Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

The electrokinetic and flotation behavior of the green alga Chlorella vulgaris was studied in the absence and presence of Pb(II), Al(III) and flotation collectors. It was found that the presence of Al(III) is necessary for good flotation of the organism, whether or not Pb(II) is present, when dodecylammonium chloride or sodium dodecylsulfate is used as collector. Best flotation using dodecylamine is at about pH 8, and best flotation when using sodium dodecylsulfate is at about pH 4. It appears because of the small size of the organisms that the Al(III) is necessary for flocculation to enhance bubble-cell contact and C. vulgaris removal from water. When N-dodecyl-2-aminopropionic acid is used as collector, good flotation occurs at about pH 4 without the addition of Al(III).

Several wall rock porphyry or pyrometascmatic copper deposits occur within the metamorphosed Paleozoic formations along the northern and eastern flanks of the Little Dragoon Mountains. Rocks ranging in age from Precambrian to Recent occur in the area. The Tertiary age Texas Canyon Quartz Monzonite intruded the sedimentary section in the eastern half of the range metamorphosing the Paleozoic carbonate units to tactites composed of garnet, diopside, and tremolite. Copper, zinc, and molybdenum minerals deposited in sites which are structurally controlled and stratigraphically favorable. Because the deposits are covered by alluvium, the information on structure, alteration, and mineralization is based upon a study of the diamond drilling programs. The mineralized district can be divided into four areas: 1) The Johnson Camp copper-zinc deposits; 2) The Dragoon copper deposit; 3) The I-10 copper-molybdenum deposit; 4) The Strong & Harris copper-zinc deposit. On the southwest end of the range beneath alluvial cover, the Cretaceous Bisbee Group was thrust over Precambrian and Paleozoic formations. The Tertiary Texas Canyon Quartz Monzonite intruded and metamorphosed them. In the upper plate, the Cretaceous sediments near the intrusive were metamorphosed to metaquartzite and andalusite and sillimanite schists. In the lower plate the Martin and Horquilla formations were marbleized. The lower Abrigo was metamorphosed to epidote rich calc-silicate tactites and biotite hornfels. A composite geologic cross section, based upon diamond drilling,, through the Dragoon copper deposit is shown in Fig. 1. The geologic events which formed this deposit are: 1. A faulted section of Precambrian Pioneer formation and diabase and Cambrian Bolsa and Abrigo formations was thrust over Pennsylvanian Horquilla formation. In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

Since the advent of longwall mining systems in the United States, mine operators are increasingly relying on methane drainage techniques to supplement the ventilation system. The most commonly used technique is the vertical gob borehole. The number and spacing of vertical gob boreholes per panel is generally based on experience and underground conditions. To design a more efficient methane drainage systems, mine operators must accurately determine methane gas produced. Thus, mine operators must monitor gas flow and methane gas concentration on every vertical gob borehole on active panels at least once or twice during each 8-hr shift. As the mine grows, it is possible to have more than one operating longwall and many vertical gob boreholes. Thus, daily visits to each vertical gob borehole site can become very time consuming. During weekends when methane gas concentrations typically drop because there is no mining activity, borehole sites may not be visited. To obtain accurate gas flow data, a gob borehole monitoring system was designed and constructed by the U.S. Bureau of Mines (USBM). Gas flow, methane gas concentration, gas temperature, barometric pressure, and vacuum pressure of the exhaust fan are the parameters collected by the system. The system also includes circuitry for automatic shutdown of the exhaust fan and an alarm system before an unsafe condition is created. Telemetry components were also integrated into the system to allow for transmission of borehole data to the mine office. As a test, the system was installed and operated on a vertical gob borehole for six months. Test results indicated that intermittent measurements with hand-held instruments from vertical gob boreholes were always higher than gas flows measurements made by the gob gas analyzer system. This paper describes the system components, operational characteristics, and the results of the test program.

This paper addresses the impact of declining world rutile resources upon the production of titanium products and their asso¬ciated costs. Titanium is used primarily for the production of pigments; in its metal form it is considered a strategic and critical material to the U.S. defense and aerospace industries. There are two major mineral sources for titanium: ilmenite and rutile. Both these mineral types can be used to produce titanium pigments. Only high grade titanium concentrates, such as rutile, high-grade ilmenite, and synthetic rutile (which is produced through further processing of ilmenite), can be used in the production of titanium metal. This paper draws upon the data and analyses of a recent Bureau of Mines Minerals Availability Program appraisal that evaluated the international availability of titanium from market economy countries. The paper will show that production from economic rutile mines will decline sometime after the turn of the century and that rutile shortages could be alleviated by production from other high-grade titanium resources such as higher cost rutile deposits and anatase deposits, or through an increase in world synthetic rutile capacity.

NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

Universities and colleges in three countries, Australia, Canada and the United States, recognized the need to establish and/or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this goal, a cooperative study with industry in one state or province from each country was initiated. These include 1) Tasmania, Australia, 2) British Columbia, Canada and 3) Alaska, United States. Over one hundred mineral industry organizations cooperated in the study by providing information regarding their specific training needs for support personnel. The data gathered has been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration, including, but not limited to, geological skills, geochemical skills, environmental skills and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model has been developed for the three levels of training. The depth of each level of education and the training objectives for the work force at each level will be discussed.

The Amax Gold Guanaco mine is located in the Atacama Desert, approximately 260 km southeast of Antofagasta, Chile. The 6,000 tpd leach operation produces approximately 90,000 oz of gold, and 360,000 oz of silver per year. Production began in 1987, and the operation has been managed by Amax Gold since 1992. The mine has been plagued in the past by high operating costs and low production. Several significant changes have been made to the operations which have resulted in lower costs and higher operating efficiencies. A review of these changes is presented herein.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Semi-autogenous, (SAG), milling operations can realize substantial Increases in mill throughput by removing and crushing critical size, slow grinding, material from the SAG mill. Full-scale plant testwork showed that modifying the Kidston SAG/ball circuit to a semi-autogenous-ball milling-crushing (SABC) circuit would increase plant throughput by 25 to 30%. The methods used to determine the value of the SABC circuit and the design of the circuit are discussed.

INTRODUCTION The need for Government-sponsored research and development to increase excavation rates and lower costs for tunneling and mining operations in a variety of rock types has been emphasized in a wide range of publications from advisory panels, symposiums on rapid excavation, and individuals. In response to the predicted demands for mining and construction-oriented underground excavations for the next two decades (1970-1989), a comprehensive 10-year, $200-million research program in rapid excavation was proposed by the National Academy of Sciences in 1968 (1). Although the large program recommended by the Academy has not been funded, substantial Government-sponsored research in rapid excavation has been conducted during the past several years. This paper reviews some of the significant research accomplishments obtained under a three-year, $6.6-million research program in rock mechanics and rapid excavation sponsored by the Defense Department's Advanced Research Projects Agency (ARPA) and managed by the Bureau of Mines. In addition to the rock mechanics research, five major phases of excavation; systems analysis, geologic prediction, rock disintegration, ground support, and materials handling were represented by the projects funded under the ARPA program. The control of soils has been found to be one of the highest priority factors influencing the return of reclaimed prime farmland to production. The compaction of soil is primarily a result of the movement of high ground pressure wheel scrapers and dozers over soils during the soils replacement and regarding process and occurs to a maximum depth of about 1.2 m (4 ft) The deleterious effects of soil compaction can be controlled by deep soil loosening to a depth of 1.2 m (4 ft). Most farm tillage equipment can only loosen soils to a maximum depth of 0.33 m (1.0 ft). Deeper soil loosening equipment, in the 0.33-1.2 m (1.0-4.0 ft) range is currently avail- able in the U.S. and abroad which may have potential for application on reclaimed prime farmland. This study has appraised such available equipment and the results indicate that a few manufacturers in the U.S., West Germany, and England market static and vibratory soil loosening equipment which have potential for deeper soil loosening of reclaimed prime farmland.

"Ongoing research is being conducted to evaluate secondary support performance in longwall ventilation entries. In a three-entry longwall gateroad, secondary supports are applied in the #2 entry to maintain a functional airway for the entirety of second panel mining. This airway represents a pathway for contaminated mine air to travel from the longwall tailgate to the mine bleeder system. The ground response curve concept may be used as a design basis for selection of appropriate secondary support in these ventilation entries. Two types of secondary supports are monitored for load and convergence in this project. These monitored supports are pumpable crib supports and interlocking wood crib supports. To evaluate the effect of support density, two installation patterns are monitored for each support type. Both a single-row, protected airway pattern and double-row, full entry support pattern are monitored for each support type. Load and displacement data is collected for all support patterns as second panel mining retreats past instrumentation sites. Data is collected for approximately 200-feet inby the second panel face or as long as safely possible. Load and convergence data collected will be used to calibrate numerical models that will simulate ground response curves for the #2 entry inby the second panel face.INTRODUCTIONWhen a bleeder ventilation system is used, the #2 entry of a three-entry longwall gateroad system is designed to function as a pathway for contaminated air from a longwall face to the bleeder system during second panel mining. The #2 entry is subject to substantial ground movement and loading during its function as an air course because it is a single entry between two longwall gobs. Secondary support is regularly applied in this entry to maintain air course functionality during second panel mining.Research on performance and design of secondary supports has been conducted extensively over the last 30 years (Barczak and Gearhart, 1993; Barczak and Gearhart, 1994; Mucho, Barczak, and Dolinar, 1999). This research has focused heavily on the application of secondary support in longwall tailgate, with little research on the application of secondary support in bleeders or other ventilation entries (Mirabile and Westman, 2018). Secondary supports in #2 entry are likely to experience similar loading and ground movement as those applied in the tailgate entry. However, the designed lifespan of the mine entry and the definition of acceptable ground conditions differs from mine entries where more extensive research has been conducted."

