The impact of environmental regulations on the quality of tunnel groundwater discharges is examined in this paper. Tunnel contractors usually depend on specialty contractors or outside consultants to deal with this issue without carefully examining their activities to minimize the production of contaminants. This approach may not be adequate given increasingly more restrictive environmental requirements. This paper surveys the general practice of the tunneling industry and attempts to identify sources of contaminants which may affect the total suspended solids, oil and grease content, and pH of the discharges. Strategies for treating the discharges are included. Field data and observations from several tunneling projects are also presented.

The search for noncyanide lixiviants for treating gold and silver ores and concentrates is not a new endeavor. However, in recent years, the overall activity to seek a less environmentally controversial reagent than cyanide has occasioned considerable developmental work. While the elegant economy and simplicity of cyanide, because of its selectivity and the ease of recovering gold and silver from the cyanide complexes, is well recognized, two failings have justified the search for alternates: increasing concerns and costs to assure avoidance of environmental damage from cyaniferous liquids and solids, and the need to simplify recovery of gold and silver from refractory ores. Generally, process development work to date on the alternate reagents has lacl<::ed environmental focus ( Hiskey and Devries, 1992). This paper covers briefly the chemistry of various alternates to cyanide and reviews their environmental implications. In each case, environmental overtones are reviewed following the chemistry. The Imperial Smelting Process for the simultaneous production of zinc and lead is probably regarded by the ecologist as a necessary evil with the benefits of its products marginally outweighing the adverse effects of its operation. The purpose of the paper is to examine the environmental impact of the process and to provide information which will demonstrate that the process has considerable indirect environmental benefits and that success is being achieved in reducing direct pollution of the environment by the process. About 12 per cent of the world&apos;s zinc and seven per cent of its lead is produced by the process. This proportion will increase with the construction of a new smelter in China. After a brief description of the process the paper considers one of its principal advantages, its ability to treat bulk concentrates. The production of these at the mine can have a number of environmental benefits. Less comminution may be required to separate the metals from the gangue than is needed to separate them from each other; recoveries can be improved in flotation resulting in cleaner tailings dams, less power demand and reduced consumption of potentially hazardous reagents. Simplification of mining and above ground ore handling may also give significant benefits . The process is a considerable consumer of secondary materials such as galvanisers&apos; ashes, copper smelter dusts and materials containing zinc and lead derived from steel plant dusts. The majority of these materials are fed to the blast furnace after hot briquetting. The consumption of secondary materials is a considerable environmental benefit since otherwise they would require to be dumped in secure land-fill sites. The operation of the process itself continues to be subjected to increasingly stringent environmental standards of which examples are provided. Details are provided of lead emissions at Avonmouth showing considerable success in reducing these while increasing production. The slag from the process continues to find many useful applications.

"Australia has almost twenty per cent of the Western World&apos;s low-cost uranium reserves, located mostly in the Alligator Rivers region of the Northern Territory. At present, only one uranium mill is operating in Australia, but a number of new mills are planned for the early 1980s.Details are given of Australian uranium mining and milling proposals and the measures taken to minimize their environmental impact. Major factors affecting environmental impact are discussed, including treatment of liquid wastes, water management, control of radon and other airborne releases, and disposal of tailings. IntroductionAustralia is entering a new phase in uranium mining and milling activity . In the first phase of operations, between 1954 and 1971, about 10,000 tonnes of yellowcake was produced at five locations. Most of the production came from the mines at Rum Jungle in the Northern Territory and Mary Kathleen in Queensland. In the 1960s, the demand for uranium slumped, and much of the yellowcake produced at Rum Jungle was stockpiled by the Australian Atomic Energy Commission. The early uranium processing operations in Australia were typical of overseas practice at that time. Environmental problems were generally given low priority and pollution control measures were unacceptable by today&apos;s standards. There was little or no recycling of process water, acid waste streams were not neutralized and tailings dams were poorly designed. At Rum Jungle, oxidation of sulphides in waste heaps, tailings dumps and ore stockpiles subsequently led to destruction of vegetation and heavy metal pollution in a nearby river.In the early 1970s, major uranium deposits were discovered in the Alligator Rivers region of the Northern Territory. Significant orebodies were also located in the Great Artesian Basin in South Australia, in calcrete formations in Western Australia and at several locations in Northern Queensland. According to latest available estimates. Australia has about 160/0 of the Western World&apos;s uranium recoverable below $US 80 per kg U. Mining these orebodies will require pollution control measures more stringent than practised previously in Australia."

