Extensive underground excavation will be required for construction of a mined geologic repository for nuclear waste. Hundreds of thousands of feet of drift will be required based on the conceptual layout design for each candidate nuclear waste repository. Comparison of boring and blasting excavation methods are discussed, as are special design and construction requirements (e.g., quality assurance procedures and performance assessment) for the nuclear waste repository. Comparisons are made between boring and blasting construction methods for the repository designs proposed for salt, volcanic tuff, and basalt. Differences in the geologic media and settings of the prospective sites influence the excavation method in terms of drift length, size of opening, drift slope, rock quality, and boreability. Support requirements, ventilation, and the ability of the geologic system to retard radionuclide migration are also directly impacted by the geology and excavation method.

The evolution of engineering education and research has been profoundly influenced by computer technology and has concomitantly followed changes in this technology. Today, virtually all faculty have access to at least two hierarchies of computers: desk personal computers and at least one echelon higher (workstations or a variety of mid-sized computers). Most faculty have access to three or even four hierarchies: the two listed, plus super-mini and super computers. The ready availability of computers at a low cost has increased dedicated and site-specific computer technology. This has permitted universities to move into the field of macro-engineering, to address increasingly complex problems in resource recovery, manufacturing and many other areas, including important societal problems, like the environment. The creation of university research centers indicates the growing importance of macro-engineering involving large systems of interactive components. Funding agencies have increasingly favored such centers since they cross disciplines, generate inter-university consortia and foster university-industry programs.

Brian graduated from the University of Alberta in 1973 with a master's of science degree and worked as a project metallurgist at Brenda Mines until 1977. He returned to the University of Alberta in late 1977 to work on his Ph.D. and later joined the faculty of engineering in 1980, leaving in 1988 to rejoin Brenda in the newly formed process technology division. In 1998 he left Svedala-Brenda to take a position with Simons International's newly formed enterprise development services group. His topic today is "People: Reduce, Reuse, and Recycle." INTRODUCTION BRIAN FLINTOFF: Historically, the mining industry has relied on the people within a corporation to get things done. The culture of most companies was one of a slow but sure development of people, processes, equipment, and technology. Many of the larger companies supported in-house engineering and research organizations. However, the metal market pressures of the 1980s and the emergence of the global economy in the late '80s and early '90s put enormous financial pressures on the industry. As the old adage says, "necessity is the mother of invention," and the mining industry, like many others, has undergone a transformation. A cornerstone element of the transformation was the downsizing (or right-sizing) that was calculated to "trim the fat" from the capital and operating budgets. The goal was and is to find the highest sustainable operating profit.' While I'm sure one can find examples of losers (e.g., those who can be classified as suffering from corporate anorexia or institutional Alzheimer's) in such business reengineering efforts, there is little doubt that, on the whole, the transformation has been successful. The reality that now faces mill management is "How to do more with less?" At the risk of oversimplifying, one can look at this on two levels:

Unsegregated pyritic uranium mill tailings from Elliot Lake, Ontario, with and without limestone amendment, were subjected to column leaching experiments for the purposes of predicting the onset of acidic drainage and the magnitude of metal and radionuclide release under various treatment and control strategies. The unamended tailings produced acidic drainage after approximately one and a half year. The tailings mixed with various grain-sized limestone did not produce acidic drainage during the study period. The tailings consist essentially of quartz, K-feldspar, muscovite and pyrite. The unsegregated tailings amended with very fine limestone displayed the least amounts of pyrite loss whereas those without limestone amendment had the greatest pyrite losses. Predicted onset of acid generation varied from 16 to 75 years for the top sections and in most cases greater than 100 years for bottom sections of the unsegregated tailings with limestone amendments. Unsegregated tailings mixed with fine- and very fine-grained limestone proved to be the most effective in controlling or delaying the onset of acidic drainage under unsaturated conditions.

