Dust mitigation has long been seen as nothing more than managing a nuisance issue, but the reality is that poor dust management can lead to one or more of the following negative consequences: an increased risk of safety incidents, lost revenue, reduced and possibly even lost licence to operate, regulatory intervention, high staff turnover and/or absenteeism and occupational health and safety (OH&S) issues. Dust mitigation and management is not a black art; rather it is a scientifically driven process that can provide an opportunity to increase profits, increase the companyÆs status as an excellent corporate citizen, enhance staff retention and reduce the safety risk profile of the operation.The way to achieve success in dust mitigation and control is to apply the scientific method to each problem that can arise and plague any operation by using current industry best practice. This method of dust problem-solving can be applied to dust issues arising from specific dust sources and locations. The dust sources can include wind impacting on stockpiles, open areas, tailings storage facilities, moving train and truck loads, vehicular traffic on roads, the operation of shovels, front end loaders, draglines and other equipment, as well as ore movement on conveyors.The solutions will come from a combination of deployment of dust collection equipment, dust and moisture monitoring equipment, the appropriate application of water and chemicals, the introduction and maintenance of appropriate barriers and the use of predictive data from local and public weather stations. The paradigm shift required is to view dust mitigation as one aspect of normal operational practice, not a ænice to haveÆ or æunnecessary expenseÆ as most operators currently view it. This attitude is becoming more important as more and more local communities oppose the development of mines. One of the reasons for this local opposition is the inevitable dusty environment that is usually associated with mining.Dust mitigation is not a significant expense if correctly designed and included into the system, either as part of the original design of the operation or as a brownfield installation after the fact. Indeed, there is always a loss of revenue associated with dustiness resulting from ore movement and avoiding this goes a long way to paying for any associated dust mitigating costs.CITATION:Visser, J, 2013. This work is a first-order study to assess the suitability of an organic acid lixiviant to extract rare earth elements (REE) from coal preparation fines refuse sourced from a Pennsylvania mine with a total REE of ~ 300 ppm. The extraction of REE using an organic acid, in this case 0.1Mcitric acid and 0.5Mtrisodium citrate solution, is compared against 0.5M(NH4)2SO4, 1MHCl, 1.2MH2SO4, and 0.5Methylenediaminetetraacetic acid (EDTA). Ashing the coal waste material prior to leaching tests with the citrate solution nominally improved REE extraction. Buffered citrate solution recovered 7% of the total REE in the as-received Isabella Fines as compared to 11% in ashed samples, whereas (NH4)2SO4 extracted 5–6%, respectively. EDTA recovered up to 33%of the total REE, most likely due to the higher coordination chelate bond. Mineral acids, however, outperformed the organic acids on ashed material (16–52%REE recovery), suggesting that organic acids may not be a suitable competitive option for REE extraction from these types of feedstocks.

A consolidated porous medium is mathematically modeled by networks of irregularly shaped, interconnected pore channels. Mechanisms are described that form residual saturations during immiscible displacement both by entire pore channels being bypassed and by fluids being isolated by the movement of an interface within individual pore channels. This latter mechanism is shown to depend strongly on pore channel irregularity. Together, these mechanisms provide an explanation for the drainage-imbibition-hysteresis effect. The calculation of steady-state relative permeabilities, based on a pore-size distribution obtained from a Berea sandstone, is described. These relative permeability curves agree qualitatively with curves that are generally accepted to be typical for highly consolidated materials. In situations where interfacial effects predominate over viscous and gravitational effects, the following conclusions are reached. 1. Relative permeability at a given saturation is everywhere independent of flow rate. 2. Relative permeability is independent of viscosity ratio everywhere except at very low values of wetting-phase relative permeability. 3. Irreducible wetting-phase saturation following steady-state drainage decreases with increasing ratio of nonwetting- to wetting-phase viscosity. 4. lrreducible wetting-phase saturation following unsteady-state drainage is lower than fir steady-state drainage. 5. Irreducible nonwetting-phase saturation 101lowing imbibition is independent of viscosity ratio, whether or not the imbibition is carried out under steady- or unsteady-state conditions. Experiments qualithtiveIy verify the conclusions regarding unsteady-state residual wetting-phase saturation. Implications of these conclusions are discussed. INTRODUCTION Natural and artificial porous materials are generally composed of matrix substance brought together in a more or less random manner. This leads to the creation of a network of interconnected pore spaces of highly irregular shape. Since the geometry of such a network is impossible to describe, we can never obtain a complete description of its flow behavior. We can, however, abstract those properties of the porous medium pertinent to the type of flow under consideration, and thus obtain an adequate description of that flow. Thus, the Kozeny-Carmen equation, by considering a porous medium as a bundle of noninterconnecting capillary tubes, provides an adequate description of single-phase flow. With the addition of a saturation-dependent tortuosity parameter in two-phase flow to account for flow path elongation, the Kozeny-Carmen equation has been used to predict relative permeabilities for the displacement of a wetting liquid by a gas. 1-5 It has long been recognized that relative permeability depends not only on saturation but also on saturation history as we11.6,7 Naar and Henderson8 described a mathematical model in which differences between drainage and imbibition behavior are explained in terms of a bypassing mechanism by which oil is trapped during imbibition. Fatt9 proposed a model for a porous medium that consisted of regular networks of cylindrical tubes of randomly distributed radii. From this he calculated the drainage relative permeability curves. Moore and slobod,10 Rose and Witherspoon,11 and Rose and Cleary12 each considered flow in a pore doublet (a parallel arrangement of a small and large diameter cylindrical capillary tube). They concluded that, because of the different rates of flow in each tube, trapping would occur in one of the tubes; the extent of which would depend upon viscosity ratio and capillary pressure. Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

