Between 2010 and 2018, Houston added more than 1 Million residents; the third largest rate of growth in the nation. With growth, the region faces new challenges with water supply, capacity of its wastewater system, and regional drainage. While tunnel construction has been limited in Houston since the Clean Water Program of 1990s, it is about to see a resurgence to improve water supply reliability and to reduce flood risks and sanitary sewer overflows. This paper examines the challenges with “going deep” below the built urban environment and related to high ground water; stiff, fissured clays; flowing silts and sands; faults; hazardous materials; and abandoned well fields.

Zortman Mining has spent approximately three years evaluating the metallurgy of the sulfide ores from the mining area of the possible expansion project. As the test program proceeded, an interesting series of events took place which changed the scope of the work. During the agglomeration work, one of the control columns was inadvertently set up without the addition of lime to the material prior to loading and subsequent leaching. The gold recovery from this column was comparable to those columns that had a lime addition of 10 pounds per ton of ore. In fact, the gold recovery curve had a much steeper slope than those of the other columns. Furthermore, the pH of the pregnant liquor from the "no lime" column recovered to typical levels as fast as the solutions from the "lime" columns. These observations led to the concept that rinsing the ore with water prior to cyanide leaching could be advantageous to the heap-leach process.

The Great Lakes Water Authority (GLWA) operates the largest regional water authority in the State of Michigan. Two of the tunnels supplying raw water to the system from the Detroit River are the Springwells and Northeast Tunnels. The existing 70- to 90-year old concrete lined tunnels have experienced distress and cracking over their life requiring non-structural repairs to sections of the tunnels. For the repair, an interior stainless-steel segmental liner plate system has been designed to restore the watertight capacity of the tunnel liner and resist the exterior hydrostatic groundwater pressure in a dewatered condition. The team is utilizing a “wet repair” approach to perform the necessary repairs while the tunnel remains fully flooded and operational. To test and validate the tunnel repair approach, a full-scale mock-up of the proposed repair has been performed using underwater equipment and divers.

The structure is secondary -its reasons for being are to support, enclose and provide access to the machine, for servicing. This results in a wide variety of supporting structures. Other considerations are: plant layout, local soil conditions, climate, local laws and codes, and last, but by no means least, the Customer's wishes.

In the short period of one mans? career we have seen specifications for bulk material handling systems and equipment grow from two or three pages to as much as two or three volumes for a single contract. The old 'short form' described what the purchaser expected the equipment to do. The long form does the same but also includes nut, bolt, and lockwasher depth of detail. What are the events that led to this proliferation of verbiage, and does it benefit the buyer in the final analysis? Is there a better way to purchase complex equipment while ensuring the highest quality for the dollar spent?

The paper presents the evaluation method of the thermal power potential of the salt lakes developed in collapsed salt mines in Romania. It is well-known that the hydro-chemical stratification of these lakes favors warmer internal layers. The degree of heat varies during the year, but, taking into account the large number of genetic lakes of this type, it can be used as a local utilizable power source. The authors analyze the correlations between the physico-chemical parameters of the water and the degree of heat stored as a function of the morphological parameters of the lakes, as well as the technical parameters for capitalizing on this power.

The DC Graphite Melter has been shown to be capable of processing radioactive waste materials. The process is characterized by its high temperature capability and operation in a closed system. From an environmental perspective, the control of emissions coupled with destruction for hazardous organic materials is mandatory. These same characteristics may be applicable to the minerals processing industry. Under normal operation, the system reaches temperatures for nominal operation of 1600°C, with an arc temperature in the order of 5000°C. The system temperature is determined by the melt temperature of the material being processed. In testing of a 750 lb/hour unit, temperatures of 2200°C were reached. Current focus is on finding waste treatment and metals recovery opportunities in the metals processing industry for his innovative technology.

