"EXECUTIVE SUMMARY The use of membranes for the treatment of Acid-Mine-Drainage (AMD) water has been a 35 year mining industry quest that has only recently produced commercial scale Zero-Liquid-Discharge (ZLD) plants. The process of development of the membrane treatment of AMD has been defined by the water treatment industry’s efforts to control gypsum scaling of the membranes, an artifact of the concentration of calcium and sulfate ions on the concentrate or “brine” side of the membranes. Improved anti-scalants, changes to membrane surface geometry and a lowered permeate flux rate were all part of solving the calcium sulfate (gypsum) scale formation problem. Whether used singly or as part of a multi-stage membrane treatment process, the production of “left over” membrane concentrate or brine, in any volume large or small, was a second barrier to adoption of the method by the mining industry. The two identified “final brine” treatments were a) solar evaporation ponds and b) mechanical evaporators. Brine disposal by solar means is typically site limited to flat terrains or high net evaporation locations. Mechanical evaporation-crystallization is applicable at all sites but, typically, at onerously high ownership and operating costs. Miwatek, a South African water treatment start-up, has entered the mining AMD ZLD marketplace with two new, pilot-scale tested, processes, both of which are predicated on the innovative treatment of a reasonably concentrated AMD and neither of which produces a final brine that requires disposal. In the Miwatek Brine Treatment, MBT, method the membrane brine is caustic pH adjusted and de-calcified precedent to passage through a second membrane plant. The caustic is generated on-site by a lime treatment of the second-membrane concentrate. The first- and second-stage permeates are blended for discharge. The process usually yields no “final brine” for disposal. In the Miwatek Ettringite Treatment, MET, method a low pH first-stage membrane brine is lime treated in two or three steps in the presence of aluminum in a way that metal hydroxide and calcium sulfate solids are formed and purged from the system. Sufficient aluminum is often present in the feed water to, with judicious recycling, enable operation of the lime-aluminum treatment without the purchase of outside aluminum reagent. The first-stage membrane permeate is blended with the lime-aluminum treated membrane concentrate for discharge. The indications are that the method can comfortably meet the low 250 -500 ppm SO4 discharge water quality standards that have most recently been proposed in South America. The process yields no “final brine” that requires disposal. Projected own-operate costs for the MBT and MET systems are less than the estimated costs for all identified alternative treatments."

The planning, installation and commissioning of the first scheme of controlled recirculation of air flow in a section of coal mine in Great Britain is described, together with the proposals for a second installation. The work updates a previous paper (Robinson and Harrison, l986) on the subject. The special problems of ventilating the increasingly distant faces of the undersea mines in the North East Area of the British Coal Corporation are discussed and the alternative solutions stated. The advantages of using a system of controlled recirculation of air are proposed together with the safety features considered necessary. Design and installation details of the recirculation fans and a new booster fan are described.

The geology and early history of the discovery of potash in Saskatchewan as described by Heber Cole (1) and R. V. Thompkins (2) has dealt with the distribution of the salt beds and their potash content. From the many bore holes through the Prairie Evaporites the outlines and contours of the series have been well established. The thickest section of the salt beds lies to the north of the "barren" area and forms a belt running easterly to a point west of Yorkton. The "barren" area is a region where the salt has been redissolved and the strata have slumped down, to fill the voids. This area is of interest from the standpoint of rock mechanics. The potash-rich beds extend both east and west of the region. mentioned and the top of the Prairie Evaporite is at a depth below 3200 feet from the surface near Saskatoon and dips southerly at an average rate of about five feet to ten feet per mile.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. The Archean ores of Western Australia are in total the largest producers of gold in Australia. In addition to numerous small and medium sized deposits, the province also contains the giant Kalgoorlie Golden Mile deposits. A variety of different gold ore mineralogical associations has lead to the development of a number of different processing routes for both refractory and non-refractory ore types. Intense weathering and lateritization of Archean greenstones in the semi-arid Yilgarn region have resulted in the development of a deeply oxidized profile (60-100m) above most sulphide orebodies. Residual and re-deposited supergene gold within iron oxide/silica gangue of this zone responds well to CIP, CIL, heap and vat leaching techniques. Although gold is easily liberated in principal from oxidized gangue, in practice recoveries are sometimes affected by iron oxide coatings on gold grains, and by clay minerals which can interfere with plant performance. Refractory ore types in the Eastern Goldfields fall into three main categories - pyritic, arsenopyritic and telluride-bearing. Pyritic ores may be either free milling or require roasting. The difference appears to depend largely on whether gold occurs along grain boundaries or fractures, which can be liberated by grinding, or whether gold occurs as inclusions within pyrite grains and therefore cannot be satisfactorily liberated by grinding. Arsenopyrite bearing ores are not well understood and are complicated by what appears to be a variable degree of gold solid solution, in addition to included gold. Gold occurring in complex gold-silver telluride assemblages has traditionally been recovered by roasting in the Eastern Goldfields.

