It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

Mill #4 processes mildly refractory ore from Carlin Trend deposits. Diagnostic analysis of plant operating data was used to generate a mathematical model containing the important parameters influencing gold recovery. The model was used to direct modifications to plant operating practice. The cyanide-dosing strategy was changed to reduce gold losses from preg-robbing and to cut reagent consumption. A finer grind was achieved without capital investment. The density in the carbon-in-leach circuit was lowered, and tighter control was exercised over the plant throughput. These changes resulted in a recovery increase of at least 2%, worth $111,000/month at $300/oz ($9.64/g) gold, and concomitant reagent cost savings of $55,000/ month.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

In the early 1980's BHP identified several potential gold deposits in West Africa. One of these deposits was located in Mali, near the village of Syama. As a result of extensive explo­ration activities, an oxide ore as well as an underlying sulphide ore was identified. After agreement with the government of Mali was reached the development of the deposit was undertak­en. The plan for the development of the mine included the treat­ment of the oxide ore followed by the treatment of the underly­ing transition and sulphide ore. The development of the deposit was extremely aggressive. Following the approval of the project in early 1989, engineer­ing was started, equipment purchased sitework was started, and the first ore was introduced in December of 1989. This was accomplished in spite of the difficulties of the site. These diffi­culties included: • remote site location without air or road or water access • no existing infrastructure including water, power, or communication • high health risks • limited construction and manufacturing support in West Africa The operation began with a conventional crushing/grind-ing/CIL/elution and electrowinning facility. The facility was designed to treat 2000 metric tonnes of ore per day. After start­up in December of 1989, the operation was improved to the point that plant throughput was averaging nearly 3000 tpd and running at 92 to 93% availability.

In recent years, the bioleaching of sulfidic raw materials has been of great interest. However, the application of this biotechnology is now very limited for many different complex reasons. The mechanism of the chemical and electrochemical reactions taking part in the process is not well understood. The application of electrochemical techniques is useful in its elucidation. Among the common sulfides, galena has been studied very little with respect to its behavior during bioleaching. Therefore, the electrochemical evolution of massive electrodes of lead sulfide in the presence and absence of' a mixed culture of mesophilic microorganisms was investi¬gated by the application of potentiometry, anodic and ca¬thodic polarization and cyclic voltammetry. The agitation rate, the use of pH control and the composition of the nutrient mediums did not have any significant affects on the oxidation of galena. However, the temperature (25 'to 45 °C), the scan rate (4 to 100 mV/s) and the acid used to adjust the pH were significant variables that influenced sulfide oxidation. There¬fore, the peak (600 to 1,000 mV) corresponding to the oxida¬tion of sulfide ions from the mineral was only detected in the presence of a complexing anion of lead. In the presence of bacteria, the peaks corresponding to galena oxidation de¬creased and, at the same time, new peaks appeared both during the oxidation at -300 mV and during the reduction of the mineral surface at 150 and -300 mV. These signals were more important when the attack time increased. The rest potential of bioleached mineral increased with an increase in leaching time, which was related to the electrochemical transformation of the galena surface.

PREFACE The National Waste Terminal Storage Program was initiated to conduct the research to select a site for the disposal of high level radioactive waste in deep geologic formations. As part of this program, the Savannah River Laboratory at Aiken, South Carolina, is conducting geologic research of generic applicability on the potential subsurface damage to a repository from an earthquake. Part of this study involved the collection of data on subsurface damage due to an earthquake, and another part involved the calculation of displacement fields as a result of an earthquake. Both of these studies were conducted at Terra Tek of Salt Lake City. This report is an abridged and combined version of both studies which was presented at the Rapid Excavation and Tunneling Conference in Atlanta, GA, on June 19, 1979.

Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. New is a relative term, and, when used with reference to a concept as old as shaft kilns can be applied to a number of designs. In this case the design that is the subject of this paper, is known as the ring or annular shaft kiln as developed by Mr. Karl Beckenbach of West Germany. The first&apos; operating unit was rated 185 tons per day and was installed in 1962. Today, there are approximately 84 units in operation in Western Europe and Japan. Twenty-one additional units are in the process of erection or on order. Developed sizes range from approximately 100 to 330 tons per day. Units of over 500 tons are in the design stage, however, the largest units presently operating are rated 330 tons per day, <the first: of this size having been installed in 1966. "Figure" 1 is an elevation view of the unit. It is a single vertical cylinder to which are attached the required service platforms, combustion chambers, injectors and distribution piping. Auxiliaries such as recuperator, exhaust fan and dust collector are mounted on the appropriate service platform. The charging pan, feed conveyor, etc. are mounted at the kiln top. At the bottom of the kiln is the silo with a vibrator type discharger, and mounted separately is the required blower for injector air and fan for internal cooling.

