The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.

The White Pine Copper Company, subsidiary of Copper Range Company, is located in the Upper Peninsula of Michigan. The offices, plant, and mine are six miles south of Lake Superior in Ontonagon County. Employing 1700 people, White Pine is the largest single industry in the Upper Peninsula. 970 underground employees produce 16, 700, tons of ore daily. From this tonnage 363,400 pounds of refined Lake Copper are produced in various shapes as specified by the customer. The following paper explains the geology of the ore body and briefly outlines present mining methods. It enumerates the reasons for considering longwall mining of a hardrock* ore body and the preliminary investigations leading to the decision to undertake the initial test panel. Selection of the initial test panel location is covered in detail. Equipment choice and reasons for that choice are described as well as selection and training of personnel.

The interaction of talc with carboxymethyl cellulose, a polymeric depressant currently used in the mining industry, was investigated. adsorption isotherms, infrared spectoscopy and microflotation studies were performed to determine the surface properties of the depressant at the talc-water interface. Solution conditions were varied in ionic strength, pH and the presence of magnesium ions. The adsorption of the anionic polyelectrolyte, carboxymethyl cellulose onto the talc surface was greatly influenced by the solution ionic strength and pH. Limited adsorption, and therefore depression, occurred at high and low ionic strength. Adsorption, and thus talc depression, improved greatly with either increased ionic strength or reduced pH. With the addition of magnesium ions, talc depression was shown to improve considerably. The improved depression is likely to be the result of the formation of a magnesium ion-carboxyl complex.

"Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. In hind sight on many recent projects, events that brought projects to “its knees” were not addressed in risk assessments or were not dealt with to adequately mitigate the risk of these events."

In its role of providing technology to promote the efficient use of minerals and mineral process waste, the U.S. Bureau of Mines has conducted research at: its Tuscaloosa Research Center to identify and develop high volume uses for phosphogypsum. Mixtures containing a maximum of 50 percent phosphogypsum, 6 to 10 percent lime, and the remainder fly ash had compressive strengths as high as 4,800 psi. The effects of the mounts of phosphogypsum, lime, and fly ash were investigated. Also, the effects of fly ash to lime ratios were studied.

The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. This paper describes the results of field tests conducted on a 5x25m bench face to evaluate several new concepts for improving smooth wall blasting. These ideas involved the use of notched boreholes to direct the fractures and unconventional types and placements of explosives. The notches were made with a mechanical broaching tool, a water jet and with shaped charges. Borehole pressures were measured with an inexpensive and expendable pressure transducer developed for this program. The testing showed that at hole spacings 38% greater than normal practice, notched holes with half the normal loading density produced equivalent results.

It would be most difficult to place a date on the beginning of the revolution in analytical techniques that we have witnessed in recent years; but there is no question that the period since the end of World War II has seen a major change in thinking with respect to control and accounting analyses. For reasons relating to competition, much of this change was brought about in the chemical industries and only more recently has begun to affect directly the mineral industries. In considering the subject outlined in the title of this paper, one might well be tempted to discuss solely the more exotic methods of control and automation which have come into being in the past short while. In this paper, however, an attempt will be made to take a broader view and consider not only the application of newer purely physical methods of control but also those phases of chemical plus physical analyses that have bearing on our industry.

Gold with minor associated copper mineralization in the area of what is now the Bougainville porphyry copper deposit has been known since the 1920s and was probably known in German colonial times, pre- 19 14, although no records persist other than a reference by Stanley (1922) to copper specimens from Kieta that he saw in Rabaul. Stanley did not at the time believe that they came from Kieta. Gold was first discovered at Kupei by Jack Comb in 1929 and the Kieta Goldfield was proclaimed in May 1930. In December 1932, the Tapu Reward Claim at Moroni - the site of the Bougainville Copper concentrator, was pegged by C.W.M. Evans who prospected up river from the West Coast. The Pumkuna (Panguna) Reward Claim on the site of the subsequent porphyry copper deposit was granted in February 1934 to G.A. Myers. n May 193 1, the Kupei Reward Claim was transferred to Bou- gainville Gold Options NL and later reverted to Jack Comb and then the Bougainville Syndicate, as did the Pumkuna and Moroni claims. Most of the interested parties had come from the Edie Creek rush on the New Guinea mainland. In 1935, N.H. Fisher, the geologist in Rabaul for the New Guinea administration who later became director of the Australian Bureau of Mineral Resources in Canberra, reported on the three gold areas. Norm Fisher described the gold and copper mineralization and its habit in great detail and this report had a major influence on the events leading to the discovery in the 1960s. Gold production up to the Japanese invasion probably did not exceed $50,000 in value. Half a ton of copper-gold ore from Kupei was sent to O.T. Lempriere's in Sydney for assay in the early 1930s.