The Virginia Operations of Consolidation Coal Co. include a diversity of mine fan configurations which have been tested to quantify pressure losses through the inlet ductwork. Airflow and pressure measurements were taken at four shaft sites to calculate losses for the 90-degree bend at the top of the shaft and the self-closing dampers or closing doors located between the shaft and fan. Velocity contours were then developed from the test data to determine flow patterns in each fan system component. In addition, yaw and pitch angles of airflow through the fan annulus were measured to evaluate turbulence levels created by various inlet ductwork designs. The test results indicate that proper design of the shaft collar and ductwork arrangement for main mine fans can substantially reduce system pressure losses and air turbulence. BY minimizing the pressure drop experienced on the surface, these design improvements enable the bulk of the total pressure developed by the fan(s) to be utilized in the mine.

The mineral industries have a continuing need for market forecasting and analysis for a variety of purposes, among which are organization and control of the sales effort, financial and corporate planning, and evaluation of the anticipated revenue from investment in proposed projects. For anything beyond the simplest extrapolation, some kind of economic reasoning or analysis is called for, which may or may not be incorporated into a formal or quantitative model. The principles described here apply to most of the commercially significant minerals and metals. The examples are drawn largely from the copper market, as it is the one with which I have the most practical experience. Practical forecasting is the process of analysis and synthesis from three categories of knowledge: facts and statistics, theory, and practical knowledge and informed opinion. Although many attempts have been made to build forecasts on only one of these three pillars, none has been successful as an operating procedure because of the lack of balance. There are no facts about the future-only about the present and the past. Facts can illuminate the future, but the future can be described only in terms of probability or more or less likely states of affairs-not as a continuous extension of the past and present. Likewise, theory, although useful as an organizing discipline and for providing a methodology of analysis, is inadequate for the complexities of reality. This is especially so when there is feedback between plans and forecasts to produce a new outcome and when there are significant elements of unpredictable free will, such as presidential jawboning or foreign policy considerations. Such elements are difficult to accommodate in neat theories, although they must certainly be reflected in the forecasts. Pure opinion frequently suffers from both a lack of-disciplined reasoning and the presence of biases or self-interest. While the future is unknown, it tends to cast its shadow before it; hence, forecasting is the art and science of positioning oneself so that the shadow becomes visible to the forecaster.

Highwall mining is a mining method to extract coal from a final boundary in open cut mining, trench mining or contour mining. This boundary may have been reached because of economic constraints (economic strip limit) or geographic constraints (spoil heaps, rivers etc.). Coal is mined from visible, horizontal, or near horizontal coal seams by making rectangular, parallel, unsupported drives with an unmanned cutterhead and coal transport system. This is controlled from a mining unit, or launch frame, positioned outside the drive, in front of the highwall. Removal of overburden is not required or is limited to small quantities only. Highwall Mining originated in the 1940 in the Appalachian Coal Field. This paper describes the history of the various machines that have been designed for highwall mining. During the 1990 and later, there has been more emphasis on the safety in highwall mining. Many pillar strength formulae have been derived to determine the required width of pillars in highwall mining and, with that, the economic feasibility of highwall mining. The various pillar strength criteria will be discussed in this paper showing the countries where they are applied. In order to make highwall mining equipment safer and more productive, there have been quite some technological improvements applied to the machines. These technologies make highwall mining ready for the future as a serious mining method, also outside its traditional Appalachian mining area.

"Stringent regulations and increased arsenic presence in ore bodies being exploited have created the need for cost effective and environmentally compliant technologies to remove selenium and arsenic from mine waters and metallurgical waste streams. Existing treatment methods have high life cycle costs and/or produce residues that, due to their unknown stability over the long-term, may represent future liabilities. This results in high compliance costs and uncertainties which negatively impact existing operations and projects in permitting. Selen-IX™ is a new ion exchange based process that selectively removes selenium from mine impacted waters down to 1 ppb while producing a stable inorganic iron-selenium product. Results of piloting completed on streams generated from coal and copper-gold deposits are presented along with preliminary equipment sizing and life cycle costs of full scale treatment. An example of a commercially available system for arsenic removal using sulphide precipitation is presented. The benefit of this treatment method is discussed based on recently completed technical feasibility assessment including laboratory testing and preliminary engineering design. INTRODUCTION Selenium Due to the chemical similarity between selenium and sulfur, selenium substitutes sulfur in many minerals that can be found in a wide range of deposits including coal, base metal, precious metal, phosphate, and uranium. One of the main environmental challenges facing the industry in North America today is related to the removal of hexavalent selenium, e.g. selenate, to ultralow levels, typically between 1 to 10 ppb, from large flows of often cold water containing less than 1,000 ppb of selenium. Recent studies commissioned by the industry identified biological selenium reduction systems as the best available technology. Although the biological selenium reduction process is commercially proven in certain applications to remove selenium to ultralow discharge levels, the technology has been primarily applied to relatively low and constant flows of warm water produced by the Flue Gas Desulfurization (FGD) scrubbers in the power generation industry. The wide spread adoption of this treatment method by the mining industry is hindered by high capital and operating costs associated with treating large flows of cold water, lack of data and knowledge about the long term stability of solid residues produced by this treatment, and limited capacity of biological systems to respond to sudden changes in flow and/or mass load of contaminants. Furthermore, it has been reported that reaching discharge limits less than 3 ppb could be a challenge and that polishing treatment for the removal of BOD and phosphate maybe required to avoid the impact of the biological treatment which requires organics and nutrients, on aquatic environment downstream of treatment plants. Alternate treatment systems are being developed to overcome and/or completely avoid some of the challenges of biological systems. One such treatment system is BioteQ’s Selen-IX™ process which is purely physico-chemical treatment system."

