Approximately 51 % of all ore production in Canadian underground metal mines is derived directly from open-stope operations. This method requires that large excavations remain open until the ore is extracted with a minimum acceptable level of dilution. A survey of underground mines in 1988 reported that a major factor in their closure was uncontrolled dilution. It has been reported that 40% of openstope operations were experiencing dilution in excess of 20%. This level of dilution has significant implications on the economic viability of a project, especially when one considers that a rate of return on a positive project is generally between 10% and 20%. This paper reports on the various definitions of dilution, on the methods of stope design that are presently used with the objective of reducing dilution and on a recently available survey technique that enables dilution to be quantified.

The Inland System supplies raw water to the industrial and domestic users in the City of Birmingham, Alabama. The Inland System, which is nearly 60 years old, consists of an approximately 57.9m (190 feet) high earthen dam across the Blackburn Fork of the Black Warrior River, a 39.6m (130 feet) high reinforced concrete intake structure, a 1524mm (60inch) diameter Dresser coupled steel transmission pipeline, and various distribution lines extending into Birmingham. The Inland System was owned, operated and maintained by the Industrial Water Board (IWB) of the City of Birmingham, an agency of the city government, from 1958 until 1994. In 1994, the City of Birmingham consolidated all water and distribution functions under the Birmingham Water Works Board (BWWB). In 1988, the IWB determined that the Inland System had reached a point where its reliability could not be assured without an in-depth evaluation and renovation. The IWB engaged Christy/Cobb, Inc. (CCI) of Birmingham as its consultant for the renovation work. CCI evaluated the Inland System and submitted a report to the IWB in April, 1992. The report contained several recommendations for capital improvements to the system including increasing the emergency spillway capacity, reconstructing the fuse plug, relocating public access to the lake away from the dam area, constructing a new intake structure, and constructing a tunnel through the dam abutment to deliver the water from the proposed intake structure to the existing 1524mm (60 inch) diameter supply line. The new intake structure and tunnel would provide for a future maximum demand flow rate as well as provide bypass and level control capabilities. CCI was authorized in 1992 to proceed with the engineering design for the renovation of the Inland System with emphasis on the spillway and intake structure. PROJECT DESCRIPTION The major component of the renovation of the Inland System was the new intake structure and tunnel through the dam abutment. CCI engaged Jenny Engineering Corporation (JEC) of Springfield, New Jersey as a consultant for the tunnel design. JEC was responsible for the design of the tunnel, the connecting shaft between the intake structure and tunnel, and the steel pipe final lining, while CCI was responsible for the intake structure and the connection to the existing supply pipeline as well as overall project management. CCI and JEC evaluated the project site in order to select the location for the new intake structure and set the alignment for the tunnel. A factor in the evaluation process was that the level of the lake could not be lowered to construct the new intake structure since the supply of water from the Inland System had to maintained. Fibre reinforced shotcrete in combination with other types of support systems is becoming the leading support method for underground excavations, especially those present in low quality rock masses. Sudden or rapid ground support failure can expose workers to safety hazards, damage to equipment and others resulting in production interruptions that will impact the cost of operation. Knowing the peak and post-peak strength characteristics of the support system over time are of major importance. Round Determinate Panel Testing of fiber reinforce shotcrete is the primary test used by the mining industry to determine strength characteristics; however, the tests are costly and significant manpower is required in a mine environment to build, store, handle and test the panels. For these reasons numerical modeling can result in an effective method to produce realistic results. This paper examines the strength characteristics Round Determinate Panel tests and its ultimate application in underground excavations, using Itasca?s three dimensional particle flow code (PFC3D).

