"Chicago’s Tunnel and Reservoir Plan (TARP) is a nearly $4.0 billion and over 30 years long program and arguably the largest and longest combined sewer tunnel and reservoir system in the world. Recently, a massive tunnel construction is underway for connection of the McCook Reservoir to the existing TARP tunnel system. Once completed in two stages in 2017 and 2019, the reservoir will hold 38 billion-liters (10 billion-gallons) of combined sewer overflows (CSO) and flood waters from the city of Chicago and over 20 communities in Cook County, Illinois. McCook Main Tunnel will connect Chicago TARP’s Mainstream Tunnel to the McCook Reservoir. Connecting two 10-meter (33-ft) diameter tunnels at 92 meters (300 feet) underground has not been a simple task for the McCook Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch, and the contractor, Kiewit Infrastructure Company (Kiewit). Yet alone excavating and lining massive size tunnels, the team is also challenged with live tunnel conditions in TARP Mainstream Tunnel that carries CSO and flood flows from city of Chicago which runs full during rain events and must remain in service at all times. The project is a noteworthy feat for engineering and construction with the upcoming installation of world’s largest underground wheel gates for flow control within the tunnel. In this paper, we describe one of its kind elements of this major tunnel system along with key design and construction considerations, specifically for the live tunnel connection which is a rare occurrence in the tunneling industry. INTRODUCTION The McCook Main Tunnel system consists of a 10 m (33 ft) finished diameter and 490 m (1,600 ft) long hard rock tunnel constructed from a 27.5 m (90 ft) diameter and 92 m (300 ft) deep main gate and tunnel construction access shaft. The gate shaft houses six high head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steel lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir."

Introduction With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the fine mineral particles in these ores. Not only is this expensive, but it leads to greater losses in slimes. Gravity concentration techniques become unacceptably inefficient for particle treatment below 25 to 50 µm, and even flotation fails in the ultra-fine range. Ore from the South Crofty mine near Redruth, Cornwall, was subjected to thermal pretreatment in the hope that differential thermal expansion of the minerals would lead to intergranular cracking, and thus enhanced liberation. South Crofty ore contains about 1% tin as cassiterite associated with a complex assemblage of quartz, chlorite, tourmaline, and hema¬tite in granite and slate. Recovery of cassiterite can be as low as 70%, as overgrinding occurs during stage reduction of the material to 1 mm (primary grinding) and 180 µm (regrinding). Cassiterite is present in grain sizes ranging from submicroscopic to + 10 mm, the bulk being predominantly in the range of 50 µm to 3 mm. Experimental Flat polished sections of the ore were photographed in reflected light using a Vickers M17 microscope. The sections were then heated in a Carbolite LMF4 muffle furnace. The heating rate and temperature were monitored by a thermocouple immersed in the bed of particles. Previous work by Sherring (1981) on the same material showed that a 55% reduction in grinding resistance occurred when the material was rapidly heated and cooled through the quartz inversion tem¬perature (573°C), where a volumetric expansion of 0.86% occurs. The samples were therefore heated to 650°C at 26°/min, and were then water-quenched to room temperature. The effect of heat treatment on the mineralogy and fracture network was assessed by examining the same area after treatment. Results Most of the sections examined showed that extensive transgranular cracking occurred as a result of heat treatment. Such cracking, although weakening the rock and hence reducing the work index, would in no way enhance the liberation of the cassiterite from the host minerals. Intergranular cracking, which would lead to enhanced liberation, was difficult to discern under reflected light, but there was evidence of such cracking in some of the sections examined. Figures 1 and 2 are examples of typical sections before and after heat treatment. Figures la and lb - show cassiterite in hematite, Fig. lb, in normal incident illumination, illustrating clearly that after heat treatment, transgranular fracture is evident in the cassiterite. If any intergranular cracking has occurred, it is not evident in this photograph. Figures 2a and 2b show cassiterite in quartz before and after treatment. Fracturing in both minerals after treatment can clearly be seen, and there is evidence of intergranular fracturing. However, protruding "arms" of cassiterite are severed by transgranular fracture. Subgrains of quartz have also been isolated by trans¬granular fracture. There is major transgranular cracking across the wider sections of cassiterite. Discussion The effect of rapidly heating South Crofty tin ore to 650°C, followed by water-quenching to room temperature, has been studied by observing the fracture networks in mineral grains. The choice of 650°C as the heating temperature was influenced by the work of Sherring (1981), who found considerable reduction in grinding resistance after thermal pretreatment of the same ore. Scheding et al. (1981), however, have shown, by means of a crude calculation, that heat treatment cannot be justified solely on the basis of reduced grinding costs. The cost of heat treatment far out-weighs that of grinding, resulting in the combined costs for heat treatment being over six times that for grinding unheated material. The most economically attractive aspect of heat treatment is the possibility of enhanced liberation of the valuable mineral due to increased intergranular rather than transgranular fracture. Grinding costs would be greatly reduced by improved liberation at coarser sizes, and the costs of ancillary processes, such as dewatering and tailings disposal, would be reduced. The most significant economic effect, however, would be in improved metallurgical efficiency. Improved liberation would increase concentrate grades, and recoveries would be higher, particularly in the case of ores where high slime losses are produced due to the excessively fine grinding required to produce adequate liberation. Manser (1983) has shown that only a 1% increase in tin recovery, at the same concentrate grade, would be sufficient to offset heat treatment costs on South Crofty ore. Heavy liquid analysis and shaking table separation have been used to evaluate the effect of thermal treatment on processing (Binns, 1984; Scheding, 1981; Sherring, 1981). However, treatment of unheated and heated samples of South Crofty ore, ground to the same product size, by such methods have shown little evidence of improved metallurgical efficiency after thermal pretreatment. The large amount of transgranular fracturing revealed by reflected light studies helps to explain this lack of improvement. The tonnage produced on mechanized automated retreating longwall faces in the United States is growing rapidly. This time last year some 14 faces were operating, and in addition to that, three were known to be down looking towards revision or repairs before being placed back in service. These, it is believed, are now in service. It is estimated at the present time, therefore, that somewhere between 20 and 25 faces are being operated in the country. A survey made last year by the School of Mines, West Virginia University, indicated that longwall mining in general has been beset with a great many problems, some more serious than others. The problems that we propose to discuss here are those pertaining to roof and floor trouble in the tailgates. Longwalls are operating in this country at the present time under an overburden ranging from 200 feet to nearly 3000 feet. Main and tailgate entries are operating in panels of up to five each, with the width of the pillars between these entries varying from 20 to 50 feet. Face lengths are running from 270 feet to 670; actually a face 800 feet long should be possible. The most economical face is often spoken of as being around 450 feet.