Wastes related to abandoned mine sites can constitute important potential pollution sources, depending on their mineralogical and geochemical characteristics and volume. Mine waste disposal sites contain a diverse variety of wastes including overburden material and waste rocks, the ore which cannot be economically removed and wastes from the smelting processes when they are accomplished at the mine site. These materials are usually heterogeneous in size, mineralogy and metal concentrations. Asturias, in northern Spain, has an extensive mining history and, in consequence, there are abundant unreclaimed and derelict mine sites with abandoned mines and spoil heaps of different age, morphology, content and dimensions. In these spoil heaps, waste materials are subjected to the intense action of a humid environment, so the instability of sulphides and sulpharsenides results in the production of acid and metal-rich leachates, which are incorporated to surface water or infiltrated through the land reaching groundwater bodies. The mineralogical and geochemical characteristics of the stored materials are key data to evaluate if they represent an environmental risk. Mineralogy and geochemistry of wastes and the particular specific environmental conditions of each site affect the rate of weathering and therefore the metal release. The characterisation of mine wastes is a necessary step in order to establish suitable assessment strategies with the aim of reducing the leaching, transport and widespread of ecotoxic elements from mining wastes to the environment (surface water, sediments, soils and air). As a consequence of the weathering of As-rich mineral phases, high arsenic contents are commonly detected in effluents from mine voids and spoil heap leachates.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. The ability to assess, address, and predict mining-induced stress distribution is paramount in maintaining a safe and efficient underground operation as coal mines continue to develop at deeper depths and in more geologically complex reserves. This is especially true for longwall mining operations given their limited flexibility in panel layout and orientation. This paper focuses on ground behaviors and conditions observed at two deep-cover, steeply dipping longwall mining operations in Utah’s Unita coal basin. This region is susceptible to coal pillar bump/bounce events as a result of high depth of cover, high-extraction mining, and the close proximity of a thick massive stiff sandstone stratum to active mineworks. The successful prediction of mining-induced coal bump events for Mine A and Mine B operating in the Unita basin has prompted mine management to develop a rock mechanics testing database for reserve calculations. The database is applicable to mine planning as well as the development of multiple numerical models to proactively identify and address adverse ground conditions using input parameters calibrated to site-specific behaviors and conditions. For both Mine A and Mine B, the most critical question relates to longwall development and recovery for “extreme” deep-cover longwall panels at overburden depths greater than 600 m. This paper highlights the impact of high-stress concentrations associated with deep-cover longwall mining as well as the methods applied to mitigate stress impacts on miner safety and longwall production.

INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world's reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

In 1989, for the third consecutive year, both the production and consumption of coal in the United States reached record levels. Domestic coal consumption totaled 806.5 Mt (889 million st) in 1989, a 5.4 Mt (6 million st) increase from the year before (Table 1). US coal exporters also had a banner year. For the first time since 1982, exports ex¬ceeded 91 Mt (100 million st). US coal production in 1989 rose by a surprising 27.3 Mt (30 million st), reaching 889 Mt (980 million st) for the year. To a certain extent, the sizable difference between production and demand growth was due to smaller consumer stock withdrawals. Coal consumers withdrew only 12.7 Mt (14 million st) of coal from their stocks in 1989, com¬pared to 22.7 Mt (25 million st) in 1988. Despite strengthening coal consumption, exports, and production, coal prices to all domestic sectors declined slightly during the year. That essentially continued the trend of the past several years. On the labor front, the United Mine Workers of America struck the Pittston Coal Group in 1989. It was a bitter work stoppage that was not settled until February of 1990. This was the first major coal strike since 1985. The strike also precipitated a series of wildcat outages by UMWA members in June and July. At their peak, more than 40,000 UMWA members participated in the wildcat strikes. Except at Pittston, however, most miners were back to work by August. It is estimated that perhaps 4.5 to 9.1 Mt (5 to 10 million st) of coal production was lost due to the Pittston and associated wildcat strikes. However, some of this production may have been recouped by other coal companies not affected by the wildcat strikes, and by the affected companies after the strikes ended.

In this study, various rib bolting scenarios were investigated to better understand the effectiveness of the support systems. A coal mass constitutive model is implemented to a distinct element method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid banded bright coal were considered. Different scenarios such as rib bolt length and number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength-reduction method in DEM code with the coal-mass model can aid in the development of practical primary sup- port charts, which can help in the rib support design process.

Henderson Mine has been transporting molybdenum ore using a rail haulage system for the past 21 years. Due to the age of this system, limited performance, and obsolescence, a capital investment decision was imminent. Henderson used this opportunity to evaluate other transportation methods and continuously improve their mining practices. These efforts resulted in a new mine plan for Henderson, which ensures that Henderson will continue to supply high quality molybdenum into the 21st century. This paper will discuss the dramatic changes taking place at the Henderson Mine as a new production level is mined. These changes include the installation of an underground crushing, conveying, and truck haulage system, as well as increasing the scale of the panel caving process. Each of these topics will be discussed, as will their rock mechanics and material flow implications.

