On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

Carbonaceous gold ores are ubiquitous to virtually all of the Carlin-type gold deposits along the Carlin gold belt in north central Nevada, representing the unoxidized "zones" of presumably extinct thermal spring systems of mostly Tertiary age. A period of subtropical weathering resulted in deep sub-lateritic zones in most deposits to several hundred feet below surface. Carbonaceous ores below this supergene profile of weathering have been investigated by various methods, including petrographic study, standard geochemical and organic carbon analyses, carbon and hydrogen isotopic ratios, electron-spin resonance spectra, infrared spectra, and DTA techniques. Results have been integrated with recent findings by other investigators utilizing fluid inclusion and thermal brine data to indicate a first phase hydrothermal solution temperatures and pressures at a minimum depth of 6 km under normal geothermal gradient. This phase resulted in the quartz-barite-calcite vein filling of the host rocks. Gold mineralization took place later at shallower depths. Primary organic material in carbonaceous ores from the Carlin and other mines appears to be a pyrobitumen residue derived from an old oil pool that had been heated by the thermal solutions, and from which the light hydrocarbon fractions were removed. Some of the bitumen was remobilized along silicified veinlets in the ore, but its role in the emplacement of the gold, itself, is not clear. The gold was localized submicroscopically in fine pyrite, mostly in framboids, and as fine metallic particles, but does not appear to be concentrated within the carbonaceous matter per se. However, reducing conditions associated with bituminous residues are believed to have been favorable for gold deposition.

The overall objective of the mechanization was to increase production and the level of safety in tunnel operations. However, the overall complexity of some systems have been a hindrance to a seamless transition to the newer technologies as increased maintenance requirements and re-training of skilled workers has altered the benefit curve for some innovations.

Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

An example illustrates the use of ASTM Standard E901-82, Classification System for Uranium Resources. The example demonstrates the dynamic nature of the process of classification and attests to the necessity of addressing both the aggregate needs of broad-scale resource planning and the specific needs of individual property evaluation. Problems that ,remain in fixing the classification of a given uranium resource include the uncertainty in estimating the quantity of undiscovered resources and resolving the differences that may exist in deciding when the drill-hole spacing is adequate to determine the tonnage and grade of discovered resources.

This work describes the effect of process parameters on the acidulation of Moroccan phosphate rock using nitric acid, i.e., the nitro-phosphate process. A series of bench scale experiments were conducted, using a stirred tank reactor (STR) system, to investigate the chemical reactions involved and optimum conditions for the formation of nitro-phosphate fertilizer. The effect of reaction time, temperature, mixing speed, acidulation ratio, and acid concentration were investigated, and were found to have an effect on the dissolution of P2O5 from the phosphate rock, using nitric acid. An increase in nitric acid concentration resulted in an increase in P2O5 dissolution, however, the dissolution was also found to be a function of acidulation ratio. A nitric acid phosphate rock ratio of 4:l ensured 90% dissolution for nitric acid concentration > 30%.

The Wing Hill Garnet Deposit, located near Rangeley, Maine, forsed through assimilation of Early Paleozoic metasediments by an intrusive Devonian gabbro. The resulting ore body is exceptionally large and high-grade, consisting of 50-70% almandine garnet. Following open-pit quarrying, the ore is trucked to Industrial Garnet Extractives' mill in West Paris for final processing. Two grades of abrasive are produced - a pure, premium grade INDUSTRIAL GARNET and the Lower grade co-product IGE UTILITY GRIT, both of which are available in a variety of sizes. INDUSTRIAL GARNET is marketed world- wide into a diverse marketplace including both loose grain and bonded applications.

The southern Florida phosphate deposits that will be mined in the future contain significant amounts of dolomite. Because high MgO levels are undesirable in phosphoric acid production, several flotation schemes for the removal of the dolomite have been attempted. Alternatively, selective flocculation has been suggested as a potential process. A high MgO rock was simulated with a 30:10:60 mixture of apatite, dolomite and silica, respectively. Single mineral selectivity was observed in the apatite-silica and dolomite- silica systems using Polyacrylic acid (PAA) and Poly(ethylene oxide) (PEO) flocculants, respectively. However, no single mineral selectivity was observed in the apatite-dolomite system using PEO. Heteroflocculation, suspected to be the major reason for the loss of selectivity, was minimized by the addition of a site blocking agent (SBA), consisting of a lower- molecular-weight fraction of PEO. Process parameters such as size reduction schemes, flocculant/SBA dosage and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed-mineral tests was also achieved in the ternary mixed-mineral system, namely, the apatite-dolomite-silica system. In this report, surface chemical characterization of the samples and their flocculation behavior are discussed.

