It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Investments in fuel minerals and non-fuel minerals by petroleum companies are not a new phenomena. During the past 25 years, oil firms have entered mining via the acquisition route as well as by the direct development of grassroots mines. In the early 1980s, the "merger mania" in the natural resource industries came to a head. Oil company takeovers of mining firms, as well as other mergers between oil producers, captured headlines repeatedly, and speculation ran wild as to who would next acquire whom. Table 1 summarizes leading mining company mergers in the past two decades. There are some special features to the latest round of minerals investments undertaken by oil companies. First, direct takeovers of mining companies have become the preferred means of entry into minerals, with entry from scratch being relegated to the sidelines. This was not always the case. While there are instances of oil firms buying coal and copper companies dating back to the 1950s and 1960s, most of the early minerals work by petroleum firms was from internally generated projects. When the oil companies first became involved in uranium, for example, the uranium mining industry was in its infancy. There was not much market structure to buy, and it was relatively easy for everyone to get into uranium on the ground floor.

Processing of various ores and materials in a reducing atmosphere has been done for many years. However, the typical device currently used is a large, often high maintenance, expensive piece of equipment; the rotary kiln. While it is a very reliable and a proven technology, the rotary kiln also has its limitations. It is limited by its ability to process very fine materials without creating a huge dust loss to the air pollution control equipment. This leads us towards the development of an alternate technology; the Gas Suspension System. Gas suspension preheating of various materials has been in commercial use since the early 1950's, but recently has been expanded to include Gas Suspension Reduction. Laboratory experience has proven successful on several materials; Nickel Laterite Fines, Iron Ore Fines, Fluorspar, and Clays. The gas suspension reduction system has many advantages over the conventional reduction kiln when processing fines. They are; lower cost, more fuel efficient, able to process fines, less real estate required, etc.

A research program is currently in progress at the University of British Columbia to determine the potential of composite cable bolt reinforcement in Canadian mines. Several prototypes of glass fibre cable bolts have been tested. Their evaluation consisted of lab testing at the University of British Columbia, United States Bureau of Mines (Spokane) and trial installations at Detour Lake, Winston Lake, and Myra Falls Mines. A market analysis of cable bolts within the Canadian mining industry has been completed. Fibre reinforced polymer composites have a high potential as cable bolt reinforcement in mining applications. They prove to be a viable alternative to steel cable bolting.

The possibility of using surfactants as wetting agents for the suppression of sulphide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulphide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of the ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactants adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

Compressed air energy storage (CAES) has been initiated recently in West Germany with a 290 MW peaking-power facility utilizing twin cavities with volumes of 150,000 m3 each in the Huntorf salt dome (1). The implementation of CAES in several geologic media is being studied carefully in the United States (2); however, the use of cavities for CAES in salt domes or salt anticlines and the associated long-term stability of these cavities is the specific topic of this paper (3). The cavities represent an essential element in a CAES plant, and thus should be designed and operated to perform with "stability" over the planned life of the overall facility. As employed herein, cavity stability implies the extent to which an acceptable amount of cavity storage volume can be utilized with economic maintenance over the planned life of the overall facility. In this sense stability is relative to the planned use of a storage cavity. Figure 1. depicts the salt deposits of the United States (U.S.) (4). The Gulf Coast region includes the only confirmed salt dome basin in the U.S., although salt structures also exist as anticlines in the Paradox Basin of Utah and Colorado. Because of the relatively small amount of elevation change within the Gulf Coast, CAES in salt dome cavities appears to hold considerably more potential for energy storage in this region than more traditional "pumped hydro" systems.

New developments have occurred in Wyoming's industrial minerals industry since the 32nd Forum on the Geology of Industrial Minerals in Laramie, Wyoming in 1996. The soda ash trona and bentonite industries have experienced overall growth. Gypsum and limestone production have remained constant, but have the potential for dramatic growth. The mining of zeolite ceased in 1997. The struggling dimension stone industry has increased production, but development has lagged behind the schedule predicted in 1996. The construction of a container glass plant and associated production of glass raw materials, as predicted in 1996 and imminent in 1998, is now on hold due to unforeseen market factors. Increases in railroad and highway construction have, and will, greatly increase the production of construction aggregate for local uses. An iron carbide industry, not foreseen in 1996, is in the planning stages.

Phosphate mining in Florida generates approximately 100,000 tons/day of phosphatic clays (slime). This waste slime not only creates one of the most difficult disposal problems in the mining industry, but also causes tremendous loss of P2O5. About 20-30% of the phosphate mined end up in phosphatic clays. Recovering the phosphate from this waste is difficult for two main reasons: 1) the slime is extremely fine in size, and 2) clay minerals account for almost half of the material. A half dozen dispersants were evaluated for keeping the clay minerals suspended for subsequent separation from non-clay minerals by either settling or cycloning. The separation efficiency and economics are discussed.

