This Bureau of Mines publication examines the potential impact on minerals of the tariff and nontariff agreements that resulted from the Tokyo Round of the Multilateral Trade Negotiations, which were conducted under the auspices of the General Agreement on Tariffs and Trade. These agreements will affect minerals by reducing tariff levels and by changing rules by which they are traded internationally.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Bacterial Leaching of Complex Polymetallic Sulfide Ore The work described here concerned the study on bacterial leaching of complex sulfide minerals and polymetallic ores operated in shaken flasks and small-scale columns. The bioleaching of jamesonite was not accessible. The iron extraction in pyrrhotite leaching reached 98.2 per cent after 23 days. After 26 days, the zinc extraction of marmatite reached 92.3 per cent while the iron extraction only reached 13.6 per cent. The pulp density had effect on the metal extraction of pyrrhppite and marmatite. For complex polymetallic sulfide ores, after 10 days in shaken flasks, 97.1 per cent zinc extraction was achieved. While after 60 days in small-scale column, the zinc extraction only proceeded to 7.8 per cent; By SEM and EDXA of experimental samples and their leaching residuum, the bioleaching mechanism was discussed.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Two Hg-Au occurrences west of Bangko, Sumatra occur within the West Sumatra Permian Volcanic Plutonic Arc. The Melipun Hg-Au occurrence was exploited in the past and mineralisation occurs within a hydrothermally altered cupola of a buried intrusion. The Salak Hg-Au occurrence occurs within the outcrop of the Dusunbaru pluton, likely within the remnants of a caldera in which hydrothermal mineralisation was developed. Both occurrences formed late in the history of the volcanic arc, probably between the Triassic and early Jurassic. The Melipun occurrence may have potential at depth, but that at Salak is small and lies within the area of a proposed Geopark.CITATION:Crow, M J, van Waveren, I M and Hasibuan, F, 2015. Introduction The Hollinger cyanidation mill commenced operating in June, 1912, and 49,779,978 tons of solids had been discarded by the end of 1950. The present tailing disposal plant has been in operation since 1924 and holds 39,762,250 tons. The tailing disposal plant is on the property of Kayorum Gold Mines, Limited, about a mile and a quarter south of the mill. The area available for tailing covers 640 acres and is roughly l ¼ miles long by ¾ mile wide. Tailing was first deposited on the McKay veteran claims, l mile long by 1/2 mile wide, which were later included in the Kayorum property. This site sloped from northeast to southwest, the slope amounting to 106 feet between the northeast corner and the low land to the southwest. The low land was wet and a considerable area was covered with muskeg up to 17 feet deep. It was drained by a brook running across the property in a southwesterly direction. Later, when more ground was needed, the low-lying mining claims adjacent to the south and west boundaries were acquired to allow for the extension of the plant. This entailed some extra difficulties and expense that would not have been encountered had the whole of the present site been acquired with the original purchase. At the present time, the top of the tailing deposit stands at two elevations, but eventually the tailing deposited on the extension to the original plant will be raised to the same height as the older deposit. Previous to 1924, all of the tailing was deposited on Low land and in lakes near the mil1. Between 1924 and 1926 an increasing tonnage was sent to the McKay claims until, in 1926, all of it was being sent there. In 1936, the area of the deposit was extended and shortly afterwards all of the tailing was deposited on the new site.

This two-part article reports the orientation of the renewed research efforts, beginning with an update on accident data analysis, the role of multiple causes in these accidents, and the search for practical methods for addressing the most important causes. Fatal haulage accidents most often involve loss of control or collisions caused by a variety of factors. Lost-time injuries most often involve sprains or strains to the back or multiple body areas, which can often be attributed to rough roads and the shocks of loading and unloading. Part II will describe research to reduce these accidents, including improved warning systems, shock isolation for drivers, encouraging seatbelt usage, and general improvements to system and task design.

"The literature contains many cases where the shape of hydrocyclone efficiency curves vary from the ideal “S” shape. These often appear as changes in slope, or inflections. These inflections can be divided into two categories: “coarse” inflections, which are caused by differences in the density of the minerals being separated, and “fine” inflections, for which there are a number of competing hypotheses concerning their cause. The existing literature addresses either the fine inflection or the coarse inflection, but no studies have reported both types of inflection occurring at once in a single hydrocyclone test. This paper presents hydrocyclone results from both in-plant studies and laboratory experiments that show both coarse and fine inflections. The industrial significance of both types of inflections is discussed. Hydrocyclone efficiency curves show the probability of any given particle reporting to the hydrocyclone underflow as a function of its size. Selectivity functions, S(d), are used to represent the fraction of the feed material in size fraction “d” that reports to the hydrocyclone underflow. Plotting this selectivity function against particle size leads to the standard S-shaped efficiency curve shown in Fig. 1. In the “uncorrected” curve, the tail of the curve does not go through 0%, because a portion of the solids are bypassing classification. This happens as a result of their being carried along by the water, and is most important for the finest particles. The curve can be “corrected” based on the fraction of the feed water that reports to the underflow, represented by the bypass fraction, Rf. The corrected curve then normally passes through 0%, as shown in Fig. 1.The act of correcting the curve shifts the value of the d50 size, which is the size that has an equal probability of reporting to either the overflow or to the underflow. Correcting the curve to account for the bypass fraction makes it easier to compare cyclone performance under conditions that cause the quantity of water in the underflow to change, but that do not alter the actual corrected cut size (d50c).The corrected efficiency curve can be expressed closely by equations such as Plitt (1976):"

Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

Safety and cost in mining coal beds under the extreme pressures found at depth, full extraction to conserve resources, and even surface subsidence to minimize damage of improved areas have directed much well-deserved attention, in the United Kingdom; to roof-control methods. Because the effects of pressure will be felt intensely as our Pennsylvania anthracite mines grow deeper, the senior author took advantage of an opportunity afforded by a mission to Europe3/ to observe, to a limited extent, the effects of pressures found in deep mines and the manner in which they are con trolled. Organized research relating to strata control has been carried on in Great Britain for nearly 25 years. These activities have been ably outlined by Dr. D. W. Phillips.4/ Physical properties of coal-measure rocks, movements of roof and floor, and types of face and roadway supports have been investigated. Same of the forces induced by the extraction of coal have been measured. The results of this research have been publicized and openly discussed, and much progress has been made in establishing a better factual understanding of roof-control problems and their solution.

Data on the accident experience of the pebble-phosphate industry in Florida for 1930 and 1940 are combined in this report with statistics for the 9-year period 1930-38, inclusive, which were published in Information Circulars 69173/, 69684/, and 71005/. The periodic compilation and publication of such data enable the pebble-phosphate industry, as well as other industries, to consider the relative hazards, compare experience, and thereby help to prevent accidents. When introducing digital training technology a practical approach helps address cultural concerns.  Solutions to help create acceptance are discussed.  Resistance to change may be deeply rooted in traditional mine training personnel.  Traditional training staff members may consider themselves less digitally-savvy and resist technological methods available to them. A transitional approach intended to help mitigate or resolve resistance is presented as a continuous improvement pathway toward full adoption.  This presentation contends every mine should welcome the benefit of a digitally connected critical enabler.  The adoption of a digitally savvy learning centre is often viewed a disrupter to existing practice.  Given a commitment-driven learning centre model, technology offers the opportunity to transition from a compliance-based training model to one of competence.  Learning and Development practitioners should welcome the latest advances in neuroscience, Bloom’s taxonomy of learning model, and principles which guide mine safety training as outlined by the Lowell Institute for Mineral Resources at the University of Arizona. By employing digital applications to include animation, game-based simulations and immersive Virtual Reality (VR) these technologies create a viable digitally-savvy learning centre. We will outline the ingredients of a digitally enabled, or VR, Learning Centre to offer some observed benefits, successes, and potential short-comings. Much excitement in the industry surrounds implementation of simulation and/or VR headset training.  Given fair consideration of these as a ‘fit-for-purpose’ solution we examine the paradigm shift required to create real results for on-the-job learning.  Interim steps may be needed to meet the cultural transformation.   Simpler forms of VR, in the form of 3D models and VR environments as displayed on a large interactive touch screen, can serve to bridge this challenge and address a group learning environment. Features of the interactive 3D technology and ease of adoption are presented.  Usage of the touch screen is similar to that of a smart phone. It may be implemented as an obvious transitional tool.  To help describe merits of the interactive touch screen the presentation points out these sample underground and surface mine training applications. There are 3-D simulations such as ventilation, emergency response, support installation, and mine cycle and activity scheduling programs. These applications offer the ability to conduct entry examinations, complete digital pre-use checklists, and perform planned task observations in the virtual world of work. The tool may be used to teach the flow of hydraulics and do fault-finding on machinery such as loaders and dump trucks. Learners may navigate in a virtual mining environment to identify hazards, detect and assess abnormal ground conditions, address poor design features, and alleviate traffic constraints. It is possible to use connected physical controls to navigate machinery in the virtual environment. We conclude the presentation with a “compare and contrast” approach to cite potential cultural benefits by adopting a transitional method.

The Farlin Creek study area encompasses 610 acres managed by the Bureau of Land Management in Beaverhead County, Montana. A mineral survey was conducted by the U.S. Bureau of Mines and U.S. Geological Survey in 1984. Bureau of Mines personnel reviewed literature and county mining records, and examined prospects or mineralized areas to determine its mineral potential. Geological Survey personnel evaluated the area by geochemical sampling and geophysical surveys. The study area is included in the Mount Baldy mining district. Nearby mineralized Quartz veins or tactite bodies apparently do not extend into or exist within the study area. No significant gold or economic detrital minerals were found in samples from streams draining the area. All of the study area is leased for oil and gas.