Soda ash, an essential raw material for major industries, such as the glass, chemicals, soap and detergents, pulp and paper, mining and water treatment industries, is traditionally produced by chemical and thermal treatment of trona ore. The treatment processes for trona ore are not only chemically expensive but also energy intensive. Hence, the production of a high-purity trona concentrate at a lower energy and operating cost is of considerable interest to the trona industry. In this study, we describe a possible two-stage process for concentrating trona ore, involving dry magnetic separation followed by flotation, to remove insoluble impurities from the trona ore. The results showed that a trona concentrate of 91.7% purity with a recovery 91.1% can be obtained by two-stage magnetic separation, which could be further improved to 98.1% purity at a recovery of 83.8% by subsequent flotation of the non-magnetic trona product. The purity of trona concentrate is limited by the particle size and impurity content of the trona ore. The operating parameters for magnetic separation and flotation have been identified to obtain an acceptable quality concentrate.

Hydrometallurgical production of zinc from concentrates is generally carried out by H2SO4 leaching. For the smooth operation of this process, some harmful components must be removed from the leach solution before the electrolysis stage; MgO is one of these compounds. Zinc concentrate samples from the Mount Isa mines were used in leaching tests. Leaching tests with an aqueous solution of H2SO4 and SO2 gas were carried out at various temperatures, pH levels and leaching durations. While duration and the pH value of the solution were effective parameters in H2SO4 leaching, temperature and pH were more effective in SO2 leaching for the removal of MgCO3 and CaCO3. Removal of MgCO3 and CaCO3 was generally achieved at low pH values. The results show that SO2 gas can be a good alternative to sulfuric acid in the leaching of MgCO3 and CaCO3