One of the challenges of mining is the concentration of heavy metals it releases into the environment through a phenomenon called Acid Mine Drainage. Freiberg is no exception due to its long mining activities. The European Union proposes that all rivers and streams must be in a good ecological status by the year 2027 but this would be difficult for large water sources as it would be economically unviable. Consequently, the approach of treating these waters at point sources would be of immense help and hence this column experiment on mine water treatment with carbon sorbents to remove zinc form the Rothschönberger Stolln. For this experiment three resins namely, APTsorb, activated coke, charred fermentation residues (which was produced by the Freiberg University of Mining and Technology) were analyzed through a simple column experiment to determine their sorption capacities. Through their sorption capacity as this experiment seeks to ascertain: we are able to make suggestions scientifically on the best material among the three for the future design of a treatment plant for the RSS. After the experiment whereby a 10 ml peri glass column was used, material A: APTsorb showed the least adsorption capacity (0.01 meq/g) and this could be attributed to the fact that the resin works well under pre-determined parameters such as pH and surface area. Material B: Activated coke showed a better sorption capacity (0.53 meq/g) in comparison to the basis value used for this experiment. Material C: charred fermentation residue which was produced by the University showed the most efficient capacity of (1.69 meq/g). This in comparison with the value used as the basis for this experiment showed that material C (charred fermentation residue) is very efficient for zinc sorption. pH values measured at the effluent of all the experiment were slightly higher than the pH measured in the initiating water.

During the twentieth century the Mesabi Range in northeastern Minnesota has been the major source of iron ore for American steel mills. The Mesabi Range extends along an iron bearing outcrop known as the Biwabik formation. This outcrop is some 120 miles long and up to three miles wide. The formation is from 200 to 650 feet thick and dips 5 to 10 degrees to the southeast. The iron content of the original Biwabik formation was quite uniform, but much of this formation has been subjected to alteration. Thus major variations in iron content and mineral composition exist both laterally and vertically in the present Biwabik formation. The remaining unaltered iron formation includes the magnetic taconites which are commercially processed by Reserve Mining, Erie Mining, Eveleth Taconite, National Steel, Butler Taconite, and U.S. Steel. These six operations have a capacity of 32 million tons. per year of iron pellets and have produced approximately 170 million tons of pellets since 1956. Capacity for another 30 million tons per year of pellets is being considered by the industry for the next ten years. This increase will be obtained by construction of new plants and expansion of present operations. Thus by 1977, it is estimated that approximately 60 million tons per year of iron pellets will be produced from magnetic taconite on the Mesabi Range. The portions of the Biwabik formation subjected to intense alteration resulted in the direct shipping, wash and heavy media ores. Since 1892, 1.8 billion tons of direct shipping ore have been shipped from the Mesabi Range. This ore has been the major source of iron for American steel mills. In 1966, 12 million tons of direct shipping ore and 18 million tons of wash, jig, heavy media and other gravity concentrates were shipped from the Mesabi Range. These products generally have poorer physical and chemical properties than the iron pellets produced from magnetic taconite. It is predicted that the shipment of these materials will decrease from about 30 million tons in 1966 to 6 to 8 million tons in 1975. This decrease will be due to depletion of reserves and poor quality product.

Longwall mining is the most productive method of under- ground coal mining in the United States (US.), and record levels of production have been reached in recent years. These ever-improving production levels have the potential to generate significantly higher quantities of respirable dust. Consequently, the longwall industry continues to struggle with controlling dust liberation and maintaining compliance with the federally-mandated respirable dust standard. In response, longwall operators have in- creased the application of primary dust controls, airflow and water flow, in an effort to improve respirable dust control and reduce worker exposure. Pittsburgh Research Center (PRC) personnel conducted dust surveys at 13 longwalls operating throughout the U.S. and collected information to: identify current operating practices on these longwalls, identify the types of dust controls in use, document the levels at which these controls are being applied, and measure the respirable dust levels present. This data was analyzed to quantify the dust levels generated by the major sources on the longwall section and to evaluate the relative effectiveness of the control technologies in use.

The pressure filtration behavior of dispersed and flocculated alumina slurries at high percent loadings is discussed with an objective to determine the effect of surfactant type and concentration on slurry properties. A high purity alumina powder was used as a model solid. Dispersion of the alumina was controlled by surfactants that are considered to act by electric and steric stabilizers. The effect of both the ionic and nonionic surfactants was investigated. Surface charge measurements of the slurries were carried out by electrokinetic sonic amplitude (ESA) method to understand the mechanisms. The effect of surfactant type and concentration on the kinetics of pressure filtration and final cake properties are discussed.

