Recent experiences within certain sectors of the international mining industry suggest an underestimation of the environmental risk associated with the design of mine waste management facilities. These experiences show that the technical and managerial challenge of responsible mine waste management is not always fully appreciated. Unfortunately, the image of the mining industry's environmental performance is negatively impacted by a relatively few number of failures. This negative view overrides the many positive contributions made by the majority of mining companies. The fact that these failures continue to occur to this day in both developed and developing countries is indeed remarkable, and indicates a degree of risk-taking approaching unacceptable levels. The design requirements for tailing storage facilities are, in many cases, more demanding than those of conventional water dams, because seepage of fluids which contain dissolved metals may pose a greater threat than the mere loss of water.

"The National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. Refuge alternatives typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The Mine Safety and Health Administration (MSHA) requires that the PRVs vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: a modified PVC check valve, an off-the-shelf brass/cast iron butterfly check valve, and a commercially available valve that was designed specifically for one manufacturer’s steel pre-fabricated RA and has been adapted for use in built-in-place (BIP) RAs located at one mine. PRVs used in tent style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with 30 CFR regulations. BACKGROUND The Mine Improvement and New Emergency Response Act of 2006 (Miner Act) (1) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement. Section 13 of the MINER Act specifically directed the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the Department of Labor to act on the results of such research as appropriate. These mandates culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for the Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in H2O), or at a pressure as specified by the RA manufacturer, above mine atmospheric pressure in the RA (2)."

Acid mine drainage (AMD) is a common problem in different areas with a past history of mining activities, which is characterized by low pH (2-4.5) and significant toxic metals concentration. The main aim of the present work was to perform a process feasibility analysis in order to remove heavy metals (Cd, Zn, Ni, Mn, Cu) from AMD (Acid Mine Drainage) in a relatively cheap and environmentally friendly way, by means of electrowinning and biosorption. A first characterization of an Italian AMD sample was performed evidencing a zinc concentration around 2 g/L, cadmium and nickel content of about 4 mg/L, manganese of 85 mg/L and iron 190 mg/L. Electrowinning tests lead to the following metal removal after three hours treatment: Zn 99%, Ni 99.9%, Cd 99.9%, Cu 99%, Mn 87%, Fe 96%. Moreover, an high grade of purity of the metal deposit has been achieved (Zn>95%), as observed by X-ray diffraction analysis. Considering that metals concentration in the effluent was still above legal limits (in particular for Zn, Mn and Fe), a further biosorption treatment was planned in order to produce an effluent fitting environmental limits. Experimental electrowinning tests and literature multimetal column biosorption data have been used in order to perform a preliminary techno-economic feasibility analysis of the process aimed at metal removal from AMD. A treatment cost of about 6.5 ?/m3 AMD has been estimated, for a plant capacity of 10 m3/h AMD inlet flow rate.

