The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

In the inquiries and investigations that the Bureau of Mines is making with a view to increasing safety, efficiency, and economic development in the metallurgical industries, the application of elec- tricity to various processes, and especially to those in the manu- facture of iron and steel, is being given attention. Some results of the work already done are presented in this bulletin, which gives a historical review of the development of electric furnaces for making iron and steel, and discusses the problems that remain to be solved in the use of electric furnaces for the smelting of iron ores and the production of pig iron at a profit on a commercial scale.

The purpose of the investigation discussed in this bulletin, one of a series dealing with the use of electricity in mines, was to study the various means and methods used to confine the flashes that occur when a switch carrying electric current is opened. The flash result- ing from the opening of a 250-volt direct-current circuit carrying more than half an ampere will ignite explosive mixtures of mine gas and air. An equally dangerous flash may be produced by even less cur- rent from a 500-volt circuit. Few mine electric circuits carry less than half an ampere when in use. The need of protecting the switches of such circuits in places where gas is likely to be present is therefore obvious. Two general methods have been proposed for preventing switching flashes from igniting gas surrounding the switch. One method is to inclose the switch in a casing provided with openings that are covered with wire gauze or otherwise designed and equipped for preventing the passage of flames from the interior to the exterior of the switch casing. Switches so protected are called explosion-proof switches. The second method is to immerse the switch contacts in oil to a depth sufficient to quench any flash that may occur when the switch is operated. Switches so protected are called oil switches. The success of the first method of protection depends upon the proper design and construction of the switch casing. It is essential to the successful operation of the second method that the switch contacts be surrounded by the proper kind of oil in good condition. There are several ways in which an oil switch may be deprived of its protective feature. The oil tank may not be filled or, if filled, the oil may leak out or be spilled. The oil tank may be removed (in some designs) and not replaced or through neglect the condition of the oil may become such that it is no longer an efficient protection. While such contingencies are not likely to occur, and although oil switches may be so designed that the loss of oil is not probable, nevertheless, as compared with oil switches, explosion-proof switches seem to

The lack of comparable and accurate statistics of coal-mine accidents in the United States as a whole led the Bureau of Mines in 1911 to undertake the collection of such data. The importance of such statistics as a basis for remedial legislation can not be overestimated, moreover they serve to indicate the results of the efforts made by the Federal Government, State mining departments, and mine operators throughout the country to lessen the hazard of coal mining. The mining departments of the leading foreign coal-producing countries have long taken cognizance of the importance of such statistics. In Great Britain, official statistics of coal-mine accidents have been collected and published since 1851, in France since 1853, in Austria since 1875, in Germany since 1852, and in Belgium since 1831. The United States not only leads these countries in the production of coal but the output of its coal mines is greater than those of Great Britain, France, Belgium, Austria, India, Japan, and New South Wales combined. Accordingly, it is proper that there should be some official record of the accidents in this, the greatest mining industry not only in the United States but in the world. It is especially appropriate that this work should have been undertaken by the Bureau of Mines, as, through its investigations of mine accidents in the field, it is constantly in close touch with coalmining conditions throughout the country. Its engineers are not only able to obtain first-hand information as to a great many accidents, but, through their special training and experience, are able to appreciate the significance of the figures reported by the coal-mine operators, thus aiding an intelligent and uniform classification 01 the accidents for the country as a whole. Further, the State mining dnpartments and State mine inspectors of every State in the country having a system of coal-mine inspection are cooperating with the bureau by sending it monthly reports of accidents in the coal mines of their respective States. The receipt of such reports places the bureau in a most advantageous position to publish promptly statistics of these accidents. Although a few years ago accurate statistics of c~al-mine accidents in the United States as a whole were entirely lacking this bureau was able to pubjiish the 1912 statistics within three n:onths after the close of the year and long before corresponding statistics had been issued by the mining departments of the leading foreign coal-producing countries. The cooperative agreement with the State coal-mine inspectors has not only made possible the prompt publication of the statistics, but it has also enabled the bureau to classify the fatalities by months and according to cause, showing the months in which the greatest and the least number of men were killed and from what causessomething that has never before been accomplished for this country.

