This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. "INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. Design loads are limited for piles relying upon toe stresses in rock due to uncertainty about the rock quality over the whole pile diameter because of rock mass properties or construction effects. The paper discusses the use of video images to evaluate rock quality at the bottom of piles socketed into graniodorite bedrock in a steel pipe pile project. Skillful interpretation was required to assess the 3D properties of the rock from video images. It is necessary to observe the rock mass characteristics near the project site for better perception of the rock features from the images. Video image interpretation skills were established by the evaluation of the cores drilled under the socket base and the results of pile loading tests. Correlations were found between rock appearance in the images and the rock socket drilling records. Rock socket acceptance criteria were developed through monitoring the drilling operations for the specific site procedures. Video images then served as one of the quality-assurance tools together with probing and pile loading test. Lessons and methods learned from video inspection in this project could be used to evaluate rock quality in similar cases.

The final objective of a mine ventilation project is to find a way of supplying the working faces with the necessary quantity of air to dilute all the possible air contaminants to safe limits and to maintain the temperature, humidity and oxygen content within desirable limits. To accomplish the aforesaid, decisions have to be made at early stages of planning and design of a mining operation. That is, ventilation and mine planning are closely related and interdependent, and experience has proved that improvisation as related to mine environment is rarely optimal in ventilation engineering. Mine management should be concerned with two general aspects of ventilation problems. The first is related to the statuatory requirements which are usually the minimum standards that have to be maintained. During the last two decades, mining laws have become increasingly stringent and management of operating mines had to face the effects of these externalities. In some cases these required either a production rate reduction or additional mine development. The second aspect that management should not overlook is the technical and economical importance of mine ventilation on the overall mining cost. In coal mining it is necessary to move, on an average, five tons of air through the mine for each ton of coal produced. The power cost incurred is perhaps the single most important direct cost assigned to ventilation but it is not the only one. Other costs that should be considered include the supervisory labor cost, fan depreciation and maintenance, doors, stoppings and regulators construction cost and maintenance, the additional mine airways development and maintenance because of ventilation requirements. This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 ft below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana.

Ground Modification construction is rapidly evolving in the United States. An assessment of the construction status of Ground Modification methods with their dates of introduction and general acceptance in the United States is summarized. Seven of these techniques are discussed in depth with short case histories; namely, Dynamic Deep Compaction, vibro-compaction, vibro-Replacement, chemical grouting, compaction grouting, slurry grouting and jet grouting. Additional case histories are presented to illustrate the trend of combining Ground Modification techniques to solve specific site problems.

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

INFINIUM, Inc. is scaling up a new molten salt electrolysis process for producing rare earth metals. Instead of conventional carbon anodes, this process uses Pure Oxygen Anodes™ which employ a stabilized zirconia solid electrolyte between the molten salt and anode. This eliminates two problems with today's rare earth metal production technology. First, it eliminates carbon anodes and contamination of the product by carbon and its impurities, enabling 10-100 times larger batch size than current practice, and lower labor costs. Second, it eliminates emissions of perfluorocarbons (PFC) such as CF4 and C2F6, which are very problematic greenhouse gases with 6000+ times the global warming potential of CO2. The zirconia also enables a sealed vessel with no LiF emissions, creates a reducing environment enabling use of low-cost welded steel vessels, and either produces a high-purity oxygen by-product or can use natural gas to reduce the necessary electrical energy with no HF production. This paper will describe the technology and its current status for rare earth metal production.

The Port of Shekou is situated at Shenzhen Bay on the east side of the Pearl River estuary. Geological condition of the site is quite complicated. On top of the sea bed, there is a layer of soft silt 8 - 14 m thick. Under the soft silt, there are intercalated layers of sand, silt and clay. Average surface elevation of the underlying undulatory weathered bed rock is about - 20 m, with a variation of about 10 m. In certain locations, the weathered bed rock is covered with a layer of silt 3 - 4 m thick. This paper gives brief account of three types of wharf structures which are of particular interest, constructed in the last few years: (A) Platform type wharf structure with frontal sheet piling and steel raking pile in the rear; (B) Relieving Platform type structure with steel sheet piling and inclined anchoring HP pile ; (C) Steel pipe pile row supported apron added to a marginal quay. Average construction time of a deepwater berth is about six months.