Over the past two decades, declining ore body grades and increased operating and construction costs have provided an incentive for the development of progressively larger flotation machines. As a result, the 1.7-2.8 m3 (60-100 cu ft) flotation machine of the 1950's and 1960's is being rapidly replaced by large volume machines. The result has been improved flotation machine specific capacity (tph processed per sq ft of floor space); specific power (hp per tph processed); and process control simplicity. The recent development and satisfactory plant evaluation of the 28 m3 (1000 cu ft) flotation machine allows economic and operating advantages in high tonnage mill applications. Some principles of mechanically induced air flotation and the development of the large 28.3 m3 (1000 cu ft) flotation machine are reviewed here. Performance evaluation in beneficiating metalliferous ores-copper, zinc, and iron-is also given and recently completed plant results provided. Mining lower grade ore bodies results in the need to process increased tonnage in the concentrator. This greater tonnage requires more individual flotation machines, unless individual machine capacity, or cell volume, is increased. As the ore processing rate of the concentrator increases, the benefits of progressively larger individual cells in the flotation section become more significant. The accompanying figure illustrates the advantages of a larger flotation machine. In the figure, the number of machines in the rougher-scavenger section is related to the plant tonnage for three sizes of flotation machine: 8.5 m3 (300 cu ft), 14.2 m3 (500 cu ft), 28.3 m3 (1000 cu ft). The 28.3 m3 (1000 cu ft) flotation machine results in 95 fewer machines, compared to the 8.5 m3 (300 cu ft) machine at 45.4 kt/d (50,000 stpd) feed. The flotation cell reduction is, of course, doubled at a plant production rate of 90.7 kt/d (100,000 stpd). Using fewer flotation machines saves floor space. The 14.2 m3 (500 cu ft) and the 28.3 m3 (1000 cu ft) machines result in a floor area reduction, relative to the 8.5 (300 cu ft) machine requirements, of 134.7 and 418.1 m2 (1450 and 4500 sq ft), respectively, for the 45.4 kt/d (50,000 stpd) rate and 269.4 and 836.1 m2 (2900 and 9000 sq ft), respectively, for the 90.7 kt/d (100,000 stpd) rate. In addition, flotation practice has shown that the "specific power intensity"-power per unit cell volume-is less for increased cell size. This results in a power draw reduction, for the rougher-scavenger circuit, of between 552 and 686 kW (740 and 920 hp) for the 14.2 and 28.3 m3 (500 and 1000 cu ft) machines, respectively, when processing 90.7 kt/d (100,000 stpd). Fewer cells improve machine control and simplify maintenance needs while reducing floor space and power requirements. These are tangible incentives for the development of large flotation machines for high tonnage applications. Flotation Principles The accompanying figure shows how key hydrodynamic regions influence the performance of a mechanically induced air flotation machine. Air is induced into the fluid from the top of the cell, due to the mechanical action of a rotating impeller. The impeller circulates the liquid, or pulp, from the bottom of the cell. The result of these dual flow paths is the mixing of the two fluids and one solid phase in the highly agitated region where physical contact between the air bubbles, and the solid particles to be floated, is accomplished. Visible-wavelength and near-infrared multispectral image cubes for the Animas River Watershed from Hermosa, Colorado to the headwaters at Animas Forks, Colorado were acquired on June 18, 1996 using the Jet Propulsion Laboratory's AVIRIS (Airborne Visible and InfraRed Imaging Spectrometer) instrument (Green et al., 1998). These image cubes have been analyzed using the USGS Tetracorder V3.4 implementation (Clark et al., 1995), an expert system which utilizes a database of more than 300 laboratory spectra of endmember minerals and mineral mixtures to generate maps of mineralogy, vegetation coverage, and other material distributions. Major iron-bearing, clay, carbonate, and other minerals were identified along with several minerals associated with acid-generating hydrothermal systems including pyrite, jarosite, alunite and goethite. Additionally, distributions of alkaline minerals such as calcite and chlorite indicate a relation between acid- buffering assemblages and stream geochemistry within the watershed.