Coal in most refuse ponds including those owned by Consolidation Coal Company can be recovered by froth flotation techniques. Laboratory studies show that the flotation conditions required for coal recovery varied greatly from pond to pond. The variables found to be most important for high coal recovery and low product ash were: a) the amount and type of flotation reagents and b) the degree of conditioning before flotation. Coal recovery at a rate of 0.504 kg/s (2 tons/hr) was demonstrated at a pond site employing a mobile froth flotation unit.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

The Windy Craggy copper-cobalt-bearing massive sulfide lies in the Tatshenshini map area of northwestern British Columbia, where British Columbia joins Alaska and the Yukon. The area is covered with numerous glaciers and ice fields that mask geologic detail and hamper ground access. In 1957, Ventures Ltd., the predecessor of Falconbridge Ltd., undertook a reconnaissance of the area using a float-equipped Supercub. At that time, large lakes and glaciers were unnamed and little was known of the geology. The prospecting team was led by J.J. McDougall with Stan Bridcut as pilot-prospector. Prospecting was directed at the St. Elias Mountains between the rich Kennecott copper deposits to the northwest and the Maid of Erin silver-copper mine on the Haines Road, BC. Reconnaissance flying in 1957 and early 1958 eliminated vast segments of the Kennecott-Haines Road terrain as being too inaccessible for mining. In 1958, the Supercub landed at an unnamed lake and the terminal moraine of an unnamed 12.9-km (8-mile) long glacier was prospected. The lake was called Tats Lake and the glacier named Tats glacier (short for Tatshenshini). Float of sulfide was found in the moraine. Follow-up investigation along Tats glacier led to the discovery of several small sulfide deposits and these were staked. Prospecting active glaciers in this area can be complicated because of drainage capture by eroding valley glaciers. Glacier capture resulted in the float from one mineralized area being deposited at different times in three widely separated moraines. Float of the Windy Craggy deposit, therefore, occurs along the course of older glaciers and at the base of the currently active ones. The problem of sourcing caused much additional Supercub reconnaissance. It is interesting to note that about 40 geographic names were given various features in this unmapped portion of the St. Elias Range, and these names were ultimately officially adopted.

The difficulties encountered in justifying replacements for over-age mobile mine equipment at the Gay Mine are common to most mining operations. More critical management reviews, resulting from ever rising capital expenses, increased such difficulties. These increased difficulties are especially apparent to those who are primarily operators and are not statisticians, mathematicians, or computer oriented. The Gay Mine is located 17 miles east of the town of Fort Hall in southern Idaho. This open pit operation annually supplies the J. R. Simplot Company and the FMC Corporation with 1.5 MM - 2.0 MM tons of phosphate ore. Stripping ratios average approximately three bank cubic yards of waste per ton of ore mined. The mobile mine equipment fleet consists of ten 24 yard scrapers; twenty-one 30-50 ton end dump trucks; four 32 42 yard shovels; fifteen dozers in the D-8 and D-9 classes; and three road patrols. Equipment replacement is based on the results of evaluations made on individual units. Authorization of capital expenditures for equipment replacement is dependent upon a favorable profitability index (true rate of return on investment) plus a favorable payout time. The system is based on cash flows and requires the determination of (1) the net cash outflows in the form of capital expenses plus (2) the expected cash inflows resulting from reduced expenses and depreciation tax credits. After adjustments for taxes and the time value of money, the net amounts are used to calculate the required indices. The basic elements for the system related to the replacement of mobile mine equipment include: (1) the determination of dollar penalties to be expected from the continued use of aging equipment; (2) the selection of equipment that will provide the greatest return on the investment dollars; (3) the quantification of the expected savings; and (4) the calculations of the prescribed indices. The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . It is a pleasure to be here today to discuss coal's prospects with the Society of Mining Engineers of AIMS--- a group destined to play a crucial role in shaping our national energy future. Much has been said lately about attaining domestic energy self-sufficiency, but to date, little has been done. Oil tankers from Venezuela and Kuwait continue to glide across the seas to meet our incremental energy needs. Meanwhile, our principal domestic energy resources -- oil and natural gas reserves in the Outer Continental Shelf and the oil shale deposits and the coal lands of the West -remain untapped. Help, however, appears to be on the way. In a forceful address last fall, President Ford called for the elimination of oil as a fuel for base-loaded power plants and its replacement with coal by 1980. He also urged the accelerated leasing of federal lands on the Outer Continental Shelf, the resumption of coal leasing on federal lands, and the development of a new energy conservation policy. There are, of course, many details left to be worked out. Language must be developed to put statutory flesh on the conceptual bones spelled out by the President. Congress must act. Regulations must be approved and tested, if need be, in court.
