From 2015 to 2021, five massive pillar collapses occurred at four underground stone mines in the eastern United States. These events resulted in powerful airblasts that damaged mine infrastructure and mobile equipment, seriously injured miners, and disrupted underground travelways. Each of these pillar collapses propagated through the overlying strata, causing a subsidence basin on the surface. Pillar collapses are particularly hazardous for miners because they can occur with little warning and can affect miners that are far from the pillar collapse area. The following case studies show that certain factors may increase the likelihood of a pillar collapse. Panel caving is an underground bulk mining method that uses gravitational force to mine massive, steeply dipping and deep-seated ore deposits at lower operating cost. To control dust and gas emissions entering the production level during the extraction of ore from the draw points in a panel cave, relatively negative pressure is created in the cave by installing an exhaust fan in the exhaust drift located on top of the cave. As caving is a dynamic process, designing an effective ventilation system is challenging; therefore, estimating the airflow resistance offered by the broken rock inside the cave is critical. This study investigates the effect of changes in the bulk porosity of the broken rock on the cave airflow resistance using the computational fluid dynamics (CFD) approach. The results show an inverse relationship between the cave airflow resistance and the bulk cave porosity. The pressure-quantity characteristic curves presented in this paper provide valuable information for sizing and operating an exhaust fan used for a mature panel cave ventilation.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

The results of a previous basic study of the flow and design characteristics of the hydrocyclone has shown that a recovery as high as 99% with a product rating of 0.95 can be achieved on a "batch?2 basis with a single, water-only cyclone if it is configured properly. The next logical step was to demonstrate continuous processing of gob for the efficient recovery of coal by means of a laboratory-size demonstration system. A project to design and construct such a single-cyclone system was also sponsored by the U.S. Department of Energy. A recovery of 93% with a product rating of 0.89 was demonstrated. The system design and the data taken are discussed.

Geochemical exploration guidelines were developed from a study of 460 rock chip samples collected at nine disseminated gold deposits in Nevada. Obtaining high grade Au samples is difficult because gold content is extremely variable, even over 8 m (25 ft) distances. For reconnaissance sampling, pathfinder elements are reliable indicators with threshold values of 100 ppm As, 1 ppm Hg, and 50 ppm Sb. Arsenic is the most reliable of the three elements, being significantly enriched in all deposits. If the pathfinder threshold levels are reached with low Au content, more samples should be collected. Successful disseminated gold exploration requires large numbers of samples.

The enthusiasm with which individuals have participated in mineral exploration in the development of this country testifies to the fact that there was once a very real probability of making a worthwhile discovery. Over the years, the discovery and subsequent exploitation of the accessible ore deposits have made the finding of new deposits progressively more difficult. Present day mineral exploration has evolved from the lone prospector with the grubstaker behind him to a very costly and complex business, involving large sums of money and a staff of experts in the fields of exploration technology. Exploration today must be carried out on a large scale to be profitable. With the involvement of large amounts of capital, there has been a good deal of interest in methods of optimization of the allocation of the resources of a firm 'engaged in mineral exploration. As a step toward this, mathematical models have been formulated which are designed to quantify those variables of mineral exploration in such a manner that they can be integrated with all phases of the firms operations so as to optimize its profit objective or more simply, to make exploration more efficient and effective.

The stability of spoil and highwall slopes are important to successful strip mining. This paper discusses soil parameters of importance in stability analysis. The common mechanisms of spoil failure are discussed. Modes of highwall failure are also outlined. The importance of water to stability is presented. Dragline mining methods most suited to creating spoil and highwall profiles that address stability needs are provided. It is concluded that groundwater and surface runoff must be well controlled, and that it will often be necessary to modify spoil and highwall configurations to achieve a stable overall slope angle.

