Engineers at the Freeman United Coal Min¬ing Company, located in West Frankfort, Illinois, have been using a computerized production planning and maintenance reporting system, which have been designed exclusively for underground coal mining. This paper will explain a dynamic graphical simulation and computerized time study system that has been used to design and evaluate underground production systems for optimizing productivity. Also with the aid of customized software, detailed records on changeable components of underground equipment, including the vendor's name, date installed, operating and maintenance hours, etc., have helped Management to select the best available components for their equipment. The MPASS System, Mine Performance Analysis Simulation System, developed through a cooperative agreement with Freeman United, Ketron Inc., and the U. S. Department of Energy utilizes new methods to analyze and design production systems in underground coal mines. The MPASS System is a menu-driven user oriented system of interactive computer programs, which form five major subsystems. The subsystems: 1. Simulation 2. Time Study 3. Mine Background Reports 4. The Umuna epithermal precious metal deposit has provided the target for a simulated rock geochemistry exploration program, directed at bedrock exposed in the drainage system of eastern Misima Island. A geochemical halo to the deposit is readily recognised in the mafic meta-volcanic country rock. This halo is defined by anomalous results for both major (K, Na, Ca, Mg) and minor (Au, As, Sb, Cu, Pb, Zn, Ba, Rb, Sr, Cs, Bi, Ga, S) element geochemistry, extending further than 1km from the deposit. Such halos are sufficiently extensive to provide adequate exploration targets in the search for epithermal mineralisation, complementing mineralogic and secondary media geochemical investigations.

The aim of this paper is to study the feasibility of copper and gold recovery from the old flotation tailing dam at Bor, Serbia. Laboratory leaching experiments were carried out using a composite sample taken by drilling from 16 - 40 m depth. Different oxidation agents as FeCl3, Fe2(SO4)3 and H2O2 were used. An H2SO4 solution with a pH less than 3 was used for leaching. The influence of a number of parameters on the recovery of both elements as temperature, pH, duration of leaching and concentration of oxidation agents was also studied.

Sphalerite is commonly floated in an alkaline environment and under such conditions the overall activation mechanism is obscured by the hydrolysis of Cu2+ and precipitation of Cu(OH)2. Electrokinetic and kinetic flotation tests show that the activation of sphalerite is a two-stage process; the activation products formed on the surface of sphalerite in near neutral and in alkaline solutions in the first rapid activation stage are "flotation-inactive". These layers, when formed in an alkaline solution, are unstable and are transformed into the "flotation-active" form in the second stage. However, the surface layers formed during activation in alkaline environment by copper in the presence of lead ions are very stable and even after a long conditioning time the flotation rate is not improved. Consequently, while both Cu2+ and Pb2+ activate sphalerite flotation, quite unpredictable effects may result when both are present in the solution.

The Post Gold deposit is located in the northern part of the Carlin trend. The mineralization at Post occurs in proximity to a Jurassic-Cretaceous composite stock. Most of the gold at Post is hosted by non-metamorphosed calcareous siltstone and highly altered diorite, adjacent to the low grade skarn. Endoskarn, exoskarn, hornfels and marble are developed outward from the intrusive. The skarn is composed dominantly of diopside, tightly intergrown with gannet, k -feldspar, and sphene. The highest grade gold values are adjacent to the skarn, which acted as a permeability barrier to fluid migration. Post is the first Carlin-type deposit at which a skarn has been recognized to play a significant role in the localization of gold.

The results of laboratory and pilot plant testing of a newly developed process to dewater waste slurries from different industries are presented. Data indicate that an increase in solid contents from 6% to over 30% can be obtained in few minutes retention time in comparison to several years as required by currently used technologies. The economical as well as the environmental impacts of such process are discussed.

Recent advances in Virtual Reality (VR) technology have resulted in major opportunities to improve safety training of mine workers, supervisors and managers. The hazardous nature of both surface and underground environments limits the type of safety training that can be carried out. VR offers the potential to expose mine personnel to hazardous situations in a safe, highly visual and interactive manner. Customized simulations of mine layouts, dynamic operations and mine environment can be set up and mine personnel can be allowed to move around the virtual mine, making decisions at key points. The consequences of both correct and incorrect decisions can be immediately fed back to the trainee.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

Seismic reflection is a powerful geophysical exploration method that has been in widespread use in the petroleum industry for more than 60 years. This paper addresses some basic principles of the method and its application at depths shallower than 30 m (100 ft). Since 1980, the shallow reflection technique has been increasingly used for engineering and environmental problems, such as mapping bedrock beneath alluvium and delineating intra-alluvial features near hazardous waste sites, detecting voids in coal and karst, defining the top of the saturated zone and mapping shallow faults. New applications will be added with improved resolution and increased cost-effectiveness.

