This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

Depression of copper sulfides followed by MoS2 flotation is the most commonly practiced technique for Cu-MO separation. Although numerous organic depressants have been developed in the past, a majority of the currently used copper depressants are inorganic compounds (ex. NaHS, Nokes reagent, etc.). A unique advantage of organic depressants over the inorganic compounds is the potential versatility for design of the organic molecule to suit many requirements. The present study was initiated to systematically investigate the structure- activity relationships for a large number of organic complexing agents in comparison with the commonly used inorganic depressants that are often inefficient and hazardous. The results obtained in this study are discussed in light of the useful correlation obtained between practical solution redox potential and depressant activity. Several requirements, such as the presence of an active -SH and hydrophilic -OH or -COOH in the organic molecule, are identified for a reagent to be a satisfactory depressant. Some preliminary results on the desorbability (or destruction) of collector coating on the sulfide surfaces in the non-xanthate collector systems are also discussed.

In Cleveland County, North Carolina, one and one-half miles south of Kings Mountain, Foote Mineral Company operates an open pit for the production of spodumene, feldspar, mica, and commercial stone. Spodumene concentrate is sent to Footers Sunbright, Virginia plant and to other customers. Exton, Pennsylvania and New Johnsonville, Tennessee plants produce lithium compounds sold to the oil industry for multipurpose lithium-base greases, to the metal industry as welding flux, to the air conditioning market, and to the glass industry. Ceramic grade spodumene, feldspar, and mica concentrates go to other processing companies from the Kings Mountain plant. Waste amphibolite is delivered to a neighboring quarry operation.

"While many classic mineral processing circuit design approaches rely on deterministic methods, numerous studies have shown that the uncertainty inherent to the various input parameters can significantly influence design decisions. In a separation circuit, many of the technical uncertainties can be mathematically represented as statistical distributions for the unit recovery and feed grade. These uncertainties are then propagated by the circuit design and reflected in the circuit performance indicators, such as product grade and global recovery. An effective design strategy entails identifying which units are most influential in this uncertainty propagation and thus merit further consideration. Unfortunately, few analytical tools provide this information, particularly those that rely solely on deterministic methods. However, one promising approach is through the application of Taguchi’s method, in a fashion similar to statistical tolerancing of manufactured products. Since the technical challenges are fundamentally similar, Taguchi’s method shows promise in evaluating the level of compounded uncertainty by various circuit designs while determining the role of each separation stage on the overall selectivity and variability of separation circuits. This paper demonstrates Taguchi’s method in several two and three unit circuit designs. INTRODUCTION AND METHOD DESCRIPTION Uncertainty in Mineral Processing Circuit Design Analysis and estimation of uncertainty propagation in mineral processing separation circuits is an essential and significant aspect of an optimal circuit design procedure. Most of the current circuit design methodologies have been constructed, implemented, and validated using a deterministic modeling approach. However, numerous studies have shown that the inherent uncertainty induced by uncertain design parameters can be a significant factor in many mineral processing applications (e.g. Kraslawski 1989; Xiao and Vien 2003; Ghaffari et al. 2012). Thus, an effective circuit design methodology must be able to quantify uncertainty in separation circuits with limited input data. This paper describes Taguchi’s method, as an experimental design technique, to approximate uncertainty in mineral processing applications, and then the similarity of results between Taguchi’s method and Monte Carlo Simulation is investigated. Monte Carlo Simulation The term “Monte Carlo Simulation” has been used to refer to a variety of stochastic simulation methods spanning a broad array of business, technical, and scientific domains. Most generally, Monte Carlo Simulation refers to numerical analysis which is based on (pseudo) random sampling from a domain of input parameters with a known statistical distribution. This methodology allows one to determine the distribution of expected results from a standard deterministic process model. Execution of a Monte Carlo simulation begins by identifying the domain of input parameters, statistical distributions for each parameter, and a deterministic process model which describes the anticipated result as a function of the inputs. Next, one discrete random sample is taken for each input parameter, considering the input distributions. The process model is then solved for this mix of input parameters, producing a single simulation result. This procedure is then repeated a “large” number of times, utilizing new randomly sampled input parameters for each simulation iteration. Once the desired number of iterations is reached, the results of each independent simulation are aggregated to produce descriptive statistics such as minimum, maximum, mean, standard deviation, kurtosis, and other distribution parameters. Given enough iterations, the Monte Carlo method fully explores potential synergies between the input parameters. Of the variables affecting the electrical properties of coal measure rocks, water content is by far the most important, This paper describes specially developed apparatus and methods of measuring electrical conductivity and permittivity at constant humidity conditions. Electrical properties variations were measured for Applachian and Illinois, U.S.A. coal 2 basin samples in the frequency range 2 X 10 to 2 X 10 Hz. Coal measure rock electrical behavior, when correlated with mechanical behavior, is potentially useful in a number of mining applications.