INTRODUCTION Essentially three strategies are pursued in parallel for protecting the underground working force in mining against the consequences of methane ignitions which might lead to explosions: • Sufficient ventilation for avoiding the formation of explosive methane-air mixtures. • Avoiding sources of ignition caused possibly by electrical equipment or friction. • Structural explosion protection for limiting explosion propagation to the farthest-going extent for the case that methane is fired because of failing of the above preventive measures taken. The corresponding methods taken in mechanized roadheadings with point-attack roadheaders in German coalmining are subject of this paper. VENTILATION In ventilation of roadheading sites the following is to be considered in respect of methane control: • Sufficient air flows by volume being cycled to the heading face for diluting released methane to safe concentrations. • Sufficient local air velocities for effective mixing of methane and air in the whole heading site, in particular directly on the heading face and underneath the roof. Furthermore, ventilation needs to be laid out in a way that cut- ting does not result in health affecting dust exposure at any working place. Accordingly, the ventilation systems shown on Fig. 1 including primary and, if necessary, secondary auxiliary ventilation air ducts as well as dedusters, are used in roadheadings. This equipment is run according to the following principles: • If the roadheader is at standstill, the heading face is ventilated by the free air jet from the blowing duct closest to the face. In this operation phase the deduster is shut-down. • During cutting, the exhaust of the blowing air duct is automatically closed, and the deduster is taken into operation. The in- coming fresh air is now locally discharged via a lateral orifice, or distributed by Coanda-type ducts from the primary or secondary ventilation air duct. In this way, a stable dust wall not disturbed by the jet of the air duct is formed in front of the heading face. Only the ventilation air stream taken in by suction of the close-to-face deduster is passed through the inby zone of the heading face (over approx. 20 m). The clean exhaust of the deduster is dischayed to the roadway in some distance outby. Immediately at the heading face, methane accumulations possibly released by cutting are diluted by compressed-air jets from air-movers located near the roof which assure more rapid motion of the air without distuhing the dust wall. • In the zone of overlapping of primary and secondary duct and the deduster - that zone possibly is poorly ventilated during cutting - sufficient local air speed is assured by Coanda-type ducts or additional ventilation jets for avoiding methane accumulation. The regulations of the inspectorate specifies geometrical conditions to be met with these configurations of ventilation equipment. In-seam roadways are ventilated at rates > 0,5 m/s. For dedusters, present-day ventilation air flows are of 600-800 m+/ min. Ventilation monitoring and control is assured by units for measuring methane and ventilation air flows. If pre-set thresholds are exceeded or fallen short of, these measuring units shut-down - dependent on potential hazard - any not intrinsically safe electrical equipment in the roadheading, either totally or in limited zones. In addition, CO-measuring units near the roadway en- trance serve for early detection of mine fires. In spite of this ventilation layout and the equipment used and in spite of the water spray systems on the cutting head (discussed later in this paper) several cases of methane ignition and subsequent burning off (however, no explosions) have been recorded in the recent past. Therefore, the above-described ventilation is nowadays complemented in many cases by machine-mounted ventilation equipment for the immediate surroundings of the cutting head. Ventilation of the surroundings of the cutting head Investigations carried out subsequent to the above-mentioned gas ignitions have shown that the high ventilation air speed necessary for rapid dilution of methane could not permanently be arrived at in the following zones: • The direct zone of cutting, in particular during sumping. • The floor zone above the debris, predominantly below the cut- ting head. Accordingly, VOEST ALPINE-Bergtechnik, a producer of mining machinery, in cooperation with DMT developed for point- alttack roadheaders a novel machine-mounted ventilation equipment, the Jet-Block" (AERO SAFE Jet-Block) shown on Fig. 2. This system allows to ventilate the above-mentioned critical zones with high flow speeds. One AS Jet-Block is mounted on each side of the boom approx. 0.5 m behind the cutting head. The blocks discharge compressed-air jets with high energy from 10 nozzles per block into the hazardous zones (Fig. 3). Two nozzles of each jet block are tangentially oriented toward the upper circumference of the cutting head, the others are arranged fan-like with orientation to the heading face underneath the cutting head and the debris. A new minitest of in situ uranium leaching processes at reservoir conditions is proposed. The test which consists of a single observation/ production well and two observation wells is designed to permit the evaluation of both restoration and leaching parameters. It is shown that by using a straight forward history matching procedure, sometimes called a type curve analysis, both the rate of leaching and the ultimate uranium recovery can be evaluated based on the results of the test. Type curves are presented for the case in which the reaction rate is kinetically controlled and there are no other minerals competing for oxidant. Other situations can be approached using the same techniques as those presented here.

INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.' The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. "Tunnel closures are highly undesirable and the lengthiest are generally attributed to structural failures (e.g. Mont Blanc). Although historical data shows structural failures are closely linked to fire, design parameters for tunnel safety are not well defined. Current research has focused on defining the fire heat release rate and temperature, but these parameters cannot be easily used to determined structural performance. The energy transferred to the structure, the heat flux, is required but current literature lacks these values. Full scale experiments were undertaken on passenger vehicles resulting in heat fluxes between 20-70kW/m2. Analysis shows a vehicle fire’s duration is closely linked to its mass. Further analysis shows small vehicle fires can be scaled as a function of the tunnel diameter and the characteristic height of the desired vehicle. The present work provides engineers an appropriate design methodology to undertake informed thermal-structural analysis to minimize the risk of tunnel structural failure.INTRODUCTION Quantifying the effects of a tunnel fire depends on many factors such as the type of occupants, their vehicles and spacing, ventilation conditions and the geometric shape of the tunnel (Ingason and Lonnermark 2011). For design engineers investigating the thermal-structural performance of a tunnel, these factors are typically converted into spatial and temporal temperature distributions (Usmani et al. 2001) using various design curves such as those of ISO834-1, Hydrocarbon, Rijkswaterstaat (RWS) or RABT-ZTV (Promat 2013). However, to define a temperature profile through a structural element these curves require a heat transfer model that incorporates an appropriate boundary condition. The appropriate boundary condition is the net heat flux which is the result of a complex energy balance. For use in heat transfer calculations the net heat flux must account for the tunnel geometry as well as thermal properties of a given structural element and all other surfaces and mediums affecting the transfer of heat (Torero 2014)."

