The mining industry was one of the first to be directly regulated by legislation in the 19th century when British public opinion was mobilised by reformers seeking social change. In the next wave of mining safety legislation, account was taken of technological advances in the industry, but again, the amendments were in large measure driven by public expectations following a series of disastrous mining accidents with great loss of life. The result was the prescriptive and detailed type of regulation that has, to a great extent, remained with and become a way of life in the mining industry of today. In 1970, the then British Government appointed Lord Robens, a former Chairman of the National Coal Board, to head a Committee of Inquiry to consider the arrangements then in place for preserving the safety and health of people at work and to consider and make recommendations on the need for change in the legislation governing such matters. The result was the 1972 report Safety and Health at Work which, in turn, resulted in the Health and Safety at Work etc Act 1974 (UK). This Act, which embodied the now familiar concepts of consultation with the workforce on matters relating to health and safety and the statutory application of the previously existing Common Law concept of the duty of care, became the model for much occupational health and safety legislation in many places around the world, including the various States of Australia. As a result of the `Robens style' of legislation, the regulators of the mining industry have had the opportunity to become less prescriptive and to introduce an `enabling' style in their statutes. This has not always been welcomed by the industry which has, to some extent, missed the comfort of knowing exactly what is required of it in order to ensure compliance with the legislation while appreciating the `self-regulatory' opportunities that the new style of regulation offered.

IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

INTRODUCTION AND HISTORY The Kimberley Division of De Beers Consolidated Mines Limited includes four underground mines in Kimberley viz. Dutoitspan, Bultfontein, De Beers and Wesselton Mine and two outside mines, viz. Finsch, an opencast operation and Koffie- fontein, an underground operation. Figure 1 is a map of the Kimberley district showing the location of these mines. Finsch is 150km west of Kimberley and Koffiefontein is 80km south of Kimberley. The head office of the De Beers Company is in Kimberley. The diamond sorting and trading companies for diamonds produced in South Africa are also in Kimberley. Diamonds were first discovered in the Kimberley area at Hopetown in 1866 on the banks of the Orange River. This, and later finds, triggered the start of the great "Diamond Rush". In 1870 the Jagersfontein (now closed) and Dutoitspan pipes were discovered, followed by those at Bultfontein, De Beers and Kimberley Mine (now closed) in 1871, Koffiefontein in 1880 and Wesselton in 1891. Finsch Mine was a more recent discovery in 1961. Finsch, due to go underground in 1986, and Koffiefontein, are fully self-contained with their own treatment plants, housing, services etc. The four Kimberley mines deliver ore by conveyor to a central treatment plant and use joint ser- vices. ,+lining is presently carried out mainly by Block Caving which has replaced the earlier Chambering method. De Beers Mine, on a limited scale, and Wesselton Mine have recently started to use Sub-Level Caving, and both Bultfontein and Du- toitspan are scheduled to use the same method at a later date. The combined ore tonnage produced by the Kimberley Mines is 17 400 tons per day, Koffiefontein 12 000 tons per day and Finsch Mine 17 000 tons per day. THE EVOLUTION OF MINING METHODS Initially, the open-cast mining was carried out to as great a depth as safety would permit. In the early stages of open-cast mining, the Kimberlite was removed in horizontal slices from levels 13m to 20m apart. The rock broken in the workings was raised to the surface by means of endless rope haulage inclines. As lower levels were attained these rope haulages were replaced by aerial hoists, inclined shaft haulages or inclined skip-ways. These methods were dependent upon the strength of the unsupported pipe walls, which became increasingly unstable with depth and a system was adopted whereby the ground mined in open excavations was tipped down passes to tunnels connecting with vertical hoisting shafts sunk in the country rock. As work in the open pit became more and more impracticable due to extensive falls of ground, this system was replaced by a combination of open-cast and underground mining, and eventually by wholly underground methods. Chambering With the advent of underground mining, a system known as "Chambering" (or "Inclined Chambering") was evolved. It was essentially a combination of shrinkage stoping and caving, whereby advantage was taken of the high pressure exerted by the loose rock that had accumulated in the open excavations due to the collapse of the pipe walls. This mining method was introduced around 1890 and was successfully employed, with little change, up to the early nineteen seventies. In this system each mine was served by a main hoisting shaft situated about 300m in the country rock. Main haulage cross cuts were driven from the shaft to the pipe at 200m (600ft) vertical intervals. A sub-vertical shaft, situated close to the pipe provided access to the working levels. Chamber levels were established from the sub-vertical shaft at 13m (40ft) intervals. See figure 2. On each of these levels successive 6,8m wide “cuts" were mined out across the pipe, from one rock contact to the other, and extended vertically to the footwall of the level above. Every 6,8m cut was made up of a chamber and a "back-pillart1, each approximately 3,401 wide. The chamber was mined by overhand shrinkage stoping. The levels were carried "en echelon", with each chamber on a level approximately three cuts ahead of the chamber on the level

