In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons

Sulfur is a plentiful, low cost, unique material whose physical properties can be altered and employed in structural applications. This program was undertaken to develop an optimum sulfur based formulation for use as a coating to both seal and support mine walls. The initial effort in the program was devoted to a laboratory study of the physical and mechanical properties of a variety of sulfur base coatings that were specifically formulated for this application. Concurrent with formulation development, laboratory equipment and techniques were developed for spray applying the sulfur based coatings to the ceiling and walls of a structure that simulated the interior of a mine. Much of the formulation work was guided by the experiences encountered when attempting to spray the formulations overhead. One hundred parts of sulfur modified with 10 parts of talc, 3 parts of milled glass fiber, and 2 parts of dicyclopentadiene was found to be a fire retarded, low odor, low eye irritation, sprayable formulation for sealing and strengthening mini, walls. An invention disclosure on this formulation was submitted to the Bureau of Mines and a patent application was filed. Various mineral samples were obtained and adhesive strengths of the formulation to these samples in both the wet and dry state were measured. With the development of an attractive sulfur based coating material, attention was directed to the design, fabrication, and testing of a portable spray application unit so that coatings might be applied in the field to various rock surfaces and earth formations for further evaluation. The unit was fabricated in the Southwest Research Institute shop. Once operational, the unit's capabilities were field tested and demonstrated at three separate locations. Upon completion of the field testing, the unit was shipped to the Spokane Mining Research Center where Bureau personnel were instructed in the use of the unit.

Slurry transport of industrial minerals has proven to be practical, economical, and efficient. Industrial minerals currently being pumped for long distances include cement, clay, phosphate, sand, and various waste product from industrial mineral processing operations. This paper will touch upon the basic theory of hydraulic transport of solids and then consider the economic and engineering considerations upon which construction and operation of such a line would be based. Where possible, actual cost data will be presented.

Introduction Limestone injection work was completed in a 440-kW (1.5-million Btu per hour) pilot-scale combustor in preparation for a 50,000-kg/h (110,000-lb per hour) industrial steam boiler limestone injection test program. The main objectives were to: (1) identify the important variables that affect sulfur capture, (2) determine the maximum SO2 removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. A more detailed report is given by Lewis et al. (1985). The test program was divided into two phases. The objectives of Phase I were to determine the important variables that affect SO2 reduction and to investigate the effect of limestone addition on combustor operation and heat transfer surfaces. The objective of Phase II was to determine, using only the important variables identified during Phase I, the conditions that resulted in the greatest sulfur dioxide reduction. Phase I Test program Using one limestone, five variables were identified as having an effect on SO2 reduction. These are noted with their respective ranges: heat release rate [103 to 166 kW/m3 (10,000 to 16,000 Btu per hour-cu ft)], Ca/S molar ratio (0 to 3), flue gas oxygen concentration (3% to 5%), additive particle size [90% -150 µm (-100 mesh) and 90% -45 µm (-325 mesh)], and burner stoichiometry (SR = 0.75 and >1.15). A 2.3% sulfur northern West Virginia coal, pulverized to a nominal grind of 70% -75 µm (-200 mesh), was burned for the tests. The limestone used was obtained from a Maysville, KY, quarry and contained 51.75% (wt) CaO. An 11-run statistically designed program (plus three duplicates) was used to screen the five variables. The effect of limestone injection on the combustor heat transfer surfaces was determined by comparing the heat transfer rates through a slag panel and fouling probes during periods with and without limestone injection. Combustor operation was determined by noting any operating problems that occurred during the tests. Test procedure After furnace wall temperatures had stabilized at operating conditions, heat transfer surfaces (slag panel and fouling probes) and the convection section were blown clean, and a four-hour test was begun. "AbstractA laboratory study has been undertaken to establish common understanding of the creep phenomenon of a Portuguese soft soil chemically stabilised with binders. In order to study the effect of different stress levels on the strength and on the creep behavior of the stabilised soil, oedometer creep tests and unconfined compressive tests were performed at different curing times. Results show that the creep stress level does not influence the unconfined compressive strength. In addition, the creep phenomenon increases the unconfined compressive strength of the treated soil. Two different secondary compression indexes were recognized from the one-dimensional compression curve which increase with an exponential trend with the creep stress level.IntroductionConstruction on soft soils requires a mandatory soil stabilization work to improve mechanical characteristics of the natural soil. Deep mixing method is a worldwide employed ground improvement method, nevertheless the creep phenomenon hasn’t been yet thoroughly analyzed. Most of the published papers have focused on the analysis of the compressibility and the strength of the soil-binder mixtures without considering the creep phenomenon. However, numerical results (Venda Oliveira et al. 2009) have shown that although settlements that occur during the creep stage (namely creep strains) are less in case of treated columns, they are still important especially due to the high loads applied to the stabilised soil. The few published studies about creep behavior of soil-binder mixtures reveal that the stabilization of an organic soil with cement induces a reduction of creep deformations, which is related to the amount of cement used and that the increase of the organic matter of the soil has a negative impact on soil stabilization, further inducing a slight increase in the creep deformations (Venda Oliveira et al. 2012).As part of the current research the effect of different stress levels on the creep behavior of a soft clayey-silt soil was studied. The binder mixture used to enhance the properties of the soil had a specific composition and quantity. Unconfined compressive strength tests (UCS) and UCS creep tests were carried out at pre-set curing times in order to analyze the creep behavior of the soil-binder mixture. In particular five different creep stress levels were studied to understand its influence on the strength and on the compressibility of the stabilised soil. In addition, considerations about the secondary consolidation index are also presented."

