Three Federal programs exist for identifying significant environmental chemicals, including minerals, that should be tested for toxicological effects. Two programs are mandated by law and can lead to industry-funded studies; they are administered by the Environmental Protection Agency and the Agency for Toxic Substances and Disease Registry, respectively. The third is the National Toxicology Program, a Federally-funded testing initiative. This paper summarizes the three programs, describes their similarities and differences, and discusses their applicability to minerals.

All the more reason to hone technical skills, reconnect with old contacts and get one’s finger on the pulse of the industry.More than 400 did just that in the balmy sunshine and among the saguaro cactus of the Tucson venue of the SME Arizona Conference.Giving the keynote speech was Patrick Merrin, vice president at Hudbay Minerals (see box), while the luncheon speaker was University Distinguished Professor Mary Poulton, director of the Lowell Institute for Mineral Resources at The University of Arizona.“Attendance was great, especially given the copper price,” said Ta Li, vice president of business development at Tetra Tech and 2001 SME President. “The luncheon speaker was one of the better ones in recent years. Her talk contained a lot of fresh ideas, and practical versus theoretical concepts.”Talk about values, not economicsPraise was unanimous for Poulton, who gave a thought-provoking talk on “The New Face of Mining: The Culture Change for Compatible Mining.” Corporate social responsibility has been embraced by the metals mining industry, and it’s being done right, she said. “So why do we have more conflict? Why are there more protests? Why does permitting take longer and longer?” Poulton made a case for an approach based on compatible, rather than sustainable, mining to present a new face of mining that can be compatible with communities, cultures and the environment, and still be profitable. When the mining industry starts to talk about compatibility between what it is doing and what “me,” as the consumer, wants, what “we,” as citizens of a community, want, and what’s good for the “world,” we’re going to see the next culture change happen, she concluded."

Cyclic voltammetric and potential step chronoamperometric techniques were used to study gold dissolution in cyanide solution. Three distinct anodic peaks and one cathodic peak appear on the voltammogram between -0.50 and 0.80 V vs. SCE. The corresponding reactions were proposed to explain the peaks and the passivations. The proposed reactions were in agreement with the effect of pH and cyanide on the magnitude of the peak currents. Cyclic voltammetric tests, with various vertex potentials, were also conducted to examine the proposed reactions. Steady-state currents at various potentials were obtained by potential step chronoamperometric technique and were compared with transient currents obtained by the cyclic voltammetric technique.

The Mt. Todd Gold Project in the Northern Territory is a joint venture between Billiton Australia Gold Pty. Limited, a wholly owned subsidiary of Shell Australia Limited, and Zapopan NL. As manager of the project, Billiton is guided by Shell's corporate policy that foremost consideration be given to protection of the environment from unacceptable impact and that sound environmental programmes are to be implemented effectively at all company operations. This policy on Health, Safety and the Environment helps operating companies in addressing environmental matters in a systematic way and gives guidance on the practical implementation of a range of controls to protect the environment. Most importantly, it seeks to do this in a co­ operative rather than adversarial manner. In developing the Mt. Todd Gold mine the joint venturers' environmental objectives have therefore been to plan and operate the project consistent with the highest industry standards and community expectations and in accordance with all Northern Territory government requirements. A development strategy has been designed which minimises environmental effects. Planning priorities have focused on the successful co-existence of the mine with an endangered species of bird, the Gouldian Finch, which breeds in the area; the mitigation of impacts on surface and ground. water qualities; and the protection of significant Aboriginal cultural and archaeological sites.

Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. Big data is generated from both surface and underground mining operations. Such data contain a wealth of information concerning safety and health in the workplace and production parameters. This paper will discuss the progress towards developing an accurate forecasting model for methane gas concentration based on the analysis of data collected from Atmospheric Monitoring Systems in underground coal mines employing time series models. Several procedures need to be applied to raw data, such as data cleaning and filtering for outlier removal, data homogenization and segmentation, and exploratory statistical analysis. The data analyzed were retrieved from two coal operations in the Eastern US. A negative correlation between barometric pressure and methane gas concentration was established, at least for certain data segments. Such correlations raise the possibility that barometric pressure data can predict variations of gas concentration in the mine. The datasets will be further investigated to establish the robustness of barometric pressure and gas concentration correlation and explore the dependence of gas concentration on other factors related to mine design and operations

Pneumatic, triboelectrostatic processing of physical mixtures containing fine (-200 mesh) particulate may have significant application potential in the mining and energy industries. Such dry processing methods, especially for finely comminuted materials, have not been examined in as much detail as wet processing methods nor have been part of the training or education of mining and process engineers. We have examined fundamental and applied physical and engineering factors controlling triboelectrostatic beneficiation of fine-sized physical mixtures, one of which -combustion fly ash -has size, heterogeneity and mineral concentrations typical of those expected in mined minerals. The applicability of dry processing, however, cannot be readily evaluated because of the unavailability of standard procedures for process assessment.