Escanaba, Michigan, is located on the South¬ern shore of the Upper Peninsula on a sheltered area of Lake Michigan called Little Bay de Noquet. The Chicago and North Western Transportation Company has operated a rail-to-ship ore transfer facility at this location for well over 100-years. It is the only terminal of its type on Take Michigan and thus can offer a longer navigation season to lower lake markets than other upper lake ports. It all started in 1864 when the Peninsula Railroad of Michigan, now a part of the C&NW, completed a 100 km rail line from Little Bay de Noquet to the Jackson Mines at Negnauee, Michigan. During that first year of operation approximately 31 000t of ore were loaded onto ships at Escanaba from what was then called the Merchants Dock. By 1871 demand had already exceeded capacity and it was necessary to build a larger dock, which in turn was replaced with a still larger pocket dock in 1903. There are no plans or records available to indicate how the ore was handled from rail to ship prior to the construction of the pocket dock.

In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve's pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve's pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.

It is said that there is nothing new under the sun and this is certainly true about refractory gold Ores. Ores which have been refractory to treatment have been the bane of the Metallurgist's life ever since gold has been recognized as a metal valued for its indestructability, malleability and beauty. Webster's Dictionary defines "Refractory" as; "Resisting control or authority, stubborn, resistant to treatment or cure, unresponsive to stimuli, difficult to corrode or draw out," And gives as a synonym the word "unruly." I don't think any metallurgist would disagree with these definitions as they quite accurately describe refractory gold ores as we know them and I wouldn't be a bit surprised if many of you in this room today had applied far stonger language to your own refractory ores in the course of your metallurgical test programs. Pliny the elder put it very well when he wrote in 79 A.D., Gold is the first of man's follies, Silver the second." Perhaps Pliny was speaking of "unassayable gold" or "incipient gold." These are truly refrac tory ores which probably existed before Pliny's time and although many people have claimed to have solved their metallurgy the untold wealth that lies within them has never been bankable. On the other hand, Virgil is his Aenead, could very well have been speaking of refractory ores when he wrote; "Quid non mortalia pectora cogis, auri sacra fames!" which translates as, Accursed thirst for gold! What doest thou not compel mortals to do. Certainly, gold was extremely rare at that time because it had to be recovered by much labor from the then refractory ores and their refractoriness caused the early metallurgists (or alchemists if you will) to seek an easier way to produce it; thus the long and fruitless search for the "philosopher 's stone" which would aid in turn-

Radial gas holdup profiles have been measured in a 50x400 cm flotation column using a multi-cell conductivity probe. Three different bubble generation systems were examined: up to eight vertical filter cloth spargers, three horizontal filter cloth spargers, and three (horizontal) Cominco-type spargers. The variables tested were: number of spargers, symmetry of their arrangement, and height above spargers. Batch water with up to 20ppm frother concentration was used. The general observation is that the profiles tend to be uniform (i.e. flat) with some exhibiting a slight wavy shape. The vertical sparger arrangement proved the most difficult to achieve profile symmetry. The horizontal spargers gave uniform profiles at right angle to their length but a decreasing gas holdup along their length; the Cominco-type spargers gave slightly less scatter in the data. Switching off selected spargers (to simulate malfunction) did not produce strong asymmetry in the profiles.

Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of investment value or use value. Such an estimate can be a long way from the price that the property would actually sell for if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation if market value is being appraised. The comparable sales and replacement cost methods used in the appraisal of urban buildings generally fail when used in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

The estimation of local recoveries, such as the local recovered tonnage of ore and its corresponding grade at a given cutoff grade, is an important problem in a selective mining operation. Multigaussian kriging provides a simple solution to this specific problem. The solution is also complete in the sense that local recoveries are estimated together with their estimation variances. It is thus possible to assess confidence limit intervals on the estimated recoveries. Multigaussian kriging has been applied to the Jerritt Canyon deposit in a most realistic situation. The various steps of the estimation procedure are presented in detail and the potential of the method is demonstrated in view of the results. The obtained results show that the estimated recoveries are in good agreement with the actual recoveries and the actual estimation errors are correctly predicted by the estimation variances. Multigaussian kriging thus appears as a useful and fully operationable tool for the mining industry.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

Speed and torque control of standard A.C. induction motors can be accomplished using a variety of devices ranging from mechanical, hydraulic, and electrical. Also, the motor can be specified as an A.C. wound rotor or D.C. motor using the associated controls. Normally, any one of these drive types can be adequately used to provide the torque control necessary to accelerate a conveyor belt system. The selection will depend on the economics, experience, and preference of the designer or end user. These drive types will be presented from a functional and performance viewpoint to assist in the understanding of the available technology.
