IN CHARACTERIZING tars obtained by the low-temperature carbonization or North Dakota lignite, infrared spectra have been an invaluable aid in both qualitative and quantitative examination. Quite early it became evident in the tar-research program of the Bureau of Mines, U.S. Department of the Interior, that the small number of published spectra available for hydroxy aromatics would be inadequate for comparative purposes when dealing with the wide range of compounds present in coal tar; therefore, compiling a catalog of spectra was initiated as a continuing part of the tar program. As these spectra should be valuable to other investigators in this and related fields, they are being presented in this report. This group or spectra (figs. 1-98) represent 97 compounds, largely phenolic materials. The major problem of this project has been the availability of materials for examination. Samples have been obtained from commercial and private laboratories or synthesized at the Bureau of Mines Lignite Experiment Station, Grand Forks, N. Dak.

In view of the increasing environmental regulations that have been promulgated all over the world in the last 30 years, non-ferrous smelters and refineries have learnt and adapted to treat effectively metals'-containing process waste streams that need to be bled from the plant. However, anions such as sulfates, chlorides and fluorides-presently not a major problem ?are coming under increasing scrutiny and need to be addressed in the near future. The current paper reviews options for waste water treatment with reference to: a) types of waste streams processed b) process chemistry c) discharge options d) recovery and reuse of water and e) solids disposal. Methods to obtain zero liquid discharge ?a possible solution to eliminate discharge of above anions and residual heavy metals- are discussed with case studies. The long term goal of any non-ferrous smelter plant should be to have a zero liquid discharge philosophy-an approach that would become an epitome of water reuse and conservation.

Commercialisation of outcomes from research projects is a process often poorly understood and managed, but has the potential to achieve significant benefits for the industry and community as a whole. JKTech Pty Ltd was established in 1986 to transfer viable research outcomes from the Julius Kruttschnitt Mineral Research Centre (JKMRC) at The University of Queensland, Australia. This paper describes successful and unsuccessful examples of commercialisation by JKTech over the years, and draws some conclusions as to the factors that contribute to success and failure in technology transfer.

This paper .reviews some of the key developments which have been made in the synthesis of the III-V compound semiconductors and the associated progress in obtaining high-quality material for device development. The history of the investigation of the semi-conducting properties of these materials has indicated the need for synthesis techniques capable of producing rnaterial of high chemical purity and physical perfection. The progress in the area is described, and the present status of quality of several compounds is discussed. In addition, recent studies of localized epitaxial deposition of GaAs into semi-insulating GaAs substvates for the development of arrays of devices ave reviewed. In conclusion, some important areas for future research and developrnent are discussed. INTEREST in III-V compounds as semiconductors dates back to the period 1950 to 1952, when Goryunova, Ioffe, and, in particular, Welker determined that 111-V compounds were structural analogs of the group IV elements carbon, silicon, germanium, and tin and that they were also semiconductors.'-3 Since that time interest in the properties of these materials has ex- panded rapidly. During 1953 and 1954, the first reports of rectification, photoconductivity, and optical absorption in these materials came from several investigators. In 1955, recombination radiation from samples of GaAs, InP, and GaSb was reported by ~raunstein .' This radiation was produced by injected minority carriers from point and large-area contacts. From 1955 to 1960, efforts increased on preparing large, pure specimens of these materials for the study of basic physical phenomena and device exploration. By 1960, materials preparation and the understanding of the physics of some of the materials had advanced to where some very interesting and potentially useful phenomena came under study. The first observation of electric-field-induced changes in the optical absorption edge (Franz -Keldysh effect) of 111-V compounds was reported for GaAs by Moss in 1961.' In 1962 the study of recombination radiation advanced rapidly. Keyes and Quist6 and Pankove and Berkey-heiser7 reported high radiative efficientices obtained from recombination, and then the first injection electroluminescent lasers in GaAs were announced by Hall ef al.,' by Nathan et al.,O and by Quist ef al.,'O and in Ga(As, P) alloys by Holonyak and Bevacqua." While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah's coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah's coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah's coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