Introduction and Historical Background Although both sluices and devices using a simple flowing film are among the oldest known methods of concentration, they are still extensively employed in a variety of situations where they are not only efficient but also have a low operating cost. More particularly, they are valuable for making a bulk concentrate of high specific gravity minerals from alluvials and beach sand and in upgrading low value ores. The antiquity of some of the basic concepts can be seen in the fact that they are found in Agricola's De Re Metallica which was published at Basic in 1546, while in 1602, Carew114 gave a fairly clear account of tin ore dressing in Cornwall in which grass turves were used to catch the cassiterite. This is perhaps one of the forerun¬ners of the blanket strake. The planilla of Mexico, the lanchute of Malaysia and the old Cornish box huddle are also descended from these early strakes. In fact, a sluice with holes in the bottom for concentrate discharge was shown by Agricola, not unlike the principle used in the plane table and the lamflo sluice. The convex huddle for the treatment of sandy material appeared about 1848 and the concave form eight to ten years later. For the treatment of "slime" sizes, wooden dead frames which were manually worked were used in Cornwall for many years but gave way to the automatic water-operated type in 1860, and even a mechanically tilted frame was described by Henderson115 in 1857. Theoretical Considerations The behavior of solid particles in suspension depends to a great extent upon the pulp density and the size of the suspended particles. In a fairly dilute suspension, such as that normally used when dealing with small particle sizes, the behavior of particles in a flowing film results from two effects. These are the lateral displacement, which is determined by the time taken for each particle to penetrate the flowing film and reach the solid surface, and the resistance offered by each particle to further displacement after it has reached this surface. The initial penetration through the flowing film depends on the size and specific gravity of the particle and the thickness and viscosity of the film. As a result the smaller particles will migrate further before their movement is retarded relative to larger particles of the same specific gravity. The behavior on reaching the solid surface de¬pends on whether there is a single particle layer or, as is more often the case, a multiple layer or thin bed of material which is sufficiently dilated, permits the penetration of higher specific gravity grains. Thrust of Flowing Films. When a thin film of liquid flows over a plane solid surface, the layer next to the surface remains at rest but the velocity of the film increases with the distance from the surface and becomes a maximum near, but not quite at, the free surface. Therefore, a particle in suspension in such a film is acted upon by a greater force near the upper part of the film than at the lower part, resulting in an overturning effect. After a particle reaches the separating surface or an accumulated densely packed bed of other particles, the liquid flow causes it to move downstream by rolling, sliding, or by a movement involving alternating suspension and deposi¬tion (saltation). In rolling and sliding, which are brought about by a substantially noneddying stream, the large submerged particles are acted upon to the greatest extent and they move more rapidly than smaller ones, notwithstanding their greater mass. When two particles of the same size but of different specific gravity are considered, the higher density one moves more slowly by reason of its greater mass. As a result the particles tend to become arranged in the manner shown in Fig. 29. If any particle is so large as to stand above the water surface, the transporting force on such a particle, although the maximum available, will have less effect than that on a submerged one. Such large grains are therefore carried a lesser distance. Fluid Velocity in a Flowing Film It can be shown that if y is the distance within the flowing film from the interface, the fluid velocity v' at this point is given by IIn this equation p' is the fluid density, g the acceleration due to gravity, a the viscosity, a the angle made by the film to the horizontal, and 0 the film thickness (in cgs units). From these expressions it can be seen that the depth of the flowing film varies as the cube root of the volume of fluid and inversely as the cube root of the sine of the plane surface inclination. Similarly the distance a particle can travel before reaching the surface is directly related to the quantity of fluid and its viscosity. The viscosity of pulp is greatly increased by the presence of near colloidal particles and consequently the penetration of the somewhat larger grains through the flowing film is retarded, resulting in them being carried further across the concentrator deck. Obviously this effect can be reduced by prior removal of some or all of the ultra¬fine particles. The detrimental effect of kaolin on the separation of fine ferrosilicon from quartz has also been demonstrated by Johnston,116 the relationship between viscosity and efficiency of separation being shown in Fig. 30. The pH value also has a very marked influence on the viscosity and the use of acid mine water, for example, can increase viscosity materially and thereby result in lower efficiency. Dilation of Multi-Particle Systems Except during washing (when a single particle layer may exist) concentration usually takes place in a bed of particles which is partially dilated or stirred by eddy currents. "In order to extract proportionately small quantities of valuable minerals, mining companies move large amounts of earth. A resulting waste product of this process has traditionally been stored in a semi-liquid phase known as tailings, typically stored in a large pond created by an earthen dam at the low end of a drainage basin. It is generally expected that these dams are stable enough to withstand the pressure of the stored material. Unfortunately, history shows us that this is not always the case. The Baia Mare dam in Romania failed in 2000, causing tragic and prolonged environmental damage to several major European rivers. The Bento Rodrigues dam in Brazil failed on Nov. 5, 2015, and that event resulted in the loss of 16 lives.In hard rock mining, many minerals are imbedded within the ore. As part of the mining process, valuable minerals are extracted from the ore; often, the mineral content is only a fraction of the total ore volume processed. To extract the minerals, the ore is typically crushed and pulverized into very fine particles, then wetted to form slurries. The minerals are extracted from the slurries through a series of flotation and/or sedimentation steps with the aid of water-soluble separation chemicals typically known as reagents. Following the mineral extraction, the resulting residual wetted ore cuttings are labeled as tailings. At the end of the extraction process, the tailings are in a thick semi-fluid sludge state, often with trace elements of the extraction reagents.Historically, these tailings are deposited in giant basins or sludge ponds, where they pose a great threat to the environment while binding large volumes of waste process water.Process water recovery and achievingdry tailingsCurrent generation engineering studies, trials and successful field implementation have shown that an alternate process known as dry stacking is practical. The dry stacking process deposits dewatered tailings into containment areas that are smaller in overall footprint and significantly safer by reducing the transfer of reagents into the tailings storage area. In addition to achieving the dry tailing benefits mentioned, it is possible to recover valuable process water while dewatering the tailings sludge utilizing modern separation technology."

Rock melting technology can provide in-situ glass liners in nuclear waste package emplacement holes to reduce permeability and increase borehole stability. Reduction of permeability would reduce the time and probability of groundwater contacting the waste packages. In-creasing the stability of the storage boreholes would enhance the retrievability of the nuclear waste packages. The rock melting hole forming technology has already been tested in volcanic tuff similar to the geology at the proposed nuclear waste repository at Yucca Mountain, Nevada.

During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerised generation of ore reserves. Unfortunately this charge was all -too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerised reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984, Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of ore bodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metal s deposits. A recent Nevada Gold Mines research program focused on the pressure oxidation (POx) pretreatment of a Carlin-type double refractory ore from the Turquoise Ridge Mine. The research team found that both arsenian pyrite and carbonaceous matter were highly oxidized within an hour at 300 °C using a bench-top autoclave reactor and that the gold recovery from the residues after cyanide/carbon-in-leach (CIL) approached the technical limit set by the amount of gold encapsulated by silicate minerals. Although the 60-min pretreatment at 300 °C yields robust performance when treating a whole ore, copper additives can catalyze the oxidation rate of carbonaceous matter and reduce the residence time needed at elevated temperatures. Certain gangue minerals are susceptible to dissolution in acidic solutions at 300 °C, and this may cause poor gold recovery. This recovery challenge is mitigated by keeping free acid in the discharge solution below a key threshold.