In the author's selenium report of 1994 (1), the literature was culled for selenium removal technologies that had a chance of producing effluents with <10 ppb of total selenium. Very few processes could achieve such low concentrations. The EPA dictates such low concentrations. Discharges to fishery waters must be <5 ppb total selenium. The federal max­imum contaminant level ( MCL) for drinking water is 50 ppb. The EPA regulations are for total selenium, not for the species, perhaps because an approved EPA assay method is atomic absorption and it cannot distinguish between species.

One year ago this month, we in Central Florida witnessed the beginning of a most exciting and glamorous attraction. After three years of construction and anticipation, Walt Disney World opened its gates near Orlando and during its first year of operation received a flood of over 10 million visitors---half of all who came to Florida last year! The side effects of this newest addition to Florida have been phenomenal. Traffic on heavy days has been backed up for 30 miles from the amusement park along a major interstate highway. Hotels and motels have been jammed packed for months, and reservations are still difficult to make. Gasoline stations, restaurants and souvenir shops are doing a booming business. Everywhere you look as you ride the highways of Central Florida you see the signs of growth. New hotels spring up almost overnight. Golf courses galore. New housing projects and apartments sprawl where orange groves used to be. New roads criss-cross areas which were once deserted. There seems to be no end to the steady influx of tourists and new residents to the Sunshine State. And it&apos;s mainly because that we are the Sunshine State that they come. Air and water pollution is and has been at a minimum in Florida. Pollution and emissions are fighting words among some groups dedicated to preserving the bountiful environment we share in Florida. Little wonder then that some of these people display concern when they learn that just 50 miles from the entrance to the Magic Kingdom of Disney, phosphate draglines strip away thousands of acres of land each year to extract one of our nation&apos;s most precious

Relative quantitative analyses of certain mineralogical and textural properties of carbonate rocks were made with an image analysis computer. The instrument, referred to by its manufacturer as a Quantimet; consists of a petrographic microscope, a television camera and monitor, a detector, an electronic computer, and a read-out meter. Measurements were made on polished and etched specimens, standard thin sections, and on scanning electron micrographs of carbonate rocks. Critical to the success of the analysis is the preparation of the specimen in such a way that good optical contrast is obtained between the various petrographic components. The dolomite content, the pore volume, pore boundary projection, and pore size distribution of high-purity carbonate rocks were measured by image analysis methods. The frequency and size distribution of void inclusions in dolomites were determined by image analysis of scanning electron micrographs of cleaved surfaces. Image analysis methods permit rapid and quantitative assessment of various microscopic properties. The results are of reasonable accuracy and certainly are relative quantities that may be used to characterize carbonate rock materials.

Airborne particulates can be generated by combustion processes, comminution, or materials handling, and regulation of these particulates by EPA are becoming progressively more stringent. Regulations will soon include “nanoparticulates,” particles finer than 100 nanometers, which are believed to have significant health effects due to their high surface area and reactivity. Although it was argued that nanoparticulate concerns were only important for combustion, studies here have shown that material handling and comminution release significant quantities of nanoparticles into the air. Laboratory studies have shown that sodium metasilicate reduced airborne particles finer than 10 micrometers (PM10) by 86% and particles finer than 2.5 micrometers (PM2.5) by 80% for iron ore. Additional studies were conducted which revealed that nanoparticulate emissions were present in the types of operations conducted at pyrometallurgical facilities.

The worldwide talc industry has experienced significant changes since the 1980&apos;s. Consolidation of companies and operations in Europe, Australia, and North America has altered the face of supply and distribution. Imports of Chinese and Australian crude have increased competition and product options. The number of processing operations without local mines has moved competition closer to the market area. Quality controls related to ISO certification and tighter specifications demanded by the customers have altered the way our mines and mills operate. Ceramics, coatings, and paper applications continue to consume the majority of processed talc.

