All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

"An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys, to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in) was measured by the extensometers, photogrammetric reconstructions, and laser scanner over a 6-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls was significantly lessened. INTRODUCTION Limestone formations in the United States can be subject to relatively high horizontal stresses due to the presence of tectonic loading of the strata. Horizontal stresses have a documented history of causing stability issues in underground limestone mines. Kuhnhein and Ramer (2004) discussed the influence of horizontal stress on complex ground control interactions associated with limestone pillar design and mine layouts. Esterhuizen et al. (2008) documented roof damage observations associated with high horizontal stresses such has roof guttering, beam instability, oval-shaped falls, and failure propagations. There have also been a number of documented case histories of horizontal stress causing unexpected roof and pillar failures at shallow depths (Stacey and Yathavan, 2003). To the knowledge of the authors, there has only been one well-documented case of floor failure causing stability issues in an underground limestone mine. Murphy et al. (2015) documented the role that a weak, moisture-sensitive floor had in the development of a massive roof collapse. For this paper, the study site neighbored, and was in the same general geology of, the site in Murphy et al. (2015). However, the weak, moisture-sensitive floor was not present for the current study. The current study site has experienced significant floor instabilities caused by high horizontal stresses. The instability area was monitored using two different methods to determine if the floor failure would eventually propagate into roof or pillar failure. The objective of this paper is to analyze displacement monitoring measurements from string potentiometers and remote sensing techniques in an area experiencing active movement. Based on the measurement trends and observed damage from inside of the mine, the presumed failure process will be discussed."

Located in the Santa Cruz Mountains eight miles north of the City of Santa Cruz and inland from the coast, lies a typical beach sand consisting of quartz and feldspar grains of the Santa Harguerita formation of the middle tertiary age, Reserves of over twenty-five million tons of this sand form the deposit presently being harvested by Pacific Cement & Aggregates, a Division of Lone Star Cement Corporation. The deposit ranges from 350 to 700 feet above sea level and varies from two percent passing a 200 mesh screen to ten percent retained on a ¼ inch screen (see Figure '#l) In 1929 the first sand plant went into operation at this site. It was replaced by a new plant in 1937. This plant continued operation until the middle of 1965 when replaced by the modern plant described in this paper.

The current situation of the global mining economy is increasingly focused on the utilization of materials previously discarded in the mining process. The waste from the past, through new processing routes, is gaining new contours for use as high-value-added products. The strategic mine planning process has consequently had to adapt to the new economic reality. In standard scenarios, the focus was primarily on mine sequencing aimed at the highest economic return, with all infrastructure allocated as a necessity of mining. This work aims, in strategic planning, to configure and select the best composition of mining structures. The entire Mine-Plant-Waste-Tailings-Products chain will be considered as a factor in the sequencing of a multimine complex, to achieve the most sustainable utilization of the current mines’ waste. The sequencing is based on concurrent flows of process configurations and capacities, structure sharing, and flexibility of feed types. These factors will guide the sequencing, which will be constrained by components such as waste and tailings disposal rates, lithology feed relationships, and especially product composition through market specifications, all while respecting product shipping capacities.

Surface mining and reclamation has the potential to at least temporarily increase surface runoff and resultant erosion and gully development. This increase in erosion is due in part to compaction of the soil surface with heavy equipment, creation of large relatively unvegetated watersheds, and elimination of natural dendritic ephemeral drainage patterns. Methods for stabilizing gully channels which may develop prior to establishment of sufficient vegetation to control erosion are analyzed. Utilization of various sizes of riprap for channel lining, the use of riprap check dams, reinforcement of riprap check dams, and the relation- ship of type of control structure to area of watershed and resultant flow velocities are discussed.