A shift in the present day oil exploration scenario from West Coast can be foreseen keeping in mind peak of exploration in Cambay Basin and fast pace of development in Bombay High and its associated fields by the end of this century. Shifts in exploration from structural traps to stratigraphic traps, techno- logical development to drill in deep waters, improving economic situation for oil ventures and proven oil and gas potential of East Coast basins suggest that Indian oil explorat- ion scene will be at its peak along east coast during early 21st century. Hydrocarbon shows in Poonch and Jawalamukhi in Punjab Basin, improvements in drilling to greater depths, better seismic data aquisition, good source rock potential of Subathus and its equivalents and large geologi- cally mapped structures will reopen new avenues for explorationists. Not much exploration effort has been put up so far in Ganga Basin. Keeping in mind size of the basin, sedimentary thickness involved, presence of algal matter deposited in shallow marine environment & higher hydrocarbon indications warrant active exploration. Gondwanas in India having such a large sedimentary area can not be ignored keeping in view generation and production from the non marine sediments of Kenya, Chad, Sudan, Gadon and China. Gondwanas become all the more important in view of gas production from their equivalents-Karoos in Ethiopia and South Africa. In all, above mentioned changes can be predicted in Indian oil exploration scenario during 21st century.

"A description is given of a series of tests performed to determine the comparative effects which dynamic and static straining, in compression, have on the physical strength properties of mild steel and an aluminum alloy. The dynamic deformation was imposed during the passage of single stress pulses of about 100 micro-second duration. These pulses were recorded with strain gauges mounted near both ends of the specimen. The resulting records were analysed using a simple wave theory; there from the dynamic stress-strain curves for the respective metals were deter-mined and were then compared with the static stress-strain relation. The respective hardnesses of the metals after deformation are evaluates by means of static stress-strain curves in compression. The micro-structures of the metals before and after deformation are also shown. It is observed that dynamic de-formation considerably modifies the rate of strain hardening. This modified hardening appears to be persistent. The observed differences in physical strength properties and micro-structures are discussed in the light of the accepted dislocation theory for metals."

"The conditioning of natural gas to meet contract pipeline specifications involves in the majority of cases in Western Canada, the appropriation of substantial capital expenditures for treating and processing installations. It is therefore of vital importance to the owners and producers of natural gas to arrive at an appreciation of the economics pertaining to the production and surface handling of their gas reserves at the earliest possible stage of field development. The treating and processing of natural gas often results in considerable changes in composition and related physical characteristics between the wellhead and the point of delivery of the saleable gas. This paper presents a general outline of engineering calculations which can be applied in the pre-determination of the effects that surface handling of gas will have on the composition and physical characteristics of sale-able gas. Emphasis has been placed on the calculation of hydrocarbon dew-points, heating values and shrinkages prevailing at the various stages in the surface handling of natural gas. It is believed that advance information indicating the approximate ranges of these physical properties will facilitate process selection and will provide a basis for the estimation of capital and operating costs of process installations."