The Metal Mining Agency of Japan (MMAJ) has started the project in the fiscal year of 1989 under the administration of the Ministry of International Trade and Industry &apos;(MITI). The purpose of this study is to assess the impact on the ocean environment caused by manganese nodules mining. Summary of research and survey of MMAJ is as follows: 1. Evaluation of environment impact The aim of this study is to assess impact for ocean environment by manganese nodules mining. It is studied by using three-dimensional hydrodynamic prediction model and by carrying out cultural experiment of surface fauna with adding deepsea water and sediment. Development of hydrodynamic prediction model for discharged water at ocean surface has started in 1989. On board cultural experiment was carried out in the Japanese application area in the eastern Pacific in May 1991 and in May 1992.

This article describes the method used to quantify the Environmental Impact for the mining, by drilling and blasting, of a borrow pit for a gravity-dam. The affected environment was broken down into a number of components, such as public health and safety, social relationship, air and water quality, flora and fauna. The effect of the various impacting factors from the mining activities, both directly and indirectly, was then calculated for each environmental component. To do this, each impacting factor was first given a magnitude, a number based solely on the range of scenarios possible for the impacting factor. A matrix of weighting factors was then derived to systematically quantify, and normalise, the effects of each impacting factor on each environmental component. The overall impact upon each individual environmental component was then calculated by summing the weighted magnitudes for all the impacting factors.

The quantities/volumes of extracted coal, waste rock, mine water and methane during a 250 year period of coal mining in the Czech part of the Upper Silesian coal basin are presented. The paper deals also with the impacts of mining on surface including subsidence, methane escape, mining affected landscape and induced seismicity. Change of hydrogeological regime in relation to closing and flooding of mines are discussed. In the final part recommendations for utilisation of closed underground mines and pit heaps are proposed.

Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

The computer aided mapping of lead concentrations in soil has been carried out around the Doe Run (formerly AMAX-Homestake Lead Toilers) primary lead smelter near Boss, Missouri, through a cooperative Missouri Research Assistance Act program between the lead industry and the University of Missouri. As a part of this research a sequential extraction method was also developed to analyze and determine the various species of lead in the vicinity of the smelter as to possible sources which would suggest pertinent environmental control measures. Practical applications of this data-based scientific approach will be presented.

Nearly every community in the United States is dependent on aggregate (sand, gravel, and crushed stone) resources to build and maintain its infrastructure. Unfortunately, developing aggregate resources to meet societal needs causes environmental impacts. Most environmental impacts associated with aggregate mining are benign. Extracting aggregate seldom produces acid mine drainage or other toxic effects commonly associated with mining of metallic or energy resources. The most obvious environmental impact of aggregate mining is the conversion of land use, most likely from undeveloped or agricultural land use, to a hole in the ground. This major impact is accompanied by loss of habitat, noise, dust, blasting effects, erosion, sedimentation, and changes to the visual scene. Some of the impacts are short-lived, and most are easy to predict and easy to observe. Most impacts can be controlled, mitigated, or kept at tolerable levels and can be restricted to the immediate vicinity of the aggregate operation by employing responsible operating practices and available technology. The intensity of environmental impacts generated as a result of mining are determined in large part by the geologic characteristics of aggregate deposits (geomorphology, geometry, and physical and chemical properties). Mining deposits that are too thin, or contain too much unsuitable material, results in the generation of excessively large mined areas and large amounts of waste material. Mining aggregate can lead to serious environmental impacts in some situations. Some geologic environments such as active stream channels, slide-prone areas, and karst terrain are dynamic and respond rapidly to outside stimuli including aggregate mining. Some geomorphic areas and (or) ecosystems underlain with aggregate serve as habitat for rare or endangered species. Similarly, some geomorphic features are themselves rare examples of geologic phenomena or processes. Mining aggregate might be acceptable in some of these areas, but should be conducted only after careful consideration, and then only with extreme prudence. Failure to do so can lead to serious, long-lasting, and irreversible environmental consequences, either in the vicinity of the site or at locations distant from the site. Environmental impacts caused by irresponsible aggregate mining can compromise mining in an entire region.

Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author&apos;s experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

A mineralogical study of a weak acid leach residue from the Clarksville zinc plant of Savage Zinc Inc. was carried out. The study focused on Pb and Cd as these elements most significantly impact on the environmentally acceptable disposal of the residue. The residue consists of major amounts of bassanite, zinc ferrite and various Zn-Pb-Fe-Cd silicate species. Also present are lesser quantities of PbSO4, sphalerite, Fe2O3 quartz, Mn-Pb-Fe oxides, SrS04, (Pb,Sr)SO4 iron gel-silica gel, jarosite and Ti oxide. The principal Cd carriers are the zinc ferrite, which contains up to 9.00% Cd and likely accounts for -45% of the total Cd content of the residue, and the various silicate species which contain up to 6.97% Cd and account for about 45 % of the total Cd. The sphalerite is a minor Cd carrier containing an average of 0.35 % Cd and accounting for -5 % of the total Cd; the other carriers contribute only trace amounts to the total Cd content. The major Pb carriers are PbS04, Pb-bearing silicates and Mn-Pb-Fe oxides. Minor proportions of the total 1.09% Pb content of the residue are carried by SrS04 and (pb,Sr)S04&apos; Trace Ph carriers include the iron gel-silica gel, Fe-Zn-AI oxide and bassanite. The residue after the toxicity characteristic leaching procedure (TCLP) is mineralogically very similar to the initial weak acid leach residue; the amounts of calcium sulphate are approximately the same in the two products. The principal Cd and Pb carriers are also the same as those noted in the initial residue, except that some dissolution and reprecipitation of Pb-Sr sulphate takes place. That the residue fails the TCLP test is likely a consequence of the superficial dissolution of Pb and Cd from species such as PbS04 or Zn-Pb-Fe-Cd silicate.

Effect of the Envrionmental Improvements.Sulphur Dioxide Emission ImprovementsHistoryThe rejection of pyrrhotite in the concentrators is one method of reducing the amount of sulphur to the smelter and therefore the sulphur dioxide emissions. In the 1950s and 1960s, Falconbridge developed the capability to remove 54% of this pyrrhotite. Numerous attempts were made to increase this amount by treating the pyrrhotite for recovery of nickel and in some cases elemental sulphur. Processes tested and operated were: hydrometallurgical pilot plant, roast-leach commercial operation and nickel-iron refinery. None of these processes proved to be commerically successful for both technical and economic reasons. Falconbridge therefore redirected its efforts to reducing sulphur emissions by improving its smelting process under The Smelter Environmental Improvement Project. A major component of this project was the installation of a sulphuric acid plant to recover the S02 in the roaster off-gases."

"The Sudbury area environment became drastically altered commencing in 1871 with lumbering, repeated fires and early open roasting operations from 1887 to 1929. These combined factors had such a pronounced effect that approximately 24 square miles were totally denuded of any vegetation and 87 square miles were semi-barren to somewhat stressed.The two nickel producing companies in the area have reduced the sulphur dioxide emissions considerably over the years. Falconbridge Limited, alone, reduced sulphur dioxide emissions by 77% from 1971 to 1984.These reductions have resulted in improvements to the air, soil, lake and vegetation quality in the Sudbury area.INTRODUCTIONThe Sudbury area environment became drastically altered commencing in the 1870's with lumbering, repeated fires and early open roasting operations from 1888 to 1929. These combined factors had such a pronounced effect on the Sudbury environment that approximately 24 square miles (64 sq. km.) were totally denuded of any vegetation and 87 square miles (225 sq. km.) were semi-barren.Over the years, the Sudbury area environment has improved considerably. This has been due to emission cutbacks by both Inco Metals and Falconbridge Limited, coupled with industry, government and community reclamation programs. Before the improvements are discussed, a better understanding of the historical degradation is required."