The analysis of mine safety indicators using a scientific method can improve mine safety and assist management in making informed decisions. This research establishes a mine safety evaluation index and proposes an integrative evaluation model based on the entropy weight and grey clustering methods. The index consists of 27 indicators classified into seven criteria: working environment (A), miners’ attributes (B), safety policies and education (E), prevention and control (F), and monitoring and supervision system (G). Using Pakistan’s mine safety situation as a case study, the proposed model categorized the indicators into five safety levels (very low, low, medium, high, very high) for the present situation and for their relevance in terms of future safety improvement. The results show all of the criteria falling into the very low level for the current mine safety situation. Three of the criteria — C, E and G — are identified as having very high levels of significance for future safety improvements.

The National Institute for Occupational Safety and Health (NIOSH) and Northwest Barricade LLC (NWB) conducted a study to evaluate the effectiveness of a novel fire blocking gel for use in underground coal mines to extinguish or retard the growth of a coal fire. The gel agent was subjected to controlled laboratory testing to assess its ability to delay coal ignition. It was then evaluated to determine if manual fire hose application could be used to apply the agent to mine roofs and ribs to provide a safe egress for mine rescue teams from a fire area. The gel agent was also evaluated in a water sprinkler system to determine its potential for use in conveyor belt fire suppression systems. The agent was then tested in live-fire exercises to examine its effectiveness in retarding and extinguishing a deep-seated coal fire and wood fire. Lastly, the ability of a mine rescue team to quickly and safely apply the gel agent to a mine entry during a simulated mine fire exercise was determined.

In this chapter, the principles that determine the procedures selected to transform minerals in the ground into usable commodities are re¬viewed.a I argue here that straightforward mod¬ification of the modern general economic theory of production suffices to meet the practical needs of a mineral economist. Therefore, the chapter is largely a review of the general economic theory of production to which is added discussion of the special prob¬lems of the exhaustibility of mineral resources and the economics of finding and developing economically recoverable minerals. In many cases, propositions applicable to all industries are reviewed because they are not treated ade¬quately in prior texts. In the discussion, use is frequently made of basic concepts of differential calculus widely used in economics. However, this is supple¬mented by simpler verbal and graphical treat¬ments, so that those either untrained in the calculus or, as is often the case, whose skills have grown rusty, can still follow the discus¬sion. Where the argument depends critically on the mathematics, this is noted and the justifi¬cation for including the material is provided. In addition, an appendix outlines the critical mathematics and reviews some of the numerous books published that provide the most readable available introduction to the subject. Further¬more, mineral industries examples are used to suggest the relevance of the theory. THE RELEVANCE OF THE ECONOMICS OF PRODUCTION Three basic steps are involved in establishing the relevance of economic analysis to mineral ¬industries decision making. First, the general theory of production must be defined, and its relationship to the simpler models of production stressed in economics textbooks must be noted. Second, the critical modification-considera¬tion of the problems of discovering and devel¬oping mineral deposits-must be developed. It turns out this too involves a special case of the general theory of production. Third, the concept of an economics of exhaustible resources must be explored sufficiently to suggest why its practical relevance is doubtful (or at least far smaller than the numerous writers on the subject seem to believe). The present approach is heavily influenced by post-1945 developments in economic anal¬ysis. Particularly since World War II, economic theory has drastically changed its scope. First, stress has increased greatly upon viewing the economy as a network of intertwined markets known technically as the general equilibrium system.b In this view, not only is the economy viewed as an integrated system, but critical con¬cepts are viewed somewhat differently than was previously fashionable. The mineralogical and chemical compositions of various waste materials undergo different reactions when treated thermally The heavy metal contents can be bound to stable phases. These minerals are called reservoir minerals. The main property of these minerals is the stability in their geochemical surrounding containing the heavy metal cations and anions. Examples for these minerals are apatites, spinels, garnets, perovskites and also water containing minerals like ettringites, metal-metal-hydroxi salts, jarosites and zeolites. When the chemical compositions of different wastes are mixed according to the compositions of the new formed minerals, a probable reuse of these wastes can be obtained. The use of waste incineration ashes for the production of cementitious binders and the use of flue gas desulfurization products for cement additives are shown. Also the transformation of highly contaminated materials into stable reservoir mineral assemblages are shown including the study of stabilization and immobilization techniques.

