An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. The U.S. Bureau of Mines has been investigating new techniques to improve the of mineral to recover water lost in the waste slurry, and to produce dewatered solid dewatering s suitable for disposal. As part of this investigation, a study was undertaken to investigate the feasibility of dewatering Alaska placer effluent. Based on the laboratory tests, preliminary field tests were conducted on three placer mines in Alaska. At these mines, the water recovered from the placer effluent (250 to 23,000 NTU) exhibited turbidities of 20 to 240 NTU. In the second year of the project, a large-scale dewatering unit was set up at a mine located in the Livengood district. The feed, at flow rates up to 935 gpm, was mixed with dilute PEO solution in a flexible plastic hose with and without static mixers. Feed to the dewatering unit generally ranged between 300 and 26,500 NTU and required PEO dosages of 0.02 to 0.14 lb per 1,000 gal to produce water from the screen underflow with turbidities of 20 to 50 NTU. During this period, a small unit was also operated at Dow rams of 10 to 25 gpm at sewn sites throughout Alaska, with the effluent from four of the sites being dewatered successfully.

Background The CSIR Division of Mining Technology assumed responsibility for the operations of the Hoist Rope and Mechanical Test Laboratories at Cottesloe in April 1999. The laboratories were previously the responsibility of the CSIR’s Division of Manufacturing and Materials Technology, before which they fell under the National Mechanical Engineering Research Institute (also of CSIR). As the focus of this conference is on safety in mines research institutes, it was thought appropriate that this paper should review some of the activities at Cottesloe and its role in supporting mine safety strategies.

The Bureau of Mines Coal Carbonization Laboratory has been interested for the past 20 years in the quality of coke in connection with the selection of coals for the manufacture of coke. The principal experimental. method of carbonization, whereby 100- to 200-pound charges are carbonized in sheet-steel cylindrical retorts with recovery and determination of the properties of coke, gas, and products, was developed in cooperation with the American Gas Association,4 5 and it is known as the BM-AGA method. Results of the investigations of 90 coals included in the BM-AGA Survey of the Carbonizing Prop¬erties of American Coals have been published; 6 and, in addition to these, about 200 coals have been carbonized over limited temperature ranges. Because coke from cylindrical retorts differs in shape from that made in rectangular ovens, the BM-AGA method has been criticized, although those who developed it have always believed that it served well as a means of measuring the relative strengths of cokes from different coals. It is recognized that no laboratory-method carbonization, even on a large twit, can yield results that exactly duplicate those obtained in commercial ovens and retorts. However, with the completion and satisfactory performance of an experimental vertical slot oven of 500-pound capacity at the University of Illinois Geological Survey Laboratory,' the opportunity to directly compare BM-AGA coke with coke made by two-sided heating became available and the necessary test apparatus was installed. The Bureau of Mines slot oven, which is similar to that designed by the University of Illinois Geological Survey, has been used to carbonize 11 coals (or blends) tested by the BM-AGA method. This report compares the results obtained by the two methods.

