Information presented herein was gathered by examination of 29 fluidized- bed thermal coal dryers and by conferences with manufacturers and users of such equipment to determine what safety features could be incorporated in design, installation, and operation to minimize fire and explosion hazards. Fire and explosion hazards are inherent in certain types of coal dryers in that high temperatures are employed; the sizes and volatility of material handled are capable of propagating explosions; and drying gases are seldom, if ever, low enough in oxygen content to prevent ignitions of dust clouds, distilled gases, or their combinations. This is especially true for fluidized- bed dryers in which the coal is dried in air suspension and in which atmospheric air is constantly introduced to temper the heated furnace gases. Occurrence of fires on heated bedplates, in dust collectors, and in hot gas inlets was common in nearly all the dryers examined. Forceful explosions which produced external effects had occurred in 11 (39 percent), and internal "puffs" or "bumps" had occurred in at least 24 (79 percent) of the plants examined in the study.

Proven and probable coal reserves in Iran are estimated to be in excess of 5 Billion tons while the annual coal production is a mere 2 Million tons. Underdevelopment of the industry has proved higher production levels to be impossible, despite growing demand for energy supplies. The existences of numerous legislation are thought to have a detrimental effect on coal mining activities to the extent that some business entities have become uneconomical in many areas. This paper provides an analysis of the prevailing mining laws, policy making, legal frameworks and obstacles. It also outlines some other obstacles enshrined in the law and also highlights areas where foreign direct investment should be encouraged. The costs of lost opportunities are then estimated. The paper concludes by demonstrating that deregulations, amendments and in some cases complete abolishment of the incumbent legislations governing the coal mining industry will greatly enhance development of the industry. The analysis provided in this paper together with the results obtained, can prove useful to macro-economic policy makers both at local and national levels.

The South African base metals industry has been one mainly focused on the production of metals or metal compounds from primary ores. This is true for metals such as titanium, vanadium, chrome, manganese, cobalt, nickel, copper, zinc and aluminium. The steel making industry has traditionally used a substantial portion of scrap steel, and could thus be considered to be somewhat of an exception. Secondary sources have played much less of a role, possibly due to at least some of the following factors. Scrap material is often of unknown composition, and thus it requires additional chemical analysis, and possibly special treatment. Tonnages are relatively small, and the incorporation of secondary materials is possibly seen to carry undue risk and inadequate benefit. South African consumers are still not very conservation and recycling conscious, which limits the amount of scrap made available. This attitude might also be expected to influence decision makers in these industries. Finally, pressure from environmentally motivated activists locally has not been unduly large. This landscape has been changing, and is continuing to do so. Various municipal authorities such as those of Pretoria, Johannesburg and Cape Town are reporting increasingly limited landspace for waste (Bondolfi, 2007). There are increasing concerns regarding the leaching of hazardous metals such as chromium, mercury and cadmium from landfill waste, especially electronic and electric wastes ? the so-called eWastes. In more developed countries such as the United States of America and Western Europe the problem of eWaste has grown to the extent where legislation has been enacted, such as the Waste Electrical and Electronic Equipment (WEEE) legislation of the EU (European Union Directive 2002/96/EC). The 19th and 20th centuries have seen major technological advances. Relevant to this paper is the availability of centrally generated electrical power, telecommunication, entertainment through recorded and transmitted music and images, the growth and pervasive influence of electronics, and the handling of digital data by computers and microprocessors. These developments have placed ever increasing demands on resources for the manufacture of electrical and electronic equipment, as well as on the generation of electrical power. Most of the resources required are non-renewable: copper, steel, aluminium and other metals, various thermoplastic polymers such as PVC (polyvinyl chloride), polyethylene and ABS ( acrylonitrile-butadiene-styrene), thermosetting polymers such as epoxies, elastomers such as butyl rubber, glasses and ceramics, and composites such as fibre reinforced plastic (fibreglass). The conservation of non-renewable resources inevitably includes recycling. To a certain extent, recycling of materials locally is well established. VARIOUS classes of coals are recognized in this country at the present time. These classes depend largely upon physical characteristics rather than upon chemical composition, and consequently they cannot be accurately defined. The divisions into anthracite, semi-anthracite and semi-bituminous are fairly satisfactory; but the term bituminous embraces so large a variety of coal that it is of little value, and the term lignite is so loosely applied that it has little or no place in a scientific classification. At present there is no way of accurately defining the vari¬ous classes of coal, because no adequate scheme of classification, which applies to lignites as well as bituminous coal and anthracite bas been proposed. The object of this paper is to present such a scheme, which is based upon data obtained dur¬ing the past year by Prof. N. W. Lord,1 in charge of the chemical laboratory of the United States Geological Survey coal-testing plant at the Louisiana Purchase Exposition, St. Louis. All the classifications of coals proposed prior to 1877 were based either on physical characteristics or on proximate analyses, including all of the impurities. Liquified petroleum gas mixed with oxygen has been used as a new type of mixed gas source for gas detonating system. The experimental studies have been done on the detonation feature of gas detonating transmission in a long and thin tube, the transmitting reliability for detonating network, the design on gas exploder and test devices. The results of the study show that (1 )Liquified petroleum mixed with oxygen can be used as a new type of regular gas source. (2)The transmission of detonating wave is reliable for new type of mixed gas in a 500-meter long plastic tube with 3mm inner diameter and the detonating velocity is up to 2500m/s. The detonating wave can surely initiate and transmit several branched gas detonating cap and explosive through the end of detonating network, the tubes inner diameter for the detonating quenching is 0. I’mm. (3)The gas exploder designed by authors can be used for gas propotional distribution,strong turbulence-mixing,initiating by reflex shock wave and safety control purposes. The developed double flowmeter can be used together or seperately in responsible for main testing in the system.