The flotation work on samples from nine fluorspar properties in Crittenden and Livingston Counties, Ky., reported herewith was part of a wartime project that resulted in increasing the supply of metallurgical-grade fluorspar. The samples were tailings, dumps, and waste rock that had been rejected in previous milling operations. All were treated successfully by flotation to yield metallurgical-grade concentrates with recoveries ranging from 77.5 to 98.3 percent of the fluorite. After the laboratory testing, the results of which were available to the owners and operators of the properties, many of the tailing ponds and rock dumps were milled. The real value of this report, therefore, is to show the operators of gravity concentration plants the possibilities of re-treating waste products by flotation either at some future time or currently with the gravity

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. TWO American students entered the Ecole des Mines in 1856, Joseph Lesley of Philadelphia and Thomas Egleston of New York. Lesley remained there only one year, but Egleston completed the whole 'curriculum and received, in 1860, the certificate given to foreign students .in lieu of the official appointment and degree. awarded French students. Returning home he received, in 1861, an appointment by Secretary Henry of the Smithsonian Institution to sort, label, and arrange the collections of mineralogical and geological specimens which had been brought to Washington by the various government exploring expeditions in the West. Thomas Egleston, born in New York City on Dec. 9, 1832, was the son of Thomas Jefferson Egleston, who came to New York from Massachusetts some time before 1829. The first American ancestor of the family had settled near Dorchester. in 1630. T. J. Egleston and Joseph Battell established an iron-merchandizing business* at 166 South St., New, York, which prospered exceedingly; so much so that when Thomas J. Egleston died, July 12, 1861, his estate had a book value of over $500,000. Since an older brother was expected eventually to take over this business, Thomas, who had a liking for science, went to Yale,, where he completed the regular four-year course in 1854, and then remained another year for advanced work in chemistry under Silliman. I One biographer says he went to Europe, . early in 1-856, on account of his health. It was the custom at that time for wealthy young men to make a tour of Europe after completing their academic education. Whatever the precise reason, he began scientific work at the Jardin des Plantes in Paris but soon trans* It still operating as Egleston Bros. Inc., though no direct descendants of its founder are now living.

"The People's Republic of China could very well be considered the largest untapped mineral and metal resource in the world. The proven reserves of antimony, barite, bauxite, fluorspar, graphite, lithium, magnesite, mercury, molybdenum, phosphate, pyrite, rare earths, talc, tin, titanium, tungsten, vanadium and zinc are among the largest in the world.Any company involved in the purchase or supply of industrial raw materials has undoubtedly followed the phenomenal growth of some of the Chinese mineral commodities, where growths in production of more than 200010 have occurred during the past ten years, for commodities like barite, cement, gold, gympsum silver and talc. Others, like bauxite and phosphate, experienced production increases in one year alone of over 45%, from 1986 through 1987!A popular rationale in the United States during the past two years has been the acknowledgment by Professor David Calleo, of Johns Hopkins School of Advanced Studies, that ""America is not sinking-the rest of the world is rising"". While we recognized this rise to be that of economic power for Japan, Korea, Brazil, Taiwan and, more recently, the newly-combined Germanies, China has also successfully completed her own modern five year development binge. But with each boom there is also a bust, and the start of the 1990sfor China shows signs of economic distress. China posted a budget deficit equivalent of US$1.9 billion in 1989 coupled with official inflation at 18010. Projections for 1990 are for US$1.8 billion deficit and inflation as high as 24%. However, government spending in the first seven months of the year climbed 16.4%, outpacing an 11.6% rise in revenue. Spending increases have been related to the government policy to keep prices on domestic goods artificially low, through subsidies, and to bailout inefficient state companies."

The Federal Bureau of Mines participated with the National Aeronautics and Space Administration and Martin Marietta Aerospace in developing, building, and testing a portable X-ray fluorescence spectrometer for use as an analyzer in mineral-resource investigative work. The prototype battery-powered spectrometer, measuring I1 by 12 by 5 inches and weighing only about 15 pounds, was designed specifically for field use. The spectrometer has two gas-proportional counters and two radioactive sources, 109Cd and 55Fe. Preliminary field and laboratory tests on rock specimens and rock pulps have demonstrated the capability of the spectrometer to detect 33 elements, to date. Characteristics of the system present some limitations, however, and further improvements are recommended.

This paper reviews global REE resources, highlights potential REE targets in Africa, and emphasizes the need for further research and exploration in the DRC to unlock its REE potential.