GENERAL STATEMENT The primary objectives of any field data gath¬ering effort should be to (1) identify and gather the data necessary for the project and (2) obtain the data in a state-of-the-art manner. All too often the initial field data are collected both areally and tem¬porally in an illogical manner without the guidance of a conceptual model of the ground water flow systems involved or even a review of existing geo¬logic literature on the area of interest. The initial data collected frequently are of limited value while necessary basic reconnaissance information is miss¬ing. Initial field data should be collected with the intent of developing a hydrologic overview of the potential mine site and surrounding area. Ob¬viously, one of the initial objectives is to define the area requiring a hydrologic investigation. The data requirements should be identified by the time frame in which collection should be made and by the corresponding increase in sophistication of the data requirements with development and operation of the mine. The data requirements are summarized in Table 1. INITIAL LEVEL SITE INVESTIGATION Area Determination The initial task of any hydrogeologic investi¬gation is to determine the boundaries of the area requiring study. Obviously, the site of the proposed mine is included in the study area. The areal extent beyond the site may be determined from an eval¬uation of existing geologic and topographic maps. Those formations that overlie the ore body, the formations containing the ore body, and the formation(s) that lies immediately beneath the ore body are of direct concern for proper site recon¬naissance. Additional formations below the ore body may require study depending upon their thick¬ness, hydraulic conductivity, and degree of inter¬connection with the mine workings. This initial viewpoint identifies hydrostratigraphic units based strictly on geologic concepts such as mineralogy and structure. Formation outcrops, synclines, an¬ticlines, faults, and fracture and joint patterns are used to delineate the area of the site reconnaissance. The simplistic hydrogeologic environment (il¬lustrated in Fig. 3, chapter 2) requires that field data be collected via test wells and/or geophysical techniques. This approach is necessitated by the lack of surface features such as formation outcrops, streams, and springs. Fig. 5 (chapter 2) illustrates a slightly more complex hydrogeologic regime. The potential mine sites at locations A, B, C, D, and E each intercept a different ground water flow sys¬tem or combination of flow systems. Therefore, each mine location requires that a different area and size of area be investigated. A more complex geologic setting as illustrated in Figs. 6 and 7 (chapter 2) may be approached differently. The area included for the site recon¬naissance should encompass sufficient surrounding area to include the outcrops of those formations suspected of being influenced by the future mine. Even adjacent areas not suspected of being influ¬enced may be investigated if the formations of in¬terest crop out in those areas. Such an extension of the area of investigation would provide a greater regional understanding of the hydrogeologic properties of the formations (hydrostratigraphic units) of interest. Geologic Investigation The initial step before conducting the site re¬connaissance is to review all existing literature on the geology of the area. Existing information should be augmented with new exploration data on the dip, strike, thickness, and lateral extent of the for¬mations in the area. Exploration hole logs should be reviewed for indications of lost circulation, rub¬ble zones, and water producing zones. The Sage Mill Project w approved by Santa Fe Pacific Gold Corporation's Board of Directors in October 1994. The Sage Mill Project included a pressure oxidation plant designed and constructed to process refractory carbonaceous ore using fine grinding/autoclaving technology developed specifically to treat Twin Creeks ore. The project was constructed in two phases. The first phase was put into operation on May 5, 1997, just hours before the transfer of ownership to Newmont Gold Company occurred. The second phase started in October 1997. This paper reviews schedule, costs, scope changes, and methodology used on the project that spanned almost five years from project definition through commercial operation.

Heterogeneity and discontinuity significantly affect rockmass strength. Past studies have largely used arbitrary scaling approaches to produce rockmass strength from laboratory rock tests. This paper proposes a stochastic approach to produce rockmass strength from laboratory rock tests. Based on the laboratory data, MATLAB with an extreme value stochastic model generated a database for each physico-mechanical property of the rock. Then finite-difference software FLAC2D simulated laboratory-sized rock specimens. Random material properties in MATLAB were generated using the grids developed in the numerical model. The random properties were then applied to the final FLAC2D model. Model runs simulated the approach performed in the laboratory. The results from the model indicate that a stochastic approach produced compressive strengths that were lower than those from the deterministic approach. Failure modes for each specimen were different from those observed in the laboratory. In addition, random density also influenced the failure mode, highlighting the importance of stochastic analysis in rocks.

This paper is a review of research and development on geothermal energy extraction in Japan especially on hydraulic fracturing. First recent geothermal developments in Japan are outlined in Part I. An increase in the production rate of geothermal wells may be highly dependent on the geothermal well stimulation technology based on hydraulic fracturing. The hydraulic fracturing technique must be developed also for geothermal energy to be extracted from hot, dry rock masses. In Part II, the research on hydraulic fracturing and field application are reviewed.

Three Sulfate-Reducing Bacteria (SRB) passive field-bioreactors were constructed at an abandoned mine site near Butte, Montana, to mitigate AMD emanating from a waste rock pile. Each SRB field-bioreactor contains chambers of an organic source, limestone, and cobbles. The field-bioreactors are configured differently to test the effect of different environmental conditions on the SRB. Preliminary observations indicate that, during start up and the first eight months of operation, the quantity of organic carbon supply significantly impacts the SRB activity. To date, the dissolved metals have been reduced significantly and the pH has increased.