On the basis of in situ study of pillar loading at different sites, an attempt is made in this paper to visualize the development of mining induced stress under varying geo-mining conditions. Field study demonstrated interesting interaction between size of pillar and nature of roof rock mass under the influence of increasing dimension of the excavation. Stiffness of pillars/overburden, extraction ratio and depth cover are observed to be the important parameters for the estimation of mining induced stress over the pillar. These parameters influence, both, the value of ultimate induced stress (vertical) and its range of influence ahead of the face line. Further, it is observed that the change in width/height (w/h) ratio of a pillar has got considerable influence over the nature of mining induced stress over it. Impact of highly dynamic nature of mining induced stress over the natural supports is observed to be the most serious factor for the safety of working under a hard and massive roof rock mass. On the basis of these observations, a conceptual model of interaction between the natural support and overlying strata is discussed in the paper. ZUSAMMENFASSUNG: Aufgrund ist in situ Studium von Säule Beladung an verschiedenen Stellen, ein Versuch in diesem Papier gemacht, die Entwicklung des Bergbaus vostellen sich, Spannung unter Änderung von Geo Bergbau von Bedingungen hat veranlaßt. Feld Studium hat interessante Wechselwirkung zwischen Größe von Säule und Natur von Dach Felsen Masse unter dem Einfluß von Vermehrung Dimension des excavation vorgeführt. Steifheit des Säulen Overburden, Herausziehung Verhältnisses und Tiefe sind beobachtet bedeckt, die wichtigen Parameter für die Schätzung des Bergbaus zu sein, Spannung über der Säule hat veranlaßt. Diese Parameter beeinflussen, beide, der Wert allerletzter veranlaßter Spannung (senkrecht) und sein Bereich des Einflusses voraus von der Gesicht Linie. Weiter ist, es beobachtet, daß die Änderung in Breite Höhe (W H) Verhältnis einer Säule beträchtlichen Einfluß über der Natur des Bergbaus erhalten hat, Spannung hat darüber veranlaßt. Schlag sehr dynamischer Natur des Bergbaus ist Spannung über den natürlichen Stützen beobachtet hat veranlaßt, der ernsteste Faktor für die Sicherheit des Arbeitens unter einer harten und massiven Dach Felsen Masse zu sein. Aufgrund dieser Beobachtungen, ein begriffliches Modell der Wechselwirkung zwischen der natürlichen Stütze und der überlagernde strata ist im Papier diskutiert. RESUME: En se basant sur dans l'étude de situ de chargement de pilier aux sites différents, une tentative est faite dans ce papier pour envisager le développement de creuse la tension persuadée sous varier de conditions de geo creuse. L'étude de champs a démontré l'interaction intéressante entre la taille de pilier et la nature de masse de rocher de toit sous l'influence d'augmenter de dimension de l'excavation. La raideur de piliers overburden, la proportion d'extraction et la couverture de profondeur est observée pour être les paramètres importants pour le jugement de creuse la tension persuadée par-dessus le pilier. This case history describes the foundation design and construction for the New Mississippi River Bridge, presently under construction in St. Louis, Missouri. The 1,500 ft (457.2 m) main span of the cable-stayed bridge is supported by two delta tower pylons in the river, with anchor piers on each bank. The final foundation design was completed as a part of an Alternate Technical Concept (ATC) proposal by the winning construction team, and utilized drilled shafts up to 11.5-ft (3.5-m) diameter that were socketed into very hard limestone. As part of the ATC foundation design, a full-scale, bi-directional static load test was performed to verify the design and allow use of higher resistance values. This paper presents the results of the site exploration, construction of the load test shaft, details of the load testing, and a comparison of the test results with various design parameters.

Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.

The Brunswick Mine Diesel Particulate Filter Study was one of several research projects initiated by the Diesel Emissions Evaluation Program (DEEP). The study was carried out at Noranda?s Brunswick Mine in Bathurst, New Brunswick by Noranda Technology Centre and Brunswick Mine personnel with the collaboration of Natural Resources Canada - Canada Centre for Minerals and Energy Technology (CANMET), National Institute of Occupational Safety and Health (NIOSH), Andreas Mayer of VERT, and diesel particulate filter (DPF) system suppliers. The study began in early 2000. Field evaluations continued for 20 months. The final report?authored by Sean McGinn?was submitted to DEEP in the Autumn of 2003.

The world’s first active power demand stabilization system for a 3-electrode electric arc smelting furnace was commissioned at PT Vale Indonesia in December 2012 on Furnace No. 2 using an SPLC (Smart Predictive Line Controller). The SPLC technology in combination with the Furnace No. 2 rebuild and other upgrades has enabled PT Vale to increase the electrical input to the furnace by up to 20% on a stable and sustainable basis by eliminating peak powers that overload and trip out the electrical equipment, and by reducing power unbalances. The SPLC technology maintains smooth arc power using a continuously variable thyristor controlled series reactor. The SPLC compensates variations in the furnace arc with predictive changes in the circuit reactance at a speed of up to 60 times a second. The system started up quickly and has been shown to be easy to operate and maintain by PT Vale. PT Vale’s Operations Team has been testing the new system at set points of up to 90 MW on the newly re-built Furnace No. 2. Over the last 12 months, the throughput of Line 2 has increased by approximately 10% on an annual average; however, debottlenecking in other design areas of the operation is required in order to achieve 90MW operation on a sustainable basis. This outstanding success results from a combination of the furnace and other upgrades, the SPLC active power stabilization, and the skill of PT Vale in quickly adopting new technologies and maximizing the combined benefits of each technology in their operation.