[WHEN the Bureau of Mines was established in July 1910, one of the problems immediately attacked by the new organization was the development of standard, for the design and testing of electrical equipment that could be used without fear of initiating fires and explosions in underground coal mules. Research and investigation by Bureau personnel, supplemented by the published results of similar work by European mining authorities, led to the establishment of standards or "schedules." which guide manufacturers in the design of many types of electrically operated machines and devices used in. underground coal Mining. By issuing these standards, Bureau personnel establish the requirements to be met by such equipment before it tan be approved by the Bureau of Mines as permissible for use in gassy coal mines. Every 2 years the Bureau of Mines publishes a list of equipment that leas been accepted as approved or permissible during the preceding 2 calendar years. This is done to inform the mining industry of the availability of the latest equipment for safe use underground.]

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

Most authorities agree that the dissolution of gold from an ore takes place according to the Elsner equation first stated in 1846. The main requirements for the dissolution reaction to proceed are:(1) that the gold be clean.(2) that the gold be exposed to the solution.(3) that the cyanide solution be active, i.e., not over loaded with impurities which could retard or inhibit the reaction.(4) that an adequate supply of oxygen be available (from air).When the above conditions are met, cyanidation becomes basically a mechanical operation.Minerals such as quartz, calcium carbonate are relatively inert to cyanide though they may give rise to mechanical troubles. Most ores present an assortment of chemical problems, depending upon the constituent present, which react to the solution to varying degrees. It should be borne in mind that minerals which are disturbing to the operation, though present in small amounts, usually exceed the weight of the gold by several hundred times. In addition, the application of flotation and other forms of concentration to gold ores, previous to cyanidation, concentrates not only the gold, but also the other heavy minerals and these complicate the chemistry of the process.

"INTRODUCTION The use of sheaths or hollow cylinders of flame-extinctive materials surrounding cartridges of permissible explosives has been developed during the last few years; the history of sheathed explosives in their salient development in Belgium was treated recently in a publication of the Bureau of Mines. 6/ This development is of great interest in explosives technology, for it holds possibilities of reducing further the ignition hazards that may cause many coal-mine disasters. The township interest in sheathed explosives in this country is attested by the passage of some State laws permitting the use of such explosives on shift 7/; inquiries are received in increasing numbers concerning the effects of sheaths on practical hazards as well as the general technology underlying their use."

Froth flotation is one of the most widely used and effective processes for mineral beneficiation. First introduced in 1911, flotation technology has seen many developments over the past 80+ years. Innovations in reagent chemistry, equipment design, process analysis and process control have given design and plant engineers a powerful set of "tools" for process optimization. However, it does not follow that all flotation systems are optimized. As Klimpel observes: "The problem with the industrial flotation process is that it is relatively easy to get reasonable results, and relatively difficult to get excellent results" Klimpel (I 988). While reasonable was sufficient in the past, competitive forces will make excellent necessary in the future. Judging by the activities in many Canadian plants this transition is already underway. This paper examines the role of some of the optimization "tools" in effecting this change.