In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

INTRODUCTION Approximately six years ago the U.S. Bureau of Mines (USBM) developed a data acquisition system (DAS) specifically designed for measuring radon levels and other environmental parameters during studies of means to control radiation hazards in underground uranium mines. The DAS system records data in machine readable form using a paper tape punch, which represented the state-of-the-art at that time for a moderate cost output device. However, the use of paper tape as a recording medium for field studies is somewhat unwieldy. Reducing the raw data required either that the tape be shipped to a computer center equipped with a high-speed paper tape reader or that the tape be transmitted at low speed over the telephone lines to a remote computer. Transmitting, at ten characters per second, the data from a 10-channel DAS taking Four readings per hour would require about 30 minutes For each 24-hour day's data. Telephone lines from remote mine sites are often of marginal quality and data errors can be introduced during transmission. Paper tape punches are also prone to occasional punching errors. Both problems make it necessary to carefully check for and correct data errors, a process which is possible because each DAS produces an independent printed data record, but the error checking and correction process can be quite laborious. Aware of recent advances in microcomputer technology which have brought the price of a personal computer down to about the cost of a paper tape punch 5-10 years ago, the Bureau decided to explore the feasibility of using a low-cost personal computer in the field to process DAS data in real time. On behalf of the Bureau, Arthur D. Little, Inc., developed a simple interface circuit which permits an Apple II computer to accept data from one or two DAS units as it is being transmitted to the paper tape punches. Computer software converts each measurement to appropriate engineering units, e.g., radon concentration, Working Levels, air velocity, temperature, or barometric pressure. The computer also calculates 1-hour and 8-hour running averages of all converted data and prints those results as soon as they are obtained on a line printer located at the test site for immediate inspection. After development, the system was used continuously and successfully for a 5-month period at a Utah uranium mine. DAS DESIGN AND MODIFICATION Each of the two USBM data acquisition systems used in this work consists of two separate modules. A multiplexer module located below ground near the measurement transducers acquires signals from each of nine tranducers. Six input channels were devoted to measurements of radon or Working Level. The outputs of those transducers, photomultiplier tubes or G-M tubes, respectively, are digital pulse trains which are accepted directly by the mutliplexer. Three channels were used for environmental parameters--air velocity, temperature, and/or barometric pressure. Each of the environmental tranducers is fitted with dedicated linearizing and voltage-to-frequency conversion circuitry so that the outputs to the multiplexer are also pulse trains having frequencies of one tenth of the value of the measured parameter expressed in the appropriate engineering units. A 100-Hz reference signal was input into the tenth channel for use in monitoring system integrity and performance. All ten pulse trains are then timeseries multiplexed into a signal line for transmission to the above-ground data acquisition module. Above ground, the composite signal is de-multiplexed into ten separate lines, each of which is connected to a digital counter which converts the pulse train to a numerical value. The acquisition of each set of readings is initiated by an adjustable "scan cycle comparator" timer. The acquisition process proceeds in three phases. First, radon and Working Level channels are counted for an extended period of time, typically 5-10 minutes depending on activity, because of the low pulse rates involved. Then the other four channels are counted for ten seconds, and finally, all ten readings, along with the Julian day and time of day are output serially onto paper tape and printed on a strip printer. When the scan cycle comparator reaches its preset time (15-minute cycle times were used in this work), it resets itself, initiates another readout cycle, and begins timing again. The only modification made to the data acquisition systems used in this work was to disconnect the scan cycle comparator in one unit, which became the "slave" and bring in the scan cycle comparator signal from the other unit, the "master", to initiate data acquisition cycles in the slave. Synchronizing the two data acquisitions in this fashion and using two slightly different radon counting times insured that the two systems never attempted to output data to the Apple II at the same time. THE APPLE II COMPUTER The Apple II computer used in this work was equipped with 48 KBytes of semiconductor random access memory (RAM), two floppy diskette drives, a Centronics Model 730 impact matrix printer and a modulator for driving an ordinary color television as a video display device.
