This paper summarizes significant findings from the ongoing NIOSH Gas Well Stability research over the past decade; in particular, the important ground control engineering considerations. Longwall-induced surface and subsurface deformations may induce gas well casing deformations and stresses, depending on a few parameters such as overburden depth, overburden geology, topographic relief, strata dip, gas well setback distance, and a gas well casing cementing alternative. Overburden depth to the mining seam is one of the most influential factors; shallow overburden depth induces large horizontal displacement and resulting casing deformation and stress, while deep overburden depth induces large longwall-induced vertical pressure. Overburden geology is another important factor affecting the longwall- induced casing deformations and stresses; the large contrast of bending stiffness at the soft-to-hard rock interfaces tends to induce large casing deformations and stresses. Large surface topographic relief and the presence of soft-to-hard rock interfaces below the stream valley bottoms may shift longwall-induced subsurface gas well casing deformations closer to the surface, thus having less impact on underground. mining operations. Strata dip magnifies longwall-induced deformations by 20% per degree of strata dip for down dip longwall excavations. The gas well setback distance is also a critical geometric parameter; the effect of longwall-induced deformation decreases exponentially as the setback distance increases. Longwall-induced casing deformation and stress will be mitigated or totally uncoupled for uncemented production casing.

The title of this session is "Wall Street Looks at the Mining Industry," and I am going to attempt to answer the question: Shouldn't Mining Stocks Sell at Higher Price Levels? Or, What Does Wall Street See When Looking at the Mining Industry? Well, it sees a capital intensive business, a technical industry, and a growing industry becoming more vertically integrated. But, at the same time, Wall Street sees a cyclical industry, a fragmented industry of erratic earnings, spotty public relations, a feast-or-famine business where the public usually does not differentiate between coal mining or metal mining, and does not appreciate either the risks or the rewards. As a result, mining stocks generally sell at relatively low price learnings ratios in comparison to other industrial groups. This PIE ratio, the current market price of the capital stock divided by annual earnings per share, is probably the most popular index of a stock's value. The average of the price/ earnings ratios of the 30 stocks comprising the Dow Jones Industrial Average is over 14. This diverse group of stocks is widely regarded as being a cross-section and representative of the industrial companies listed on the New York Stock Exchange. However, in comparison to 14, Asarco and Kennecott shares are currently available for about 8 times annual earnings. Even discounting earnings from South America, the stock of these two companies sells at only 10 times earnings. Of course, Peruvian politics is currently preventing Cerro shares from selling above 6 times earnings, and Chilean politics keeps Anaconda shares at a PIE multiple of 7. However, even in better times, these companies rarely sell above 10 times earnings. American Metal Climax and Newmont sell at only 11 times earnings as does Phelps Dodge and St. Joseph Lead. Few mining companies then have what can be considered a high PIE ratio-a figure higher than

1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old. Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.

The Electrolytic Zinc Company of Australasia Ltd., generates a jarosite waste at its Risdon smelter. Since 1974 this waste has been disposed of at sea off south-east Tasmania. As part of a monitoring programme prescribed by the Australian Government, bottom sediments from the disposal zone are monitored regularly. QEM*SEM image analysis complements conventional chemical analysis, having the ability to partition the occurrence of an element between sediment particles of metallurgical and natural origin. The adaptation of QEM*SEM techniques to the evaluation of bottom sediments provides insight into the fate of the particles of jarosite waste.

Resource figures for bentonite clays are generally based on stratigraphic, sedimentary geologic data and drilling and sampling. Estimates of bentonite resources and/or reserves commonly found in the literature report on bentonite occurrences in specific localities or areas but none on any documented comprehensive estimates of bentonite resources. From 1974 thru 1977 the Bureau of Land Management conducted extensive studies of the resources of commercial grade bentonite in the three state region. These investigations consisted of: 1. Stratigraphic and geologic sampling with supplemental drilling data, followed by geostatistical analysis. 2. Data compiled from a systematic search of county and state records on mining locations, leases and acreage filed for bentonite. Estimates of resources of commercial grade bentonite using industry parameters were calculated from these data sources. It is concluded that there exists from 1.5 to 2.4 billion tons of in-place bentonite in Wyoming, Montana and South Dakota. Assuming a 5 percent annual growth rate for the industry, this would indicate a life of 62 to 73 years.

