As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

Surface mining applies to extraction of mineral resources from water and sediments of rivers, lakes, seas, and oceans; from solutions circulating through broken rock and soil; and from rock and soil excavated from the earth. Surface mining is responsible for the majority of mineral production in the United States and a substantial portion of the world?s total production. This section deals specifically with extraction methods which employ mechanical processes in a relatively dry environment to free minerals from the earth. The following section, Section 15, deals exclusively with aqueous methods. With recognition of the importance of reclamation in all activities which temporarily disturb the earth?s ecosystems, it is appropriate to classify mechanical extraction methods as either deferred reclamation or concurrent reclamation. Deferred reclamation is necessary when the shape and logistics of the excavation require that it remain open throughout the productive life of he project. Upon exhaustion of economic reserves, the opening is then reclaimed in a manner consistent with public safety, environmental acceptability, and land use policy. Methods employing deferred reclamation are commonly referred to as open pit or quarry mining. Metallic ores, industrial minerals, and coal are all extracted using open pit methods. Typical examples are provided in Chapter 14.1.

"Over the last four years, an international initiative, championed by Vehicle Projects LLC, the Fuelcell Propulsion Institute and Natural Resources Canada, has been active in carrying out research projects to prove out the concept of applying fuel cell technology to underground mining vehicles. These have been carried out by a consortium consisting of mining companies, equipment manufacturers, technology developers, national laboratories and consultants, with the participation of Canadian and U.S. mine regulatory agencies.This clean technology, which produces only water and electricity, would allow several advantages to be obtained, in the health area (by eliminating diesel emissions and reducing noise generation), in lowering production costs (such as reducing ventilation required) and lowering greenhouse gas emissions.This paper outlines the results obtained in several key areas, such as, the operation of fuel cells in underground conditions, risk issues related to underground and surface operation of hydrogen vehicles and hydrogen production and delivery systems, and the design and mining performance of the world’s first hydrogen mining vehicle, a mine production locomotive. The work to date on the fuel cell loader, designing the power plant and power transmission systems, operational requirements, and operating cost reductions is also presented."

It is generally recognized that the productivity and ultimate recovery of an oil well may be reduced as a result of reduction in permeability of the sand at the well bore by invasion of filtrates and clay particles from drilling fluids. As a means of determining whether a sand has been "damaged" from these sources, several investigators2 3 4 5/ have developed methods of analysis based on the rate of increase in bottom-hole pressure while a well is shut in. Because of growing recognition of the importance of completion practices as related to the quantity of oil that may be recovered from wells, the Bureau of Mines has studied completion practices in California and the Midcontinent area. Well-interference and pressure-buildup tests were completed Ear seven wells in the Scurry Reef field to determine the effective permeability in the reservoir.6/ Also, a study was made of the pressure-decline curves obtained from 35 water-input wells in 5 different production areas of northeastern Oklahoma and eastern Kansas.7/

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

This report describes work performed and results obtained for the technical and economic feasibility study of oil production by mining methods. The characteristics of oil fields which would make them amenable to mining techniques were identified. An inventory of known U.S. oil fields that offer this potential was collated. This was further divided into fields having potential for underground and surface mining systems development. Several candidate fields that fit particular underground and surface mining system types were then selected. Conceptual mining systems were designed for the selected fields. Five underground and four surface methods were chosen. Costs of oil production were estimated for these selections. The impact of oil mining an the environment was also considered.

Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 ~ 25 m) clean coal slurry produced by the `Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 165o cake formation angle, provided a filter cake with 23.6percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of `orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