When externally mounted sliding-gate valves are used to control the flow of metal from ladles, none of the valve components are immersed in steel. In general, the refractories used to date in sliding-gate valves have been made of a high-alumina composition. Because these refractories replace the fireclay sleeves and clay-graphite heads used to construct conventional stopper rods, they represent a major change in the use of pouring-pit refractories, Changes in the well and lining of the ladle as a result of conversion to external flow control probably will not be as severe; however, the sliding-gate valve makes it possible to preheat to a higher temperature and to decrease the turnaround time, and materials more refractory than those currently employed, such as basic brick, might be used in these areas. Another area of pouring-pit refractories that has became quite important is the tundish used with continuous casters. The use of external flow-control devices on tundishes makes it possible to use the tundish for prolonged periods of time and makes the use of better refractories necessary. In this application, high-alumina and zirconia are finding acceptance.

THAT the domestic consumption of gasoline displays a marked seasonal variation, with a low in the winter and a high in the summer, is well known. It is logical to expect that the nature of the variation has itself been undergoing a change as a result of improvement in roads, general employment of closed cars; and growth of mass haulage; but so far as I am aware the change in seasonal variation has never been investigated and measured. It is the purpose of this paper to present the method and results of such an investigation undertaken as a contribution to the technique of planning operating schedules now so prominent in connection with the functioning of the industry under a Federal quota system. For the method employed I am in-debted to the suggestions and help of Frederick R. Macaulay', who kindly looked over the work sheets; and credit is due Barnabas Bryan, Jr., for assisting in the computations and the graphic work. Ideas for the approach to the problem were also derived from an article by Aryness Joy, and Woodulief Thomas of the Division of Research and Statistics of the Federal Reserve Board*-.

In this paper, various seismic indicators are evaluated for ability to discern fractures induced into a rock mass by blasting. This is accomplished by presenting results from in situ crosshole seismic studies performed prior to and after a sequence of controlled blasts within limestone and dolomite rock near Austin, TX. Indicators investigated are compression (P-) and shear (S-) wave travel times, first peak and maximum amplitudes, first arrival rise rate, and the linear spectrum of the received signal. Compression wave travel time yielded the most consistent results, while the various amplitude indicators yielded the poorest results for the equipment configuration utilized. In addition, this study documents magnitudes of change in seismic measurements which occurred following blasting. Both P- and S-wave travel times exhibited a wide range of variation due to blasting. Near blast centers below the surficial fractured rock, velocity decreases of about 10% were noted, significantly less than the 50% decrease observed for previously fractured near-surface rock through which the explosive energy was vented. Signal amplitude measurements also varied in magnitude but were less consistent.

"Ground deformation and support response was monitored in a longwall gateroad as part of a research project into gateroad stability under changing loading conditions. In this study, instrumentation was installed in a gateroad located between two active longwall panels. The first panel to pass was the second panel in the district, and the second panel to pass the instrumentation sites was the third panel in the district. All of the panels in the district were right-handed. All of the instrumentation was installed in the number one entry, the tailgate, the second panel to pass the instrumentation sites at a mid-pillar location, and at an outby intersection location under about 600 feet of cover. The instrumentation included roof extensometers, cable bolt load cells, hollow inclusion cells, borehole pressure cells, standing support load cells, and convergence sensors, and a multipoint borehole extensometer. The roof extensometers measured roof convergence and sag. The cable bolt load cells measured the roof load applied to the cable bolts in the secondary support array. Hollow inclusion cells measured the magnitude and direction of the principal and shear stresses. The borehole pressure cells measured the stress on a pillar in the entry nearest to the second panel to pass the instrument site. The instrumented wood cribs in the entry nearest the second panel recorded the closure and load on the cribs, and the multipoint borehole extensometer in a pillar closest to the second panel recorded the location and width of cracks that occurred and total expansion of the pillar. This paper describes the effects of the changing stress caused by the first panel as it approached and passed the locations of the instruments on the opposite side of the gateroad system and the later effect caused by the second panel as it approached and passed the mid-pillar instrument location. The first panel passing caused significant loading at the mid-pillar instrument location, but not at the intersection location, while the second panel had passed the mid-pillar location and just arrived at the intersection location when the dataloggers needed to be removed."