Factors such as rock cover, rock type and rock quality can exert a dominate influence on the behavior of a concrete tunnel lining. This paper will present and discuss the investigation, evaluation and use of such factors at the Rocky Mountain Pumped Storage Project in the design of the 10.67m (35 foot) diameter concrete tunnel lining. A plane strain, finite element analysis was performed on the concrete/rock system. The finite element model consisted of a concrete lining zone and three (3) rock zones; a highly destressed rock zone, a transitional rock zone and an intact rock zone. Zones were differentiated from one another by varying the modulus for each zone. Results of this study yielded a concrete lining strain from radial expansion which was used in the crack control calculations for the concrete tunnel lining. After the tunnel excavation was performed, plate jacking tests and additional seismic surveys were run on the tunnel walls. This testing served to confirm the rock modulus values used in the preliminary analysis. However, results were observed which indicated that a two zone rock model would more accurately represent in-situ rock conditions than the three-zone rock model used in the preliminary analysis. This revision to the concrete/rock model was made and a final concrete tunnel lining analysis was performed.

Induced seismicity is deeply related to various engineering projects entailing anthropogenic in-situ stress change in deep underground. Hence, there is a persistent demand for estimating and mitigating the risk. Significant efforts have been made in simulating induced seismicity with a variety of numerical simulation techniques; however, there are still discrepancies between characteristics of induced seismicity numerically simulated and observed in the field. One of such discrepancies is the simulation of triggered seismicity defined as seismic events caused by an infinitesimal amount of anthropogenic stress change, which is frequently observed in geological structures. The present study aims to develop a methodology to simulate triggered seismicity whilst reproducing a complex stress state in a fault zone. For the purpose, a discrete fracture network within a fault damage zone is first generated. Then, an equivalent continuum model, in which each zone has a different anisotropic compliance tensor, is constructed by employing the crack tensor theory. A fault core is simulated at the center of the model with interface elements. Using the equivalent continuum model, an initial stress condition is simulated with the boundary traction method, which results in a very complex stress state with stress anomalies due to the stiffness anisotropy and heterogeneity. Subsequently, the effective normal stress on the fault plane is decreased in a stepwise manner to induce slip. The result demonstrated that many seismic events are induced on the fault plane with a slight decrease in the confining stress, thus being regarded as triggered seismic event. Further analysis on this seismic activity shows that the magnitude of triggered seismic events is inconsistent with the amount of shear stress drop, implying that a relatively small triggered seismic event could produce a large stress drop, generating locally intense ground motions and thus inducing severe damage to the nearby rock mass.

The P/B collision and attachment interactions in fine particle flotation have been quantitatively analyzed. New models for attachment probability and kinetics of ‘true flotation’ have been developed. The results are given for both a single bubble and a bubble swarm. The mechanism of the attachment event is also examined. It is shown that (i) impact collision mechanism and rolling mechanism can be ignored in actual fine particle flotation and sliding mechanism is of importance for attachment of particle onto the bubble surface (ii) the attachment probability of fine particles is independent of bubble size and determined by the kinetic measure induction time of hydrophobicity. The theoretical predictions are also compared with the experimental data.

Subsurface migration of cyanide is attenuated by naturally occurring geochemical and biogeochemical processes. Geochemical mechanisms which remove or immobilize cyanide and metal-cyanide complexes include precipitation/coprecipitation, sorption, and volatilization. Geochemical properties of soils and geochemical materials that promote the functioning of these mechanisms include the following: 1) acidic soil pH; 2) presence of illite and smectite clays; and 3) presence of iron hydrous-oxides and organic carbon. Naturally occurring soil microorganisms play perhaps a more important role in attenuating cyanide movement than previously realized. Biodegradation of cyanide is a "renewable" process, limited in its effectiveness by the avalibility of oxygen and micronutrlents (usually phosphate) to the microorganisms.