Minerals in coals cause operational problems in various coal utilization technology as well as act as diluents towards its heat value. Indian coals contain higher percentage of mineral matter compared to foreign coals due to its formation through drift origin. Efficient utilization of high ash coal in environment friendly manner is the driving force for the development of clean coal technology. Coal gasification offers practical means meeting stringent environment controlled parameters for producing power, chemicals, liquid fuels and clean energy on a single platform. It is well accepted that gasification technology has sufficient potential for sustainable development of clean coal technology. Gasification reactivity depends on the coal properties and operational parameters as well as minerals present in coal. Minerals not only create operational problems but on the other side also catalyze the gasification and combustion reaction. Therefore to understand the effect of minerals on the gasification reactivity, present paper proposes to study the variation of gasification reactivity with various gravity cuts such as, 1.4-1.5; 1.6-1.7; and 1.8-1.9 of a selected coal. Gasification reactivity has been studied by thermo gravimetric analyzer (TGA) using CO2 as gasifying agent. Surface properties such as, true density, apparent density, porosity, surface area of different gravity cut samples have also been measured to find out the effect of gravity separation on gasification reactivity. PRODUCTION of bituminous coal and lignite increased substantially in 1964. There were upward trends also in consumption, average value, exports, mechanization, and productivity. However, a significant decline in employment continued. Production.-The output of bituminous coal and lignite in the United States in 1964-487 million tons-was 6 percent greater than the 459 million tons produced in 1963. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

Neste trabalho estudou-se a influência dos diversos aglomerantes nas propiedades mecânicas e no processo de redu?ão das pelotas auto-redutoras de cromita com o objetivo de obter uma boa resistência mecânica a quente, medidas após serem submetidas às temperaturas de 1173, 1273, 1373, 1473 e 1573K. Os aglomerantes ensaiados foram: bentonita, cal hidratada, melaço, carboxi-metil-celulose (CMC) e silicato de sódio. Inicialmente os materiais (cromita, ferro-silício, coque de petróleo e aglomerantes), foram caracterizados por análise química e granulométrica. Após isto, os materiais, foram aglomerados na forma de pelotas (P1 a P15), contendo teores variáveis de aglomerantes. Após a fabricação das pelotas, procedeu-se aos ensaios de laboratório; medindo-se a resistência a compressão da pelota verde, ao longo do tempo (por 28 dias), da pelota seca e após os ensaios de ciclos térmicos. Foram realizados também ensaios de crepitação e avaliação da redução à temperatura de 1773K. Após os ensaios ciclos térmicos e de redução, os produtos obtidos (escória e metal) foram analisados por MEV e EDS. A pelota P15 (4% de silicato de sódio como aglomerante) apresentou uma resistência a compressão, de pelota seca, de 5 kg-f/pelota, e após tratamento térmico às temperaturas de 1173 e 1273K, apresentou uma resistência a compressão de 15 e 15,5 kg-f/pelota, respectivamente. Nenhuma das pelotas ensaiadas apresentaram crepitação. A pelota P15 atingiu fração de reação unitária aos 10 minutos, a 1773K. Verificou-se também para estas condições a formação de escória, aos 3,5 minutos, prejudicando a reação CO/cromita.

THE latest metal-mine accident report available for the United States is that of the Bureau of Mines for the calendar year 1919. Quoting from Table 20, p. 53, of that report, we find that there were 468 men killed, 7 permanently totally disabled, 321 permanently partially disabled, 7848 injured seriously (more than 14 days disability), and 23,330 of 1 to 14 days disability. We have no records to show what the average days lost per case of accident is, but the records for the Anaconda Copper Mining Co. show that, leaving out the fatalities and total permanent disabilities, and counting those in which the lost time was one or more days, the actual days lost due to accidents, for the Butte mines and shops for five years, 1917-1921, were as follows: Accident Statistics, Butte Mines and Shops of A. The figure of $70 per case was obtained by dividing the total amount paid by metal-mining companies under Plan No. 1 of the Montana Compensation Law, for the first five years of its operation, by the total number of serious accidents for those years.

A carbon free precast block was prepared by using high-alumina fused corundum as aggregate and fused magnesia, and ultra-fine Al2O3 and ultra-fine SiO2 powders as matrix materials. A small linear expansion for the precast block was achieved through spinel formation from the reaction of MgO with Al2O3. The precast block showed a lower apparent porosity, higher hot modulus of rupture and better slag corrosion resistance compared to the traditional Al2O3-MgO-C brick. Moreover, the practical application of the precast block to the ladle lining proved it to possess a better thermal insulation which could effectively prevent the temperature drop of molten steel during the refining process. It can be predicted that the carbon free precast block could possibly be accepted as a new type of ladle lining material for the production of low-carbon and ultra-low-carbon steel.

