-titanium alloys and the conditions for equilibrium in steel deoxidation. Neglecting possible departures from the stoichio-metric composition, the condition of equilibrium with Ti0 may be expressed as follows: TiO= Ti_ + C) log K = log NTl + log [% O] + log yTi + log fQ Here as a matter of convenience the titanium concentration is expressed in mol fraction while that of oxygen is in weight percent. The activity coefficients are yTi and fo. The value of log fo approaches zero as the concentration of titanium approaches zero, while that of log yTi approaches a limiting value of In Fig. 1 the sum of log NTi + log [% 0] is plotted for mol fractions of titanium between 0.05 and 0.50. The smooth extrapolation gives a value of —4.15 which corresponds to log K — log y:i . We therefore have the equation: According to the data of Kelley and Mah,' the free energy of formation of Ti0 at 1900°K is -82,400 cal. The free energy of solution of half a mol of oxygen in iron, taking 1 pct 0 as the standard state, is -29,300 cal. From these we write: From these equations the activity coefficient of titanium at infinite dilution in iron is found to have a value of 0.011 or log y°. = -1.96. This is only an approximate value but is certainly better than the estimated 0.05 in Basic Open Hearth Steelmaking To obtain approximate values for the activity coefficient at intermediate concentrations, it is as- sumed that log yTi(l is constant and equal to -1.96. This corresponds to a value of E;: = 3 In yTi/aNTi = 9.0 which is not unreasonable We now have the value for the activity of titanium and the percentage of oxygen in equilibrium with TiO. It is therefore a simple matter to calculate the activity coefficient of oxygen which is shown in Fig. 2. The effect of titanium is rather large, being comparable to that of vanadium, but not so large as has been reported for aluminum. The slope of the line at low concentrations corresponds to E: = aln yo/ aNTi=-0.37. At concentrations below 1 pct Ti the deoxidation constant and oxygen content for equilibrium with TiO, can be calculated from the foregoing data and the free energy of formation of TiO,, which according to Kelley and Mah is -144,600 cal at 1900°K. The free energy of solution of oxygen has been given; that of Ti to form a dilute solution with 1 pct Ti as the standard state is RT ln (0.5585 y:i/47.9) = -34,800 cal. From these data we find (for concentrations in wt pct): TiO, = Ti + 2 -0; hFTgO0= + 51,200 cal log if =-5.89 The interaction coefficients, concentrations being expressed as wt pct, are e;: = alogfTi/a[% Ti] = +0.048 and e:' = a logfo,/a[ojTi] = -0.187. Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control on the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. This paper discusses the types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent, and discusses in detail technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.

INTRODUCTION The $1.1 billion Bajo la Alumbrera Project, started up in 1997 by Minera Alumbrera Limited in the Catamarca Province of Northwestern Argentina, is the first large scale modern mining project to be developed in Argentina. Like many modern Andean mining projects, existing infrastructure was not available to economically transport the 875,000 tonnes of product per year. A variety of alternatives were investigated, including upgrading of existing roads and railroads, slurry pipelines, and combinations of these systems. The final system selected was to combine a 312 km slurry pipeline with an 820 km rail haul to a ship loading facility near Rosario. The concentrate pipeline crosses divergent terrain between the minesite at 2400 m elevation and the filter plant at 400 m elevation. The system selected represented the lowest net present cost alternative by a significant margin. BACKGROUND The Bajo Alumbrera deposit was discovered in 1947 by Professor Cetioni from the University of Tucuman. It is a large (>750 million tonnes) medium-grade (0.6%) copper deposit with high gold values (0.5 g/t*). The deposit outcrops, making it very suitable to modern, large scale, open pit mining techniques using 218 t trucks and 43 m3 shovels. Advances in gravity concentration of the gold helped to demonstrate the feasibility of the project in a study prepared by Fluor Daniel for Minera Alumbrera in 1994. The initial concentrator is the largest green-field concentrator ever constructed, rated at 85,000 t/d. Production will peak at 190,000 tonnes of copper metal and 710,000 troy ounces of gold per year, one of the top 10 copper and top 15 gold producers in the world. * Throughout this paper, the word tonne and abbreviation refer to the metric ton of 1000 kg.