The main goal of this paper is to present readers with recommendations for choosing coaxial cables appropriate for mining applications of Time Domain Ref 1 ectometry (TDR) to monitor rock mass movements. Prior to discussing the recommendations, mining applications are illustrated with examples and the operating principle of TDR is discussed briefly. Items that affect the result of the monitoring system performance include the coaxial cable selected, the grouting material used, and the installation procedure.

Iran possesses very large copper resources, estimated to contain around 4-5% of the world's known copper inventory. There are several small private sector copper mining operating in the country, but Iran's copper industry is dominated by the state-owned National Iranian Copper Industries Company, which operates the world-class Sar-Cheshmeh open-pit Mine. This mine was developed in 1970s before the 1979 Islamic Revelation by the Atlantic Richfield Company (ARCO), the former Anaconda Copper Mining Company. Current Iran?s copper cathode production is about 250,000 mtpa and recently it is targeted to reach to 700.000 t by 2014. The required finance for this target is estimated US $2.25 -b, i.e. US $5000 for each tonne capacity. The copper content of the mineable reserves of the country is estimated about 19 Mt. It is not unlikely this amount increases in close future. Currently, almost 30 projects consist of mine, concentrator, smelter, refinery, acid plant, leaching, bio-leaching are underway. These projects are a golden opportunity for the local and foreign companies, but the recent sanctions are very challenging that all studied in this paper.

Marble is a preferred surfacing material in up-scale buildings. Its use increased in the 1870's with rising national wealth and declined in the 1950's when synthetic materials for these applications were developed. Natural marble is now limited to high-end domestic and commercial structures. Cultured marble is a paste of white marble dust and polyester resin cured in molds yielding fixtures of specific finished dimensions. Dyes incorporated at different stages in the mixing cycle mimic shades and veining of natural marble. This paper discusses the filler requirements for cultured marble production and reviews new techniques to cut and finish natural marble.