Since the start-up of the Onsan Smelter in 1979, LS-Nikko Copper has grown into a competitive smelter through continuous development. Several environmental improvements have been carried out, in particular, intensive investments in reducing SOx emissions, such as de-sulfurization plants, fugitive gas capturing and TMS(Tele Metering System). In addition, in recent years LS-Nikko Copper has spent more than 10 million USD every year to improve environmental conditions. In order to be a global leading smelter in every aspect especially environmentally, LS-Nikko Copper plans to inspire environment-friendly minds, co-operate with shareholders, and participate in global conventions. This paper describes the environment improvements carried out at Onsan and briefly introduces a sustainable vision for a green smelter.

"The benefits of modern technology can readily be identified with energy availability. A clear correlation has been established between per-capita energy consumption and the GNP for various nations. The United States is an outstanding example of a nation which has benefited from vast energy reserves. The nation is now challenged, how¬ever, by dwindling reserves and the need to develop new sources consistent with the preservation of environmental quality. The development of new, virtually inexhaustible and environmentally acceptable sources cannot be expected for several decades. Meanwhile, we will have to depend on coal, nuclear energy and/or rigorous conservation measures.The net effect of environmental considerations has been to delay and perhaps ultimately eliminate the nuclear energy option as a national energy alternative. This forces a more positive move toward coal as the next major source of electrical power. Our coal resources are large, but the use and production of coal is also a threat to the environment. Thus, we seem to be moving from one major accessible source to another due to environmental concern only to face the probability that the alternative is also environ¬mentally unacceptable.Controversies revolving about energy choices must be resolved by an analysis of the relative benefits and impacts of these two sources and others. The pattern of changing energy sources is not new. We have moved from wood to coal to oil and gas in the past and must learn to adapt in the future. Rational decisions must be made relative to the utilization of intermediate energy sources pending development of promising future approaches. A collapse of current levels of energy supply could threaten our technological society and the means to develop a new energy base."

Analysis of the relationship between environmental parameters and the content of Mn, Ni, Co, Cu, Fe and Zn in ferromanganese crusts permits improved identification of locations to prospect for crusts with commercially valuable concentrations of these metals. In this study we asked whether a statistically significant relationship exists between primary productivity of the overlying surface waters, the concentration of O2 in and depth of the O2 minimum layer on the metal content of non-hydrothermal ferromanganese crusts in the Pacific Ocean between 130o W and 175o E and 0o to 30o S (the study area). To further develop the interpretation of the results of the statistical analysis and to assess in detail the geographical expression of these parameters in terms of metal content in crusts, a geostatistical technique (kriging) was used to generate contoured values for metal content, primary productivity and O2 concentration in and depth of the O2 minimum layer in the study area.

The new environmental legislation of 1986 was left incomplete and to date remains so. The &apos;missing&apos; process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Environmental investigations have been undertaken by Ok Tedi Mining Limited (OTML) since 1981 when the Ok Tedi Environmental Study was commenced. Environmental monit- oring and management programmes were implemented in 1983. The programmes included water quality monitoring, river flow and sediment monitoring, surveillance of aquatic biological communities and a health and nutrition survey of the local people. These original programmes have continued, and additional programmes of work have been developed and revised to reflect changing operations and the need to focus investigations on specific areas and issues of concern. In April 1990, following the establishment by the Government of Papua New Guinea (PNG) of environmental management criteria for the Fly River system, compliance monitoring programs were introduced. Details of the compliance and additional monitoring programmes undertaken by OTML throughout the Ok Tedi and Fly catchments, including programmes of investigation in the Fly River estuary, Gulf of Papua and Torres Strait, are presented.

The pyrometallurgy industry faces a series of environmental challenges, based on local, national and global issues. While local impacts continue to be important, national and global concerns with Sustainable Development, Greenhouse emissions, Acid Rain and water resources are key strategic drivers for the industry. The environmental problems of the industry are well known: emissions of sulphur dioxides and carbon dioxide, disposal of arsenic wastes, consumption of fresh water, fate and impact of minor components/trace elements in raw materials (whether conventional or complex, or wastes). Solutions to these problems require the application of Cleaner Production principles (waste minimisation, energy conservation, product design to enable ease of post consumer recycling), new technology and scientific studies to assess impacts of discharges. A number of opportunities, driven by environmental concerns, have also been identified