"10.1. IntroductionAs discussed by Westland (1981), the six platinum-group elements (PGE) belong to the Group VIII transition metals, to which iron, nickel and cobalt also belong. The chemical similarity between these nine metals accounts for the fact that they tend to be concentrated together as a result of geological processes. These processes started to effect the distribution of these metals at the very beginning of the earth's history.The first line in Table 1 gives the concentration of nickel and certain other Group VIII transition metals in carbonaceous chondrites, those meteorites with a composition that is believed to reflect best the composition of our planetary system apart from hydrogen and helium. The second line is the estimated concentration of the same elements in the earth as a whole. It is seen that these two estimates are quite similar, the earth being perhaps 2 to 3 times richer in these particular metals than the planetary system as a whole. The reason for this is not fully understood, but it may be due to the earth being formed by the accumulation and capture of a greater proportion of iron (and therefore siderophile-rich) than stoney (and therefore siderophile-poor) planetesimals than the planetary system itself.The third line in Table 1 is the average composition of the crust of the earth. With the exception of iron, all of the Group VIII transition elements are rare in the crust, present at concentrations of It tOO to Itt ,000 of that of the bulk earth. This is because the outstanding chemical characteristic of this group of elements is their siderophile nature; that is, their tendency to alloy with metallic iron. Because of this, once the earth became molten very early in its life history, these elements dissolved in the molten iron present at this stage and were removed from the outer accessible parts as this dense liquid sank to the centre of the earth to form the core. Although iron was the main instrument of concentration of the Group VIII metals, its much greater over-all abundance and its ability to combine with oxygen more easily than the others in the group means that significant amounts still remain in the oxidized portions of the earth.The fact that most of the Group VIII metals are available to use in workable concentrations at all is that they are 5 to 30 times more concentrated in the earth's mantle than the crust, as shown in line 4 of Table I. There has been a constant, if slow, interchange of matter between the mantle and the overlying crust throughout most of the earth's history and, under certain circumstances, this interchange has given rise to economic concentrations of metals."

During the 1990’s several copper heap leach facilities treating crushed and agglomerated oxide and sulfide ore were constructed in South America. The majority of these facilities have been in operation for at least three years, during which time the operators have been able to monitor the performance of the heaps. The basis for the paper is a compilation of these operators’ experiences, leading to a discussion of the lessons learned over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of any inter-lift liners.

[This paper sets forth the burning characteristics of coke used as a domestic fuel as shown by work of the U. S. Bureau of Mines and others. Coke is a truly smokeless solid fuel and is held in high regard for this quality. Ways are being found for making commercial coke from a wider range of cools than heretofore, and tale use of coke for domestic heating is increasing. In mid 1993, Bauer Spezialtiefbau GmbH, based in Germany got the order to develop a sampling tool capable of penetrating all different types of seabed sediments including cobbles and boulders and into bedrock. BHP and their partners Benguela Concessions Ltd., had been convinced by the Bauer Trench Cutter Technology and a large scale test in Germany that this system will be the right one to fulfill their expectations for sampling the diamond area off the coast of Namibia. The technique of the tool is based on Bauer's standard cutter technology, which is widely used for the installation of cut-off and diaphragm walls all around the world. The two counterrotating cutter wheels with 12.1 tom torque each cut an area of 3 x 1.2 m (up to 3 x 3 m are possible). The material mixed with seawater was then pumped to the separation plant on board the vessel Geomaster with a capacity of approximately 700 m3/h. Cutter wheels and mud pump were mounted on a special cutter frame and connected by wire ropes and hydraulic hoses to the vessel. An outer frame with four telescopic legs supported the cutter vertically on the uneven seabed and allowed a controlled penetration of the tool up to 6 m into the diamond bearing ground. The tool required a total power installed of approximately 800 kW. All hoses, the 6-inch mud hoses as well as the hydraulic hoses, were stored and compensated on drums on board suitable for a water depth of up to 200 m. Launch and recovery of the tool was effected through the moon pool of the vessel and the 25 m high, special designed drill tower. The 65? to sampling tool had been commissioned in early 1994 in Cape Town. After intensive testing the sampling programme of more than 4000 holes could be successfully completed by January 1995.

Searles Lake, CA, contains the largest known domestic tungsten resource. The brines in this near-dry lake bed, located in the Mojave Desert 130 mi northeast of Los Angeles, contain an estimated 135 MMlb of tungsten. However, the low concentration of tungsten (0.080 g/L W03) in the supersaturated brine makes selective tungsten extraction very difficult. Although many brine chemicals are extracted from the lake, tungsten recovery was an elusive goal prior to Bureau of Mines development of an ion-exchange technique. This publication describes the Bureau process. The following subjects are ad-dressed: ? The Searles Lake tungsten resource. ? General problems associated with tungsten recovery. ? Bureau research objectives. ? Synthesis of ion-exchange resins. ? Development of a two-stage ion-exchange tungsten extraction and concentration procedure. ? Product recovery and purification. ? Economic evaluation. Flowsheets for recovering three products (calcium tungstate, sodium tungstate, and tungstic oxide) are presented and evaluated, as well as a summary of the research effort and potential applications.