Since 1958, the Sifto Salt Division of Domtar, Inc., has operated the Goderich (Ontario) salt mine in Michigan basin bedded halite, with shafts located on Lake Huron's eastern bank. Initial mining utilized a conventional room and pi1lar pattern. However, roof deterioration developed. Incidence of progressive upward failure of saltback and over1yings ha1ey-do1omite layers intensified with entry aging. Studies were therefore initiated on new mining patterns utilizing the Serata Stress Control Method. Pursuant thereto, three test areas, indicated in the mine plan of Fig. 1, were designed and excavated. Full conversion to Stress Control mining was effected in January, 1983. This paper focusses on the instrumentation work in the third test area. Test Area 3 was designed to validate the excavation geometry of the new stress-controlled main entry system. The testing of that design was accomplished, in part, by comprehensive in situ stress, property, and deformation measurements on the performance of the model main entry section of Test Area 3. The paper describes: (1) the theoretical background of the SPDR/Stress Control Method; (2) specific problems and objectives addressed by the 1983 program of in situ measurements, (3) measurement results; and (4) conclusions drawn therefrom.

The most significant trend in flotation has been the ever-increasing scale of operations. There is, however, doubt that this ongoing trend is enough to maintain the economics against trends such as falling grades, increasing mining costs, pressure on water supply and demand, rising energy demands needed for mineral processing, and a focus on whole of life value and mine legacy issues. We comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in-place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10 to 20 years, but in the meantime the focus is just as likely to be on removal of waste (beneficiation) much earlier in circuits. Either way, mineral processing and flotation as we know it will change significantly.

Selective placement of toxic mine spoil has been advocated as a means of reducing environmental pollution at the source. However, methods of burial to control environmental damage are not well understood. Using the finite element method, this paper investigates the burial of toxic material within low permeability packages below the water table. The effects of differing package and spoil permeabilities, anisotropy, and infiltration are modeled to provide information about their effect on the flow system. Projection can then be made which will assist in the design of the toxic spoil packages to limit the amount of groundwater flowing through them.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Extensive personal experience in the USA and Australia has shown that Australians working in suitable work environments are capable of world class performance. To build such work environments, mining leaders need to ditch two common management approaches that have not succeeded. Firstly, stop relying on traditional methods of trying to change people's behaviour simply by using communication alone to change attitudes and then change behaviour. Analysis of human behaviour explains why this approach fails in all industries. Secondly, stop trying to improve productivity by just running harder and increasing capital investment. Understanding work processes explains why this approach has limited success. These two approaches underlie problems commonly mentioned by many Australian mining executives: • negative or inadequate attitudes prevailing among Australian miners and managers including the lack of ownership of business goals among people at many levels • inadequate development of managers and accountability • lack of a competitive advantage in an industry in which labour costs are around 50% of mine site cash costs at many mines, and, • logical, emotional and physical barriers to change.

The five tunnel contracts of Milwaukee Northeast Side Relief Sewer System are about 80 percent complete. The tunnels are all excavated for 1.9 meter (6'-0") finish diameter sewers in a variable rock, mixed face, and glacial soil environment. Different contracts were let under two primary types of specifications, performance and prescriptive, which treated aspects of construction, such as primary ground support and groundwater control, differently. Interfacing of design and construction through field personnel allowed the needs of all parties to be met and resulted in savings in time and money to the Milwaukee Metropolitan Sewerage District (MMSD). Interfacing, cooperation and risk sharing allowed resolution of problems such as line and grade variations and potential differing site conditions. It also allowed the parties to pursue constructive changes to construction activities. Thus on one contract prescribed use of compressed air was eliminated, but migration of fines into the tunnels was stopped with filter fabric. Use of an expensive primary support system was dropped, but concern about deterioration of lagging was alleviated by use of special materials.