In the course of its investigations of the fuel resources in the United States and of the methods by which these resources could be utilized with greatest efficiency, the United States Geological Survey tested a great variety of coals and lignites as gas-producer fuel. Early in these testa it was found that many factors controlling the formation of gas in the generating chamber of the producer and, consequently, having a direct bearing on the management of producer-gas plants, were not as well understood as they should be. The Geological Survey therefore took up a detailed investigation of the chemical and physical processes that take place in the producer, keeping in view not only the possibility of increasing the efficiency of the producer as a source of energy, and the ensuing benefits to the public of cheaper power and greater utilization of low-grade fuels, but also the application of the results to the problems of boiler-furnace operations. - The Bureau of Mines, to which the testing and analyzing of fuels as carried on by the United States Geological Survey has been transferred, is continuing producer-gas investigations at the testing station at Pittsburg, Pa. Results of the gas-producer tests a made at the coal-testing plant erected at St. Louis, Mo., and of a study of some of the problems° that came up in the tests have been published by the Geological Survey. Results of the tests made at Norfolk, Va., and Pittsburg, Pa., and of further studies of particular problems, will be published by the Bureau of Mines. In the gas producer solid fuel is transformed into more readily combustible gaseous fuel. The transformation is relatively slow and consists of several processes: 1. The distillation of the volatile hydrocarbons from the freshly fired fuel at relatively low temperatures. 2. The combustion of the fuel by its combining with the oxygen of the air forming carbon dioxide (COO. 3. The formation of carbon monoxide (CO) and hydrogen (11 3), the essential constituents of producer gas, in accordance with the equations:

The United States produces all of the fuller's earth used for re- fining petroleum within its borders. On the other hand, most of the fuller's earth used in bleaching edible oils has been imported from England. Recently a few of the refiners of cottonseed oil have begun to utilize domestic fuller's earth, whereas others have been unable to substitute it successfully for English earth in their practice. Many samples of American earth distinctly superior in bleaching power to the English earth have come to the attention of the Bureau of Mines. For these reasons an investigation of the mining, preparation, and use of fuller's earth in this country, especially in its application to edible oils, was conducted in order to ascertain why our own raw material has been deemed inapplicable to our needs. During the calendar year 1912, according to figures of the United States Geological Survey," there were imported into the United States 1,970 tons of unground fuller's earth, valued at $11,619, and 17,139 tons of ground fuller's earth, valued at $133,718, these values being based on the wholesale market price at the port of origin. The addition of transportation charges, commissions, etc., make the price to the American refiner $14.50 to $16 per ton. Accord- ing to the latest figures compiled by the United States Geological Survey, the United States in 1912 produced 32,715 tons of fuller's earth, valued at $305,522, or $9.34 per ton, at the mine. Most of this domestic production was from three plants in Florida and one in southwestern Georgia and was used almost wholly for decolorizing petroleum. A small amount from other localities was used in the refining of edible oils. No figures definitely differentiating fuller's earth from other clays are kept in regard to our exports, but it is certain that several thousand tons of domestic earth was exported to Germany, and it is also true that German refiners of edible oils have

This report presents the results of an investigation begun by the Government in the summer of 1907, the investigation being started under the immediate supervision of Dr. J. A. Holmes and continued under him as director after it was transferred to the Bureau of Mines in 1910, the field studies being completed in the spring of 1912. The purpose of the investigation was to obtain information on the origin of the inflammable gases in coal and the conditions under which they occur. It was especially intended to ascertain whether there was any relation between the occurrence of gas and the structural or other geologic features of the coal beds. To this end many months were spent in mines and much time was devoted to the examination of mine maps, bore-hole records, and other data made available by the kindness of various coal companies. Two fields of work were selected-one in the northern anthracite basin of Pennsylvania, where the beds are considerably flexed, and the other in the southern part of the bituminous coal field of Illinois, where the beds lie nearly horizontal. In order to take advantage of results of previous investigations of the same general subject, an extended examination was made of reports of various investigators in Europe and America. A digest of the information obtained from these publications is included in the first part of this report, which constitutes an introduction to the discussion of the conditions governing the occurrence of inflammable gas in coal beds.