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

Enclosed cabs have been used on surface mining equipment for many years to protect equipment operators from health and safety hazards. The surface mining and quarrying process is a highly mechanized process that generates large quantities of respirable dust. Due to economic factors, more older mining equipment is being used today than in years past. With this older equipment, it is common to observe deterioration of many components on the enclosed cabs which greatly reduce their protection effectiveness. NIOSH has performed a number of different field studies, as well as a comprehensive laboratory study evaluating various factors and parameters regarding enclosed cabs. NIOSH has recently completed a cooperative research effort with Sy-Klone International and Vulcan Materials Company to evaluate the effectiveness of a newly designed uni-directional filtration and pressurization system that brings all the clean filtered air in at the roof of the cab and extracts all recirculated air near the floor. This design provides the highest air quality to the equipment operator. Testing on this new system showed an almost 10-fold reduction in respirable dust inside the enclosed cab. The uni-directional design is easy to incorporate and should be considered for all new and retrofit systems in surface mining equipment.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

The underground construction for the Phase I Combined Sewer Overflow(CSO) Project is on an impressive scale by any measure, appearing more so in a midsize city like Providence, RI. The Narragansett Bay Commission recently completed $350 mil-lion in construction to improve the water quality in Narragansett Bay. This project included a number of serious challenges, delays, and disputes. Looking back on this complex project completed within budget, it is hard to consider the work as anything other than a success. Along the way, this outcome did not always appear certain.

[Executive Director’s note: ISEE is committed to continuing its efforts to ensure that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. In the July/August 2001 issue of the J o u rnal we printed excerpts from “Carbon Monoxide - The Silent Hazard,” an article from the Safety Update, published by Nobel Insurance Services. We also re minded readers of the text from the 17th edition of the ISEE Blasters Handbook in its section on trench blasting as follows: “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underg round and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or N Ox may travel through the strata and find their way into basements of nearby homes or businesses.” While incidents are rare, a number of cases in re c e n t years have resulted from outdoor blasting operations p roducing carbon monoxide gas that has migrated t h rough the earth and accumulated in nearby enclosed spaces. T h e re are steps that a blaster can take to be proactive in preventing incidents. These steps and studies of the occurrence have been expertly presented in several papers presented at ISEE conferences and included in the ISEE Conference Proceedings, available th rough the Blasters Library. In addition, Material Safety Data Sheets provided with explosives used in surf a c e blasting should provide additional information on gases p roduced by detonation. Below, we have reprinted the IME white paper, entitled “Fumes from Blasting Operations.” The paper underscores the unique set of circumstances that combine to contribute to high concentrations of CO measurements in underground, enclosed spaces following the detonation of explosive materials and provides recommendations to blasters

"The ore features of Mongolian fluorspar deposits are shown in the paper. The possibilities of the technological of ore processing on the Bor-Undur combine scheme improvement are analyzed there. Some recommendations are done for scheme development: spare output technologies, the usage large-sized ore separation, flotation by columnar flotation cells, leaching and concentrate agglomeration.New evaluation and usage of mineral sources approach was developed for Mongolian fluoride ores. As we enter the new century and close out the old, it has become standard procedure for most blasters to complete a blasting log or shot report following a blast. However, how can you be sure these completed blasting logs are worth the paper or electronic space they occupy.3 Is the recorded data accurate and meaningful? Will the blasting logs stand up under investigation? This paper will attempt to define the purpose of a blasting log, illustrate common mistakes, discuss potential problems, and indicate steps that a company or individual blaster can take to improve and protect against costly errors. The end result will be a reminder of the importance of accurate documentation following a blast that must be given the same individual effort as went into the blasting itself. This paper will also attempt to achieve a proactive training resource to improve the use of blasting logs. A completed blasting log is, quite possibly, the only witness to the overall credibility of the work of the responsible blaster. The log may remain perpetually silent, only to end up in a file that is moved progressively with time to various levels of long-term storage. But, will this silent witness be ready to speak out should a concern arise from the blasting ? Will the blasting log communicate with authority and credibility, or will it be ridiculed by investigation and silenced in shame with costly adverse results for the blaster and company? It is not enough to simply complete a blasting log. The information it contains must be accurate enough to stand the test of time and arduous scrutiny. Unfortunately, most blasters and their associated blasting companies do not realize the status of the silent witness until it is too late.