Rest potential, cyclic voltammetry and chronoamperometry measurements were made to study the effects of cathodic polarization of chalcopyrite simulating the mineral contacted with grinding media under a nitrogen atmosphere. The reaction products on the chalcopyrite surface were identified by XPS and the mechanism of the cathodic reaction was proposed. Micro-flotation tests were performed to investigate the effects of surface changes on the floatability of chalcopyrite.

Nutrien has six potash mines in Saskatchewan and has been proactive in maintaining the integrity of their tailings facilities through ongoing assessment, design, operation, inspection, and monitoring. Nutrien commissioned a system inventory and semi-quantitative risk analysis (SQRA) of all dikes to further environmental stewardship at their potash facilities. The inventory assessed nearly 100 dikes; each dike was rated according to a probability and consequence factor and assigned a risk score. The risk scores were used to develop a risk matrix for each of the six sites and risk-response actions for each dike and segment. The inventories and SQRAs will help each site assess priorities for investigation and risk mitigation, if necessary. The study results will also help Nutrien refine corporate wide tailings governance standards and demonstrate compliance with various governance regulatory obligations.

The U.S. mining industry - once world dominant and largely independent of foreign sources for most major commodities - has today lost this position, with little likelihood of regaining it. But even though Business foretold The Death of Mining four years ago, the current outlook is less pessimistic because of drastic restructuring of the industry; a major reduction in its labor force, with resulting large increases in productivity; and introduction of improved technology. In the face of this clearly changed climate for domestic mining, it is important to examine the role of the development and research establishment in the industry's future, which raises a complex set of questions: 1. Where and to what extent can new technology assist in the continued survival of the industry ? 2. What is the past record of the research establishment in developing new technology; and what is the industry's record in supporting and adopting it ? 3. In the light of these records, and of the drastic cuts in both research staffs and expenditures, what areas should be the most important targets for new technology? New Technology vs. Old A1 though mineral processing's origins can be traced back through five or six millennia, its modern structure is about 200 years old.

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design. CONTAC Engineers is a Chilean based company which works on process control and automation, principally for the minning industry. Jointly with other local and international engineering firms, CONTAC has participated in most of the last expansion and modernization plans being carried out at the Chilean pinning industry. At presente, CONTAC is involved on a research and development plan for the design and implementation of new instrument and process control procedures for mineral process automation. One of these efforts is the design of an ore size analyzer for coarse ore being transported over a conveyor belt. A feasibility and prototype study was made at a SAG Mill Plant and currently a high resolution, high speed analyzer is being developed. It will became available on early 1986.

Areas of bubble contact were delineated for topaz and tourmaline in the presence of chloride, fluoride, sulfate, phosphate, oxalate, and citrate ions using dodecylamine hydrochloride collector. The limits of pH and the minimum collector concentration were established using the bubble pick-up technique. Bubble contact did not occur below the p.z.c. (point of zero charge), estimated to be 5.6 for topaz and 6.6 for tourmaline, in the presence of chloride ion. Flotation below the p.z.c. was, however, extended by citrate, oxalate, phosphate, sulfate, and fluoride ions. Oxalate, citrate, and fluoride ions displayed the greatest pH range of activation, followed by phosphate and sulfate ions. Chloride ion acted as an indifferent electrolyte. Topaz was selectively activated with respect to tourmaline by fluoride and phosphate ions. Topaz was activated by fluoride ion between pH 2.4 and 5.6. Tourmaline flotation in this pH range was virtually insignificant. Topaz was activated by phosphate ion between pH 4.9 and 7.4. Tourmaline flotation in this pH range was only partial. Activation appeared to be strongest when anionic protonated species were in maximum concentration. Strong activation also corresponded to very stable metal ion species thought to be formed on the surface of each mineral.

An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile's Atacama' desert. A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

Diatomite or diatomaceous earth is composed of innumerable microscopic opaline skeletons of single-celled aquatic plants called diatoms. The unique properties of this material enable it to be used as an important filtration medium and filler. The Circumpacific contains several economic deposits of diatomite. The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. The effect of Federal restrictions on Federal mineral estate in Alaska and the Western States is being addressed by systematic, State-by- State studies. The Bureau of Mines has inventoried and classified 3.5 million sq km (876 million acres) of land, section-by-section, according to 1) mineral ownership, 2) availability for mineral exploration and development as affected by Federal restrictions, and 31, areas containing mines and mineral resources. The availability of Federal land for exploration and development is spatially compared to areas containing mines and mineral resources. The methodology and overall results of the studies are presented.

Design of plugs for abandonment of boreholes and shafts may be governed by the bond strength between the plug and host rock. Presented in this paper are the results of push-out tests on two types of expansive cement grout plugs emplaced in rock salt. The average interface shear strengths range from 2 to 12 MPa. Peak shear stresses (assuming an elastic stress distribution along the interface) are up to eight times higher. Dissolution along the interface may be enhanced by clay inclusions in the salt and appears to reduce bond strengths. Application of the results to the design of plugs for larger openings (e.g., shafts, drifts, or boreholes) is discussed.