During initial mining operations at the Colosseum gold mine, discrepancies between the average blasthole grades and mill-head grades were quite large. In December 1987, mill-head grades averaged 39% lower than corre¬sponding estimates from the blastholes. The correlation between average blasthole grade and mill-head grade had an r-value of 0.015. The magnitude of the discrepancy and the lack of correspondence between estimated and actual grades led to a series of investigations of the sampling system, the effect of blast movement of the ore, and the estimation methodology. The discrepancy between blasthole grades and mill-head grades had been reduced by about half on a percentage basis at the conclusion of these studies. Ongoing studies have produced changes that reduced this discrepancy to its present level of less than 10%. Geology The Colosseum mine is within the Clark Mountain mining district about 68 km (42 miles) southwest of Las Vegas, NV in San Bernardino County, CA. Gold mineralization at the deposit is hosted in two 152 m x 213 m (500 ft x 700 ft) interconnected, rhyolitic intrusive breccia pipes that intruded Pre¬cambrian crystalline basement rocks and overlying Paleozoic marine sedimentary rocks. Subsequent erosion (deroofing) of all of the Paleozoic section and a portion of the Precambrian section has exposed the pipes to the present level (probably a significant depth in the original breccia pipe system). Lithologies exhibited within the breccia pipe complexes include rhyolitic felsite, and breccias of felsite and wall/ country rock. Breccia types grade from felsite plus Precambrian granite-gneiss fragments in an aphanitic felsite matrix to crosscutting breccias of felsite, Precambrian granite-gneiss, and Paleozoic sedimentary rocks in a matrix of finely comminuted material of the same composition. All the lithologies in and around the breccia pipes exhibit moderate to intense quartz-sericite-pyrite alteration, with sericite and pyrite the dominant visual alteration minerals. Gold at the Colosseum mine is generally submicroscopic and associated with sulfide mineralization, chiefly pyrite. It occurs as free gold, with minor alloyed silver. It is primarily in contact with pyrite in fractures or along pyrite grain edges. Secondarily, it appears as isolated particles in quartz and other gangue minerals but spatially always close to pyrite, and rarely as particles encased in euhedral pyrite. The pyrite mineralization and minor base metal sulfides occur in three distinct styles: as disseminations, as open space or vein/fracture filling, and in breccia clasts replacing dolomite. The pyrite megascopically ranges from absent to 30% of rock volume within the breccia pipes. Although the gold at Colosseum is apparently spatially and geochemically associated with pyrite, there is only a general proportional relationship between pyrite content and gold content. Sometimes, a high volume percentage of pyrite has only geochemically anomalous gold. This makes visual pyrite only a general grade control tool and not a specific tool. This further makes the ore control process at Colosseum all the more difficult. Initial grade control procedure Initial grade control was based on blasthole samples collected in two stages by an "automatic" sample collection device (rocket sampler). A sample was collected for the top 3 m (10 ft) in a hole. The bag was then changed so that a sample was collected for the lower 3 m (10 ft). Each sample was prepared and fire assayed to determine the grade. Large discrepancies were sometimes noted in the assays of top and bottom samples. Geographic Information Systems (GIS) are becoming a more commonly used tool for resource estimation as they provide not only a database management platform, but also the graphical capabilities to visualize resource characteristics. Interpolation methods used commonly in these resource studies do not typically provide a quantitative answer to the question: "How accurate is the estimate?" By comparing localized measurements at several locations to the interpolated thickness distribution used in a resource estimate, a quantitative analysis of accuracy can be obtained. The technique is demonstrated with a case study from Central Appalachia.

Anaconda exploration in the Rico mining, district from 1978 through early 1983 resulted in discovery and partial definition of the Silver Creek molybdenum deposit. Approximately 44 million tons of 0.31% Mo are drill-indicated, and projections suggest that the deposit exceeds 200 million tons. No source intrusion has been intersected by drilling, but its composition is suggested by silicic alkali-alaskite porphyry dikes of intramineral age observed at the surface and in drill holes. Age data and fluid inclusion studies indicate that the deposit was formed 5.2 ±2 m.y. ago and that more than 1,200 meters of cover has since been removed by erosion. Both emplacement of the hypothesized source intrusion, and the geometry of the molybdenum deposit, were influenced by three major intersecting faults. The most significant of these, the Last Chance fault, juxtaposes Precambrian quartzite and greenstone against Pennsylvanian clastic and calcareous sediments within the mineralized zone. Wallrock alteration associated with the deposit is characterized by potassic, phyllic, and propylitic zones in non-calcareous rocks, and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Pre-mineral faults that intersect the deposit contain the only surficial molybdenum, tungsten, and fluorine anomalies. Pervasive dispersion haloes of the indicator elements were intersected at depth by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