The 53 countries that constituted Africa in 1989 accounted for a significant portion of total world output of a number of mineral commodities. Among the most significant minerals to be produced in Africa were andalusite, antimony, asbestos, bauxite, chromite, coal, cobalt, copper, diamond, fluorspar, gold, lithium minerals, manganese, phosphate, platinum-group metals, and the titanium minerals-ilmenite and rutile, vanadium, vermiculite, and zircon. Despite the underdevelopment of much of Africa, mineral raw materials played a very important part of the national economies of many of its countries. In terms of percent-age of export earnings, minerals accounted for more than 90% in some cases. In several countries with agrarian economies and little economic diversification such as Angola and Guinea, a single mining operation could represent an important source of foreign exchange. These latter operations tended to be the more easily mined surface deposits of diamond, gem stones, and precious metals. Mineral commodities for which Africa had a high percentage of world output were bauxite, 16%; chromite, 44.5%; cobalt, 76.5%; copper, 13.9%; diamond, 50.7%; gold, 32.9%; manganese, 27.1 %; phosphate, 22.1 %; platinum-group metals, 48%; uranium, 29.2%; vanadium, 54%; and vermiculite, 41 %. Several of these, chromite, cobalt, diamond, and manganese, were not produced in the United States.

Rockburst is a highly destructive geological hazard that can cause casualties and equipment damage. To achieve highaccuracy discrimination of rockburst intensity, this article proposes an improved model that addresses the inefficient maximum membership principle used in traditional rockburst fuzzy evaluation models. The stress coefficient σθ/σc, brittleness coefficient σc/σt, and elastic deformation energy index Wet are selected as evaluation indicators for rockburst classification. Subjective and objective weights are obtained using the Delphi method and entropy weight method (EWM). Three types of membership function distribution forms are then used to obtain the membership degrees of each indicator to rockburst grades: trapezoidal membership function (TMF), normal membership function (NMF), and quadratic parabolic membership function (QPMF). Finally, six traditional models and six improved models are established using the maximum membership principle (MMP) and weighted average-maximum membership principle combination evaluation principle (WMP), respectively. Based on the analysis of 100 sets of rockburst field data, the accuracy, precision, recall, and F1-score of the improved evaluation model are increased by 11.3%, 0.097, 0.068, and 0.089, respectively, compared to the traditional model. The Delphi-NMF-WMP model is selected as the best model, with four performance indices reaching 97.0%, 0.979, 0.979, and 0.978. The best model is applied to evaluate the rockburst intensity of the Cangling Tunnel, Dongguashan Copper Mine, and Jiangbian Hydropower Station Diversion Tunnel, with evaluation results consistent with the actual situation, demonstrating the reliability and scientificity of the model.

Lime, soda ash and similar precipitants have been the industry standard for treatment of acid rock drainage (ARD) because of their proven ability and low per-gallon operational cost. However, these methods carry serious environmental drawbacks and high life-cycle costs. KEECO’s Silica Micro Encapsulation (SME) technology has all the positive characteristics of conventional ARD-treatment systems but none of the drawbacks. SME achieves highly effective treatment in a single step, provides options for ARD prevention and recovery of metals, requires lower capital expenditures, generates smaller volumes of higher-density sludge, consistently passes leach tests, and eliminates long-term liabilities associated with potential metal remobilization and hazardous waste landfilling.

