The coulombimetric reduction method has been used as an evaluation technique for Pb-Ca-Sn anode corrosion in the LIX-SX-EW process. The proposed methodology involves three consecutive steps, i.e., cleaning, oxidation and reduction. They are carried out in the same experimental unit, in solutions containing 180 g/L H2S04 with and without the addition of cobalt. The authors have worked in a wide range of oxidation current densities, from 150 to 500 A/m2 for in a period from 0.5 to 120 hours. It can be concluded from the results that there would be a linear relationship between the applied electrical charge I*T (Coulomb) and the anode corrosion expressed as transformed Pb mass (mg), for solutions with or without the addition of cobalt. The exception is that for the last one the corrosion rate is 5 times faster, which was observed for every layer. From the evaluation of different corrosion layers, one can point out that its composition is mainly in the form of sulphate. In the presence of cobalt, about 67% of Pb would be as sulphate (PbSO4), about 27% as a basic oxide (PbO) and only 6% as oxide PbO2 on the surface. From this result, it appears that great transformations occurred in the metal/sulphate interface. Without the addition of cobalt, the proportion of oxide Pb02 on the surface increased up to 11.5%. According to the previous statement and considering that Pb was found mainly as sulphate, the authors recommend its determination be used as quality selection criterion. Its evaluation should be performed in the acid solutions with 200 ppm cobalt addition at an oxidation current density of 300 A/m2 for a period of 24 hours.

In 1947, only a year after its own establishment, the Australian Bureau of Mineral Resources, Geology and Geophysics formed a Mineral Economics Section. Originally, this Section consisted of a mineral economist, four geologists and three auxiliary employees. Then, in 1954, it was reorganized into a professional body of six members, all mineral economists, one of whom was the chief mineral economist. At this time, a mining statistical officer from the Bureau of Census and Statistics was attached to the Section to bring about a closer liaison between these two agencies. The addition of another mineral economist in 1961 brought the Section's professional staff to its present strength of seven. In recent years, the Mineral Economics Section has gained considerable support by becoming part of the Mineral Resources Branch of the Bureau of Mineral Resources. This Branch, which has the general role of monitoring the performance of the mineral industry in Australia, has two other specialized sections- Mining Engineering and Petroleum Technology-which bolster and complement the Mineral Economics Section.

Since mineral economics is often coupled with mining engineering in the solution of mineral industry problems, it is important that the principles of this science be a part of the mining engineer's education. Essentially, mineral economics is the application of economic principles to analysis of the multistage process by which minerals are converted from geologic resources to marketable products. In some instances, it may require only the analysis of case studies from a well- developed economics core. In others, however, it requires special skills, because some aspects of the mineral conversion process--such as mineral occurrence, exploration investment and depletion-have no complete parallel in general economics. The mining engineer has been an important contributor to the analysis of mineral economics problems because of his special knowledge of the mineral industry.

Despite a long history of mining. Australia had no Commonwealth organization dealing specifically with the mineral industry until 1946, when the Australian Bureau of Mineral Resources, Geology and Geophysics was established. Once formed, this new organization quickly expanded to include a Mineral Economics Section, which was established in 1947. Australia's slowness to develop a Federal bureau for the mineral industry can best be explained in the light of her political history. From a group of British crown colonies, Australia evolved into six sovereign states which had no unified federal government until they formed the present Commonwealth in 1901.

As the gold price, and consequently ore reserves, improved in the late 1970's, a programme of upgrading the gold recovery circuit at the Phoenix treatment plant at Central Norseman was initiated. The introduction of oxidised ore with a high clay content from the North Royal open cut caused a reduction in thickening and filtering capacities, which in turn restricted plant throughput and increased gold losses in the residue solutions. Test work into alternative washing facilities showed that the installation of a five stage counter current decantation system would restore throughput and reduce soluble gold losses. Installation of the system achieved the objectives of increased plant tonnage, increased proportions of the high grade oxidised ore in the mill feed and decreased gold losses in the residue waters.

Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. THE recovery of dissolved gold from slime pulp in the cyanide process was first accomplished by intermittent decantation. This simple process consists in mixing with the pulp containing the values in solution, a solution of lower gold content, settling the mixture in a tank and decanting the clear supernatant fluid. The thick pulp remaining in the tank is pumped to a second tank together with more barren solution and again settled and decanted. After several repetitions of this operation, values are so far reduced that further washing is not profitable. The gold recovery of this process is high, but the plant required is bulky, labor cost is high and the amount of solution to be precipitated is excessive. HISTORICAL DATA As early as 1901, a plant was built in the Black Hills of South Dakota by John Randall, employing the same principles but attempting to make the process continuous by substituting for flat-bottomed tanks, cones which operated continuously, receiving a constant feed and discharging a steady stream of thickened pulp. These cones were operated in series, the thick underflow of the first one forming, with a stream of diluting solution, the feed to the second cone of the series. Barren solution was added to the tank immediately preceding the discharge tank and, after being slightly enriched by the low-grade pulp in this tank, overflowed to form a diluting solution again for the richer feed entering the third tank from the end of the series, and so on back to the richest tank of the series. Clear water was used for the wash in the final tank: This is the principle on which all successful countercurrent decantation plants operate at the present time, but Randall's plant was not successful because of mechanical difficulties in getting a continuous thick discharge from his cone tanks. A similar plant was built in South Africa although there the washes were not repeatedly used, as in Randall's case, but were precipitated after each contact with the ore. This also was abandoned

J. V. N. DORR, New York, N. Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

The paper describes an innovative geotechnical engineering solution that has been provided within the scope of the Galataport Project, in Istanbul, Turkey. Among all interesting geotechnical works included in the Project, this paper presents the design principle, adopted technologies and performance controls related to the Multi- Purpose Bottom Plug (MPBP). This original geotechnical engineering solution has been employed for the deep basement excavation in Karaköy and consists of a combination of seepage control, ground improvement, and load bearing elements, which have been executed with double-fluid jet grouting, pseudo-elliptical jet grouting and permanent micropiles, respectively. The paper highlights the importance of employing cutting-edge technologies within the foundation engineering field and state-of-the-art electronic control devices, in parallel with the essential human expertise, in order to obtain the desired results in this high-profile Project.

The situation of Japanes coal mine is in the severe enviroment, because the policy on coal mining has changed. Every year one or two coal mines will be foced to close. To continue the production of coal, we have to reduce the cost of production. Therefore, the mining by longwall method which is more than 250m was attempted at Taiheiyou Coal Mine to reduce the cost and this mining method have had successful results. To get successful results by this mining method, the controlling and prediction of gas emission from the longwall panel will be most important things. In this paper, the comparison of the predicted gas emission from the mining panel based on the measured gas content by using new device with the observed results is described.

Throughout the 1960's and 1970's world trade grew rapidly, reaching a peak of USS1.8 trillion in 1980. Since then the world recession of the early 1980's shrunk trade to about US$1.6 trillion. The reduced cash flow to developing economies made it difficult to service their huge international debts, Nowadays lenders are reluctant to grant Third World countries additional credit. The shortage of export financing, plus trade barriers set up by developed countries, is further inhibiting international trade. Therefore, countries are turning to new and creative alternatives to financing imports of consumer as well as of investment goods. Non-cash transactions, including different forms of countertrade, are rapidly growing alternatives to traditional trade financing patterns. In 1983 about 30% of international trade, or close to US$600 bill ion, were presumably done by non-cash transactions, up from barely 2% in 1976. By year 2000, half the world trade is likely to be conducted on basis of barter. As of mid-1984 some 88 nations used countertrade regularly and Governments of at least 15 Latin American countries had arranged or mandated commercial countertrade.

Mainland China To Pay Japanese Company On Contract Claim. - Mitsubishi will receive $39 million from Red China, half of what was asked, for China's having, curtailed work on a 5369 million steel rolling mill at Baoshan near Shanghai. Copper Found in Chile. - Utah International Inc., in conjunction with Getty Oil Co., has discovered a cooper deposit in northern Chile. Early drilling reveals an enriched zone grading 1.2% to 2 3% copper. Chile already has tie world's largest Cu reserve base. Soviets To Aid Laotian Tin Industry. - The U.S.S.R. has agreed to help strengthen the tin industry in Laos, a client state. In the past, Laos has only produced small amounts of tin concentrate, 500 tons to 1,000 tons per year presumably shipped to smelters in Singapore or Penang, Malaysia. Under the agreement made in June, the Soviets are to supply equipment to increase the out put of tin from the Phontieu, Neng, and Nongsen mines and help Laos with the construction of a tin smelter. The U.S.S.R. itself is a net importer of tin, although a substantial producer of the metal.

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate.