The selection of efficiency machinery for an underground mining system is a highly skilled art. Modern techniques of mining, based on sound engineering principles, increase the probability of success. These techniques alone, however, will not guarantee maximum productivity. Human judgement, based on experience with mineral seams and geological conditions, remains the single most important input of the decision-making techniques in selecting high production equipment. The myth of a "Scientific Selection Factor" is absurd. The belief that such a factor exists can waste the time and resources of mining management. Until now, mineral extraction from the original desposit has defied all attempts to systematize the knowledge. Computerized programs are excellent for solving underground transportation and ventilation problems. The variables can be defined by mathe¬matical techniques in this type of problem. By the same, token, "Trial and Error" is not an acceptable method in today's technology-minded world. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from the solid. Likewise, local conditions make it nearly impossible to predict accurately the reaction of surrounding strata after the mineral has been removed. The unpredictability of the environment resulting from extracting minerals underground will remain a challenge to mining engineers for many years. In fact, we are barely beyond the trial and error stage at this point in time.

Adobe, dried mud bricks, have been used since before historic time in the construction of dwellings. Building materials are normally evaluated for thermal performance based on measurements known as R- and U-values. The R-value is an indicator of the ability of a wall to insulate effectively and the higher the R-value, the better it is as an insulating material. The U-value, or value of conductance, is the reciprocal of the R-value and reflects the rate at which heat is conducted through a material. But the "heat capacity of the wall" must also be considered. This measures the length of time that passes before a steady state of heat flow is achieved. The effective U-value measures both the resistance to the transfer of heat and the capacity to hold heat. These latter value make adobe a far more interesting as a modern building material that was formerly recognized.

In the past 15 years, rock mass classifications have experienced unprecedented development and have emerged as powerful practical methods for assessing ground conditions and tunnel support. Such methods as the RMR System (Geomechanics Classification) and the Q-System have provided many advantages over the classical Terzaghi rock-load method introduced in 1946. These new classifications have found wide applications all over the world but some doubts have been expressed and shortcomings pointed out. The author, who developed the RMR System, takes a penetrating look into the promises and the pitfalls of modern rock mass classifications. He dispels some misconceptions and shows how rock mass classifications can serve as effective and dependable design aids in tunneling.

"Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 100 ft./min. This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the National Institute for Occupational Safety and Health [NIOSH] is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research [OMSHR] Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities (500, 700, and 900 fpm) and at water pressures of 100, 150, and 200 psi. Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer a spray manifold was fabricated and evaluated at an underground operation. INTRODUCTION In 2012, underground coal mining in the United States produced a total of 342 million short tons, with longwall mining accounting for over 53% of this production [EIA 2013]. The longwall mining industry continues to see remarkable and significant improvements in longwall mining equipment and mining practices. Average shift production during compliance dust sampling has increased from 3,500 tons per shift in 1994 to approximately 6,000 tons per shift in 2012. A dramatic decrease in working longwall faces from 80 to 49 has occurred over the same period [Fiscor 2013]. Factors specific to longwall mines that supported productivity improvement include: higher capacity shearers, improved shield hydraulics and control, higher horsepower for equipment, wider face conveyors, and larger faces. Today, the average face width has increased to 1,188 ft., with one longwall operation reporting a face width of 1,650 ft. compared to an average of 750 ft. in 1994 [Fiscor 2009, 2014]. Panel lengths in 2013 averaged 11,307 ft. compared to 7,000 ft. in 1994. Overall production from U.S. longwalls has increased by nearly four percent from 2007 to 2012 with over 182 million tons mined annually [EIA 2013]. Given the volume and rate of coal produced on longwall faces, the potential to generate large quantities of respirable coal mine dust also exists."

Underground mining method selection (UMMS) is one of the most important decisions that mining engineers have to make. Choosing a suitable underground mining method to extract a mineral deposit is very important in terms of economics, safety and productivity of mining operations. In real life, UMMS is one of the Multiple Attribute Decision Making (MADM) problems and decision makers have always some difficulties in making the right decision in the multiple criteria environment. Analytic Hierarchy Process (AHP) and Fuzzy MADM (FMADM) are the MADM tools and can be used for the selection of the best underground mining method by considering the problem criteria. UMMSMADM is a computer program which is based on AHP and FMADM and it can analyze the UMMS problems and produce the best underground mining method considering different deposit shapes and ore bodies.

The occurrence of rock bursts in some deep mines throughout the world constitutes a severe operational hazard. In addition to endangering the safety of the miners, the rock-burst problem is a major factor in mining economically in deep mines because of the loss of production and expense owing to cleanup and repairs following a burst. Developing means of controlling or eliminating rock bursts has been the subject of intensive research for over 50 years. While much has been learned about the effects of rock bursts, little is known about their basic causes; hence, control measures have been at best only partially effective--attested to by the number and severity of bursts that continue to occur throughout the world each year. In the Coeur d'Alene mining district of north Idaho, the rock-burst problem continues as the silver and lead veins persist at depth. These veins are presently being mined at greater than 7,000 feet below the surface and will be mined to some 10,000 feet in the future. The majority of rock bursts in this district occur in pillars. While pillar bursting has been essentially eliminated in some deep-mining districts by longwall techniques, modification or application of this technique to the thin, irregular, and near vertically dipping veins of the Coeur d'Alene district has not been found to be practical. The creation of pillars is a consequence of the horizontal cut and fill mining method used. Figure 1 shows a vertical longitudinal projection of the silver vein at the Galena mine, illustrating the mining method. Stoping progresses between raises and is carried upward between levels. A horizontal pillar is created as a stope approaches a mined-out level. Recent broad-band micro seismic monitoring of rock-burst-prone stopes by the Bureau of Mines has shown that potential burst zones could be delineated weeks in advance of a burst and that a definite sequence of events took place prior to the occurrence of a pillar burst (1). Hence, time was available for control measures to be effected when a stope pillar reached a critical burst geometry.