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. Erie Mining Company, a pioneer in the iron ore pelletizing industry, has continued to develop methods and equipment to improve cost and quality. Under the management of Pickands Mather & Co., this property, owned by Bethlehem Steel Corporation, Youngstown Sheet and Tube Company, Steel Company of Canada, Ltd., and Interlake, Inc., has initiated a number of operating improvements for the taconite industry. One of the most noteworthy of these, which is applicable to the entire mineral industry, is the principle of fine screening with rappers (FSR). Erie's original efforts in the field of fine screening, which date back to 1961, were described in the April 1967 issue of the MINING ENGINEERING magazine. In that same month, Erie placed into operation a full scale PSR and regrind plant addition, capable of processing 10.3 million long tons of iron ore concentrates, produced by conventional taconite grinding, classification, and magnetic separation methods. Since this first successful commercial operation of the PSR principle et Erie, it has been applied in eight other iron ore beneficiation plants end is being tested by other U.S. and foreign companies. In addition to the use of PSR units at Erie Mining Company, Pickands Mather has applied PSR to other of its managed properties end to projects under development. "INTRODUCTION This research produced a shotcrete formulation that extends beyond stabilization and can be used to restore the structural integrity of damaged infrastructure. The primary challenge was to develop a shotcrete or gunite with structural strength within a few minutes to prevent parasitic loading and allow ingress into damaged structures within a few minutes of the mix formulation being applied. This also applies to mining conditions where rapid support of progressive failures can minimize failure. An additional benefit was the discovery that the product had extremely high adhesion properties in addition to high flexural strengths. The approach to product design was the development of “single bag” dry mixes that are entirely self-contained, can be rapidly transported anywhere in the field or underground, and be deployed using simple equipment. Dry mix eliminates issues relevant to high shear water mixing, as water is added in the form of a mist at the point of delivery; thus low W/C can be achieved. However, as there is no onsite powder mixing, the product must have a high degree of inherent homogeneity. A commercial version of this material is currently offered as Minova’s Tekcrete Fast® product which has been successfully deployed in the mining industry and is currently being used in civil, construction and tunneling operations. The material can rapidly stabilize unstable ground in metal/nonmetal and coal mines. This paper described the technology development, product testing results and applications in mining and civil applications. BACKGROUND The original development of this product was to complete rapid stabilization of shock damaged structures, which falls outside the purview of normal construction and mining practices, due to the critical time issue and the nature of the damaged structure. The stabilization of damaged structures requires materials and equipment that can be rapidly deployed to place materials that have very rapid strength development. These materials need to be placeable at a distance to provide some degree of safety to the responders. In addition, the materials must be able to adhere to structural surfaces that have not been specially prepared and conditioned, and may also be highly fractured, dusty, wet, and quite possibly hot or extremely cold. The technology for the rapid delivery of large volumes of cementitious materials to vertical or even overhead surfaces currently exists. Pneumatic delivery (shotcreting) has been used in construction for over 100 years (American Shotcrete Association, 2014). Shotcreting has played a major role in structures like the Washington D.C. Metro subway system and been used in underground mining applications routinely to serve as part of the primary and secondary support system when used in conjunction with traditional roof bolts. Numerous rapid setting cements are commercially available. They are used for rapid repair of surfaces such as bridge decks, pavements, and commercial floors, as well as structural repairs of vertical and overhead surfaces. Few of these products are specifically marketed for use in shotcrete applications. The majority of rapid setting cements are based on, or at least contain, Portland cement as a principle component. Other components are added that help provide early strength, such as high alumina cement (HAC), organic polymers, chemical accelerators (which can also be added during concrete batching), and calcium sulfate hemihydrate (e.g. gypsum plaster) (Lea, 1971). Cementitious mortars prepared with some of these cements can achieve compressive strengths of 6.8 – 13.8 MPa (1,000-2,000 psi) within 1 hour. However, Portland cement mortar and concrete typically require many weeks of proper curing to reach significant levels of their ultimate strengths, even when used with set accelerators. Pebble phosphate deposits of Florida have been established from south of Hardee County to north of the Georgia state line or a distance of over 200 miles and mining has been carried out in an ever-increasing scale since 1885. Deposits that can be mined on the economical standards of today, however, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of the Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate occurs usually as rounded pebbles, ranging in size from about 1 inch down to approximately 400 mesh. The phosphate may vary from well- defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white or "salt and pepper rock." The screen size distribution varies considerably between locations and the recoverable phosphate varies may extend down to the 400 mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope. "History - How did you get into mining and involved with SME?Unlike many past presidents, I do not come from a mining lineage. I liked math in high school and believed I wanted to be an engineer. I told my math teacher that, and he laughed in my face. I believe that humiliation is what carried me through engineering school. At the time my ability to go to college relied on how inexpensive I could make it. My brother told me that there were a lot of scholarships in mining engineering, and I should apply to mining schools. As usual, he was right and I was off to the University of Idaho to study. My first summer break I got a job with Hecla at a mine in Arizona. I was a laborer on a shotcrete crew. I knew after the first summer that I loved underground mining, and I never considered changing disciplines. Looking back, I was working in miserable conditions (hot, humid), on a miserable job (shotcrete), where I got injured, and two summer student roommates died in a car accident on the commute home after work. I had every reason to hate the industry, as I had seen virtually everything bad about what we do. But I didn’t, I loved it. I said I was good at math, I never said I was smart.I joined SME in college because I was told to by the head of the mining school, Dr. Jack Hoskins. You did what Jack told you to do. I got involved because I went to an annual meeting and the papers in the underground sessions were terrible. I refer to bad papers as the “Tensile strength on cable bolts in sub-arctic regions on Tuesday” papers. Real snoring fodder. I don’t remember who I was complaining to, but they told me to quit my grumbling and fix it. So I chaired a session, and tried to get only good quality papers, something that has been my mantra for years with the Mining & Exploration Division. I also volunteered to help the local sections too. Then one day I woke up as president.What is your opinion of the health of the mining industry?The mining industry is in bad shape. Coal is under attack and will likely never recover to its former greatness. Our President has banned new coal leases, and the state of California is forcing people it does business with to divest their interests in coal companies. And that all happened in just in a few short weeks this January. Usually in America you get a trial before you are given a death sentence, but not with coal."

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.