INTRODUCTION The Bunker Hill mine, located at Kellogg, ID, in the Coeur d'Alene mining district, has been a major pro¬ducer of lead-zinc-silver ore since 1887. Since its dis¬covery, it has produced over 25 401 171 t (28 million st) of ore from 20 to 25 veins and ore zones. The mine now covers an area of approximately 1.609 km (1 mile) in length and 0.8 km (1/2 mile) in width and extends from 1097 m (3600 ft) above sea level to 488 m (1600 ft) below sea level. Production is presently at a rate of 1542 t/d (1700 stpd). During 1965, a new stoping method, the Bunker Hill pillar system, was developed to enable the profitable mining of large, low-grade zinc ore bodies. The system was specifically designed to in¬corporate the Atlas Copco T26GH rubber-tired loaders. High productivities were achieved, and the method was adapted for mining the higher grade stopes where large timber square sets are utilized. This results in nearly 100% extraction. GEOLOGY The area encompassing the Bunker Hill mine lies immediately south of the Osburn fault, a major east-west striking, deep-seated strike slip fault which is the dominant structural feature in the Coeur d'Alene district. The Bunker Hill forms a series of veins and mineralized zones which occur as link structures, tension fractures, and breccia zones in folded, interbedded argillaceous quartzites of the Revett and St. Regis formations of the Precambrian belt series. The Rosco ore body is predominantly a zinc ore body above the Cate fault, which is presently known to occur from the 13 level. [elevation 488 m (1600 ft)] to the 1600 level [elevation 304 m (1000 ft) ]. These ore bodies are stringer zones with at least one dominant 1.8 to 4.5 m (6 to 15 ft) wide band of ore. They dip 0.09 to 0.26 rad (5° to 15°) steeper than the local 0.61 rad (35°) dip of the Cate fault, and also deviate 0.26 to 0.52 rad (15° to 30°) in strike from the Cate. Because of the flat dip and fractured weak hanging wall, normal cut-and-fill mining has not proven practical in this ore body. The mechanized timber methods described in the next section and the Bunker Hill pillar system are the mining methods successfully used. Several industrial sites suffer from the contamination of soils from heavy metals, which are emitted among others by anthropogenic mining and metallurgical activities. Effective and economic physicochemical technologies for remediation of these sites remain complicated and costly. A new alternative remediation technique is the so-called phytoremediation. This is based on the ability of some plants to accumulate very high concentrations of metals from soils and thus providing the basis for a remediation of the contaminated sites. This technique as an emerging branch of natural biotechnology, has several advantages compared to the sophisticated physicochemical techniques of soil remediation. It is not only environmentally friendly but also its costs are quite low since it is solar driven. Furthermore plants can accumulate metals to such levels that the mineral recovery maybe feasible even in conventional Ni refinery or smelting operations. In this work, thc potential of many plants to accumulate nickel has been investigated in order to identify the species which offer the best phytoremedial potential for nickel contaminated soils in Albania. Field surveys have been made in five nickel-containing sites in order to identify the nickel tolerant species that have spontaneously grown in contaminated soils. Atomic Absorption Spectrometry measurements were carried out on 145 different plants collected. 16 of them were identified as having an hyper ability to accumulate nickel since they contained more than 10 000 mg Ni per kg (DW). Seven taxa are of Alyssum genus and one of Bornmuellera genus of Cruciferae. The highest accumulation of nickel was present in aerial parts of Alyssum murale var. chlorocarpum Hausskn (25 500 mglkg or 2.5%) and Alyssum markgrafli O.E. Schulz (23 700 mg/kg or 2.37%). The seeds germinated are more evidenced at A.m.var. chlorocarpum, about 63%. These plants are suggested as the most promising species to be used for phytoremediation purposes in nickel contaminated soils and phytoextraction of nickel.