GENERAL DESCRIPTION History The most striking feature of mining in the United States has been the infrequent use of longwall systems. This system, which accounts for the majority of coal production in Europe, Japan, and other countries, is only recently growing out of its infancy in the mining of normal coal seams and is still untried in the mining of thick coal seams in the US. Its use in the mining of metal and nonmetal ore bodies has been virtually ig¬nored, except for isolated instances in trona, copper, and uranium. Longwall mining is believed to have originated in Shropshire, England, towards the end of the 17th cen¬tury (Laird, 1973). Although the method used would be considered primitive by today's standards, many of the basic concepts have remained unchanged. Longwall mining of coal in the US was first introduced before the turn of the century, but it never gained acceptance as it did in Europe. Historically, longwalling was a cyclic method where a single cut of coal was removed from the face on the producing shift each day, and the work of building stone packs in the gob and manually moving roof support was completed on the off shifts. Due to the amount of dead work, productivity was extremely low. In Europe, however, longwall methods were required despite the high costs involved, because only by this method could coal under heavy depth be mined with any reasonable degree of recovery. Reserves of coal lying under shallow cover, and therefore minable by room¬and-pillar methods, were long ago inadequate to supply most of Europe's coal requirements. In the US coal min¬ing has historically proceeded laterally with the new mines in virgin areas to replace old mines; in Great Britain, Germany, Japan, and many other countries, mining must proceed downward to greater depths. The depth of cover for most coal operations in the US is shallow, i.e., 61 to 305 m (200 to 1000 ft). This, combined with large reserves, has made room-and-pillar methods almost universally applicable. However, longwall systems were tried around the turn of the century. Whenever used, it was frequently noted that the opera¬tion was under the direction of men with foreign ex¬perience and was tried under ideal conditions. Some of the mines that were using longwall or had tried longwall prior to 1910 were the Radiant mine, CO; Vinton Coal Co., PA; Cambria Steel Co., Johnstown, PA; Grundy County and Spring Valley, IL; and unnamed mines in Washington, West Virginia, Kentucky, Iowa, and Kansas. As late as 1961, there was one circular longwall in operation at Centerville, IA. The first modern-day op¬eration to take advantage of European technology and longwall methods was Kaiser Steel Corp. at its Sunnyside mine near Price, UT. Due to deep cover and extremely poor roof conditions, combined with a need for in¬creased production, Kaiser management decided a new method was required and turned to longwall in 1961. The first longwall consisted of an Anderson Mavor shearer loader, British Jeffrey-Diamond conveying equip¬ment, and Dowty roof supports with a capacity made up of two and three 27-t (30-st) capacity props. After nor¬mal start-up problems, this unit averaged over 454 t (500 st) per shift (White and Palacios, 1976). During and after World War II, technology in hy¬draulics and controls had advanced to the point that self-advancing supports and hydraulic props were being developed. In 1960 only I % of West German produc¬tion was from mechanized longwall faces. This in¬creased to 37% in 1970 and 63% in 1973 (Kohlgruber, 1974). In 1976 there were 246 coal mines operating in the United Kingdom. Although this is only 50% of those operating ten years ago, the production has increased 42%, mainly through improvements in longwall equipment and methods (Hunter, 1976). In France and other European countries, the devel¬opment of longwall mechanization has been similar in seams up to 2.44 m (8 ft) thick. In seams that exceed 9.14 m (30 ft), a variety of longwall caving has been developed for coal seams with dips of 0 to 1.6 rad (0 to 90°). Those with the greatest success will be discussed later. As noted, the development of longwall mining to its present state of the art has mainly taken place since World War II with substantial gains in the last ten years. Mechanized longwall has been the result of several re¬lated major innovations (Jackson, 1975) 1) Development of the flexible armored face con¬veyor which can be installed along the face and moved forward without disassembly. 2) Development of face machines such as single and double drum shearer and coal plows which operate in conjunction with the armored conveyors. 3) Development of self-advancing hydraulic roof supports which now include chocks, chock shields, and shields. 4) Reliance of caving of the immediate roof based on proper planning and development. 5) Use of pneumatic slowing to enable extraction below overbuilt areas. The most recent developments in the mining of coal by longwall in the US include the introduction of shield supports at Kaiser's York Canyon mine in New Mexico, single-entry longwall development at Kaiser's Sunnyside mine, and Mid-Continent's advancing longwall system in Colorado. Metal and nonmetal longwall systems in the US have included the mining of copper at White Pine, MI; uranium in Utah and New Mexico, and trona in Wyoming.

For a Colorado mountain quarry, the Water Jet Channeling Method is far superior to Burning, Sawing, Drilling, or Shooting with Primer Cord, Water, or Black Powder. Throughout the life of our quarry, which was founded in 1947, we have used all the methods and turned to the Water Jet Channeler, which we invented and patented as our ideal way to remove dimension granite from our quarry. We jet the block on 4 sides and remove the block with plugs and feathers on the backside. The Water Jet uses approx 7.5 l/m (2 gpm) running at310,000 kPa (45,000 psi) to erode the crystals @ 1sm/h (10sf/h).The 0.533mm (.021”) nozzle oscillates back and forth to achieve an approx 5cm (2”) channel. Using the Jet, we do not lose corners or cause cracks in our red fine grain light class 5 granite.