The Mining Foundation of the Southwest will hold its 14th annual American Mining Hall of Fame awards banquet Saturday, Dec. 7, 1996 at the Leows Ventana Canyon Resort in Tucson, AZ. Each year, preceding the Arizona Conference of SME, the Mining Foundation sponsors this banquet to honor outstanding contributions by people in the mining industry. A permanent display of honoree vitae is located at the Arizona Historical Society in Tucson. Each year, one living award recipient and up to two honorees from mining’s history are chosen by the hall of fame committee and the board of governors of the Mining Foundation. In 1989, the foundation also established a medal of merit to recognize outstanding individual technical and professional contributions to the mining industry. And, in 1995, an award was created to recognize contributions made by companies and individuals in partnership with the mining industry. This year’s inductee is Richard de J. Osborne, chairman, president and chief executive officer of Asarco. He will also be the featured speaker at the banquet.

A study was made of the factors affecting lead and zinc production in the Pacific Northwest. Costs, ore reserves and potential resources, and domestic demand were analyzed. It was concluded that a projected 3.1-percent average annual increase in U.S. demand for zinc through 1975 and a corresponding 2.5-percent rise for lead will be supplied mainly from mines in the Eastern and Central States. Annual Pacific Northwest mine production of lead is estimated to fluctuate around 82,000 tons, while zinc output may average 135,000 tons through 1975. Measured, indicated, and inferred reserves in the Pacific Northwest, containing 1.56 million tons of lead and 2.59 million tons of zinc, are more than sufficient to maintain this level of production. Annual production from Pacific Northwest electrolytic zinc plants is expected to increase to over 300,000 tons of slab zinc by 1975. Lead smelters may experience difficulty in maintaining output at 1964 levels.

As the result of a study of an area comprising some 100 square miles in the Missouri-Kansas Zinc district known to have produced zinc Ore from horizons below the Grand Falls formation, it was concluded that these horizons could become an important future source of zinc. To test this conclusion and to ascertain the general conditions associated with these lower-horizon ore deposits, the Bureau of Mines undertook detailed drilling of localities thought to be favorable for deposition of ore in the Reeds Spring and. Fern Glen formations. Two sites in the Galena, Kans., mining camp were chosen for this purpose. Ninety churn-drill holes totaling 19,338 feet of bore were completed by the Bureau in two campaigns that extended from October 1944 to June 1946. Approximately 25 percent of the holes encountered ore and indicated three separate ore bodies containing substantial tonnages. Observations made during the course of the work revealed that certain structural conditions are common to ore deposits in the Reeds Spring and. Fern Glen formations.

This survey report, the first for this type of fuel, is issued to provide information on the characteristics of the burner-fuel oils now manufactured for sale. Reports of surveys of diesel fuel, conducted under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines, United States Deportment of the Interior, have been published annually since 1950.2/ This survey of burner-fuel oils is similar to the diesel-fuel surveys In pattern and has been conducted under an extension of the same agreement at the request of the Oil-Heat Institute of America and the petroleum industry. It is not intended to conflict with the diesel-fuel survey but rather to supplement it. Burner-fuel oils, also specifically referred to as heating oil, range oil, furnace oil, "Bunker C," and fuel oil, are sold in increasing volumes for use in this country and for export. Sales of all grades of fuel oil in the United States have increased from 340 million barrels in 1926Y to over a billion barrels per year. 4/ Distillate fuel oil sales, in proportion to total fuel-oil volume sold, increased from 42 percent in 1950 to 50 percent in 1954. Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

This U. S. Bureau of Mines (USBM) report presents results of stress analyses and field observations to investigate the effects of elevated trench drifts on the structural stability of rock mass zones surrounding a production draw drift in a mine utilizing a mechanized load-haul-dump (LHD) trench undercut panel caving system. A two-dimensional boundary-element mine stress model was developed to predict the locations and extent of damaged rock mass zones surrounding draw drifts where adjacent, parallel trench drifts are either elevated or not elevated above the LHD production draw drift level. A Mohr-Coulomb shear-failure criterion was obtained directly from in situ borehole shear test data. Hock-Brown shear-failure parameter values were computed from borehole-shear and triaxial test data. A procedure is described to estimate these parameters when a rock mass rating (RMR) value and triaxial data on intact samples exist, and no borehole shear test data exist Results indicate that trench drifts, elevated to the level equal to the height of the LHD production draw drift, would not minimize material damage nor significantly enhance the stability of rib and crown pillar zones surrounding production draw drifts in the mechanized LHD trench undercut caving panel investigated at this mine.