The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming&apos;s portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation&apos;s top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation&apos;s top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. Vehicle fires in underground mines pose a certain risk for which measures to prevent or mitigate the fires are highly important. Fire protection measures can be divided into active and passive measures, where active measures require an external power to work in the event of a fire, and passive measures could include an existing partition preventing fire spread. As passive fire protection does not rely on activation, it is expected to provide high reliability and a robust solution, and should be considered during the design process. This paper investigates passive fire protection measures that could be implemented in the design of mining vehicles. It was found that passive fire protection should include the use of several measures simultaneously to ensure fire protection throughout the different phases of a fire. Threshold distances for fuel components were calculated, and it was found that combining hydraulic hoses and electrical cables resulted in larger threshold distances. A pool fire along the underside of a vehicle will pose a certain risk, and passive measures should be focused on ignition prevention, making high demands on the insulation/shielding along the underside. Any occurring tire fire may pose a challenge, and the priority should be on preventing ignition. Potential measures include shielding the wheelhouse and applying fire-resistant sealings.

Environmental protection of nearby resources is an issue that can not be ignored in tunnel construction. The Inland Feeder Arrowhead Tunnels Project is no exception. With keen interest from various stakeholders, Metropolitan developed a Groundwater Monitoring and Mitigation Plan. This plan provides for monitoring and management of selected water resource features within the San Bernardino National Forest along the proposed tunnel alignment. The plan specifically provides for monitoring of streams, springs, seeps, and piezometers for water temperature, pH, specific conductance, and chemical analyses, as well as flow or groundwater elevation. Metropolitan uses the data to evaluate for and manage potential impacts from groundwater ingress during construction of the Arrowhead Tunnels.

Results of selective flocculation of natural ores containing two or more minerals and of synthetic mineral mixtures do not usually agree with what is expected on the basis of the results from single mineral tests (Acar and Somasundaran, 1985). This is mainly due to the ionic species released by the minerals, which act differently under different pH values. The objective of this investigation was to study 1) the surface chemical composition of selected sulfide minerals-natural chalcopyrite and pentlandite and synthetic covellite, millerite, and pyrrhotite-and 2) the changes brought about by the dissolved mineral species. Electron Spectroscopy for Chemical Analysis (ESCA) was used to perform the surface analyses.

Generally the rotary kiln is used for this purpose and involves many processes, including pelletizing and nodelizing. This transformation is called clinkering, and is analyzed as now generally practiced in cement making, from the raw material to the resulting clinker.

Kaolin of the Georgia-south Carolina "Clay Belt" are used in a wide variety of filler and extender applications. Sane applications specifically require the performance enhancement delivered by incorporating kaolin into the product formulations. Other applications are less specific in requirements for an inert mineral filler. In order to be a feasible candidate for filling and extending, a mineral or mineral product must be generally inert (except where specific interaction with the filled medium is desired), inexpensive, easily handled and transported in a variety of forms, accessible to a broad segment of the desired market, and must exist in sufficiently large ore reserves as to assure production for many years. Of course, more precise requirements are necessary in specific applications of a prospective filler material.

Nautilus is completing the world&apos;s first environmental impact assessment (EIA) of seafloor mineral extraction and Nautilus has gained extensive experience conducting environmental studies in subsea environments. Nautilus is currently working on the Solwara 1 Project in the Bismarck Sea, Papua New Guinea, where high grade seafloor massive sulfide deposits lie at ~1600 m water depth. Conducting an EIA in the deep sea presents some interesting and exciting challenges. Seafloor studies commenced in December 2005 using a remotely operated vehicle (ROV) fitted out with highly specialized scientific equipment to conduct water quality, sediment, biological and oceanographic studies. During 2007 and 2008, Nautilus launched two two 30-day ROV programs dedicated to environmental baseline studies and during this campaign, over 550 biological, sediment and water samples were collected and over 20,000 seafloor observations were logged. On board specialists included an international team of experts in the field of deep sea marine science. Collaboration between industry and scientific research institutions allows data to be collected for the EIA but also provides an extraordinary opportunity for researchers to access sites that might otherwise remain unobtainable to science.