Lime has been produced for many centuries. The simple pot kiln was one of the first devices used in this process. It was constructed of stone often on the side of a hill to reduce construction efforts and provide easy access to the top for feeding of limestone. It was fired from below with wood and coal. The pot kiln was very small and operated on the batch principle. The kiln being cooled between each batch, the fuel consumption was horrendous. The lime quality was poor with perhaps only one half of a batch being lime of suitable quality. Of the remaining half one part would be over burned and another part underburned. For centuries the lime burning technique was improved at a barely recognizable rate. One of the first major steps forward was the introduction of the continuous process vertical lime kiln. Although at first crudely constructed, the kiln had a refractory lining. It was charged with alternate layers of limestone and solid fuel usually in the form of coke. Continuous mode of operation, larger unit size and better heat distribution resulted in greatly improved fuel economy. However, quality of lime produced still left much to be desired. One problem was contamination by ashes from solid fuel.

Twin-bore tunnels with a single track in each tunnel are currently the most common subway tunnel configuration. However, a large diameter single-bore tunnel with two tracks separated by a center wall could replace twin-bore tunnels and introduce potential benefits but require necessary modifications to the subway system. In particular, a nominal 40-foot-diameter single-bore tunnel can be considered in lieu of nominal 20-foot-diameter twin-bore tunnels. This paper discusses the benefits and modifications introduced by replacing twin-bore tunnels with a single-bore tunnel, with respect to various elements of the subway related to the tunnel, stations, track, and tunnel systems.

The term bentonite was first proposed in 1898 by Knight, a year after he had named this clay taylorite, because taylorite had been previously used for another mineral. The name taylorite was after the Taylor ranch, the site of the first mine, near Rock River, WY, and the name bentonite is from the Benton Shale in which the clay was thought at that time to occur. The Benton Shale was, in turn, named after Fort Benton, MT, located more than 640 km miles north of Rock River. Early in the 20th century, several geologists recognized that bentonite, mainly in beds in Cretaceous and Tertiary rocks, originated from transported volcanic materials. This recognition led to definitions based on origin, the one most widely quoted and generally accepted by geologists is the following definition by Ross and Shannon (1926): "Bentonite is a rock composed essentially of a crystalline clay-like mineral formed by devitrification and the accompanying chemical alteration of a glassy igneous material, usually a tuff or volcanic ash; and it often contains variable proportions of accessory crystal grains that were originally phenocrysts in the volcanic glass. These are feldspar (commonly orthoclase and oligoclase), biotite, quartz, pyroxenes, zircon, and various other minerals typical of volcanic rocks. The characteristic clay-like mineral has a micaceous habit and facile cleavage, high birefringence and a texture inherited from volcanic tuff or ash, and it is usually the mineral montmorillonite, but less often beidellite." The difficulty in applying the foregoing definition to bentonite as an industrial mineral commodity is that it is based on origin and is restricted to an ash, tuff, or volcanic glass parent material. Therefore, deposits consisting of the clay minerals required by this definition, but having uncertain origin or parent materials, cannot properly be called bentonite. Furthermore, many deposits in the western United States and in other countries that have formed from rocks other than the types required by the definition are being mined and sold as bentonite. Perhaps the best definition of bentonite as an industrial mineral is one given by R.E. Grim in a plenary lecture at the International Clay Conference (AIPEA) at Madrid, Spain, June 27, 1972. According to this redefinition, which will be used in this chapter, bentonite is a clay consisting essentially of smectite minerals (montmorillonite group of some usages), regardless of origin or occurrence. This definition solves the problem of the difference between the geologic and industrial usages of the term and overcomes the difficulty in assigning a name to smectite clay that formed from igneous rock other than ash, tuff, or glass, or those of sedimentary or uncertain origin. However, bentonite, when used with this meaning is still a rock term (consisting of more than one mineral), and it will not be possible to distinguish it from fuller's earth in many instances. One way of classifying bentonite is based on its swelling capacities when wet or added to water. Bentonite having sodium (Na+) as either the dominant or as an abundant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium (Ca++) is more abundant than other ions has much lower swelling capacities than sodium varieties. Some calcium types swell little more than common clay, and most crumble into granular masses in water. Intermediate calcium-sodium bentonites, the so called mixed types, tend to swell moderately and to form gels of lesser volumes than equal masses of the sodium type bentonite. Because of the general relationship of swelling and exchangeable ion characteristics bentonite is commonly divided into the high swelling or sodium, low swelling or calcium, and moderate swelling or intermediate types. The term sub-bentonite (Davis et a]., 1940) is used inconsistently in industry for the low or moderate swelling varieties. The authors believe the use of this term should be discouraged because of its implication of low quality or low value and the lack of a mineralogical or use basis for it. In the United States bentonite is also classified by geographic location and the uses for which it is sold. Inasmuch as most of the low swelling calcium type occurs in states bordering the Gulf of Mexico, this variety is commonly called Southern bentonite. The largest high swelling sodium bentonite deposits and the major producing districts are in Wyoming and adjacent states. Therefore, this bentonite is commonly called the Wyoming or Western type. Such terms as drilling mud bentonite, foundry bond bentonite, and taconite bond bentonite relating directly to use are applied in marketing. Other terms including high and low yield bentonite, high and low gel bentonite, and high and low strength bentonite are also used to distinguish different grades. The varied classifications notwithstanding, bentonite occurs in so many different varieties that some cannot logically be classified according to any of the foregoing groupings. One of these types is hectorite, which is a high swelling lithium-bearing variety of smectite occurring mainly in California and adjacent states. It is, therefore, not a Wyoming type, and it occurs even farther west than the so called western bentonites. Others are bentonites having magnesium (Mg++) or hydrogen (H+) as the most abundant or dominant exchangeable ion. These types are neither sodium nor calcium varieties, and apparently some are low swelling, whereas others have rather high swelling capacities. Throughout recorded history, underground fires have plagued mining operations. Compared with other hazardous situations in underground mining, a fire can become a global problem by swiftly spreading deadly carbon monoxide and other products of combustion (POC's) throughout the whole mine, often without warning. Experience has shown that when fires are detected and located in their early stages, they are much easier to control and proper escape routes can be more intelligently selected. Recent advances in sensor and data communication technology have made reliable mine fire .detection system installations possible. Unlike building construction. in a mine, it is impractical to install detectors at every desired location. Abandoned workings and unsafe locations preclude sensor installations from both safety and economic standpoints. The net effect is that some fires are detected and located early while the location of others, even if detected early, remains unknown too long for effective evacuation and fire fighting.

Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way or substitutes are pushing the mined products out of the market. An example of the latter is the increasing replacement of coal with natural gas and renewables in power generation in the United States [1]. According to the model of the product lifecycle, the global hard-coal mining industry has reached a stagnation phase [2]. The trend is obvious. Coal use peaked in 2013 [3], and the coal demand of China has been slowly decreasing since then [4]. Coal consumption in the United States saw a 16 percent decline from 726 Mt (800 million st) to 608 Mt (670 million st) between 2015 and 2019. In addition, according to the U.S. Energy Information Administration, it will not rise again [5]. The decline is attributed to complex market dynamics, from low gas prices because of the “shale gas revolution” [6] to federal environmental regulations like the Clean Power Plan. Moreover, important players like the United Nations and the European Union have already begun to describe pathways toward decarbonization. Increasing competition between coal-mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries, like France, Spain or Germany, are only forerunners of this development — their centuries of coal production have passed. The concept of sustainable development (SD) is fundamentally based on a model of progress in which ecological, economic and social dimensions should be developed equally and positively. Questions arise, such as: How can SD be a corporate goal in a phase of decline? How can former mining regions sustainably progress to a better future? The steps Germany has taken to handle the coal decline in a sustainable way and the lessons learned from this process are described in this paper.

The Missouri-Oklahoma tripoli district was discovered and first mined in 1869 near Seneca, Missouri. Tripoli is a microcrystalline form of high-purity silica that is porous, light- weight, and friable and is derived from a parent siliceous sedimentary rock from which soluble minerals have been leached. Tripoli deposits, 2 to 20 feet thick, occur in cherty limestones of Mississippian age beneath 2 to 10 feet of overburden. They are mined in open pits up to 9 acres in size. The color of tripoli is white, but it also commonly is light pink or red where stained by red iron oxides and clays. Ground tripoli is used commercially as an abrasive or in buffing and polishing compounds and is prized for such physical characteristics as its abrasiveness, porosity, permeability, absorption, and specific gravity.