Foster-Miller has recently developed a new concept.for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slipforming placement technique. lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/hr. The polyurethane foam liner is designed to be thinner (100 mm) than a conventional concrete liner (300 mm). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to be operated remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

Caro's acid (peroxymonosulfuric acid-H2SO5) is used to destroy cyanides in tailings slurries due to its rapid reaction and low capital and operating costs. Due to its instability, Caro's acid is generated at the mine site using a hot or cold process. The majority of gold mines that use Caro's acid use the FMC hot process. In the FMC hot process, it is not necessary to cool the Caro's acid to minimize decomposition since it is used immediately upon generation. In contrast, the cold process uses a chiller to cool the raw materials and product. This paper will show, using laboratory and field data, that there is virtually no difference in Caro's acid yield between the cold and the FMC hot processes. Caro's acid yield depends on the mole ratio and concentration of sulfuric acid and hydrogen peroxide and is independent of operating temperature.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. INTRODUCTION Koolyanobbing is an open cut iron ore mine, which is located in Yilgarn region of Western Australia. To prevent the operators from suffering silicosis diseases and protect the air from being polluted, a series of dust control measures have been taken. These measures include ventilation and dust control system for sample preparation shed, dust collecting system for drill rig, dust suppression system for ore processing plant, dust control for haul road. The details related to individual dust control measure are dealt as follows. SAMPLE PREPARATION SHED DUST CONTROL The sample preparation is one of the major dust sources at Koolyanobbing. The activity is being carried out at the sample preparation shed. It typically needs to go through the following stages, that is, crushing, splitting, drying and pulverising. The amount of dust generated from crushing and splitting is mainly determined by the moisture content contained in the pre- pared sample. A significant amount of dust is generated at the sample pulverising stage due to cleaning sample bowl with com- pressed air. To protect the sample preparing personnel's health and make the dust level in the air meet the requirement from the health and safety authority, a central ventilation and dust control system has been installed at the sample preparation shed. As shown in Fig. l, the system consists of suction heads, suction lines, dust collector and vacuum fan. The fan creates vacuum environment in the system, therefore the dust is drawn into the dust collector through the suction heads and suction lines. The dust collector is of fabric filter. When the dusty air comes to the filter, the dust in the air is collected and retained on the surface of the filter while the clean air passes through and enters the atmosphere. The retained dust is blowed out by the pressured air pulses and deposits into the dust bin underneath the filter. A time relay device is used to control the cleaning time and the cleaning interval. DRILL RIG DUST CONTROL A hydraulic percussion drill is used to drill blast holes. To carry out the drilling operation properly and efficiently, the cut- tings are being flushed out of the hole by the compressed air. In order to prevent from the fine particles in the cuttings escaping to the air, a dust collector is attached to the drill. The collector mainly consists of suction head, cyclone and bag filter. Refer to Fig. 2. The suction head is installed at the lower end of the feed beams and is movable. The moving range is up to 250 mm. It is not only used to restrict the cuttings, but also used to prevent water from entering the filters when drilling wet hole. A 406 mm diameter primary cyclone is used to separate the heaviest particles in the cuttings. It is also used as blast holes sampling equipment. One part of the dust particles are collected by a sample bag through a splitter attached to the end of the cy- clone. The rest of the particles fall down to the ground through the closing rubber. The bag filter is driven by a hydraulic motor (1). It is used to collect the lighter particles in the cuttings. The filtering area is 16 m2 and the dust separation efficiency is up to 99.9%. The working principle of the filter is demonstrated in Fig. 3. When the rock drill (9) flushing is turned on, the pressurised air from the compressor is directed to the rock drill and to the pres- sure switch (10). The pressured air will open the pressure switch to de-energise and close the solenoid valve (4) The pressure affecting the cut-off cylinder (5) keeps the exhaust port flap open. When the flushing valve (8) is closed, the pressure affecting the cut-off cylinder disappears and the internal intake opening flap is closed by a spring. The pressure also ceases to affect the pressure switch and the spring switches the contact to the point 2. The time relay (11) is now activated and gives a 0.5 second current impulse to the solenoid valve and keeps the current cut off for approx 8 seconds. When the solenoid valve is live, it opens and lets an impulse of pressured air to the filters (2). These impulses will clean the filters.