Kennecott Copper Corporation and the U. S. Bureau of Mines cooperated in a full-scale slope stability research project at the Kimbley Pit near Ely, Nevada. The west wall of the Kimbley Pit was mined from an over-all slope angle of 45° to an over-all slope angle of 57° and the pit was deepened nearly 50 feet. Mining was begun February 10, 1966, and completed October 30, 1966. Approximately 2.55 million tons of ore and waste were mined. The project was designed and carried out to learn more about the behavior of a pit wall as its slope angle is steepened and to obtain a possible insight into engineering parameters for use in design of future slopes. Data from this project are presented as obtained from (1) instruments installed in two adits for deformation and displacement measurements, (2) a subsidence network installed on the surface above the steepened wall, (3) pre- and post-mining observations of stress in rock, (4) sonic-velocity measurements, and (5) seismic and microseismic investigations. Changes occurred in measured quantities as the slope was steepened but stopped when mining was completed. Agreement was noted between the measured changes and predicted changes obtained from calculations using the finite element technique. Subsidence surveys and microseismic studies show the steepened pit wall to be stable.

"Intensive mining of shallow coal seams tends to result in severe subsidence of the ground surface. Surface subsidence is a complex dynamic spatiotemporal process that constantly changes as mining advances. With Liangshuijing coal mine as a case study, 3DEC numerical software was used to simulate the development of the moving subsidence field from open-off cut to full subsidence on the working face. The results demonstrate that the formation of a subsidence field is directly related to the coal seam depth H and the extent of the mine workings. Taking the advance distance of the working face as the unit of scale, the process of surface subsidence can be divided into four stages: micro-change (H/ p), the development of surface subsidence (2H/ p), the formation of a movement subsidence field (3H/ p), and dynamic balance (4H/ p). The changing movement of a subsidence field can be fully described by the characteristics of surface subsidence value, curve slope, and the inflection position. The results provide important technical support for predicting surface subsidence and the temporal–spatial evolution features of mining subsidence. IntroductionChina’s coal output was about 3.52 Gt in 2017 (China National Coal Association, 2018), making it the largest coal producer in the world, accounting for almost half of total world coal production. Coal production and distribution play a vital role in the energy industry of China. However, entire overlying strata, from coal seam to surface, are disturbed as a result of long-term, high-intensity and large-scale mining, causing surface subsidence. This results in groundwater loss, surface desertification, vegetation loss, and mud-rock flows. These issues have become topics of common concern throughout society. According to related research results (Liu 2008), the area of surface subsidence caused by coal mining in China has reached about 600 000 ha, some 0.2 ha (and up to 0.42 ha) of surface subsidence for every 10 000 t of coal produced. Surface subsidence disasters not only damage buildings, water conservancy, transportation infrastructure, and farmland, but also cause adverse effects on individual and community lifestyles, environmental hygiene, and economic development. Deterioration of the ecological environment in mining areas has a long history and is very harmful (Lu, 2015)."

The Ilo Smelter Modernization Project will require treating the slag from the Peirce Smith converters in Slag Cleaning Furnaces using pig iron technology. Currently the slags from the converters show variable magnetite contents. The copper contained in this slag is recovered in Reverberatory Furnaces, where the smelting rate was improved due to the high silica content of the converter slag. Preliminary industrial tests where developed to clean the slag from converters using pig iron. The results showed that the magnetite content has a significant influence in this process. This work describes the actions that are being implemented in the converter operation to control the magnetite content in the slag in order to maintain the high copper recovery of the smelter when the new facilities are commissioned. This task will demand a strong control of both the slag chemistry and converter practices in order to get the copper recovery considered as the design criteria (~97.4%).