Daily everyone depends on the great variety of glass products, so much so that glass is often taken for granted. In fact most people do not realize how versatile glass has become. Consider the various uses and then try to imagine a day in which we are not influenced by glass. Common uses include container ware, table ware, window glass, lead crystal, automobile glass, and fiber glass. Several less common, but important, uses include laboratory ware, pharmaceutical, TV bulbs, light bulbs, glass ceramics, optical glass, fiber optics, and laser glass. Corning, Inc., a leader in specialty products, uses nearly 1 000 different compositions to manufacture about 60 000 different products (Edwards and Copley, 1977). Glass is such a complex product that-definitions vary and exceptions can be found for most definitions. Glass is an inorganic amorphous (non-crystalline) solid. Most glasses are produced by melting of a mixture of oxide raw materials, and then cooled to room temperature. Soda-lime-silica composition.s account for about 90% of all glasses melted (Anon, 1973). The properties of the glass product come mainly from its chemical composition. All of the different glasses require melting a combination of raw materials and forming the molten material into the desired shape. Both the melting and the forming processes use sophisticated technology and these technologies require experts to manage these production systems. The manufacturing process is continuous and takes place in tonnage quantities, so adjustments in the batch to achieve the desired finished product requires a great deal of expertise. Raw materials are fed to the batch mixing area in very large quantities (tons in most cases). As a result, impurities in the range of 0.1% result in addition of that impurity within the molten glass in kilogram amounts. More than twenty different industrial minerals are consumed in the manufacture of various kinds of glass (O&apos;Driscoll, 1990). This chapter describes the major and minor ingredients of the various glass batches. It discusses the roles of the various oxides in the glass batch and most importantly considers the mineral raw materials which supply the glass industry. Each of the raw materials is described in detail in other chapters so the geology and mineralogy sections are kept brief here. Container glass, by far, accounts for the most production; followed by flat glass, fiber glass, and specialty glass of which table ware accounts for the greatest tonnage. [Table 1] shows the general production data for 1987 through 1990. Statistics for many of the uses do not appear because production volumes are small compared to the major uses. The glass industry is organized in four categories: containers, flat glass, fiber glass and specialty glass. The US Department of Commerce, Bureau of Census, publishes production data about the glass industry in three different categories: 1) glass containers, 2) consumer, scientific, technical and industrial glassware, and 3) flat glass. The Bureau has very complete statistics about the glass industry in these three categories but they report production data in different units according to industry standards. Therefore, [Table 1] gives the production data in dissimilar units. The production of most glass articles follows similar steps. The raw materials are mixed and the resulting batch is fed into the furnace. In soda-lime-silica glasses melting begins between 600 and 900°C. At these temperatures CO, and other gasses are released which create bubbles in the molten glass. To remove the bubbles and insure complete melting the temperature is raised to between 1 500 and 1 600°C. This is the melting-refining stage during which the refining agents in the glass batch serve to aid in the release of gas bubbles, homogenize the melt, and prevent the formation of scum on the surface of the molten liquid. At the conclusion of the melting-refining stage the glass is too fluid for working and the melt is cooled to about 1 100°C to attain the proper viscosity for working and forming to begin. After the glass article has been made, it must undergo annealing (slowly and uniformly reheated and cooled) to remove thermal stresses that were created during the forming process.

The solving of complex metallurgical flowsheet calculations by hand is, at best, a tedious job which often proves that engineers, too, make mistakes. The high cost and long lead time associated with manual flowsheet solutions have led several organizations involved in research, development and construction of extractive metallurgical processes to search for computerized systems which will solve flowsheet calculations. Although design flowsheet programs have been developed by the chemical industry, the ability to solve flowsheets involving particulate solids is usually overlooked. A new computer applications system has been developed at Fluor Mining and Metals which has been designed to accommodate the type of design flowsheets required by the minerals industry. By employing the sequential modular computation technique, a library of metallurgical pro- cessing routines may&apos; be accumulated which are used by a universal executive system. This technique enables rapid solution of new process) .flow- sheets with only a minimum of additional programming effort. The implementation of the FLEXMET flowsheet solution system is the subject of this paper. Some of the major features of the system which are examined include interactive input data handling, automated flowsheet calculation order arrangement, flexible accomodation of unit operations models and advanced management of recycle and specification control calculations.

The Coal, characterized by coal quality parameters as for example, ash content (Ad), moisture (Wrt), heat content (Qr1), sulphur content (Sd) and other parameters is still in many countries the basic source of energy. Energy is life, especially in modern society, where the demand for ecologically clean energy is very high; and therefore, there is great importance in effective coal utilization Direct utilization - burning of coal for energy generation, is still one of the most effective methods. In most cases, it is one of the cheapest energy transformation methods in spite of the fact that this energy transformation is connected with the deterioration of our surroundings. Deterioration can be substantially reduced if the burning of coal at power stations, heat power stations and other coal consumers is optimized. That means the burning is done in steam boilers, the technical state of which is very good; the coal has minimimum .variations with respect to the projected values; and the burning process is controlled and checked not only from a regulation point-of-view but also from an ecological point-of-view. The instrumentation capable of measuring the characteristic coal quality parameters in real time exists and it forms the basic assumption for the work our research team has made. The proper application of this instrumentation is able to provide information for burning process optimalization. It is the main topic of this paper, which is the compilation of the information on our work -made during the last five years. The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer&apos;s function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

Continuing experience in the Black Hills, South Dakota, indicates the persistence of several natural contaminants in mine waste effluents under circumneutral pH conditions. Selenium and arsenic are the most problematic environmental contaminants observed in these effluents. The contaminants are present in ore and waste rock as naturally occurring trace elements, and under the physico chemical conditions of the mine waste repositories are mobilized by oxidation and desorption reactions into infiltrating water. Characteristics of the mine wastes, waste repository construction, and Black Hills climatic conditions, indicate these natural contaminants may persist well into the future causing long-term mine closure liabilities, a difficult challenge to both mine operators and regulators.

The bacterial-oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery is marketed by BlOMlN Technologies S.A. The process was originally developed by GENMIN who is still providing testwork, design and commissioning assistance to BIOMIN. Since 1986 three BIOX® plants have been commissioned by GENMIN. A further two plants will be commissioned during 1993 and 1994. The commissioning and operational experiences from these plants are described in the paper.