"Effects of Bisbenzylisoquinoline Alkaloids on Alveolar Macrophages: Correlation between Binding Affinity. Inhibitory Potency and Antifibrotic Potential. CASTRANOVA, V., KANG, J-H., MA. J. K. The Chinese have conducted extensive studies concerning the medicinal properties of plant products. In this investigation the ability of three bisbenzylisoquinoline alkaloids to inhibit particle-induced activation of alveolar macrophages was evaluated and this inhibitory potential was correlated with the ability of those drugs to bind to membrane components. Tetrandrine. i.e.. an herbal medicine used as an antifibrotic agent in China, was a potent inhibitor of particle-stimulated oxygen consumption, superoxide release, and hydrogen peroxide secretion by alveolar macrophages. Tetrandrine also exhibited substantial binding affinity for membrane lipids and alveolar macrophages. In contrast, tubocurine, an analogue with little antifibrotic potential, exhibited low binding affinity and had little effect on macrophage activation. Methoxyadiantifoline, an alkaloid of unknown antifibrotic potential, exhibited inhibitory and binding properties similar to those of tetrandrine. The data indicate that a strong relationship exists between the antifibrotic potential of these alkaloids and their ability to bind to alveolar macrophages and inhibit particle-induced activation of these phagocytes. These drugs should serve as useful probes to evaluate the role of alveolar macrophages in pulmonary fibrosis. © 1991 Academic Press, Inc.Chronic silicosis is a fibrotic disease resulting from occupational exposure to silica dust. It is manifested initially by an increase in the quantity of pulmonary surfactant (Dethloff et al., 1986). However, in later stages it is characterized by an increase in collagen formation and the development of concentric hyalinized nodular lesions in the lung (Ziskind et al., 1976). Although mechanisms for the progression of silicosis have not yet been completely defined, activation of alveolar macrophages by respirable silica particles is believed to play an important role in the etiology of this disease. Studies from our laboratory have shown that both in vitro and in vivo silica exposures result in a stimulation of macrophage release of reactive products capable of damaging the lung parenchyma (Castranova et al., 1990; Goodman et al., 1990). In addition, exposure of al¬veolar macrophages to silica results in the release of fibrogenic factors which enhance the proliferation of fibroblasts and the synthesis of collagen by these pneumocytes (Leibovich and Ross, 1976; Bitterman et al., 1982, 1983).The bisbenzylisoquinoline alkaloids, which represent the largest group among the iso-quinoline compounds isolated from the plant kingdom, are known to exhibit a broad rangeof pharmacological activities. Tetrandrine, for example, an alkaloid isolated from the root of Stephania tetrandra, has been tested for its antitumor, antihypertensive, and antisilicotic effects (Kupchan and Atland, 1973; Zeng et al., 1985; Yu et al., 1983). It is currently used in China as a treatment for angina, hypertension, and silica-induced pulmonary fibrosis (Li et al., 1981). Several related bisbenzylisoquinoline alkaloids such as methoxyadiantifoline and tubocurine have also been evaluated for medicinal effects. Methoxyadiantifoline has been shown to exhibit effects on the cardiovascular system similar to those reported for tetrandrine (Jia et al., 1988). However, to date, the antifibrotic activity of methoxyadiantifoline has not been evaluated. In contrast to tetrandrine, tubocurine, a structural analogue of this drug, has been reported to be relatively ineffective against fibrosis (Mo et al., 1982)."

During the last decade, the increasing price of gold has renewed interest in the various metallurgical techniques for recovering precious metals. Much of the recent technology advance has been aimed at low grade deposits resulting in more complex processes and the necessity of tighter economic control. These factors along with more stringent environmental constraints have made it necessary to optimize each process to minimize energy and raw material consumption and reduce waste discharge. In most cases, detailed process analysis is required to detect inefficiencies and provide alternative solutions for process improvement. Also during this same period, the computer has become widely accepted and computerized mathematical modeling has been applied to an increasingly broader range of problems. Microcomputer based process modeling and simulation systems are routinely used to analyze and improve communition, hydrometallurgical, and pyrometallurgical processes for the recovery of precious metals.

In flotation, particulate materials are separated by controlling the hydrophobicity of the particles using appropriate collectors. In this regard, contact angle (?) is the most important process variable. However, the flotation models used in industry today do not include ? as a parameter. As result, flotation circuits are designed based on the first-order flotation rate constants (k) determined from laboratory experiments. A problem with this approach is that laboratory experiments usually give substantially higher k values than achievable in full-scale operations, which makes it difficult to use the model for plant design. In the present work, we have developed a model from first principles using both surface chemistry and hydrodynamic parameters, such as ?, ?-potentials, surface tension (?), particle size, energy dissipation rate, etc. The basic approach is similar to the one developed previously for bubble-particle interactions under laminar flow conditions (Yoon and Mao, J. Colloid and Interface Science, 181, 61, 1996) except that the model parameters have been modified by considering the turbulence in a flotation cell. In addition, the model describes the recovery processes in froth phase, including bubble-coarsening due to coalescence. Based on this model, we have developed a computer simulator (FlotSim) that can be used to design flotation circuits from the mineralogical (or liberation) data on the feed and the hydrodynamic characteristics of a flotation machine. Since the model is dynamic, it can also be used for process control. Further, the simulator has predictive capacity as it is based on a first-principles model. The model-based simulator has been validated in a carefully controlled bench-scale flotation experiments. Rosebery mine has had over 100 years of mining activity. The reserve has remained static for the last eight years with an expected mine life of six years. A move to rectify this was made in 1994 with the birth of the Deep Exploration Project (DEP). $45 M was committed to drill 100 km of underground exploration diamond drilling and develop 5.5 kin of decline aiming to add 9.5 Mt to the reserves and minimise lead time for development of P and K lenses discovered in the early-1990s. In 1996 this aim was expanded with the objective to build the resource base to 20 Mt by June 2000 allowing the mill to operate at 1.0 Mtpa (0.9 Mt from underground). Preliminary results of the project to-date are outlined and exploration diamond drilling techniques and strategies are described.