Difficult to say something is not working when the system was not yet in place as per design. b)Not enough capacity to handle slimes within the system. 2.Need to address issues with the final design: a)Ongoing costs: The end design has operating costs of $2.5 million b)Scoops in Sumps: The end design relies on scoops to be used for cleaning the sumps c)Slimes Recovery: The system mixes 3 different products in the sumps along with the fibers d)Pump repair costs: The existing Tsurumi pumps are too light duty for our slimes

INTRODUCTION The financial structure of the mining industry has changed strikingly over the last thirty years. The changes that have taken place in the last ten years include both the acceleration of adverse trends in familiar balance sheet numbers and ratios, and the subtle but extensive increase in the complexity and diversity of funding sources, both on and off the balance sheet. The objectives of this paper are: 1. to briefly trace the evolution of trends in the mining industry's financial structure; 2. to focus in more detail on changes in the last decade; and 3. to analyze those trends both within the framework of capital structure theory, and in the context of changes in business and economic conditions. This survey focuses primarily on the mining companies listed on the major U.S. stock exchanges, since financial data for these firms are readily available. The producers of minerals are a diverse lot, however, and the quantitative data on "the mineral industry" as characterized in this survey fails to encompass the financial arrangements for the bulk of production worldwide, whether owned by governments or private-sector enterprises. Even large portions of the U.S. minerals industry - subsidiaries of still larger firms, medium-sized privately-held companies, and the small miners - were not included in the quantitative part of the analysis. THE EVOLUTION OF THE INDUSTRY'S FINANCIAL STRUCTURE In the aftermath of the business failures of the Great Depression, most borrowers and lenders considered minimal debt on the balance sheet the soundest policy. By the 1950's, however, a body of literature was developing which demonstrated that the use of leverage could improve the value of the firm, given a corporate tax structure which allows interest, but not dividends, to be deducted from income. Optimal Capital Structure The objective of undertaking a new project is to improve the wealth of the current owners of the firm. If internally-generated funds are insufficient to allow growth at the desired rate, the company can raise funds either by issuing new equity, or by incurring debt. The most attractive source is the one which will provide the funds for the lowest cost. Both stockholders and lenders expect to receive compensation for use of their funds at a rate which reflects two things: (1) the return they could earn in alternative investments, and (2) the riskiness of the projected return. Factors which increase business risk include the variability of demand, sales prices and input prices, and "operating leverage", or the proportion of fixed to variable costs. In addition, from the investors' point of view, the use of financial leverage concentrates risk onto the shareholders, because lenders enjoy a prior claim in the event of bankruptcy. So although financial leverage can increase a project's expected rate of return, and therefore, presumably, earnings per share, too much debt will be perceived as uncomfortably risky by equity investors, and have a negative effect on stock prices. In theory, then, there should be an optimal level of debt which the firm's managers should seek to obtain in its financial structure. The desirable proportion of debt should in general be lower for a firm with a higher inherent business risk. In addition to their own judgement, financial managers are sensitive to the attitudes of lenders, rating agencies, and investment bankers in setting financial targets (Scott and Johnson). In practice, financial structure will also depend upon the company's growth rate and level of profitability, and conditions in the capital markets at a given time.

