Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

This paper summarizes environmental compliance and related issues associated with underground construction and tunneling operations, whether new work or rehabilitation. Underground construction and tunneling operations have (in most cases) both an underground and surface component. Since many of the major tunneling projects occur in urban areas, often is areas inhabited for several decades or centuries, environmental problems may already exist in a project area, though that may not yet have been formally recognized. Large projects often attract more than their fair share of regulator attention. This paper addresses the issues with the greatest potential to be encountered by underground constructors, with the emphasis on minimizing contractor liabilities, both in the short- and long-term. Minimizing contractor liability begins with understanding bid documents, contract provisions and necessary means of protection, and carries through project execution by responsible control of hazardous materials, avoidance of media contamination, proper waste disposition, as well as compliance with other environmental requirements.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

Corporate managers are facing increasingly demanding challenges as they seek to ensure compliance with environmental laws. Management also must deal with new liabilities created by environmental laws. These laws provide both private groups and governmental agencies with access to the courts to seek penalties, compliance orders, cleanups, or to forestall developments that could affect ecosystems. Environmental laws and liabilities are also affecting commercial transactions, including the availability of financing. Corporate managers must develop new and innovative methods to address these challenges in order to assure both sustainable industrial growth and stewardship of the environment.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

Feeding dry sulfide concentrate into smelting furnaces enhances process performance and reduces the energy consumption and exhaust gas flow. Direct heated rotary dryers and flash dryers have being replaced by rotary steam dryers featured by very low wear rate of the pipe heating elements and long maintenance interval. Impact of the drying processes on the environment receives more and more attention as the emission legislation tightens. In this regard, environmental factors such as SO2, CO2, dust and gas flow among rotary dryers, flash dryers and steam dryers were compared. Selection of a rotary steam dryer for copper and nickel concentrate drying would be an ideal solution to reduce the pollution of exhaust gas, as drying is achieved by indirect contact to the steam at relatively low drying temperature and as the off-gas contains almost only water vapor and air. The emissions can be significantly reduced and only small and simple off-gas handling units are needed.

The Century zinc-lead orebody was discovered in 1990 and contains sufficient reserves to sustain open cut mining at 5 Mtpa of ore for approximately 20 years. It is proposed to pipe mineral concentrate in slurry form 300 km from the mine to the port of Karumba on the Gulf of Carpentaria. The concentrate will be dewatered at Karumba before being transported off-shore to deeper water in a self-unloading shuttle vessel for transfer to export bulk carriers. The four main environmental issues that attracted attention during the impact assessment phase of the project were: the selection of Karumba as the export port, the use of a pipeline to transport concentrate, the risk of concentrate spillage in the marine environment, and aquifer drawdown in the vicinity of the mine. This paper discusses these issues with emphasis on the context of the relationship between the Pasminco Century Project and Gulf communities. Environmental safeguards are discussed, including those that arose out of the negotiations regarding Aboriginal native title.

"We made site visits to determine potential environmental issues caused by artisanal and small-scale mining (ASM) in the Tarkwa Mining Area (TMA) of Ghana. Activities of the diggers were observed to degrade vegetation, land and water. Improper handling of mercury was also identified as a major threat to people and ecosystem. Large abandoned pits and trenches posed fall traps to farmers, hunters and wildlife. We argue that lack of adequate monitoring and regulatory enforcement by Ghanaian authorities, together with inappropriate mining processes, probably due to lack of technical expertise are contributing factors to the environmental issues of artisanal and small-scale mining in the TMA. INTRODUCTION Environmental degradation caused by artisanal and small-scale mining (ASM) has been a major concern to many people and governments around the world. ASM is often associated with health, safety and environmental issues in communities where it is practiced (Kitula, 2006; Asiedu, 2013; Sousa et al., 2010). Some of the environmental issues that have been reported include land degradation, mercury contamination, cyanide release, and pollution of rivers/streams. These issues have been attributed to improper mining methods, inefficient technology, lack of technical training and environmental awareness, and lack of regulatory enforcement (Serfor-Armah et al., 2005; Bansah et al., 2016a; Hentschel et al., 2002). In Ghana, ASM typically occurs in rural communities, providing jobs to many people and contributing towards socioeconomic growth of the country (Banchirigah & Hilson, 2010; Bansah et al., 2016b; Osei-Kojo & Andrews, 2016). As a result of the environmental issues, many people have called on government to develop drastic measures to control ASM operations. It is in this regard that this paper examines potential environmental issues caused by ASM in the Tarkwa Mining Area in Ghana, and suggests mitigation measures to ensure environmental sustainability. ASM in the area comprises of registered (licensed) and unregistered (unlicensed) operations that adopt surface or underground mining methods to exploit gold-bearing materials. Surface operations typically involve clearing of vegetation, removal of overburden, excavation of mineral deposit, washing/grinding of excavated gravels and processing with mercury. Except grinding, washing and mercury recovery, underground operations are conducted below ground with limited impact on the surface. Alluvial mining is also commonly practiced in streams and along river banks. These activities can have devastating impact on biodiversity of the ecosystem. To achieve the objective for this study, field visits were made to ASM sites to observe operations and interact with diggers. Visits were also made to host communities of ASM and government officials to obtain their perspectives on ASM in relation to environmental impact. The study area (Tarkwa Mining Area) is located in the Western Region of Ghana (see Figure 1). It is endowed with natural resources such as gold and manganese. Hence, mining is the major economic activity in the area. ASM is widespread, with 15 registered operations and several unregistered mines. The environmental issues observed in the study have been grouped into three main categories: vegetation and land depletion; water quality and pollution issues; and mercury contamination issues."