Moist Adiabatic Benchmark (MAB) and R70 testing have been applied to core samples of a multiple seam sequence from a borehole at the Doyles Creek Project. The coal samples range in rank from high volatile B bituminous to high volatile A bituminous, with a general increase in coal rank as depth increases in the borehole. The intrinsic coal reactivity to oxygen decreases with coal rank as indicated by the R70 values. The time taken to reach thermal runaway shown by the MAB testing however is strongly modified by the interaction between the intrinsic coal reactivity, the moisture content of the coal and the retained gas content of the coal. This is clearly demonstrated by the lowermost seam of the sequence. The MAB test for coal from the Whynot Seam took 20 days to go to thermal runaway, which projects to heating issues taking between eight to 12 months to occur for loosely piled coal found in coal roof falls or a longwall goaf and uncompacted stockpiles, assuming sufficient air is available for coal oxidation. This circular is part 2 of the third subject (entitled "Excavation") of a series summarizing; the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. This paper discusses the use of the power scraper, slackline cableway excavator, and hydraulic monitor, and part 3 will discuss the use of various types of dredges. Subsequent papers in the series will discuss the use of haulage equipment, the application of both excavating and haulage equipment to various types of deposits, and operating costs. THE POWER SCRAPER The power scraper is a younger member of the various forms of gravel excavators. It is a mechanized enlargement of the slip scraper and other scrapers which depend upon animals for power and has a greater range of operation from a single set-up than any other excavation unit except the slackline cableway excavator.

Diesel particulate matter (DPM) has been shown to contribute to various adverse health effects on underground miners. In order to reduce worker exposures, it is critical to measure the levels of DPM in the active work settings and in real time. However, the 5040 method, developed by the National Institute for Occupational Safety and Health (NIOSH), which quantifies the mass of elemental carbon (EC) and organic carbon (OC) in the samples, is based on full-shift samples, and can take days or even weeks for results. Use of real-time monitors could significantly reduce the risk of DPM exposure to miners, and available monitors have been shown to quantify DPM, mainly using the EC and other surrogates. The NIOSH Spokane Mining Research Division is conducting research aimed at developing a field-portable DPM monitor that is able to quantify both EC and OC. One part of this work is to understand the effect of OC on currently available real-time DPM monitors. This paper will present the results from experiments that were designed to observe the effect of OC on real time monitors and compare the results with the NIOSH 5040 method. BACKGROUND Diesel engines remain ubiquitous in mining environments and, as such, are one of the primary sources of ultrafine- and nano-aerosols in the mining environment in the form of diesel particulate matter (DPM). As a result of their small size, DPM has longer residence times in a mine atmosphere than the typically larger mechanically generated dust [1]. In addition, the small size enables DPM to penetrate deeply into the respiratory system [1], and exposure to DPM has been shown to contribute to various adverse health outcomes of the pulmonary system [2] and cardiovascular system [3]. Diesel exhaust has been classified as a carcinogen to humans (Group 1) by the International Agency for Research on Cancer [4]. Due to mounting concern about adverse health outcomes, extensive efforts are being made to reduce workers’ exposure to DPM, with the high exposures that often occur in underground mines being of particular concern [5]. New technologies are being developed to reduce engine emissions and thereby airborne DPM levels, including advanced engine technologies, a host of aftertreatment systems [6], and a variety of alternative fuels. The latter have been shown to markedly decrease respirable DPM and other hazardous components of diesel emissions from mining vehicles [7], yet high exposures persist, especially in underground mines [8]. In order to reduce worker exposures, it is critical to measure the levels of DPM in active work settings. In mine settings, exposures to DPM are measured by collecting air samples on filters (usually full-shift samples) and sending them to a lab for analysis using the Mine Safety and Health Administration (MSHA) P13 method, a variant of the National Institute for Occupational Safety and Health (NIOSH) 5040 method. The 5040 method is designed to quantify the mass of elemental carbon (EC) and organic carbon (OC) on the samples [9], which is then used to determine the concentration in the sampled air. MSHA has set a limit for exposure, which is based on the concentration of total carbon (TC), or the sum of both EC and OC. The allowable TC in the air (time-weighted average over the shift) is 160 μg/m3 of TC [10].