This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrous- metal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry.

When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.

Chemical and physical tests of coals for the use of the Government have been made by the United States Bureau of Mines. These tests form part of a general study of the coals in the United States with respect to the manner in which each coal can be utilized most efficiently. As a result of this study, much information of value to all industries using coal has been compiled. Special investigations by the Bureau of Mines of the fuels used by the Government have, until recently, been for the most part limited to coal. In the course of these investigations the bureau has de- veloped new methods for use in the purchase of coal by the Gov- ernment. The application of these methods permits an intelligent selection of the coal adapted to the requirements of particular heat- ing or power plants, and has already resulted in the saving of large sums of money. In addition, these investigations have led to the compiling of a series of carefully made analyses of samples of coal collected in a predetermined manner in the mines of all the impor- tant coal fields in the United States, and these analyses are being published to enable Government purchasing agents and all users of coal to select the coal best suited to their needs. The purpose of this paper is to describe briefly the general char- acter and commercial quality of some of the coals mined in the United States that reach tidewater shipping ports, and to show in a general way the important characteristics of those coals that by reason of transportation facilities and the situation of the coal fields are most available for export. Coals of excellent physical character and of high heating value are available for export. For this reason and because of the modern facilities at the collieries for properly grading large shipments, American producers can supply coals suitable for any kind of service. The transportation system from the mines to tidewater and the coal- handling equipment for loading boats at the various ports are highly developed, so that producers are able to give excellent service to foreign buyers. Enormous quantities of these coals have been used by railroads, manufacturing, illuminating-gas, and coke plants, and seagoing vessels, and for household purposes. Much of the coal available for export is superior to the coals that have been supplied to foreign users from other sources.

In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

Electrical apparatus because of its flexibility and its adaptability to all classes of service has become essential to the mining industry. Hence the problem of providing electrical equipment that is safe for use in explosive mixtures of methane and air is of prime importance in coal mining. Ilwestigatorsand experiment stations early recognized this fact and much work has been done in the investigation and the development of electrical apparatus for use in atmospheres containing fire damp. The term "fire damp" as applied throughout this bulletin means an explosive mixture of methane and air. Direct-current motors and alternating-current motors of the slipring type when running usually give off electric arcs or flashes that will ignite fire damp. Other 'motors that ha,'e no moving electric contacts may become dangerous through accident, deterioration, or neglect. Auxiliary apparatus such as fuses, switches, rheostats, and controllers may arc, flash, or become heated to snch a degree that fire damp can be ignited. Such equipment is still more dangerous when worn or out of repair. In the United States the development of apparatus for use in gaseous mines has been associated largely with coal-cutting equipment run by electricity. This is undoubtedly due to the use of such equipment at the face of the mine workings, where the chance of igniting fire damp is necessarily greatest. One American manufacturer built a coal-cutting equipment of the totally inclosed type for use in firo damp atmospheres in 1903. Another built similar equipment with special protective devices in 1906, for export. During the years 1910 and 1911, the Bureau of Mines at its Pittsburgh experiment station conducted a preliminary investigation of the safety of such protection as was then in use or under consideration. Five motors were submitted for this investigation, each having somewhat different methods of protection. The results of this investigation were published in Bulletin No. 4G.a