"The thiosulfate leaching process developed by Barrick to treat sulfidic high preg-robbing gold ores uses calcium thiosulfate as the leaching reagent for ores pre-treated by pressure oxidation, resin for gold recovery with sulfite/trithionate elution and reverse osmosis as a means of reagent recovery. A large portion of the research that led to the development of the technology was based on previous studies completed by different groups over the years, mainly focused on the ammonium thiosulfate system. Operational limitations in the use of the ammonia-containing recycled water in the pressure oxidation circuit were some of the main drivers for the change from ammonium to calcium thiosulfate for the development of the industrial scale process. One of the main aspects for successful gold extraction and recovery in the thiosulfate system is the pseudo-equilibrium reactions that drive distribution of the different gold species (in solids, solution and on resin) in the system. Previous studies have been focused on the thiosulfate reactions and equilibrium constants for the oxysulfur ions (thiosulfate, trithionate, tetrathionate). However, the literature around the effects of the different metal-oxysulfur complexes (Cu and Hg complexes) that form when the ore is in contact with the leaching reagents, and the related effects on stability of the gold complex is limited. The main changes in the gold complex chemistry and stability in the calcium thiosulfate system as compared to the ammonium and sodium equivalents, as well as related effects on gold recoveries, were investigated in the presence of different types of double refractory ores. INTRODUCTION Barrick has developed a thiosulfate leaching process to treat double refractory gold ores, by combining the use of acidic and alkaline autoclave pre-treatment with thiosulfate resin-in-leach (RIL). The process currently in operation at the Goldstrike mine (the TCM process), uses calcium thiosulfate as the leaching reagent, resin for gold recovery with sulfite/trithionate elution and reverse osmosis as a mean of reagent recycle. The main feed to the process plant is highly preg-robbing sulfidic ore from Goldstrike’s open pit. Prior to feeding the pressure oxidation circuit, the ore is processed through the crushing and grinding circuits and treated in preparation for acid or alkaline autoclave processing (POX)."

(Visitor) The levels of serum vitamin C in the blood of mineworkers were determined on the first and fifth days of the normal heat-acclimatization period (i.e., before and after exposure to heat) and again after I, 2, and 4 months of underground employment. Supplementary vitamin C was administered to the men during the heat-acclimatization period. Six groups of 20 men featured in the study and, except for one of the two 4-month groups, all the values were obtained after a full shift of underground work. It was found that adequate levels of serum vitamin C were maintained during the heat-acclimatization period, and the 250 mg of vitamin C given daily to each man must therefore be regarded as sufficient. The serum vitamin C decreased significantly with time of exposure to underground conditions, showing that the vitamin C utilized during heat stress is more than that provided in the men's diet. At the end of 4 months, not a single subject had more than 0,4 mg of serum vitamin C per 100 ml, most of them having only 0,3 mg per 100 ml; 90 per cent of the men had had more than 0,4 mg per 100 ml during the acclimatization period. It is therefore recommended that the mineworkers' diets should be supplemented with 100 to 200 mg of vitamin C per man per day.

It deals with the measurement of different properties (density, thermal linear expansion, elastic modulus, strength) of a SiC-based refractory constituting the trays that are used in the refining columns in the New Jersey zinc distillation process, especially in the boiling section. These parameters have been investigated to check the homogeneity of the asreceived trays as well as to estimate the influence of ageing of the material under operating conditions. With this aim, specimens have been sampled in used trays having more than two years of operation. The as-received trays exhibited a good homogeneity, the strength being slightly lower in the direction in which they are compacted. Despite microstructural changes, most of the properties measured at room temperature are not significantly affected by ageing. High temperature tests involved thermal treated under vacuum to remove metallic zinc before testing at high temperature. An increase in temperature, as well as ageing, induces a decrease in the elastic modulus and strength.

The disagregation and privatisation of the mining and power gene ration operations of the former State Electricity Commission of Victoria has being taking place over the past five years. This has transformed the service provision to the new organisations and has resulted in major change to the working lives and professional relationships of thousands of Australians. The authors wish to take this opportunity to explore the issues arising as the program of privatisation of public assets continues. Changes within the workplace which resulted from the outsourcing of the 'investigation and design' functions and more lately as a result of privatisation of the operating, generating and distribution businesses are discussed. The responsibility of managers retaining the services of design engineers has changed. There is an added responsibility of contract administration and an increased focus on intellectual property and strategic issues. The way in which the sectors are adapting is discussed and future directions are explored. We welcome this opportunity to explore the changes in professional life which have taken place over the last five years in the Latrobe Valley Power industry. Engineers and earth scientists have a pivotal role in the continuing successful operation of the three Latrobe Valley Mines of the generation companies. The Mines' collectively excavate annually over 13 million cubic metres of overburden and 48 million tonnes of coal for delivery to mine-mouth power stations and for briquette manufacture.