Coal is, however, the one basic mineral upon which our whole way of life depends and it may be well if attention is drawn to this fact by an occasional statistical review of the coal position in Canada. The recent furore over the oil and gas discoveries has so obscured the basic position of coal in many minds that a little basic coal information may be useful. It is for this reason that, for the third successive year, a factual survey of the coal position is being presented.In the previous papers (1) explanations have been given of the basic considerations in the preparation of these reports and some special phases of the overall picture have been examined. The Great Dyke of Zimbabwe constitutes the world?s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of ca. 160 ? 250 Mt; however, all previous attempts to extract the PGE from this ore type proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas arsenide- and sulphide-PGMs, making up ca. 25 per cent of the original Pt content of the ore, largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd)-oxides or hydroxides, or in iron-hydroxides, Mn?Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

The Bureau of Mines has investigated podiform chromite deposits in three ultramafic bodies in the Caribou Mountain and lower Kanuti River areas of central Alaska. The investigation, reported in two parts, was done as part of the Bureau&apos;s mission to help insure an adequate supply of minerals to meet the Nation&apos;s needs. Part I describes an extensive field investigation and mineralogical studies by personnel from the Bureau&apos;s Alaska Field Operations Center. This report, part II, describes the mineralogy of 11 samples that were high-graded from surface exposures at 10 sites and presents the results of laboratory batch beneficiation tests designed to concentrate the chromite. The 11 samples, peridotites and chromitites that consisted of variable amounts of chromite or chromium-bearing spinets, olivine, and serpentine, were beneficiated by grinding and sizing, gravity concentration, and electrodynamic separation. Three high-chromium chromite concentrates, two high-iron chromite concentrates, and one high-aluminum chromite concentrate were produced. Three other concentrates were marginal, and two were submarginal. Chromium recoveries ranged from 54 to 92 pct. These results indicate that the areas may be significant chromium resources. Potential platinum association with the chromite was also investigated. Analysis of these 11 samples indicates that the areas are not good platinum resources.

This report discusses processing and use of the principal forms of manganese. The focus is on trends in the United States in the 20th century and specifics of domestic manganese material flows as of about 1990. To protect proprietary data, quantitative assessments are limited to the iron and steel industry, which accounts for about 90% of consumption. Nonmetallurgical uses are considered qualitatively. Approximate disposition of a U.S. cumulative consumption during 1901-90 of an estimated 69 million st of manganese is estimated to be iron and steel slag, 69%; nonmetallurgical uses of a dissipative na¬ture, 10%; iron and steel scrap, 9%; National Defense Stockpile, 3%; unidentified and/or including items in service, 10%. In slag from iron blast furnaces and steelmaking, manganese is present as a minor, relatively im¬mobile component, which so far has been uneconomical to recover. Construction and road building are main applications for these slags. Steel slag contains the greater amount of manganese. Studies by others of global manganese fluxes and the effect of human activities on them also are discussed. One source concludes that the main effect of human activities, via deforestation and agricultural activities, has been to increase the rate of transport of manganese to the oceans.

The U.S. Department of the Interior, Bureau of Mines, investigated recovery of concentrates containing tin, tantalum, and niobium from the Kougarok deposit on the Seward Peninsula, AK. To date, 25 million lb of tin has been delineated in occurrences containing 0.36 to 1.32 pct Sn, and the resource potential is estimated to be as high as 25 million short tons at average grades of 0.75 pct Sn, 0.025 pct Ta, and 0,025 pct Nb. Deslimed ore was concentrated to 54 pct Sn, 0.3 pct Ta, and 0.3 pct Nb, with recoveries of 74 pct Sn and 44 pct Ta/Nb using a Humphrey&apos;s* spiral followed by a Deister shaking table. Tin values in the slimes were upgraded to a 5-pct-Sn concentrate using a Bartles-Mozley separator followed by flotation. The 5- pct-Sn was further upgraded by fuming to give a concentrate containing approximately 60 pct Sn. The recovery of the two products combined was 80 pct Sn and 46 pct Ta/Nb, A flowsheet with mill-design parameters resulted from the metallurgical testing. An economic analysis was made based on the proposed process.