Test work indicated and plant operation has since confirmed that SAG milling is a viable option for INCO's Sudbury Operation milling rationalization project only if pebble crushing is included in the SAG/ball mill circuit. Throughput increases more than fifty percent with pebble crushing incorporated into the comminution process. The finer product of high speed pebble crushing provides further energy savings. The unconventional approach of pumping the pebble crusher product, while simplifying plant layout, has produced challenging wear problems.

"Shin-Yokohama station (tentative name), one of the station of the Sotetsu - Tokyu through line (ST line), is under construction by the OPEN – CUT method. The Underground Soil–Cement Steel Diaphragm Wall is implemented as an earth retaining wall. This earth retaining wall is utilized as a main body of a subway station. It is the first time to utilize this earth retaining wall as the main body. There are two difficult issues for this project. One is that this station is planned under busy major road and there are many underground utilities, for example, an electrical transmission line. Because of that, construction area is limited. The other is that this station is located in a thick soft clay layer. This layer has a high risk of consolidation settlement because of draining during main excavation. Thus, high water tightness is required for this earth retaining wall. This paper reports design and construction methods for the Underground Soil–Cement Steel Diaphragm wall introduced as a part of the body of the subway station.1. OUTLINE OF SHIN-YOKOHAMA STATION 1-1. Location and structure of Shin-Yokohama Station Shin-Yokohama station is an intermediate station on the ST line connected to the Tokaido-Shinkansen bullet train, the JR-Yokohama line and the Yokohama Municipal Subway. Access to Tokyo and the Tokaido- Shinkansen from the eastern part of Yokohama city will be improved by this project. In addition, the number of estimated passengers of this station is one hundred thousand people/day because a soccer stadium (Nissan Stadium: 72,000 people), a huge indoor arena and a hotel are located in this area. This station consists of 4 stories and 3 spans (Max width; 29m, Depth; 33m, Length; 325.5m). Completion image is shown in Figure 2. Generally, stations have 1 platform and 2 trucks. But this station has 2 platforms and 3 tracks because some of ST line trains return at this station and a train deadheads from Hazawa station to this station in an emergency. This station is planned as 4 stories underground station, and the platform is on the lowest story. The reason why this station is in such a deeper position is to prevent the alignment from interfering with the Yokohama Municipal Subway station and foundation piles for bridge piers existing along the alignment. Even under the constraint conditions, earth covering should be shallow as much as possible. As a result, the tunnel edge is very close to the foundation pile, and the gap is only about 2m (Figure 3). In addition, passengers will be able to change trains easily from the ST line to the Yokohama Municipal Subway or vice versa at this station."

This paper focuses on maintenance of underground salt air curative quality using environmental friendly solutions. Possible ways to preserve its curative properties, in relation with the admissible salt air quality parameters, are analyzed. In situ investigations regarding microbiological impregnation in walls and the air inside the Romanian salt sanatorium were initiated. The results of a pilot project, which is in progress at Praid salt mine, are presented. After the end of the investigation at this site, investigations will continue in other Romanian salt mines, such as Slanic Prahova, Targu Ocna and Cacica.

In order to further elucidate the mechanisms involved in autogenous grinding, the fracture of rock specimens in free-fall impact was studied using the theory of elasticity. Stress distributions in rock specimens under various conditions of impact were analyzed and the conditions for failure were examined in relation to the compressive and tensile strength of rock. The energy equation derived for autogenous grinding coincides basically with Lewis' generalized formula or Oka and Majima's formula, and it is sufficiently general to incorporate all of the three older theories, viz; those of Rittinger, Bond and Kick.

The coal industry in the United States has undergone significant economic changes during the past six years. The price of coal remained relatively constant from 1950 to 1969 (See Figures 1 and 2). Steam coal prices tripled and metallurgical coal prices doubled from 1969 to 1974. This price structure has created a new economic environment for coal preparation. Contributing factors to these price trends include: ? Coal Mine Health and Safety Act of 1969 ? Mid-East oil embargo of 1973 ? United Mine Workers of America contract agreements ? Productivity decrease (tons per man-day basis) ? Environmental Protection Agency regulations The increased value of coal justifies additional capital investment in cleaning facilities to optimize yield. Current trends include recovery of existing slurry ponds and recleaning of refuse. Coal preparation plant product yield and quality must be evaluated in terms of the amount of capital expended and cost of operation. Therefore, it is advantageous to optimize the plant product based on clean coal selling price and rate of return on investment.