Since the start of this decade, our society has attached great importance to matters concerning environmental protection. Currently, most mining operations use the cyanidation process in working gold deposits. While this process is efficient, the dangerous aspects of cyanide are delaying the development and marketing of cyanidation in underground sites. There is a growing need to consider installing an underground leaching system that will make the processing of low-grade gold ore profitable by reducing certain major operating costs (transportation, crushing and grinding). Underground leaching is performed in two ways. The first way is in-site or underground and the second way is in-situ. CANMET (Harrison et al.), in collaboration with Dennison Mines, developed the underground leaching of uranium. This process is used commercially. Copper, salt and sulphur are recovered by in-situ leaching (Jacobson and Murphy). The recovery of gold and silver is under development (Van Staden and Laxen).

At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. They are volcanic in origin and the harsh desert environment has left them as expanses of exposed bedrock rising 305m (1000ft) above the valley with little or no vegetation. An existing 3.05m (10ft)

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

A series of batch flotation tests was performed on chalcopyrite-quartzite, pyrrhotite-quartzite, and on chalcopyrite-pyrrhotite-quartzite mixtures. Pulp potential measurements in the flotation tests of single sulfide minerals indicated that each sulfide mineral had its own optimum potential range for flotation. When these results were used to select the potential ranges for the separation of the two minerals from their mixture, their flotation responses changed and the selectivity of separation was adversely affected. A possible mechanism involving surface alteration through galvanic interaction is discussed. A method to improve the selectivity of flotation separation was proposed.

This article describes research conducted by the University of Alabama's Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey's spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey's spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey's spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey's spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey's spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material's particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur. As a follow-up to a laboratory study, a pilot scale column for the flotation of coarse particles was designed and then tested in two different applications. In the first test, the concentration of a coarse phosphate ore (normally beneficiated by skin flotation in spirals) was carried out in a flotation plant in Florida. In the second pilot test, the column was used as a scavenger cell in the coarse flotation section of a potash beneficiation plant in Saskatchewan, Canada. Particle size of the phosphate feed was of the order of 0.6-1.0 mm and the potash feed 1-3 mm. The column was 1 feet diameter and was fed at rates between 0.5 to 1.4 tph. The effect of operating variables such as air and water flow rates, bubble size, frother concentration, residence time, sparger, etc were evaluated. The most important factors in column performance were found to be bubble size, air flow rate and the thickness of the froth bed. Best results were obtained in the absence of a froth bed, with low air flow rates and with small bubbles. The paper presents comparative performance and discusses details of the column design. Phosphate recoveries in the column were better than 90% whereas the conventional skin flotation circuit normally yields about 60% recovery for a comparable concentrate grade. Potash recovery from the tailings of the conventional flotation circuit was as high as 42% recovery. Particle size distribution of the potash concentrate was coarse enough to meet requirements for potash fertilizer.

There are many different words to describe mine closure, including rehabilitation, reclamation, restoration and decommissioning. Closing mining operations, mainly open pit mines, has required resolution of numerous issues. Mine closure plans involve environmental-protection issues, regulatory issues and community issues. The obvious, and often most expensive of them, is the physical rehabilitation of the disturbances and the elimination of long-term commitments and maintenance. This paper outlines mine closure planning and its important component, mine-site rehabilitation. Community consultation and involvement are also referred to as an important component of the mine-closure plans, which are required to ensure satisfactory mine site rehabilitation. Considerations of socioeconomic impact of mine closure and long-term responsibilities are presented.

With full production from the Casteel Mine in 1987 The Doe Run Company, a wholly owned subsidiary of the Fluor Corporation, encountered a significant increase of copper and iron to the Viburnum Mill. This major change of the lead, zinc, and copper metal ratios in the ore created circuit problems which adversely affected concentrate quality. Recognizing the problem, the company embarked on a metallurgical research program to include laboratory, pilot plant, and plant testing. The program developed an innovative copper prefloat process which both increased copper recovery and significantly improved concentrate quality. The process was tested and first operated at Doe Run's Brushy Creek Mill then installed at the Viburnum Mill in 1992. A brief history of development, plant operating data, and other potential applications for the patented processes will be described in the paper.