Recent Bureau of Mines research in earth grounding safety is documented in three separate papers. First, guidelines for the design of a 5- ohm borehole ground are presented. Next, an inexpensive practical means to construct a low-resistance bed in high-resistivity soil is described. Finally, a procedure that employs a commercial resistivity meter to measure shock potentials around grounded objects is explained step-by-step. These papers complement the material presented at an earlier technology transfer seminar and published as IC 8767.

Alternative methods of analyzing data acquired by the Morenci copper concentrator process control instrument-computer system are presented. Experimental measures of ore characteristics, for proposed feed forward control, are introduced. These include on-line indexes of ore hardness, ore density, ore dusting, and ore color. Comparison of metallurgical results before and after computerized process control implementation, allowing for differing ore grades, oxidation, hardness, and fineness of grind, also is described.

Mining vehicle manufacturers are developing lithium-ion (Li-ion) battery electric vehicles as an alternative to diesel-powered vehicles. In gassy underground mines, explosion-proof (XP) enclosures are commonly used to enclose electrical ignition sources to prevent propagation of an internal methane (CH4) air explosion to a surrounding explosive atmosphere. Li-ion batteries can create pressurized explosions within sealed enclosures due to thermal runaway (TR). Researchers at the National Institute for Occupational Safety and Health (NIOSH) measured TR pressures of lithiumiron phosphate (LFP) cells as a function of free space within sealed enclosures and observed an inverse power relationship. A well-confined cell produced 294 bar (4260 psia) of pressure during a TR, far exceeding minimum pressure containment specifications for conventional XP enclosures. Results indicate that adding enough free space surrounding LFP cells can reduce TR pressures to levels below that expected for CH4-air ignitions. Measured TR temperatures were below the minimum autoignition temperature of CH4-air.

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

"The solvent extraction of cerium(III) and samarium(III) from mixed solutions of all rare earth elements (REEs) except promethium using PC88A (2-ethyl hexyl phosphonic acid mono-2-ethyl hexyl ester), an acidic extractant, was investigated. The effects of aqueous equilibrium pH, various acids (sulfuric acid (H2 SO4 ), hydrochloric acid (HCl) and nitric acid (HNO3 )), initial metal ion concentration and extractant concentration on the solvent extraction of Ce(III) and Sm(III) were systematically studied. From the experimental results, HNO3 and HCl were found to be the preferred aqueous media for the solvent extraction of both Sm(III) and Ce(III). The most promising experimental conditions of pH, PC88A concentration and metal ion concentration were identified for the extraction of Ce(III) and Sm(III). Separation results showed that H2 SO4 at pH 2 provided the best separation between Sm(III) and Ce(III). IntroductionIn recent years, demand for rare earth elements (REEs) has increased significantly because of their many commercial applications. REEs have especially important high-tech applications owing to their unique physical and chemical properties, and they are used in a wide range of areas such as catalysts, ceramics, magnets, lasers, glass, neutron absorption and alloys. As REEs have very similar physicochemical properties, their separation and purification from each other is challenging and gaining significant interest. Samarium (Sm) and cerium (Ce) are found in different REE minerals, including bastnäsite ((Ce,La,Nd(CO3)F), xenotime (YPO4) and monazite ((Ce,La,Nd,Th)PO4) at major production sites in the United States and China, as listed in Table 1 (Bleiwas and Gambogi, 2013). The most common acidic organophosphorous extractants used for REEs extraction and separation are DEHPA (di-(2-ethylhexyl)phosphoric acid), PC88A (2-ethyl hexyl phosphonic acid mono-2-ethyl hexyl ester), Cyanex 272 (bis-2,4,4-trimethylpentyl phosphinic acid) and Cyanex 301 (bis(2,4,4-trimethylpentyl)dithiophosphinic acid) (Sarangi, Reddy and Das, 1999; Surampally et al., 2012; Tian, Jia and Liao, 2013). Out of these extractants, PC88A is known for providing higher separation factors (Acharya, Mishra and Misra, 2015). El-Hefny et al. (2010) investigated the kinetics of the solvent extraction of Sm from chloride media using sodium salt of Cyanex 272 and reported the extracted species to be Sm(OH)A2•2HA. Lee et al. (2005) investigated the solvent extraction of Sm(III) with PC88A and saponified PC88A from chloride solutions and found the stoichiometry of the extraction reactions to be 1.5 with PC88A and 3 with saponified PC88A."

A practical method for removing the phosphorus would be valuable to the iron and steel industry. Gravity concentration has been of little value as far as the removal it of phosphorous is concerned, because the compounds of this element are, as a rule, disseminated very finely. Removal of the phosphorous by leaching is not a new idea and has been the subject of some investigation,3,4/ but few data have been published. W. R. Crane published analyses of various ore bodies in the Birmingham district. The hard or unleached ores are much higher or in phosphorus than the soft, leached ores along the outcrops.