This paper is based on the philosophy that the management structure and strategy required for mine construction and development projects are different from that required for routine production and maintenance operations in a mine. The purpose of this paper is to present an integrated approach to the management of mine development projects. This paper highlights the four major aspects of the integrated approach. First, a brief review of the various types of contract documents is provided. Second, the management organization of a project is discussed. Third, the project manager's role and the field supervisor's responsibility are briefly outlined. Finally, the use of scientific techniques for planning, scheduling, executing, and controlling projects is presented. Each of these aspects is important; however, each by itself cannot be expected to bring order or unifying impact to the complexities involved in overall project management. When all these aspects are coordinated, the result will be a sore successful project from conception to completion.

"Powerful mining systems typically generate high-level noise that can damage the hearing ability of miners. Engineering noise controls are the most desirable and effective control for overexposure to noise. However, the effects of these noise controls on the actual hearing status of workers are not easily measured. A tool that can provide guidance in assigning workers to jobs based on the noise levels to which they will be exposed is highly desirable. Therefore, the Office of Mine Safety and Health Research (OMSHR) of the National Institute for Occupational Safety and Health (NIOSH) developed a useful tool to estimate the hearing loss due to occupational noise exposure in a systematic way and evaluate the effectiveness of developed engineering controls. This computer program is based on the ISO 1999 standard and can be used to estimate the loss of hearing ability caused by occupational noise exposures. In this paper, the functionalities of this software are discussed and several case studies related to mining machinery are presented to demonstrate the functionalities of this software. INTRODUCTIONPeople regularly exposed to noise can develop hearing loss at different levels of severity depending on a number of factors. The resultant hearing loss can affect one’s ability to understand speech, learning, acoustic signal perception, or appreciation of music. Hearing loss caused by overexposure to noise has long been recognized in literature. However, it still does not get serious attention by those working in noisy environments because the loss of hearing ability is a gradual process and workers are often unaware until the damage becomes an apparent problem. In the United States, occupational hearing loss is one of the most common work-related illnesses. Depending on the definition of exposure and impairment, in 2012 the National Institute for Occupational Safety and Health (NIOSH) estimated that there are between 5 and 30 million workers in the U.S. who are exposed to noise levels at work that put them at risk of hearing loss.4 In the mining industry, noise-induced hearing loss (NIHL) is particularly severe due to the fact that heavy-duty machinery is widely used to improve production efficiency, and this machinery can generate much higher-level noise than the permissible level defined by regulation. As a result, the mining sector has the highest prevalence of hazardous workplace with high noise exposures (76%) among all industrial sectors."

This paper examines the effects of different block dimensions and cone bases on the economic open pit limit design based on case studies on a coal deposit consisted of two west- east elongated, near vertical thin seams starting with a base model dimension of 200x170x50 (NX*NY*NZ) with a block dimension of 10mx5mx4m (DX*DY*DZ), the blocks were combined along easting, northing and elevation directions. Two cone bases were used, one with a base radius of 10 meters, the other with a base radius of 0. Two pit design algorithms, one is the floating cone algorithm, the other is an optimum algorithm, were used to see which one of the two pit design algorithms is more sensitive to block dimension and cone base variations. The results are presented and analyzed.