The grinding of coals for coal preparation has been studied extensively by previous investigators, but no similar work has been done on coal lithotypes (l-4). However, the different natural breakage characteristics of coal lithotypes have been recognized and utilized by the coal industry (5,6) to develop the Longway Burstlein process (7) for the concentration of macerals(8). The specific objective of this research was to determine the relative grindability of lithotypes, obtained from both anthracite and bituminous coals. An attempt was made to relate the findings, wherever possible, to the chemical and physical properties of the tested lithotypes. Another aspect of this research was to ascertain the size distribution and grindability of lithotypes ground at a various number of revolutions in a Hardgrove mill.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

Major gaps in understanding hydro- thermal systems remain after a century of studying fossil ore deposits and active geothermal areas. The periodically rejuvenated concept of "stacking" ore deposit types has never been verified by a continuous sample. Basal and marginal regions of both “fossil" and "active" hydrothermal systems normally lie beyond the limits of economic exploration, remaining inadequately exposed. Incomplete scientific under- standing of he vertical transitions clearly limits the efficacy of exploration programs for hydrothermal ores of all types. The Continental Scientific Drilling Committee's (CSDC) Panel on Mineral Resources has defined dedicated research objectives and add-on experiments to industry or government drill holes of opportunity.

Matching the productivity gains of continuous mining machines with the ever increasing performance levels achieved by longwall units has required creative thinking to assure that development is completed in time for uninterrupted longwall production. By using management information systems to coordinate support operations, the most productive planning decisions can be made. This paper focuses on the role of computer technology tools in achieving improved productivity from both longwall and continuous miner sections. The primary emphasis is on the planning process and the methodology developed to guarantee the best allocation of management and manpower resources.

Kaolins and bentonites of economic importance in Australia and New Zealand are described. Clays that are used for structural clay products are not discussed. Residual, hydrothermal, and sedimentary kaolins are utilized including clays associated with coal measures. Bentonites are sedimentary and residual. Very little kaolin and no bentonite is exported presently, but this will change in the near future as transportation costs continue to escalate. Many areas of Australia, in particular, where kaolins are known to occur have not been investigated to determine the quality and quantity of the deposit.

"During the last ten years great strides have been made, on the Mesabi Range, in the practice of beneficiating low grade iron ore material. By .beneficiation is meant all methods of removing impurities, and raising the iron content to a point where it can be sold in open market, the principal impurities being silica and moisture. The • general processes to which low grade iron ores are amenable are as follows:1. Thermal(a) Drying ; removes hydroscopic or atmospheric moisture. .(b) Calcining; removes carbon dioxide from iron carbonate, molecular water from hydrated hematites, and atmospheric moisture.Roasting; removes sulphur, carbon dioxide, molecular water and atmospheric moisture.Agglomeration; primarily for the purpose of preparing finely divided material for blast furnace; briquetting and sintering.2. MechanicalScreen sizing; removes rock and sand.Classification; removes sand by means of currents of water of varying velocities.Log washing; removes fine sand.Jigging; removes larger particles of impurities than is possible by log washing. Certain types of jigs remove fine sand.Reciprocating tables; recover fine iron particles from sand discarded by above processes.Magnetic separation; applicable to the commercial separation of the magnetic oxide of iron from gangue material. From a scientific standpoint it is possible to separate certain hematites and limonites from their gangue:(g) Miscellaneous processes; comprise dry concentration, electro-static separation and other processes."

The Freeport McMoRan Bagdad Solvent Extraction (SX) circuit is the oldest plant of its kind currently in operation. The plant was commissioned in 1969 and was the second SX-EW operation to be built following the Ranchers Bluebird solvent extraction and electrowinning (SX-EW) plant near Miami, Arizona. Over the years of operation, the configuration of the SX has gone through many changes to accommodate a variety of pregnant leach solution (PLS) grades and flows. Although modifications to the original plant configuration are numerous, the Bagdad SX circuit has maintained its general form consisting of multiple long and narrow settlers. The unique configuration of the Bagdad SX circuit presents a variety of operational advantages and challenges; however, it continues to operate at a level recognized in the industry as excellent.

An integrated statistical-geostatistical modelling of gold exploration data of Gurahar Pahar prospect of Mahakoshal greenstone belt in Central India has been attempted. Statistical modelling of gold accumulation and width reveal a positively skewed 2-parameter lognormal distribution fit with an estimate of mean gold as 0.84 gram/tonne. Geostatistical modelling provided a spherical semi-variogram function fit with mean kriged estimate and mean kriging variance of gold as 0.76 gram/tonne and 0.23 (gram/tonne)2 -respectively. Ore inventory and grade-tonnage relationships for a selected part provided an estimate of 3,36,000 tomes of ore with an average gold of 0.76 gram/tonne at 0.5 gram/tonne cutoff grade.

This paper presents preliminary results of a US Bureau of Mines (USBM) study of potential costs of compliance with possible federal regulations for copper heap and dump leaching. The regulations could arise under amendments to the Resource Conservation and Recovery Act (RCRA) and/or the General Mining Law. Estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the cost of compliance with 1992 state requirements for terrains typical of those found at existing copper leach sites in the southwestern United States. Incremental compliance costs are found to widely exceed screening criteria used by the US Environmental Protection Agency (EPA) to denote significant economic impact.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. The potential worldwide "market" for metallurgical bauxite is about 94 million MT. The high degree of concentration of the alumina sector, combined with the high percentage of long-term contractual relationships, results in a small spot market with an illdefined price structure. Further segmentation occurs based on bauxite quality and alumina plant design. The potential 'free" market is estimated to be about 18 million MT that represent the requirements of nonintegrated alumina producers. It, too, is covered almost entirely by multi-year supply contracts.