The Lucerne Valley Operations of the Minerals, Pigments and Metals Division of Chas. Pfizer & Co., Inca, are located about 5 miles south of the town of Lucerne Valley, California. These operations consist of several limestone quarries, a whiting plant which produces finely pulverized limestone products, a-kiln which produces granular quicklime and lime products, and maintenance shops, warehousing, shipping, and office facilities. Construction of the Lucerne Valley plant began in 1961 as the result of a decision to utilize large undeveloped reserves of limestone in that area. Quarry development was started in the following year; and by 1965, Lucerne Valley had become the principle limestone and lime facility of the Western Operations of the Minerals, Pigments and Metals Division.

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function method using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance method. The appropriateness of this method is shown for 38-cm ball mill.

Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin of Wyoming are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic sub-units, of the coal seam can be made. These units must be recognizable in the core and also on geophysical logs.

Maintenance of equipment in Longwall faces plays a vital role in face performance. This is more prominent when shortage of spare parts and trained personnel occurs. A study was made in an operating Indian Longwall face for identifying the types and meantime between failures. Though the duration was not enough and study was not very elaborate, it revealed certain interesting facts. The machine availability was found to be poor, though a maintenance schedule was followed. Failure of simple parts like AFC chain connectors even resulted in loss of production of 10 times the complete chain cost. This pinpoints that a proper maintenance schedule is to be developed considering the human factors and local conditions existing in the particular country. Operations research techniques could be used in the process.

Three porphyry copper districts in southern Arizona are partly overlain by post-ore fanglomerates which share certain physical and petrologic characteris¬tics and which may comprise a distinct and significant class of rock. These units are the Locomotive fanglomerate of Ajo, the Helmet fanglomerate of Twin Buttes-Mission-Pima, and the Cloudburst formation of San Manuel-Kalamazoo, termed "Locomotive-type fanglomerates" herein. Post-ore units at Poston Butte and Lakeshore, Arizona, and Sar Chesmeh, Iran, also appear to fit this class. "Locomotive-type fanglomerates" are composed of poorly sorted conglomerates, lenticular sandstone beds, andesitic to rhyolitic flows and tuffs, and unique monothologic landslide breccias. They contain fragments of holyokeite - - a rare oligoclase lava of porcellaneous appearance. Their basal contacts are considered to be depositional and overlapping, sometimes complicated by later low-angle faulting. They arc quite different than the younger Cila, Pantano, and most "Whitetail" alluvial beds, and the older Amole, Recreation, Claflin Ranch, etc. elastics; in particular they are thinner and less widespread. Their ages are Eocene to late Oligocene. "Locomotive-type fanglomerates" may be genetically related to porphyry coppers as products of subsequent differentiation and volcanism, and sedimentation in short-lived basins of restricted area and extreme relief. They might be utilized as reconnaissance guides to target areas and as structural guides within target areas in the southwestern U.S., Northern Mexico, and elsewhere.

Column flotation technology has a demonstrated potential for recovering clean coal from high-ash waste fines. The effect of different variables such as air flow rate, frother addition, depressant addition, percent solids and particle size on the quality of separation are discussed. Results indicate that air flow rate and depressant addition are the important variables which control the selectivity in the flotation of fine coal in a column cell. Separation efficiency achieved with column cells is significantly better than that with conventional flotation cells. Under appropriate experimental conditions with a deep column, more than 80 percent coal can be recovered in the concentrate containing 10 percent ash from waste fines containing over 60 percent ash.

OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.