Atlantic Richfield Company began operating a commercial uranium solution mining project in April, 1975 in Live Oak County, 10 miles southwest of the town of George West (Figure 1). The operation is designed to produce 250,000 pounds of U303 per year and is jointly owned by Atlantic Richfield Company, Dalco and U. S. Steel. The proprietary process employed in this operation consists of injecting an alkaline leaching solution into the ore-bearing formation through a pattern of injection wells. The uranium-bearing solution is then removed through producing wells using submersible pumps in central production wells. The produced solution is pumped through a pipeline to the plant area where the uranium is extracted. The barren solution is refurbished and returned to the pattern area for reinjection. The injection field and plant site are located in the drainage of Spring Creek, a small intermittent stream tributary to the Nueces River. Land use in the area is primarily agricultural -- cattle ranching and farming -- but several producing gas fields are present in the areas as well.

One of the rare consensual points among different resource-based economic analytical approaches refers to the strategic role of rent from mineral extraction, as a decisive tool to ensure that the temporary wealth generated in the present can turn into permanent income in the future. For this reason, evaluation, distribution and use of mining rent plays a central role in the sustainable development of mining cities. Brazilian legislation provides for this at the municipal level by means of participation in the financial results of mineral extraction accomplished in these municipalities, with the Financial Compensation for Mineral Exploration (CFEM). CFEM is a type of ad valorem royalty, which charges taxes of up to 3% of the net revenue of mineral production. However, legislation does not establish how these resources should be used. Therefore, there is wide variation in the use of CFEM income among Brazilian mining cities. A study from a sample of the 15 largest mining cities in eight Brazilian states made possible identification of two main patterns with regards to the use of CFEM which were labeled "sustained use" and " the pitfall of the single treasury." In that regard, this article discusses the pressuring factors that contribute to these patterns, as well as the institutional arrangements which may be more favorable to inducing more sustained use of CFEM.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

Coal and rock pillar design is critical not only for mineral extraction but also for the safety of the mine operators. Pillar strength can be estimated through numerous empirical formulas that are available in the literature, which are typically based on a statistical analysis of case study data. The limitation of most of these equations is that they only considered the width to height ratio and in situ rock or coal strength for pillars in horizontal seams. The adoption of such equations to estimate pillar strength in inclined seams may overestimate the pillar strength and ultimately lead to a poor pillar design. This paper will discuss different techniques that can be used to estimate pillar strength in inclined seams as well as present preliminary modeling results for stress redistribution around inclined pillars. Factors in the parametric analysis include pillar shapes, geometry, and seam inclination.

A massive roof fall occurred in a small room-and-pillar coal mine. The roof falls occurred under a barrier pillar in a closed coal mine located a short distance above the active mine. The extensive fractures connected the active mine with the old mine, turning them into a “combined mine.” Since completely sealing off the roof fall area is prohibitively expensive for the mine, ventilating the connected old mine became the only option. A comprehensive investigation was conducted to understand the atmospheric condition in the old mine and to find an efficient way to ventilate the “combined mine.” A set of studies involving geology, gas content, pillar stability and mine subsidence were performed to explore whether the closed mine is filled with an explosive air-methane mixture. The air quantity measurement data were used to determine the resistance of the air path formed through the fractured zone. Observations and measurements made from a tour to the underground and mine surface enabled the formulation of simple but effective ways to ventilate the old mine. The ventilation network analysis also suggested methods of control, so that sufficient ventilation air can be directed to the two parts of the old mine.

This paper presents a case study of two major Australian infrastructure projects that used digital engineering to facilitate design delivery: WestConnex Project (Rozelle Interchange), and Sydney Metro West (Eastern Tunnelling Package). The paper presents project overviews and building information modeling (BIM) execution and focuses on modeling techniques, software utilization, data management strategies and how the digital models helped the design-build team mitigate impacts to schedule by identifying clashes between disciplines before the execution of work. Finally, it demonstrates the positive and transformative impact of digital engineering on the design and construction of large underground infrastructure projects and highlights its role in asset management throughout the project lifecycle.