"What is your history and how did you get involved in mining?Like many SME members, I came from a mining community with a family history in mining, in my case Walkerville, MT. Both of my grandfathers were underground miners. My father was a miner for a short time. He later sold drinks to the miners. Unfathomable by today’s standards, my dad would pick up the miners’ checks at the pay office and have them cashed and waiting with a shot and beer for the miners when their shift ended. My mother was a nurse, who from time to time, would patch up an unfortunate miner. I remember walking past multiple picket lines on the way to and from grade school, watching homes being boarded-up. I grew up with a deep respect for the critical relationship between labor and management.I had no intention of going into mining and initially set out to pursue a career in chemical engineering. But I attended my first two years of engineering at Montana Tech, due to the proximity and affordability. This is where I met Dr. Tom Finch, a mining professor who taught statics to the engineering students. After a coaching session in a hallway, half way through my sophomore year, I switched to mineral processing engineering. In his colorful way, Professor Finch advised me that, “You do not want to make #@*!! erasers and #@*!! Jell-O the rest of your life go talk to the guys in mineral processing.” He was very persuasive and here I am today.How about your involvement with SME?I encountered SME out of school and a little later in my career. Terry Maio and Jim Arnold invited me to local section meetings in the Missouri Lead Belt. That was my first exposure to the technical programming and relationship building that was possible at the local level. After Ozark Lead shut down and I relocated to Nevada, Rich Johnson, Scott Barr and Dave Collins encouraged me to attend my first annual meeting in Salt Lake City, UT. I joined SME at that time and was fortunate to be engaged by members like Art Schweizer and Jim Arnold, and I soon began the leadership progression for the Mineral & Metallurgical Processing Division. Since then, I have supported SME at the national and the local level serving in multiple roles and capacities."

The purpose of this paper is to demonstrate how the Computational Fluid Dynamics (CFD) technique can be an attractive approach to evaluate the performance of face ventilation systems. To present the capability of the CFD for such a study and for design purposes, a series of simulations using CFD have been performed at the Department of Mining Engineering, University of Kentucky, for different face ventilation arrangements (e.g. different scrubber geometries, brattice (curtain) and continuous miners locations, airflow quantities, etc.). Results from these simulations are displayed as three dimensional graphs and discussed. Needs for the field validation of these results and refinements of design methodologies are also discussed.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors of this paper, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the interdisciplinary area which they have called "geostatistics." An actual example has been selected to illustrate this benefit.

Research activities performed by Cleveland-Cliffs Research and Hibbing Taconite plant personnel during the last decade have resulted in the development of an improved autogenous mill grinding circuit. Minus one (1) inch autogenous mill trommel oversize material, con-sidered to be a critical size, is magnetically cobbed and then crushed to 100% minus 3/8" prior to reentry into the feed end of the mill. Autogenous mill capacity increases, up to 25%, have been measured in pilot plant tests using this approach and are also anticipated for the Hibbing Taconite concentrator which presently has reached a 15.5% improvement.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. Bioleaching of solid wastes lithium ion battery industries was carried out in this investigation. A new method for recovery of cobalt, potentially the basis of an economic and environmentally friendly process was examined. The present study was conducted using chemolithotrophic and acidophilic bacteria Acidithiobacillus ferrooxidans and some mixed thiobacilli collected from abandoned mine drainage. These organisms were able to utilize sulfur and ferrous ion as energy source. Bio-dissolution of cobalt was found to be faster than lithium. The effect of initial Fe(II) concentration, initial pH and solid/liquid (w/v) ratio were studied in detail. With increase of time of leaching the dissolution of cobalt was found to be increased and this must be due to competitiveness of the mixed thiobacilli for utilizing the energy source among them. Since the bacteria are belonging to acidophilic group the higher pH studies revealed a decrease trend in metal dissolution. Higher solid/liquid ratio also found to be detrimental for the bacterial activity. It seems bacteria are not resistant to higher concentration of the metal. The optimized conditions for bio-dissolution were sol-id/liquid (w/v) ratio - 10 g/L, initial Fe(II) concentration - 5 g/L, elemental sulfur - 1% (w/v). In the optimized conditions, cobalt dissolution was observed to be about 75 % whereas that of lithium was 15% after 25 days.

Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

Located approximately 50 miles northeast of Knoxville, Tennessee, Short Mountain Silica mines the Clinch Formation, an orthoquarzite, for silica sand. In 1980, a Knoxville resident and area contractor visualized mining Short Mountain for silica sand. Because APG Industries, the main market for the glass sand product, was only 48 kilometers from the site, many silica sand companies became interested in the property. In 1986, J.D. Nicewonder began to develop the site, and in May of 1988, APG Industries received the first sand shipment.