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. However, when the transportation of stone is also considered, the desired end is to achieve that delivered cost which maximizes the company f s net return. The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

In this study, we develop a detailed model of the likely future carbon footprint of primary copper supply. We develop a peak copper production model, based on a detailed copper resource data set, and combine this with a comprehensive life cycle assessment model of copper mining and milling to predict greenhouse gas emission rates and intensities of Australian and global copper production up to 2100. By establishing a quantitative prediction of both copper production and corresponding greenhouse gas emissions of Australian and global copper industry, we then analysed the emissions intensity of various energy input scenarios, such as business-as-usual, solar thermal electricity and solar thermal electricity with biodiesel. The Australian Government has an aspirational goal for long-term greenhouse gas emissions of an 80% reduction from the 2000 level by 2050. For the copper sector, this means moving from about 12.6 Mt CO2e in 2000 to a goal of some 2.52 Mt CO2e in 2050 (assuming equal emissions reductions across the economy). Based on the energy sources modelled, only the solar thermal plus biodiesel scenario was capable of achieving this goal at about 0.15 Mt CO2e, since the solar thermal alone scenario still includes normal petro-diesel as a major source of emissions. Overall, it is clear that there are abundant resources which can meet expected long-term copper demands, the critical issue is more the carbon (and environmental) footprint of different copper supplies and use rather than how much is available for mining. It is clear that the switch to renewable energy can have a profound impact on the carbon intensity of copper supply, even allowing for increased energy intensity as ore grades decline, and a complete conversion to renewable energy will position the copper sector to meet existing annual greenhouse gas emissions targets and goals.

Many bench-scale tests and studies have been conducted in developing and testing a chloride-volatilization procedure Ear treating low-grade manganese ore from the Maple Mountain-Hovey Mountain deposit of Aroostook County, Maine. The ore, averaging 10 to 12 percent Mn, contains manganese in several forms and is resistant to concentration or extraction by usual physical and chemical procedures. Over 90 percent of the manganese, content of the ore has been recovered using a chloridizing roast in which the ore was heated at 950°-9b0' C. in a circulating stream of hydrochloric acid gas. Chlorides of manganese and iron were volatilized and swept to a fume collector, where they were condensed and separated from the [as] stream. Operation of a small, 1-pound-per-hour shaft Furnace produced enough chlorides for studying other factors in an integrated process such as: (1) Conversion of the chlorides to oxides; (2) recovery of HC1 gas of suitable concentration Ear recycling to the chloridizer; and (3) control of the Mn-Fe ratio in the oxide product to produce a suitable feed for ferromanganese production.

THESE troubled times suggest three reasons for maximum effort to control silicosis: (1) To keep to a minimum the ever-increasing burden occasioned by past deficiencies in this respect. (2) To effect the greatest production with maximum efficiency, which means at the least cost. (3) To preserve man-power in every way. Good control of the silicosis problem aids these aims. Inadequate control hampers all three. Insofar as our knowledge goes, silicosis in Ontario mines is caused by the inhalation of finely particulate quartz. It follows, therefore, that removal of dust containing this mineral automatically erases the cause. The achievement of this ideal is the aim of the mine operator. His best tool to this end is ventilation. This paper discusses mine ventilation from the viewpoint of dust control and it is hoped that in so doing there may result a better understanding of the part played by air in silicosis prevention. No attempt will be made to treat the subject fully. Instead, there will be presented certain salient aspects culled from field observations, the data in all cases referring to gold mines, unless mention to the contrary is made.