Environmental awareness has become a paramount consideration in the issue of planning and licensing arrangements for the disposal of wastes associated with mining operations. In this con- text the disposal of liquid tailings is a difficult and controversial problem with regard to environmental surface disposal. The paper outlines the use of Information Systems for decision support in the safe and environmental disposal of liquid tailings linked to conventional coarse refuse operations. This offers both an economic and an aesthetic approach to a historical perception of waste tipping in the underground coal extraction industry. The paper will demonstrate a prototype system that incorporates multimedia facilities which include data such as; voice comments, site photography, site plans and fluid flow circuits.

Silica flotation with amine salts has been a commercial process for years in certain non-sulfide mineral systems. Phosphate rock and feldspar deposits are notable examples. Generally, the quartz is clean and coarse. Primary amines and imidazolines are used, usually in a mole weight range 250-300, ad often fairly impure grades of collectors are satisfactory. As the production of magnetic iron concentrates grew in Michigan, Minnesota, Canada and in foreign locations, the iron mining companies began to explore amine flotation of silica to improve these concentrates. Many of the mining companies, as well as reagent suppliers, government laboratories and university research teams, had already studied amine collectors for silica, but the application to magnetic iron concentrates presented a real commercial opportunity to apply the art. Amine flotation of silica has been accomplished by simple addition of a flotation cell, and possibly a regrind mill, at the end of the magnetic concentration process. The flotation system gave the mill operator a flexible method to control final grade caused by ore variations in the feed. It increased iron content with lower silica, which resulted in lower freight costs per unit Fe and better pellets for blast furnace use.

"The authors have successfully developed an innovative rehabilitation concept, which meets actual technical standards and minimizes the impact on the operation of a key conveyor tunnel. A flexible and stepwise ground support rehabilitation program utilized a combination of yielding steel arch sections with grout filled fabric hoses, which represents a fast and safe backfilling support system. The system was developed and successfully installed at Bingham Canyon Mine, the world’s largest open pit copper mine, which also includes numerous underground structures. The mine is owned and operated by Kennecott Utah Copper (RTKC) a fully owned subsidiary of Rio Tinto. The system was implemented at a conveyance tunnel, which was originally designed as a railroad tunnel, but was re-commissioned and is currently used as a conveyor belt tunnel to transport ore from the open pit to processing facilities outside the mine. The existing structure showed signs of overstressing due to movements in the surrounding rock mass, which had to be addressed with a yielding support system in order to provide safe access into the tunnel. However, the impact on the conveyor belt operation due to support installation was to be limited to the bare minimum. Keywords: rehabilitation, yielding support, mining, stabilization, and grout filled fabric hose.PROJECT DESCRIPTION The C6 Tunnel is considered a critical asset for the operation of the Bingham Canyon mine as it comprises the standard route for transporting crushed ore from the open pit to the processing facility on a continuous conveyor belt system. The C6 tunnel was originally built as a railroad tunnel. Construction was completed in 1959. The original horse-shoe shaped cross section of the tunnel was 18 feet wide and 24-1/2 feet high [8]. The tunnel length was approximately 18,000 feet. During its service life, the railroad tunnel has undergone several transformations. The length of the tunnel towards the Bingham Canyon pit was shortened over the course of mining operations and the railroad tracks in the tunnel were removed. The invert was partially backfilled (3 feet typical) and a 72 inches belt conveyor was installed. Currently, the C6 Tunnel is nominally only approximately 21 feet high and 15,000 feet long. Ground Support and Rehabilitation Measures prior to 2014 The C6 tunnel was mined mainly with conventional mining methods, using drill & blast as the typical one. However, the weak geological sections, such as those encountered in the Fortuna fault, were excavated by shaping and chipping with machine-held moils [8]."

A process has been developed to recover gold and copper from two waste materials at the Bougainville Copper Limited mine in Papua New Guinea. It involves the bioleaching, in reactors, of a pyrite concentrate to liberate refractory gold and generate sulphuric acid, ferric sulphate and biomass for bacterial leaching of a chalcopyritic waste rock dump. Gold is to be recovered by cyanide leaching and copper by solvent extraction/electrowinning. The reactor bioleaching was developed in continuously operated reactors of 1 m3 capacity by CRA Advanced Technical Development at Cockle Creek, while the dump leaching was developed in 750 kg columns on site at Bougainville Copper Limited. The process was to be piloted on site.