A model assessment was made to evaluate contaminant transport to ground water from clay-lined and unlined tailings pits. The input hydrologic soil characteristics were measured on materials typical of those found at the Morton Ranch uranium mill site in central Wyoming. The assessment involved combined saturated and partially saturated flow and contaminant transport models for two-dimensional cross-sections typical of the proposed Morton Ranch burial pits. Specifically obtained from the models were contaminant flow paths, the advancing contaminant flow fronts for sorbed and non-sorbed constituents, and travel times of contaminants along flow paths. Such results enable evaluation of the environmental consequences for the alternative control methods.

The goal of Bethlehem's mining research program is to improve both the safety and productivity of our mines through the use of new equipment, new technology and new mining methods. Although we can all agree on the value of such goals, achieving them can be a costly, time-consuming and sometimes frustrating experience. However, the potential benefits of lower costs per ton and better safety in an increasingly more stringent and confusing regulatory environment make the expended effort worthwhile. At Bethlehem we feel that the mining companies are in the best position to determine the needs of the industry, and coal companies have the incentive as well as mine sites at their disposal for testing. Therefore, the mining industry should be leading the research effort

The setting of tasks for the process control of coal cleaning, and in this connection the requirements for instrumentation can be classified into the following three fields: - Monitoring the operation of individual units, or process steps, - Control of units or process steps, - Control of the entire coal cleaning process with the intention of optimizing the operation and the profitability of the process. Instrumentation is affected by the type of cleaning processes. For introduction Figure 1 shows the simplified flow sheet of coal preparation which is usual in the German Ruhr District and in which desirable places for the measurement of ash, moisture and sulfur content are marked. The preparation plant is supplied with run-of-mine coal from the shaft via a homogenization facility. In a first step of primary classifying the raw feed coal is screened at about 10 mm. The raw coarse coal ( = 10 mm) is sorted by jig washers or heavy-medium separators. the raw fine coal (< 10 mm) at first is pneumatically sized at about 0.5 to 0.75 mm. The fines, the aspirated dust, are a finished partial product which will be added to the final metallurgical or steam coal. The material 10 to 0.75 mm subsequently is sorted in fine coal jigs and dewatered in centrifuges. The sludge obtained with the wet cleaning processes is dewatered in thickeners and fed to the flotation. Concentrate and tailings are dewatered by filters or bowl centrifuges and by chamber filter presses or belt filter presses, respectively. The partial products coarse coal, fine coal, flotation concentrate, aspirated dust, and middlings are blended to result in the sellable products metallurgical and steam coal.

The purpose of this paper is to describe an independent study which forecasts Texas coal production, specifically for electric power generation. This study, extending to the year 2000, is justified on the following basis. Texas produces and consumes considerably more electric energy than any other state, has consistently high growth rates in the population and industrial sectors, and has large lignite reserves. Also, since recent forecasts have been criticized as overly optimistic, this study is timely when considering the long lead times required in obtaining new power sources. In the study demand for electric energy was assumed to rest on two dominant factors: 1) overall state of the Texas economy as measured by the Texas Gross State Product (TGSP) and 2) Texas population. Demand models were prepared and tested following a study of several options. A final linear regression demand model with time lags for the two variables was chosen on the basis of good correlations. On the supply side, uncertainties such as impact of nuclear sources, gas-fired cogeneration, and ratio of imported to lignite coal exist. These uncertainties were studied with high and low cases for effects on lignite. Finally a simple supply model was chosen. Results of the study indicate that lignite production in Texas will rise from the current (1984) 40 million tons per year (XTPY) to the range of 77 to 124 MTPY and more probably 100 HTPY in the year 2000.

Longwall mining is popular in underground coal production in the United States due to higher production rates and safety concerns. Because of the extreme complexity, it is necessary to plan an adequate design to achieve a safe and efficient working place. The proper sizes of yield and abutment pillars and panels can be determined by simulation using numerical modeling techniques. By means of three-dimensional modeling, stresses to be imposed on the pillars, panels, gob, and powered supports can be analyzed. In this study, an initial three-dimensional finite element model was developed and then modified into four different models. Using these models, the numerical outputs of distributed stresses on three different sizes of yield pillars, three different sizes of panels, and two different sizes of abutment pillars were compared and analyzed to determine the most adequate pillar and panel sizes. Progressive failure theory based on the Hoek and Brown failure criterion was used to determine redistribution of stresses in the yielded and failed areas in the longwall mine.

The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency&apos;s (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It&apos;s difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They&apos;ll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.