The static, rapid, and shock-loading response of rock is of interest to many in the field of rock mechanics. For example, the effects of loading rates on strength and stress-strain characteristics of rock are quite important in defining input loading for use in the design of underground protective installations. Response data on rock subjected to shock loading over a wide range of pressures are also vital in the field of underground nuclear testing. In addition, material response is needed in design of shock-absorbing liners. A number of investigators have reported that ultimate compressive strength of rock increases with increased rates of loading.1-6 Wuerker3 stated that modulus of elasticity, obtained from sonic determinations, increased in some rocks by a factor as high as 4.5. It appears that only a limited amount of work has been done on comparing static modulus and modulus obtained from impact testing.6 Phillips4 showed that with increased rates of loading the deformation decreased. More recent work by Atchley and Furr5 showed that when moderate-strength concrete is stressed with increased loading rates, the axial strain at failure increased. One would expect this to occur if we think in terms of purely elastic materials. For example, if E is constant and maximum strength [amax], increases, the axial strain would also increase. However, in rock testing thus far we have worked almost exclusively with nonhomogeneous and inelastic rocks. From this fact alone the increase in axial strain with increased load application is noteworthy.

Mine site rehabilitation generally includes the re-shaping of overburden to create a final landform, manipulation of substrates and subsequent revegetation. Due to the wide range of environmental variables that influence rehabilitation progression, having clearly-stated final land-use goals and ongoing significant contributions to the planning process, from prefeasibility through to mine closure, is essential for achieving stable landforms and sustainable rehabilitated communities. Two examples of rehabilitation processes in the phosphate rich region of North West Queensland are used to illustrate some of the possible benefits of early planning and communication of rehabilitation requirements.Approximately 160 km south of Mount Isa, Incitec Pivot Limited operates a 35 year old open cut mine at Phosphate Hill. Monitoring of rehabilitation areas and selected analogue sites is undertaken annually, but the initial landform design, substrate management and species selection has created a difficult environment for revegetated areas to successfully establish. Constant management input (such as weed management, erosion control, supplementary seeding, etc) will, therefore, be required over a long time frame.The second example uses exploratory drilling and historic costean pits at Legend International HoldingÆs Paradise South site, 135 km north of Mount Isa, to determine the success of natural vegetation colonisation on waste rock and compacted soils, and the effects of cattle grazing on recolonisation. This information can be used by planners of the mine life to inform possible end-land use decisions and proposed completion criteria.In a semi-arid environment such as North West Queensland, the creation of a post-mine landscape suitable for nature conservation and/or grazing can be an arduous task. The input from environmental personnel at all stages of the mining process will positively impact upon the quality of the resulting rehabilitation and ensure undesirable legacy issues are minimised.CITATION:Gillespie, M J and Erskine, P D, 2012. In the pursuit of comfort and safety, the wonders of science have given us controlled heating and cooling, thus enabling us to enjoy all the aspects of present-day living to an extreme never previously •envisaged. Man's attempt to conquer the elements largely involves con-trolling the temperature around him. Without having conquered this aspect, his body energy would be consumed in trying to maintain physical comfort, rather than being invested in the explorations which have resulted in man's control over the forces of nature. The indirect methods used to obtain the most agreeable temperature environment were developed because of the natural tendency to strive for increased safety, convenience and comfort. Until the twentieth century, when heat generated by atomic fission became a reality, man's only source of heat, except for that of the sun, came from his discovery of fire.

The use of wire ropes has already been tried in a few countries for roof support In mines. But the use of scrap wire ropes, as a method of support on extensive scale has not been reported from anywhere except India. Extensive trials using freshly discarded wire ropes for roof support were undertaken both in the laboratory and field. In laboratory, model beams supported with different reinforcing techniques were tested to evaluate their comparative load bearing capacity vis-a-vis reinforcing factor. Among all the tests, the model supported with wire rope system at 60° angle in combination with two supplementary vertical bolts offered the best result 1.e. about 95% reinforcement. It also accepted post fracture loading of the beam. In statical analysis too, the best result could be obtained with the rope installed across the gallery at 60° angle. All these findings are in conformity with the field observations obtained during roof stitching practices in coal mines. Of late, roof stitching, an effective and economical method of roof support developed at CMRS, India in 1972, found wide application in over 200 coal mines. In this method, a freshly discarded wire rope is grouted across a gallery in two inclined drill holes supplemented with two middle vertical roof bolts at every 1.0 to 1.2 m interval along the gallery. It is tensioned against the roof using wooden sleepers and thus, the whole system functions like a roof truss.

The Surface Mining control and Reclamation Act (public Law 95-87) (here-inafter the "Act" or "SMCRA") passed by congress in August of 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines, and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations.

Lift height, overall heap height and climate all play an important role in determining precious metals leaching rates, recoveries, operating costs and capital cost requirements for heap leaching operations. The effects of these factors are not easy to predict from testwork, and this can result in unexpected delays in metal production, lower recoveries than expected and higher capital and operating costs than necessary. This paper investigates the economic impact of lift height, overall heap height and climate on heap leaching and provides criteria to assist in the design and operation of leaching facilities. Descriptions of three heap leach operations in the western USA are provided to support the discussions and conclusions.