Field density studies carried out at the Phelps Dodge Chino Mine have found that truck-induced compaction is limited to the upper 2.4 meters (8 feet) of an individual lift. Hydraulic properties of material compacted to field densities were determined in a laboratory setting and saturated flow models were then run, simulating the effect of compacted zones within a stockpile. Modeling shows that compaction can effectively prevent solution flow through large portions of the stockpile, implying that great care must be taken to ensure that ripping is carried out to a full depth of at least 2.4 meters (8 feet) across the entire stockpile to achieve uniform solution flow. Uniform solution flow will result in maximum leach recovery.

"Since ancient times, storing and conveying water via underground water systems and tunnels has been touted for its strategic advantages. Underground cisterns and tunnels assured protection of essential fresh water supplies from man made contamination and especially from enemies who would gain an advantage by disrupting an adversary’s water supply in a siege. Modern day engineers do not usually specify tunnels for reasons of avoiding deliberate contamination or siege — however, they are just as enamored with the idea of building tunnels for water conveyances.Such was the case for the San Francisco Public Utilities Commission (SFPUC). The SFPUC provides drinking water to 2.6 million residential, commercial and industrial customers in the San Francisco Bay Area. The SFPUC’s water system includes 257 km (160 miles) of transmission pipelines and tunnels from the SFPUC’s largest reservoir, the Hetch Hetchy Reservoir inside Yosemite National Park, to San Francisco. About 129 km (80 miles) of the system consist of tunnels. A 30-km (19-mile) section of the tunnel network, called the Mountain Tunnel, was thought to be at risk of a catastrophic failure in its concrete-lined section of 18 km (11 miles). For much of the project planning process, a new replacement tunnel was presumed to be required according to the tunnel planners.Originally constructed between 1917 and 1925, the Mountain Tunnel has been in continuous service since 1925. The 30-km (19-mile) tunnel is located downstream of the Hetch Hetchy Reservoir water source in Yosemite National Park, between the Early Intake and Priest Reservoir (Fig. 1). Approximately 18 km (11 miles) of the tunnel is lined with unreinforced concrete. Though the condition of the tunnel was being monitored through water sampling and periodic inspections, there was growing concern that the tunnel lining was at risk of a partial collapse that could interrupt water delivery for up to nine months. The SFPUC was faced with a decision to construct a new bypass tunnel to replace the lined section of the Mountain Tunnel or to rehabilitate the existing tunnel."

Skelly and Loy has been retained to perform operational audits throughout the nation’s coal fields, The need for such studies is generally associated with long term coal supply contracts and is typically initiated by the utility company. However, a number of projects have been commissioned by mining companies while others have been jointly funded by the utility and mining company.

The Nation's mining and quarrying industries have again met the annual challenge to their ingenuity--that of reducing disabling work injuries among their employees. The effectiveness of management in facing this problem and in meeting this responsibility is evident from the results of the 1961 National Safety Competition. Three hundred ninety-three or 45.3 percent of the mines and quarries participating in the competition established a new record number of participants operating throughout the competition year without a disabling work injury. Another record established in the 1961 contest was the number of participants (868) enrolled in the competition. This annual safety competition was begun in 1925 and is conducted by the Bureau of Mines, U.S. Department of the Interior. It provides for six bronze Sentinels of safety trophies which are awarded each year to the winning participant in each group. Since its inception, the competition has exerted a strong influence in the field of safety promotion. The statistical record of its accomplishments over the years gives strong support to the theory that well-organized and well- administered safety programs are effective tools to be used to reduce the number of disabling work injuries. It stimulates and holds the interest of employees and management in accident prevention. Because of this, mines and quarries participating in the contest have a more favorable safety record than those operations not enrolled.