In March of 1978 the first set of Angular Spiral Liners utilized in grate discharge ball mills for wet grinding was put into service in the San Flanuel Concentrator of Flagma Copper Company. The use of these liners has decreased grinding media consumption by 19.2% and grinding energy consumption by 15.8%. In addition a 1.1% increase in grinding throughput is being realized through the use of the system. This paper describes the Angular Spiral Lining System and reviews the test program at the San Manuel Arizona Concentrator. Operating parameters are discussed in addition to the current testing program to futher optimize the system.

The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000 cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

The flotation behavior of Florida phosphates was studied using statistical design of experiments to evaluate conditioning parameters and their effect on flotation performance. The solids loading, conditioning time and agitation speed during conditioning were identified as the important variables affecting the reagent coating onto particles. Flotation of the conditioned slurry was carried out at fixed collector dosage and flotation conditions. Phosphate recovery upon flotation was statistically modelled as a function of the conditioning variables. The results indicated that the conditioning variables had an interactive effect on the phosphate flotation performance. Statistical optimization revealed two conditioning regimes in which optimum flotation recovery was obtained. It was determined that optimal recovery can be obtained at lower conditioning energies.

Considerable potential for metallic mineral resources in the lower Proterozoic rock of the Lake Superior region exists (Mudrey and Kalliokoski, in press). Most of the identified resources occur within a 2.0- to 1.9-b.y.-old lithotectonic assemblage characterized by extensive sedimentary strata in the north and thick volcanic se- quences in the south, all deposited on a two-terrane, composite basement of Archean age (DeMattis, 1989). Since the late 1960s, measured resources of nearly 90 Mt (100 million st) of typical volcanogenic massive sulfide at eight localities in Wisconsin have been discovered. The largest of these, near Crandon, contains about 61 Mt (67 million st) of ore averaging 5.6% zinc, 1.1 % copper, and 0.5% lead. Although none of these properties are in production, estimates by Mudrey (1978) suggest that Wisconsin could become a major contributor of newly mined zinc and copper in the United States. These discoveries and uranium and gold discoveries in the Canadian Precambrian are what have led to in- creased metallic mineral exploration throughout the northern half of Wisconsin (Fig. 1). In this chapter, we discuss the geology and legal framework in which the Proterozoic volcanogenic massive sulfide deposits were found. Exploration activities for other metals have generally been negative, and have been background noise for the legislative activities related to the massive sulfide discoveries. Uranium exploration has been consistently negative, although several different environments have been assessed. Other metal discoveries. such as titanium/vanadium, have been subeconomic.

With the continued downward pressure on coal selling prices, mine management must make its operations as efficient as possible. The problem is the same one throughout the mineral industries, streamlining operations to maintain competitive mining costs (Born, 1991). There has been a great deal of research into better using production manpower. But the story is different for operations support personnel. Traditionally, planning man-power requirements are done annually, with modifications to the operating plan occurring generally quarterly. On the other hand, the demands on manpower are often dynamic, being responsive to changing productivity levels ,mine conditions (including water influx, bad roof, poor floor)and unanticipated project requirements (responses to machine breakdowns or a new section setup requirement because of a drop in coal quality in another area). Such changes may impact the manpower structure significantly. At times they may cause serious labor relations problems concurrently. Realignments and the generation of instability in the workforce because of active job switching (bidding) are a result. Most responses by coal operators are reactive rather than proactive, a situation that could be mollified by more accurate and detailed planning of predictable manpower requirements. A manpower planning tool is needed that takes into consideration such things as changing productivity levels and conditions as manhour requirements for different work areas are planned, rather than blindly allocated through traditional staffing modes.

The Bureau of Mines used geochemical modelling computer programs to characterize a site containing lead slag generated by a lead processing facility. Tests for toxic elements by the U. S. Environmental Protection Agency (EPA) extraction procedure showed that all elements except lead were in compliance. Concentrations for lead ranged from 28 to 30 ppm. However, analysis of water samples from monitoring wells resulted in no lead concentrations that exceeded the National Drinking Water Standard. A discussion of a computational program to calculate concentrations of lead species and several other ions is presented.

TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.
