Reprocessing of low zinc-bearing residuals with a zinc content of less than 10%, originating from the iron and steel industry, has been given more and more attention in the last few years, due to the potential landfill liability and the increasing cost of disposal by dumping. Whereas, recycling of hazardous electric arc furnace dust is already being performed commercially on a large scale in the U.S., Japan and Western Europe, almost no reprocessing takes place in the case of these low grade zinc-bearing materials. In blast furnaces and basic oxygen furnaces dusts and / or sludges are generated at a rate of 1 to 2 % of the respective production. The technologies for the retreatment of these types of materials, either commercially available or still being developed are briefly described hereafter. They involve internal recycling, upgrading by physical separation methods, separate hydrometallurgical processing and pyrometallurgical treatment. Their scope and limitations are critically assessed in terms of technological applicability, economic feasibility and environmental compatibility. Since, the possibtlity of achieving economic profitability is unlikely with this type of material, the main criteria for acceptability of the treatment process are: generation of a iron-rich material, suitable for treatment by the iron/steel industry, acceptance of the non--ferrous metal-bearing sub-product by zinc smelters, generation of non-hazardous waste materials.

Often, as viewed by the public and many in the mining industry, abandoned limestone and gypsum quarries offer a simple, economic solution to the twofold problem of solid-waste disposal and land reclamation. In a state where about 75% of the existing quarries are in hydrologic connection with carbonate aquifiers the rationale for considering the storage of solid waste in them must be critically examined. Consistent with the requirements of water resources protection, criteria are suggested to evaluate the potentiality of using abandoned limestone and gypsum quarries as sanitary landfill sites.

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

As part of a funded project we have completed a comparative literature survey of the US regional Proterozoic geology. For our com¬parative study model we used the geological settings of the very large pitchblende deposits in Saskatchewan, Canada and the Northern Terri¬tory of Australia. These occur in a variety of Archean and Lower Proterozoic host rocks, at and below a regional unconformity that is capped by subhorizontal Middle to Upper Proterozoic conti¬nental sedimentary rocks. We find that there have been recorded in some parts of the US similar unconformable sequences of Middle to Upper Proterozoic continental sedimentary rocks that overlie older basement rocks.

Authorities that regulate environmental issues pertaining to industrial wastes in South Africa regard landfill disposal as the only effective environmental management option for slag and other inorganic by-products from the ferro-alloy industry. Metallurgical slags are widely utilised in civil engineering and construction applications in other countries in the world and in line with the overall philosophy of conserving mineral and other natural resources, these materials should be assessed for the possibility of resource recovery, recycling, reclamation, direct re-use or alternative uses. This presentation describes a risk-based approach for the assessment of by-products from the ferro-alloy industry for alternative use. Once a by-product from an industrial process has been identified for alternative use, its intended use would be defined, but it will not be possible to control its actual use or misuse in society, nor will it be possible to control its fate during the application life cycle. In the interest of protection of human health and the environment, potential risks associated with the handling and uses of a material throughout its life cycle therefore have to be quantified. The assessment has to include both human health and ecological risks and must cover the entire life cycle of a product, from its production up to its end-of-life disposal. The presentation introduces the concept of tiered risk assessment and demonstrates how this applies in the overall assessment of by-products from metallurgical industry sector for safe use in society.

The merit of reduction-in-area as a criterion of quality in metals is shown to lie in its influence on breaking stress, but the virtue of elongation is not easy to find. In order to assess the value of elongation, either as a measure of quality or as a guide to design, it will be necessary to separate the overall de-formation occurring in tension tests from the localized deformation associated with localized reduction in area. The obstacles to a successful solution of this problem have been shown to be more formidable than is generally appreciated, and a new solution to the problem has been suggested. This solution involves a de-vice by which an electric circuit is broken when the particular value of strain is reached that is to be taken as the point of separation between general and localized deformation. The report presents results from a number of tests on both low-carbon and alloy steels. "Experimental work has been attempted to find a useful criterion of comminution which can be determined simply in a laboratory. The suitability of the ratio of the square of tensile strength to Young's modulus, St2/E, previously derived from the theory of elasticity as a criterion of comminution, was examined measuring tensile strength, Young's modulus and critical height for drop-weight impact of five different rocks. However, satisfactory correlation between St2 /E and critical height has not been obtained, suggesting the necessity of further experimental verification of the representative value of Young's modulus of rocks. The plot of St2 vs. critical height, however, shows one-to-one correspondence, and this finding suggests that St• may be a useful criterion of impact crushing. Also, a close relationship was observed between st• and the energy index for tumbling mill grinding of •the sample rocks. It is confirmed from these findings that the quantity St• is a useful criterion of comminution of rocks, not only for impact crushing but also for tumbling mill grinding. As shown in the experimental part of this paper, the determination ol St with irregularly shaped specimens is simple."