This U.S. Bureau of Mines report presents the documentation for COALVAL, a coal property evaluation software package developed on Lotus 1-2-3,4 version 2.2, spreadsheets. The software is compatible with version 3.1 as well, and may provisionally be run on the earlier 2.01 version. COALVAL is a menu-driven program that produces a prefeasibility-level cost analysis of mine-planned coal resources. The package contains cost models for each of five coal mining methods commonly employed in Appalachia: auger, contour strip, mountain top removal, continuous miner, and longwall. Other models, such as a dragline cost model, will be incorporated as the Bureau&apos;s Coal Recoverability Program matures. COALVAL allows mine operators, evaluators, consultants, and Government entities to input resource data and the various production, operating, and cost variables that pertain to their property. The program can evaluate up to 25 seams, each to be mined with up to five different mining methods, within a given area. Summary spreadsheets listing the cost per clean ton to mine the resources, f.o.b. the tipple, are produced for each property, seam, and mining method/seam combination.

At the Kakogawa works of Kobe Steel. Ltd., the agglomeration facilities are composed of a pelletizing plant and sintering plant. This aim is to utilize raw materials efficiently and stabilize the raw material resources. Therefore at Kakogawa works, the blast furnaces (BF) have been operated with high pellet ratio and various developments for pellet properties have been achieved to improve the blast furnace performance. These developments include dolomite-fluxed pellets, new-porous pellets and crushed pellets. As a results of these improvements, pellets have achieved almost the same performance as sinter at high temperature regarding properties such as the softening, melting and reduction behaviour. However, some problems on shape have remained to be solved. Spherical pellets flow easily into the center of the furnace and form mixed layers of pellets and cokes. Therefore, in BF operations with these pellets it becomes more difficult to keep proper and stable gas distribution.

INTRODUCTION Leasing has become a major industry in many countries because of the advantages it affords. Whilst the accounting, legal and tax treatment of leasing varies from country to country, there is far more similarity than difference. The general approach to the subject is largely the same. This paper looks to the basic financial considerations in the decision to lease or buy. TYPES OF LEASES Before embarking upon the subject, it would seem appropriate to define a "lease". A lease may be defined as: "an agreement granting one party the right to use, for a specified period of time, property owned by another party in return for a series of payments of rental by the user to the owner&apos;&apos;. Ownership, of course, generally entitles the owner to unrestricted use of the asset over its useful life in contrast to a lease which gives the lessee use over a limited period. The distinction between the status of owner and a lessee often is fairly small. In this case we are dealing with what is generally termed a "finance lease". A finance lease is one which substantially transfers the risks and benefits of ownership from the legal owner to the lessee. For example, a finance lease would exist where the lessee enters into a lease of an asset for most of its useful life and has an option to buy the asset at the end of the lease for a price which takes cognisance of the rentals already paid. Where a lease does not substantially transfer the benefits and risks of ownership to the lessee, i.e. those benefits and risks remain with the owner and lessor, the lease is termed an "operating lease" and is an agreement for the renting and usage by the lessee of an asset owned by the lessor for a limited period. An example of an operating lease might be where a tenant leases a building for a defined period say 6 years with the rent and occupancy subject to renegotiation at the end of the lease term. The economic consequences of the distinction between a finance and an operating lease is very important. With a finance lease, the lessee has a de facto economic interest in the asset and the alternative to a finance lease is some form of purchase; with an operating lease, the lessee does not have a basic economic interest in the asset and consequently a comparison with a purchase option involves far more than simply a funding comparison. Some of the principal differences between finance and operating leases can be summarised as follows: (a) finance leases: -the risks and benefits of ownership are substantially transferred to the lessee; -the lessor normally recovers his investment during the term of the lease; -the lessor in entering into the transaction is relying more on the creditworthiness of the lessee than the underlying value of the asset; - the lease is either non-cancellable or a large penalty will apply for unilateral cancellation by the lessee; (b) operating leases -the risks and benefits of ownership remain essentially with the lessor; -the lease rental income would not normally cover the recovery of the lessor&apos;s investment; -the lessor evaluates his risk in terms of the underlying value of the assets;