In some rural regions of Peru, artisanal gold mining is currently an essential activity as it provides an important source of income. In the Huanca region (Ayacucho Department) gold deposits are not attractive for mining companies due to their reduced size, but they have enough interest for artisanal mining because of the ease and low cost of mining operations. Artisanal gold mining represents an important damage for the environment, because operations related to amalgamation processes using Hg result in special environmental problems besides the typical ones commonly associated to all mining activities. A preliminary sampling has been made in soils, materials from tailing ponds and surface water of the Acarí River, at the site of the Huanca village, according to networks specially designed for the particular conditions of the area. Studies accomplished revealed high mercury concentrations in soils and tailings. Chemical analyses of soils directly collected in the area of the active or abandoned ?quimbaletes? show mercury concentrations ranging from 15.3 mg?kg-1 to 44.2 mg.kg-1. Mercury concentrations in soils decrease as a function of distance from the before mentioned sources. Water quality of the Acarí River that flows through the area does not present important changes as a consequence of the mining and processing operations.

Fine grinding in an air swept and a grate discharge ball mill working in closed circuit with a forced vortex air classifier has been investigated in continuous laboratory scale. Minerals with different physical properties were ground down to 40, 20, and 10 micron top size. The shape of the product particle size distribution curve was investigated and specific surface (BET) was measured. During production of material with top size of 40 microns in an air swept mill, the capacity was up to 25% higher when compared to a grate discharge mill. This difference dropped to 180A during production of 10 micron top size material. A corresponding decrease in power consumption was observed. An important finding is that by regulation of the air flow rate through the mill, it is possible to achieve products with different specific surfaces and particle size distribution curve steepness. During production of the 10 pm material, the specific surface could be varied in the range 3 to 4.5 m2/g. Such powders could hardly be produced in a grate discharge mill because fine particles coated the grinding media and the lining. On the other hand the internal classification in the air swept mill kept the size distribution of the mill content relatively free of fines. This prevented a similar slowing-down of the air swept grinding process.

Slope design in an open pit mine includes the determination of a number of parameters, including bench height, bench face angle and berm width. By way of a case history of two highwall slopes (160m and 220m high) excavated in dipping strata in an operating coal mine, this paper illustrates the influence that bench face angle can have on the stability of an entire slope. The two highwall slopes, the lower of which experienced significant instability, were excavated in essentially the same lithologic and structural environment, with the main differences between the slopes being the angle at which the bench faces were excavated and the excavating methods that were employed. In addition to describing the instability that occurred on one of the pit walls, relevant aspects of the engineering geology, slope design and excavation procedures are described.

Liberation of valuable minerals from a gangue matrix during size reduction of multiphase mineral particles is an important objective in mineral separation processes. A methodology for the prediction of volumetric grade distribution from one dimensional, linear intercept image analysis is being developed using a transformation function to describe the relations hi p between the linear and volumetric grade distributions. As part of this research effort it has been found that a transformation function, derived from Monte Carlo simulations of irregularly shaped particles, mainly depends on the volumetric grade and the dispersion density, i.e., the number of nuclei (or grains) per particle. A possible mathematical form for the transformation function is described in detail.

A computer performs all logic and computations customarily done by hand in preparation of engineers' estimates or contractors' bids on tunnel-shaft systems. The program described is based on construction methods, work forces and equipment selections corresponding to the current state-of-the-art of rock, soft ground and cut-and-cover tunneling. The program contains logic to permit estimates of cost of complicated tunnel-shaft systems; it is not necessary to input quantities, as the program calculates those from the tunnel design that is internally generated. In any estimate, the program bases its cost computation on user-input requirements and site conditions, such as tunnel shape and size, shaft depth, ground characteristics, construction methods, and other factors. To provide great flexibility, the user of the program is provided with options for accepting designs built into the program or overriding these designs by his own inputs. An illustrative example is presented.

Reviewing the development of resin-in-pulp (RIP) technology for the extraction of gold in the world, especially in South Africa and USSR, and the chemistry of interaction between aurocyanide ions and anion-exchange resins. RIP benchtest and pilot plant investigations show that the resin of the weak-base and strong-base can absorb gold in the cyanide pulp and gold can be eluted from the strong-base resin by electro-elution. The possibility of future application of RIP technology in China fa also briefly discussed.