The techno-economic and social benefits of cemented paste backfill (CPB) resulted in its wide acceptance by the mining industry. The Ordinary Portland Cement (OPC) remains the key binder but to diminish its economical constraints, suitability of alternate binders has been examined worldwide. The present study aimed to investigate the effect of partial replacement of OPC with fly ash on the CPB’s strength and to determine the most optimal mix to achieve the required strength (1 MPa at 28 days of curing) at the most cost-effective way using the Bayesian network (BN). The CPB mixes were prepared at 72 wt.% solid concentration with mill tailings (87–91%), OPC (6–13%), and fly ash (0–4%), and instantly after mixing, fresh (slump, bleeding, density) CPB properties were measured. The strength was tested at 7, 14, 28, and 56 days of curing and initially analysed through traditional model. The traditional models follow the aleatory principle and are considered not appropriate for geotechnical engineering. Hence, the BN model was developed and tested. The reliability of two classifiers in learning model structure was compared which gives Naïve Bayes as the highest reliable tool. The CPB’s strength is most sensitive to the OPC content. The most consistent mix(s) is mill tailings: 87–88%, OPC: 9–11%, fly ash: 1–4%. Adding fly ash at 89–91wt% mill tailings possesses high failure probability of the CPB. The collinearity test indicates that the fines percentage and chemical composition of CPB’s ingredients are highly correlated with its slump, bleeding, and strength development.

The vibration and impact environment for crew members on locomotives has been investigated in a series of studies conducted by Exponent Failure Analysis Associates (Exponent) beginning in 1990. Locomotive cab vibration and impact levels were measured on a variety of locomotive models operating over many different track sections across the Union Pacific, Burlington Northern Santa Fe, CSX, Norfolk Southern, and CONRAIL systems. The comfort and health implications of exposure to the measured locomotive vibration levels were evaluated by comparison with the human vibration exposure boundaries given in the International Standards Organization (ISO) standard 2631-1:1997, the British Standard 6841:1987, European Union (EU) Directive 2002/44/EC, measurements made by Exponent on various commercial and recreational vehicles, and vibration exposure measurement data found in the literature. Methods Initially, vibration levels experienced by locomotive crews were measured and recorded at incremental speeds covering the range of normal train operation. In 2003, a method of measuring the vibration exposure continuously by means of a digital recorder was developed, allowing the vibration level over the entire run or crew shift to be analyzed. For each seating location measured, acceleration was recorded on the seat surface beneath the ischial tuberosities (pelvis) of the seated crew member and on the cab floor directly under the seat. At each of the locations, triaxial accelerometers were used to measure the vibration along the longitudinal, lateral, and vertical axes. Since the vibration environment varies throughout the route, and locomotive vibration levels have been found to be primarily speed dependent, a speed sensor was used to continuously measure the speed of the train. To evaluate the recorded vibrations levels, the data was divided into two-minute segments, which were each processed per the 1997 ISO standard for weighted RMS vibration levels and Vibration Dose Values (VDV). Additionally, PSDs and 1/3 Octave RMS values were calculated to determine the frequency content of the vibration. For each two-minute segment, the average speed of the locomotive was calculated to allow for correlation with the recorded vibration exposure values. The resulting exposure values for the entire run were calculated by combining the data from all of the two-minute segments. Since introducing the continuous method of recording acceleration, 23 seating locations have been recorded on 11 locomotives traveling 11 different routes across various parts of the United States. Concentrator plants intake the ore from the mine and produce concentrates by extracting valuable minerals in a succession of process steps. Controlling the extraction process and detecting changes in the process requires updated information on a minute basis. Moreover, due to economical reasons, one must also collect metallurgical samples on a daily basis for monthly reporting.In this paper, we present how slurry samplers were installed in a Cu-Ni flotation plant to accomplish the aforementioned tasks. An on-stream elemental analyser at the plant is used for flotation process control by taking samples from selected process streams. Two process streams, the flotation feed and tail, are also equipped with metallurgical samplers. The metallurgical samplers were designed to have low head loss, be robust and easy to maintain and to collect slurry samples in a reliable way for the metallurgical accounting.Samples were collected by different sampler types and we discuss the uncertainty arising from sampling in the assays. Variographic analysis was carried out on the process data in order to find periodic components in the process, and estimate the correct number of shift sample increments and measurement error components. The metallurgical samplers were proven to be reliable devices with zero downtime and no sanding issues in the main process flows. "Petroleum engineering is a comparatively new branch of engineering, with which few people, even petroleum operators and mining engineers, are thoroughly familiar. Petroleum engineers are responsible for the accurate keeping of well logs and all pertinent data upon formations encountered, for the careful analysis of such information, and recommendations as to most suitable places for drilling, for detailed study of methods of drilling, casing, and so on in order to obtain maximum production for a minimum cost.The Bureau of Hines has from time to time carried on work in all branches of petroleum engineering in the various fields of the United States. Such work is also being carried on extensively by the California State Mining Bureau, which has in its employ a number of men who have had, besides their technical training, actual experience in oil field work. This is about the only state at the present time which is carrying on this work in a definite way. It has therefore been the practice of the employees of the Bureau of Mines to go to other states and give such advice and assistance as might prove of value in development work and in prolonging the production of the fields."