Mining has been a significant component of the Appalachian economy for about 200 years. The region continues to be adversely affected by the environmental degradation associated with these past activities. In addition, companies today are being denied permits at sites where acid generation appears likely. And air emission limitations at power plants now threaten the economic health of many moderate- to high-sulfur coal mines. Thus, when considering the environmental impacts of mining coal in Appalachia, it is important to consider abandoned and active mine issues. For example, abandoned mines generate acidic, iron-rich waters that adversely affect more than 6,400 km (4,000 miles) of rivers and streams in Appalachia. In contrast, operations that were active after the enactment of the 1977 Surface Mining Control and Reclamation Act (SMCRA) cause little water pollution. However, the costs of water treatment at such sites exceed $1 million a day. Even where water quality is not dimished, water supplies can be affected by mining. Subsidence-induced fractures can lower water table elevations or drain a surface stream dry. Subsidence can also cause damage to surface and subsurface structures.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing. From a regulatory perspective, it is no longer necessarily less burdensome to operate in Mexico. Principal laws and regulations Mexico has two principal environmental regulatory systems. The first consists of the laws and regulations governing domestic activities. The second consists of the treaties, agreements and understandings between the United States and Mexico dealing with transboundary pollution and maquiladoras (see Maquiladora Decree, next column). The following are the principal major laws and regulations governing environmental protection in Mexico: General Law: The General Law on Ecological Balance and Protection of the Environment, effective March 1, 1988. Water Regulations: Regulations for the Prevention and Control of Water Pollution, effective May 29, 1973. Environmental Impact Regulations: Regulations of the General Law on Ecological Balance and Protection of the Environment, regarding Environmental Impact, effective June 8, 1988.

Environmental regulation in Mexico has matured dramatically and effectively in the last decade. The gap between environmental regulation in the United States and Mexico is rapidly narrowing, so much so that it is no longer necessarily less burdensome to operate in Mexico from a regulatory perspective. This paper is intended to give a general overview of the system of environmental regulation in Mexico. The actual application of Mexican laws and regulations governing the environment to a specific operation will require a much more detailed review of the applicable environmental standards.

Environmental leaching methods such as the toxicity characteristic leaching procedure (TCLP) test or the ASLP test are used to assess wastes including mining and mineral processing by-products. These tests were initially designed as regulatory tests simulating conditions in a co-disposal municipal landfill waste facility and do not allow leaching performance to be predicted in site specific scenarios. Further, the assumptions underlying these tests tend to define worst-case scenario leaching conditions for by-products from the mineral industry disposed of outside a co-disposal scenario.   Recently some characterisation leaching test methods have been issued as ISO/TS standards (ISO/TS 21268-3:2007 and ISO/TS 21268-4:2007) that aim to define the leaching performance of soil type wastes and to predict the leaching performance of these wastes over long time frames. In this preliminary work these standards are trialled for by-products from the mineral industry and the quality of information that can be obtained from them compared to TCLP/ASLP tests.   Where clear comparisons were possible, the TCLP/ASLP tests were typically found to extract a similar, or often greater, amount of component than (i) tests conducted at the same pH but without the acetate buffer or (ii) for test conditions aimed at simulating long-term leaching in an eluate defined by the waste type. While further work is required, the preliminary results indicated that the tests may provide reliable long-term estimates of leaching performance of wastes in soil types of variable pH and provide a suitable basis for long-term planning for optimal waste handling, treatment or even re-use.

"In China, hazardous e-waste—cathode ray tube (CRT) glass is usually left around, and it is likely to contact with water resources directly. To identify the real leaching characteristics and bioavailabilities of heavy metals Pb and Ba contained in CRT glass in the nature environment, experiments were carried out by simulating the nature environment. The results indicated that Pb and Ba contained in CRT glass were stable in most conditions, which only showed obvious leaching toxicities in strong acidic/alkali conditions. EDTA and DTPA extractable Pb and Ba amounts were extremely high, e.g., EDTA extractable Pb of color funnel glass was up to 1960.07 ìg/kg, indicating that the potential bioavailability of waste CRT glass is very high. IntroductionIn recent years, cathode ray tube (CRT) contained monitors or TV sets has been substituted by novel and better electronic and electric equipments such as LCD and PDP, leaving huge amounts of end-of-life CRTs. 50~85% of the total weight of a computer monitor or a TV set is glass'1-21, which was classified to three categories: black & white glass (BW), color panel glass (CP) and color funnel glass (CF), according to their chemical compositions'3' (Méar et ai, 2006). In order to provide shielding from X-rays generated during the picture projection process, lead, barium and strontium oxides were used in the glass. In general, a color CRT contains 1.6-3.2 kg of lead'4'. Concerning the high toxicity of lead, these waste glasses have posed a potential risk to the environment and human health and researches on these glasses have been attracting wide and tense attention currently."