"Determining the deportment of economic and environmentally significant elements in sulfidic mine materials (eg ore, gangue and waste) requires the use of advanced microanalytical techniques, including electron microprobe analysis (EMPA) and laser ablation inductively coupled plasma mass spectrometry (LA-ICPMS). Sulfidic boulders were sampled from an acid rock drainage impacted ephemeral stream adjacent to historical copper-silver workings at Baal Gammon, northern Queensland. The abundance and deportment of a range of trace elements and precious metals were analysed in these samples. Whilst many of these elements represent a potential environmental risk if leached from sulfidic rocks into streams in the surficial environment, significantly some of these elements (eg In, Sb and Co) represent specialised metals that are currently considered to be in critical supply.Sulfidic waste rock material at Baal Gammon is dominated by chalcopyrite, arsenopyrite, pyrrhotite and pyrite. Microanalytical investigations revealed that chalcopyrite contains significant quantities of In, Sn, Ag and Zn either substituted directly into the crystal lattice or occurring as discrete sphalerite and stannite inclusions. Arsenopyrite, which may comprise more than 50 per cent of some boulders, is notably enriched in Sb, Co and Ni but also contains inclusions of sphalerite, chalcopyrite and stannite. In contrast, pyrrhotite contains no trace elements of economic significance, but instead represents a likely contributor to acid generation during oxidation in the surficial environment. Trace metals (eg In, Sb, Co, Ni, Zn) are liberated during sulfide oxidation of these boulders in the surficial environment, generating a metal-rich, low-pH leachate.Fe-oxides precipitated as rinds on the surface of these boulders under low pH conditions also contain abundant As, Bi, Sn, Cu and Zn. Abandoned or historical mines represent potential sources of metalliferous drainage that poses potential environmental risks to water and habitats. This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

The present study attempts to critically review the pillar-design as required by Coal Mines Regulations of India vis-a-vis latest rockmechanics formulae, Equivalent material modelling was the approach adopted for testing the safety and stability of the pillar sizes predicted by various formulae. Two parameters, considered here for calculating pillar sizes was the stresses acting over the pillars and the strength of the pillars. Stresses acting on the pillars were calculated by the tributary area method. Based on the studies of Coates and Hustrulid, the stress obtained was reduced by 40 percent. For calculating the strength of the pillars, three formulae, namely Holland and Gaddy, Salamon and Munro and Central Mining Research Station, India, were used. The pillar widths were then determined by equating the product of recommended factor of safety and pillar stress with the pillar strength.

"Beneficiation of low grade ores is the process of increasing the grade of a mineral through unit operations that remove and separate the waste (or gangue) material from the valuable mineral that can then be used for further processing or direct use. Important factors when deciding upon a beneficiation program are the feed grade, mass yield and the metal recovery. As lower grade ores are being processed beneficiation is a critical process. How predictive is laboratory test work for “as built” operating projects? Beneficiation includes all or some of the available unit operations to produce a beneficiation flow sheet i.e. associated unit operations including but not limited to optical sorting, radiometric sorting, crushing and screening, coarse cobbing, jigging, dense media separation (DMS), spirals, magnetic separation, flotation, thickening, filtering and drying. Reference to specific projects and the approach developed in formulating a beneficiation flow sheet and a comparison of difficult and simple beneficiation flow sheets are cited. INTRODUCTIONReserves of high-grade iron ores are reducing all over the world, at an alarming rate, over the years as a result of the rapid increase in demand for steel particularly from Japan and then China. The recovery of mineral value from the low-grade ores using present technology is more expensive than DSO ores due to high energy and capital costs. Beneficiation is defined as a variety of processes whereby extracted ore from mining is reduced to particles that can be separated into mineral and waste.Various physical properties of an ore can be exploited to separate a low grade fraction including variation in hardness, density, reflectance, conductivity and magnetism.""Beneficiation"" of iron ores includes concentration, generally by physical removal of unwanted gangue. Also considered beneficiation is the regulation of product size, or other steps such as agglomeration to improve its chemical or physical characteristics prior to smelting."

In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progress to make in that direction, although improvements usually pay for themselves very quickly.