The history of making blister copper in an Outokumpu Flash Smelting Furnace dates back to the late 1960?s, when Outokumpu first piloted the Outokumpu Direct Blister (ODB) process. The first commercial scale applications have been in use at Glogow, Poland, since 1978 and at Olympic Dam, Australia, since 1988. These applications utilize special concentrates, which are low in iron, and thus the formation of slag is also low. In 1995 the same principle was applied to smelting copper matte into blister copper in industrial scale at Kennecott Utah Copper. This application, the Kennecott-Outokumpu Flash Converting process, will celebrate its 10th anniversary of commercial scale operation this year. This paper outlines the development in efficiency and flexibility of Blister Flash Smelting processes compared to other smelting and converting options. The focus is on the economical aspects i.e. on the total feasibility of both greenfield investment projects and revamping of existing smelters.

The Bureau of Mines has developed a portable flammable gas detecting system for estimating the flammable gas concentrations in a mine containing one or more combustible gases at concentrations up to 100 vol pct. With this portable detecting system, mine rescue or recovery personnel can quickly determine if they are working in a potentially explosive gas atmosphere and either leave the area or make appropriate changes in the fresh air ventilation of the mine to render the area safe. The detecting system uses a commercial, intrinsically safe, flammable gas detector with a range from 0 to 5 vol pct methane (CH4). The flammable gas detector has a catalytic heat-of-combustion sensor that can detect all flammable gases that would be encountered in a mine including methane (CH4), ethane (C2H6), carbon monoxide (CO), and hydrogen (H2). To determine the mine gas concentration, the rescue worker dilutes a sample with fresh air carried within the detecting system. The concentration of the diluted sample is then measured with the permissable flammable gas detector. The actual mine gas concentration is calculated from the product of the indicated diluted gas concentration and the system dilution ratio using a pocket calculator or the nomograph on the side of the unit.

The entire production of oil in Ecuador so far has come from the Santa Elens Peninsula, Province of Guayas. Both the shallow fields of the northern and the deeper fields of the southern part of the peninsula have been in constant exploitation, though the former are of doubtful economic value. In Table I herewith, which commences with the total amounts produced by the various companies up to 1940, annual company totals are given for the succeeding years. The figures for 1944 have been partly estimated. Table 2 gives figures on casinghead gasoline. Shell Company of Ecuador (formerly known as Anglo-Saxon) has continued active exploration in the Oriente region east of the Andes, and during 1944 the Company's first wildcat well was spudded in. International Ecuadorean Petroleum Co. (formerly International Petroleum Co., Limited) has pursued an active exploration campaign since the latter part of 1939, and a drilling string was placed in operation about a year later. A second string of tools was added during 1943 and a third a few months ago. Ten wildcats, all dry, have been completed in this period, two wells are drilling at the present time and other locations are on the program. Seven of the wells thus far drilled are in the area between Guayaquil and the Santa Elena Peninsula, one up the Daule River beyond Balzar, one on Puna Island in the Guayas Estuary and one in the northern province of Esmeraldas. Both the present drilling wells are in the Guayaquil-Santa Elena zone. The situation in regard to concessions has changed during the past four years because I.E.P.C. has made its selections from the extensive Daule-Guayas Study Concession, as a result of which large tracts were returned to the Government; because of the expropriation of the holdings of the "Ecuapetrol," a German concern whose acreage has passed into other hands; the Peruvian-Ecuadorean boundary settlement, which has reduced Shell's holdings somewhat; and the transfer of most of the holdings of the Cia. The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0°, 22.5°, and 45°). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined. Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01). Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (at least for older specimens) given knowledge of the spinal loads along with certain characteristics of the lumbar spine. Computer programers are often required to make modifications to unfamiliar Fortran routines. This Bureau of Mines report describes a computer program designed to aid the programer in such a situation by reorganizing: Fortran routines. This reorganization includes a sequential renumbering of the routine&apos;s statement numbers, a sequential renumbering, and relocation of format statements, an alphanumeric reordering of dimensioned and typed variables, a uniform pattern of text spacing, and a sequential numbering of the records in the final Fortran routine. The computer program has been extensively tested by the author and has proved to be a valuable tool for reorganizing Fortran routines developed under contract and later utilized by the Bureau, and for preparing routines for publication.
