Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

During the design and construction of a coal preparation facility, there are many items that can cause serious problems if not properly handled in the early stages of a project. These problems can be a detriment to smooth owner/ contractor relationships, the designing of a flow sheet, the selection of equipment, the design of the facility, the maintenance of schedule and budget, and a smooth start-up. It is the purpose of this presentation to identify some of these problems and to suggest steps that can be taken to reduce or eliminate their impact.

Previous production at Spektakel was undertaken during the periods 1854 - 1888 and 1892 - 1901. During this period a total of 41,7 kt of ore grading 32% Cu was hand-sorted from 270 kt to 360 kt of ore mined. Initial open-pit mining was followed by underground mining, access being by means of an inclined shaft to the 85 fathom level. During the period 1946 - 1952 cement copper equivalent to 5,452 kt of blister was produced by leaching of oxidized ore. The Spektakel ore-body branches and coalesces both in plan and in cross-section which accounts for its remarkably complex configuration. Constituent rock-types are andesenite and various varieties of biotite diorite and of ?norite? (biotite-hypersthene diorite). Closely related spatially, and possibly genetically, but predating the above-mentioned basic rocks are bodies of biotite-bearing monzoritic rocks, locally termed shonkinita.

In order to effectively model subsidence caused by underground openings, a two-dimensional computer code has been developed which couples near- and far-field response. The near-field is simulated by a discrete element block code and a finite difference code represents the continuum region in the far-field. The explicit equations allow rapid and inexpensive solutions to geometries which may lead to subsidence. Two sample problems are presented which illustrate the important features of the code.

The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. "Normal" free time rules would permit a car to be held for a maximum of 48 hours without charge; however, in the case of coal, there is a rule which, subject to liberal rules as to the

In southwest Wyoming lies buried the world's largest source of natural sodium carbonate, or soda ash. Perhaps a hundred billion tons of trona (sodium sesquicarbonate) are contained in ancient lake beds in the Green River basin'). There the Green River Formation encloses more than 40 extensive beds of trona. At least 25 of these exceed 3 feet (1 meter) in thickness and most of them are more than 300 square miles in extent. Five have been exposed in mines and lie between 800 and 1500 feet below the surface. Others lie at depths of from 400 to 3500 feet. Three companies have underground mines that supply trona to adjacent soda ash plants. These are the FMC Corporation, Allied Chemical Corporation, and Stauffer Chemical Company. A fourth, Texasgulf Corporation, has a mine under development. In 1974, annual soda ash capacity in the Green River area was approximately 4,300,000 tons, which requires the mining of about 7,500,000 tons of trona.

"The US coal mining industry has suffered a recent decline in profits caused by a combination of decline in commodity demand and more restrictive government regulation, forcing coal mining companies to cease production in numerous mines. A 40% decrease in the total number of coal mines occurred from 1994 to 2000. The number of mines remained relatively constant until 2008 when a change of government sparked a series of new environmental regulations which have contributed to another 15% decrease from 2008 to 2016. In contrast, production has only decreased by 3%, increasing from 1994 to 2008, and then decreasing since 2008. However, this value is skewed by large increases in sub-bituminous coal production and decreases in other coal ranks. Several aspects assist in executive decisions on mine longevity and economic worth. Studies of open source mine data collected by mandated government surveys coupled with commodity history can be used to find relationships between mine closures and these elements, which include statistics on production tonnage, seam height, coal rank, etc. This paper looks at coal mining trends since 1994 by comparing mine, market, and regulation factors that may influence mine closure. INTRODUCTION The US coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history, and regulatory impact. TRENDS SINCE 1994 Each year, US coal mines are required to submit data on a wide variety of categories to the Mine Safety and Health Administration (MSHA) and the US Energy Information Administration (EIA). This data includes administrative records, production values, and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the following figures."

Conventional methods of drillhole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drillholes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drillholes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

The Chino mine is an open pit copper mine located in southwestern New Mexico, at an elevation of 1890 m (6200 feet) above sea level, approximately 117 km (70 miles) north of the Mexican border. It is owned by Chino Mines Co., a Phelps Dodge Corporation-Mitsubishi Minerals partnership, and is operated by Phelps Dodge Corporation. As part of an effort to maximize production and minimize costs, a computerized truck dispatching system was approved for purchase and installation at the Chino mine in March. 1984. Modular Mining Systems, Inc. was commissioned to install their system, trade named DISPATCH. The system installation was completed and operation began in July, 1985. Installation and operation of the system has presented some interesting challenges and problems, which have been overcome, resulting in increased productivity for the haulage truck and shovel fleets.

Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. The San Miguel Mine is owned by San Miguel Electrical Cooperative, Inc. and operated by Atascosa Mining Company, a wholly-owned subsidiary of Morrison-Knudsen Company, Inc. This multiseam, single-zone lignite surface mine is located near Jourdanton, Texas, 110 kilometers (68 miles) south of San Antonio. Lignite extracted from four closely-spaced seams is used to fuel the 400-MW San Miguel Power Plant. Recovery depths range from 7 to 37 meters (25 to 120 feet). The mine began stripping operations in the spring of 1980 and now produces approximately 2.5 million tonnes (2.8 million tons) of lignite annually. Atascosa Mining Company is responsible for production, maintenance, engineering, and management services. Production responsibilities include topsoil removal, overburden removal, lignite mining, spoil pile regrading and topsoil replacement, as well as ash disposal and construction and maintenance of water retention and diversion facilities.

Rend Lake is an Army Corps of Engineers reservoir located in Franklin and Jefferson Counties in south-central Illinois. The lake consists of 20,000 acres of water and 19,000 acres of public access land. The site attracts over two million visitors a year and is surrounded by campgrounds and other recreational facilities. The lake overlies the largest tonnage of low sulfur coal in the state. Coal is being removed beneath the lake from five mines operated by three coal companies. Currently high extraction mining operations are approaching low-lying, environmentally sensitive, and high-use recreational areas. Advanced planning to maximize coal extraction and minimize potential effects of subsidence requires the development of procedures to assess the impact of high-extraction mining on the land use of the area. The Bureau of Mines, the Corps of Engineers, and the coal companies have initiated research to assess the following proposed planning steps to ensure the maximum recovery of the coal resources while minimizing impacts to surface land use: 1) Establish a dialogue between the surface and mineral owners; 2) develop a geographic information system to aid in assessing existing land use and potential changes; 3) assess the potential effects of subsidence on drainage, wildlife habitats, and changes in land use prior to mining; 4) coordinate the mining displacements with surface activities to minimize disruption; and 5) develop appropriate mitigation plans before mining occurs.

INTRODUCTION The term "Rapid Underground Excavation" is generally associated with high speed tunnel advance with large volumes of excavation, and indeed this is the type of work for which most of the recent innovations in methods and new machinery have been developed. However, the term applies as well to any underground excavation process that results in an earlier project completion than would be expected with conventional methods, and hopefully with a decrease in total unit excavation cost. Often significant progress has been made during the primary stages of an underground construction project and then an inordinate amount of time and effort has been expended on small units of "miscellaneous" excavation which has delayed the overall project completion and escallated overall unit costs. Construction at the Nevada Test Site of the Atomic Energy Commission for underground testing frequently requires significant amounts of so called "miscellaneous mining" such as short access drifts, cross cuts, alcoves, niches and concrete keyways. Many of the keyways must be excavated without disturbing the rock beyond the excavation lines and construction scheduling often dictates that much of the work must be accomplished without disturbing sensitive electronic equipment already installed. The U.S. Bureau of Mines (USBM) established on August 15, 1983, a Generic Mineral f Technology Center (GTC) for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University (PSU) and West Virginia University (WW) in association with participating MRIs at Massachusetts Institute of Technology (MIT) and the University of Minnesota (UMN). The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through researching and advancing the fundamental under- standing of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. Other Center activities include the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications in the respirable dust area.

The accumulation, handling, and utilization of sludges formed from wet process phosphoric acid is one of the major problems in the industry. The purpose of this paper is to explain some of the considerations and techniques that can be employed to provide some measure of control over the problem. An acid made from a Central Florida phosphate rock is used to illustrate the effects of one process design approach used to provide one type of control. Other approaches or techniques are discussed on a general basis. In every case, the discussion is purposely limited to conventional dihydrate processing in which phosphoric acid is produced from the filter at a strength of approximately 30% P205 and is subsequently concentrated to higher strengths such as 44 and 54% P205.

The most serious problem for on-line coarse particle size measurement from a conveyor belt by image analysis is the overlap phenomenon that occurs between adjacent particles. A methodology is developed and described in this paper to estimate the sieve size distribution from the overlapped projected particle images as might be obtained from a conveyor belt. Two aspects of the overlap problem have been taken into consideration. First, several image processing algorithms were studied to find the most suitable technique to separate the projected overlapped particle images for narrow sized particles. These image segmentation algorithms include two-dimensional thresholding, edge detection and Watershed discrimination techniques. The other aspect of the overlap problem is related to the determination of the general kernel function for the partial particle images obtained from the projection of the overlapped particle bed. In this regard, a computer simulation technique was applied to mimic the overlapped particle bed for narrow sized particles, then the general kernel functions of the partial particle images were determined.

Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

The Wobbler Feeder is a comparatively new materials handling and separating device. It is essentially a materials separating or scalping machine, particularly adaptable to separation of oversize particles from mine-run ore and to the separation of oversize materials from overburden, where the removal of oversize materials is necessary, as is the case in conveyor stripping. In construction, the Wobbler Feeder is simply a set of transverse bars of manganese steel, or other wear-resisting alloy steel, each having an elliptical cross-section with the major axes of adjacent bars displaced by ninety degrees so when rotating in unison, the pre-determined space between the bars remains constant.