This report describes results of tests on the desilication of solutions resulting from the leaching of lime-soda sinters. Desilication was accomplished by heating the solutions in an autoclave. A liquor relatively free of silica was obtained after 30 minutes of heating at 200 p.s.i.g. in the presence of lime. The addition of lime improved desilication, but the rate and efficiency of desilication was effected by the quality of lime used. The optimum quantity of lime for effective desilication was about 6 grams per liter. A lesser quantity gave poorer desilication, and a greater quantity increased the alumina loss without improving desilication. The alumina loss was approximately proportional to the lime added. A complex structure, called artificial noselite in this report, was the only silica bearing compound detected in the desilication precipitate. Other compounds present were Ca(OH)2 (calcium hydroxide), CaCO3 (calcium carbonate), and Ca [A1(OH)6]2 (hydrated tricalcium aluminate). Sodium carbonate in the leach liquor retarded the formation of the calcium aluminate; hence it decreased the alumina lost to the precipitate. The extraction of alumina from aluminum silicate materials by the limestone soda-sinter process has been investigated by the Bureau of Mines for many years. The process consists of the following major operations: Blending the aluminum silicate with limestone and soda ash in such proportions that dicalcium silicate and sodium aluminate are formed on sintering; leaching the sinter in a carbonated caustic solution to extract the soluble alumina; purifying the leach liquor by the precipitation of soluble silica (this precipitate is designated desilication precipitate in this paper); precipitating alumina trihydrate from the purified liquors by carbonating with carbon dioxide gas; and calcining the trihydrate to alumina. "The Raglan Ni/Cu property is located on the Ungava Peninsula in Northern Quebec, Canada, at a latitude of61°42' and a longitude of73°40', approximately 40 km southwest of Douglas Harbor. Geological reserves are estimated at 18 million tonnes, grading 3. 1 % nickel, 0.9% copper and smaller amounts of cobalt and platinum group metals.Extensive project development has defined the concentration process, concentrator sizing, tailings and environmental management required for this project.The grinding circuit selected is a fully autogenous primary grind, with pebble crushing and a pebble mill for secondary grinding to produce a product of 80% -70 microns for flotation.The flotation circuit is a simple circuit utilizing roughing, a regrind of rougher concentrate to 80% -20 microns, two stages of column cleaning with a cleaner scavenger bank on the column tails.Concentrate handling options were thoroughly reviewed because of the pyrophoric nature of the concentrate, remote site location and long distance to downstream processing. The preferred option, currently.is to dry the concentrate at Raglan to less than l % moisture and then pneumatically handle the powder.A detailed analysis of tailings placement options, suggests filtered tailings placement to be the preferable route for the Raglan site.INTRODUCTIONThe Raglan Project, as proposed by Falconbridge Limited, will develop extensive nickel-copper deposits in the Ungava Peninsula, Quebec, Canada. The project schedule and construction conditions in the project area are demanding. The Raglan mineral deposits have been the subject of numerous studies and evaluations over the last thirty years and the Phase I 1991 pre-feasibility document includes exploration information obtained in the 1989 and 1990 drilling seasons. This review concluded that an 800,000 tonnes of ore per year mining and concentrating complex located at Katinniq could produce 20,000 tonnes per year of nickel at competitive costs."

Project Payette is a conceptual nuclear experiment under the Vela Uniform program intended to further evaluate the mechanism of seismic decoupling. Vela Uniform is a Department of Defense program to improve this country's capability to detect, locate and identify underground nuclear detonations. This program evolved from recommendations of the Panel on Seismic Improve¬ment, (Berkner Panel), an officially appointed group of noted U. S. scientists. This Panel, taking note of difficulties in detecting the differences between some underground nuclear detonations and some earthquakes recommended a program of increased basic research in seismology. The theory of decoupling, Which involves possible reducing of seismic motion resulting from underground explosions by reducing the coupling or physical linkage between the explosion and the geologic environment, was investigated by Dr. Albert latter and his associates at RAND during the late 1950's. The concept has been further investigated theoretically by scientists of the Lawrence Radiation Laboratory and the Sandia Laboratory. The theory has been tested experimentally under Vela Uniform Projects Cowboy, Dribble and Sterling. The Salmon Event of Project Dribble was a tamped (with the explosive in firm contact with the geologic formation) nuclear detonation 2700 feet below ground in the Tatum Salt Dome. Project Payette, if found to be feasible and if authorized for actual execution, would become a decoupled experiment in the same environment.