A stream sediment (minus 80-mesh and minus 60-mesh panned concentrates) and lithogeochdcal survey for gold did not locate any Triassic-age placer deposits in the northern Wadesboro and southern Sanford basins in North Carolina. A stream sediment geochemical program for uranium funded by the North Carolina Energy Institute did identify one and anomalous site (8.5 ppm U; 5 ppm Th) near Covenington, North Carolina and eighteen possibly anomalous sites (1-1.6 ppm U) . Five of the eighteen samples with uranium levels in the 1-1.6 ppm range have high thorium levels (112-853 ppm) and may indicate a monazite source for the uranium. Gold values as high as .83 ppm in the stream sediments and 9.3 ppm in the panned concentrates were obtained during the survey. Small (<.5mm) flattened grains of gold (1-4 grains) were observed along with coarse kyanite and/or monazite in some of the panned concentrates. A distinctive pattern of high gold values in the sediments was observed in the vicinity of Mangum, N. C. where Minard (13) reported values as high as 2.1 ppm £ram a Triassic lithology. Follow-up gold analyses on over 400 rock samples from twenty-eight exposures near Mangum failed to obtain any high values (<55 ppb). The presence of coarse kyanite, monazite and gold in panned concentrates may be from a source younger than the Triassic lithologies that the streams currently drain or adjacent Paleozoic rocks.

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit&apos;s development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts&apos; occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach&apos;s main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. Basically, the actually existed correlation between spheres. grounding the model of sustainable development - economic, environmental and social- is given in a form of nomogram under Fig.1. On the presented graph the prognostic values of broken lands relative extent within Erunakovsky boundary ( to be compared with total region area taken as 100%) are arranged on axis x". Axis "y- demonstrates the main values associated with complete economic background, making the intrinsic part of the principal for sustainable development, i.e. annual coal output for the given area. While studying the index of public economic welfare, environmental conditions corresponding level in its original state i.e. prior to any industrial work carried in the region, was adopted as its top possible conventional rating (1.0). The given nomogram displays the integrity of x-f(y) type interrelations plotted on the basis of four separate dependencies, precisely a) the size (area) of infringed earth&apos;s surface as a function of coal output in the region; b) subordination of ecological comfort of people&apos;s living to the degree of lands infringement; c) interconnection of economic and environmental components of people living; d) interconnection of economic level of people&apos;s living and the amount of coal mined in the region. Linked to a single unit, these separate plain dependencies create, as seen from the graph, a more intricate system of bonds, that affords during defining or changing this or that system parameter to secure undergoing changes, that occur to other parameters of the system. The mentioned reason made it possible to consider and drive to mutual conformity ( as far as it is possible) all parameters values for the defined system&apos;s relations, that in their turn indicate the concern of other aspects of a sustainable development principal. This paper describes several variants of placement and design, from a technical and economic point of view, of shafts, ore bunkers and drifts near shafts of a Russian potash mine. Advantages and disadvantages of the position of different workings are shown as well as an analysis of stratigraphic and geological layers and their use for excavating pit bottoms, haulage drifts and bunker installations. The potash mine consists of two hoisting shafts and one service shaft. The hoisting capacity of one of these skip shafts is planned to be approx. 7 Million tons of crude potash salt per year. Both shafts together will have a hoisting volume of about 14 Million tons. When the mine will increase their highest level of production, it will be one of the biggest potash mines in the world. The skips, the hoist drives and the bunker near the shaft will belong to the largest ones worldwide, too. This paper specifies the features of such a double skip shaft pit in detail and demonstrates problems, which depend on the fact that the pit bottom is in a depth of nearly 1200 m.

Coal mine drainage, which occurs predominantly as acid mine drainage in the East, is a serious contaminant of surface and groundwater systems (Appalachian Regional Commission, 1969). Treatment of this pollutant can be very costly and is often difficult to achieve (Appalachian Regional Commission, 1969). A major source of coal mine drainage in surface waters is polluted ground- water discharge, therefore treatment of surface water does little to combat groundwater contamination. Prevention of the formation of coal mine drainage and restricting its entrance into the groundwater protects both surface and groundwater systems. The formation of acid mine drainage may be inhibited by preventing contact between toxic spoil, air, and water (Grim and Hill, 1974). This may be accomplished by surrounding toxic spoil with a relatively impermeable barrier, thus restricting groundwater and oxygen flow through the toxic zone. Toxic spoil packages constructed in this manner would minimize the entrance of acid mine drainage into the groundwater system, allowing dilution by uncontaminated water to occur. If successful, concentrations of coal mine drainage would be reduced below toxic levels.