Rare earth elements (REEs) contained in coal and associated mineral matter exist in several forms including micro-dispersed minerals, ion adsorption onto clay surfaces, and chemically bound. Tests found that REEs can be effectively recovered from certain components of three coal sources by leaching under mild conditions followed by solvent extraction. A range of pH values were evaluated at solution temperatures of 25 and 75 °C. When using 1.2 M of sulfuric acid, nearly 85% recovery of the REEs was extracted from the middlings material collected from an operating plant. Acid leaching of a second middling source from another plant resulted in 60% of the total REEs being recovered under the same leaching conditions. Solvent extraction treatment of the leachate produced from six different coal sources resulted in products containing up to 50% total REEs from feedstocks starting with around 300 ppm.

Australian regulatory control of ground vibration and airblast arising from mining, quarrying and civil construction operations is spread across a number of federal, state and local authorities and across a number of departments with various jurisdictions. The Australian Standard AS 2187.2 contains an informative appendix on damage-related criteria and it is the primary reference for the regulators. The complete standard and the informative appendix is currently undergoing major revision with a focus for the latter on implementing frequency-dependent criteria for ground vibration. Certain directions for change have been raised for consideration by the standing committee, ranging from fundamental issues of measurement and interpretation and others that overlap human comfort criteria. It is anticipated that some of the suggestions will eventually make their way into future standards after an adequate period of consultation and consideration by both the Australian public and others involved in the associated industries.

This report describes methods and techniques employed by The Glidden Co. of Cleveland, Ohio, in explorating an ilmenite-bearing sand deposit in Ocean County, New Jersey, during 1960 to determine ore reserve potential and the feasibility of mining and establishing a milling plant on the property for the production of ilmenite concentrate. The property covered approximately 1,250 acres. Comprehensive sampling by water-jet drilling indicated the deposit averaged 20 feet in thickness and contained 4.5 percent heavy minerals, of which 80 to 85 percent was ilmenite and leucoxene. Average depth of the water table as determined by auger boring was 16.8 feet. Pilot plant tests indicated that circular concentrators in combination with spiral concentrators would recover at least 80 percent of the heavy mineral content of the sands. It was estimated that sufficient ore reserve tonnage had been developed to supply the company's Baltimore chemicals division, pigments department, with a suitable grade ilmenite concentrate for a period of 20 years at the present rate of pigments production. The property was designated as Lakehurst mine and plans are in progress for mining development and plant construction.