A grantee of a mine who agrees to pay the grantor's debts in part payment of the purchase price of the mines becomes to that extent the principal debtor, and the grantor becomes the surety, and the grantor's creditor may in equity enforce his claim against the grantee of the mine, and the grantor in such a case is not a necessary party. This bulletin contains a statement of certain results that will be embodied in a report describing investigations of the combustion of fuel made by the United States Geological Survey and the Bureau of Mines in a specially constructed long furnace. The furnace forms part of the fuel-testing plant at Pittsburg, Pa., which was established and equipped by t.he Geological Survey, but passed under the control of the Bureau of Mines on July 1, 1910, when a t.ransfer of fuel-test.ing investjgations, authorized by act of Congress, became effective. The work discussed in this bulletin was done under the direction of the Geological Survey. The furnace was designed and built for an experimental study of the processes of combustiop, this study being part of a comprehensive plan for testing fuels to determine their heat value and the manner in which they can be used to best advantage. Although the main object of the researches made with the furnace by the Geological Survey was to examine critically the production of sensible heat by combustion along the path of the gases rising from the fuel, an interesting as well as important side problem developed in the study of the simultaneous dissipation of the heat through the walls and roof . of the furnace. Thus incidental data were collected on the temperature gradient through the walls at several places. These temperature data. (together with the heat conductivity of the material of the walls) formed the basis for calculating the heat dissipated through the walls. The object of this report is to present and discuss these temperature data. The discussion particularly concerns the air-space type of wall construction as compared with the solid brick wall or walls type, in which the air space is filled with some solid material of low heat conductivity. The conclusion of the authors, which perhaps will surprise some readers, is that, so far as loss of heat is concerned, a solid wall of brick or any ordinary material is preferable to a hollow wall of the same total thickness, especially if the air space in the hollow wall is near the furnace side. There is a general belief that l?ince air is a poor conductor of heat, air spaces built into the walls of a furnace will prevent or reduce heat dissipation through the wa.lls. Although there may be instances of furnace walls in which such construction reduces the rate of heat flow through them, yet as a rule the effect of the air space is just the opposite. While the heat does travel very slowly through the air by conduction, it leaps over the air space readily by radiation. Although this latter mode of heat propagation is common in nature, the laws governing it are not generall;y known and are seldom taken into consideration when furnace walls are being designed. It may be stated here that the quantity of heat passing through a. portion of a solid wall by conduction depends on the difference between the temperatures of the two planes limiting the portion of the wall. The quantity of heat that passes across the air space in the waH depends on the difference of the fourth powers of the absolute temperatUI: es of the surfaces inclosing Hie air space. It follows that, in case the heat. passes by conduction through the solid'portion of the wall, the loss remains approximately the same so long as the temperature of the two limiting planes remains constant, no matter what may be the temperature of the two planes. On the other hand, the heat passing across the air space by radiation increases rapidly with the temperatures of the inclosing surfaces, although the difference between these temperatures may remain constant. This feature will be shown by curves in the latter part of this paper and thoroughly discussed. The important point is that the air space, which is advantageous in the walls of a refrigerator because the temperatures are low, is objectionable in a furnace wall because the temperatures are high. It is customary to put air spaces in furnace walls between the firebrick linings and the common brick. Usually the fire-brick lining is only half a brick thick, which construction brings the air space too close to the furnace. The result is that the temperatures of the surfaces inclosing the air spaces are too high, and in consequence too much heat is radiated across the spaces. The heat passing through such walls would be much reduced if the air spaces were filled with brick, or, better, with some cheap nonconducting materials, such as ash, sand, mineral wool, etc. Even where the fire-brick lining is one brick thick (9 inches), the temperature in the furnace may be high enough to raise the temperatures of the air-space surfaces so much that the heat radiated across the space will amount to more than would the heat conducted through a filling, were the filling only common brick. This last statement is amply justified by the data here presented.

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

This bulletin is one of a series dealing with the application of the electric furnace to the smelting of ores and the manufacture of alloys, and is published by the Bureau of Mines in the endeavor to increase efficiency in metallurgical processes. The bulletin presents, first, a critical discussion of the possibility of smelting copper ores in the electric furnace; second, the results of the experimental work of other investigators on the electric smelting of copper; third, the results of experiments by the authors on the electric smelting of native copper concentrates and sulphide copper ores; and, fourth, a comparison of the electric furnace with the blast furnace and reverberatory furnace for copper smelting. Before considering the electric smelting of copper ores the reader should understand that the electric furnace was not developed as a competitor of the combustion furnace, but for the purpose of doing high-temperature work that can not be done in the combustion furnace, and for the treatment of ores from deposits that are in regions where fuel is scarce and costly but hydroelectric power is comparatively cheap, as in Chile, and in certain parts of Canada, the United States, and Mexico. Furthermore, it is not the object of this report to try to prove that the electric furnace should replace the reverberatory or the blast furnace, as used at present in smelting copper ores, but to show that the electric furnace may be used with advantage in localities where conditions are not favorable to the use of the reverberatory or the blast furnace. In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G.