The term "secondary recovery" has recently brought on a new meaning in view of the depletion of natural resources, energy conservation, plant optimization, and the environmental consciousness that has led to hazardous waste management, recycling, and secondary processing. Many secondary recovery processes are being developed applying mineral processing technology. Gravity separation, magnetic separation, and flotation have all emerged as implicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. Although the concept of the eddy-current separator was developed over a century ago, (Patent 400317 issued to Thomas Edison on March 26, 1889) it was not until this last decade that it gained prominent acceptance. The evolution of permanent magnets has provided a cost effective alternative for the generation of high intensity magnetic fields. High energy permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymiun-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits.

The iron ore industry presently utilizes two types of de-posits. The first are the high grade deposits generally located in remote areas and, secondly, the low grade de-posits which are normally found nearer to the steel-making centers. The high grade deposits produce a direct shipping ore which has an iron content which may be close to the maxi-mum 70% of Fe. These deposits have reserves which are ex-pressed in billions of tons. The ore needs little or no up-grading and where this is performed is restricted to ore washing. With the large demand for iron ore pellets, plus a national drive to perform as much of the upgrading as possible in the native country, there is a trend to erecting pellet plants at the mine location~ Large iron ore suppliers such as Australia, Brazil, Venezuela and Liberia already have pellet plants in operation, and there are new plants projected or expansion projects under study. The low grade ores are mined at locations closer to steel mills such as in Minnesota, Michigan and Canada. These low grade ores require methods of beneficiation to obtain a commercially accept-able product with the modern beneficiation techniques it is no~, possible to produce iron ore pellets of 68% Fe and 4.5% silica from ores containing as low as 26% Fe. Figure 1 gives a general picture of the types of iron ores and their beneficiation. The final product of the high grade ore is a coarse concentrate, sinter product or pellets. The final product of the low grade ores is pellets and, in some cases, coarse concentrates.

In recent times, smelter off gases treatment plants have become more efficient and environmentally friendly. Where in the past it was acceptable to process only high strength, treatable furnace gases, new smelters must now treat primary gases and abate dust and SO2 from secondary gases: Processing smelter gases can present some interesting challenges. Some equipment can see varying concentrations of sulfuric acid, up to the boiling point, with a periodic table of contaminates thrown in for good measure. Treating weaker secondary gases have, in the past, been cost prohibitive. Nowadays, new technology, like physical absorption or catalytic carbon, show promise for economically treating low strength secondary gases. Modem smelters do a much better job of treating the SO2 laden gases generated by the smelting process but significant challenges remain.

WELCOME to the world-class Cripple Creek district where gold exploration and production continue 95 years after the initial discovery. More than 21 million troy ounces of gold have been recovered, valued at greater than $7.8 billion using today's gold price ($371/oz). The Cripple Creek district is localized within and around the margins of a silica-undersaturated alkalic diatreme-intrusive complex. The diatreme appears to be comprised of three sub-basins: 1) a sub-basin east of the Cresson (Fig. 1); 2) a southwestern sub-basin between Victor and Cripple Creek; and 3) a northwestern sub¬basin within which the Globe Hill and Ironclad pits (Fig. 1) are located. The recognition of three separate basins was made by G. F. Loughlin and A. H. Koschmann (1935, Fig. 8) who prepared a contour map on the floor and walls of the composite Cripple Creek basin. The northwestern and southwestern sub-basins are apparent due to the discontinuous exposures of a partially exhumed ridge of Precambrian rocks (Fig. 1). The separation of the eastern and southwestern sub-basins was recognized in mine exposures where a fault-bounded ridge line extends from the vicinity of the Ajax mine toward the Precambrian "island" (Fig. 1).

Electromagnetic energy emitted from electronic devices has been known to interfere with other electronic systems, hindering their ability to function properly. Mines have many electronic devices critical to the health and safety of mine workers that could be negatively affected by electromagnetic interference (EMI). To ensure that devices are electromagnetically compatible, tests must first be conducted to measure emissions and check for immunity. Standards are available across multiple industries that prescribe emission limits and test methods for electronic devices. A literature review was conducted in this study, and an overview of EMI standards in other industries is provided. Also, an example of how a standard can be applied to mining equipment is presented.

Dundee Cement Company was incorporated in 1958. The equity capital for the venture was supplied by a Swiss firm called Holderbank Financier and a group of its principals. Holderbank Financier, a holding company, is a direct outgrowth of Holderbank Cement Company, a company founded in 1912 by the father of Dr Hans Gygi who is the president of Dundee Cement Company and a member of the Board of Holderbank Financier. From one plant in 1912 located in Zurich, Switzerland, Holderbank grew to its present size of 32 plants in 17 countries, having a capacity of 90 million barrels of cement per year. Dundee Cement Company constructed its first cement plant near the little town of Dundee, Michigan. This site was selected because there is an abundance of limestone and clay of the correct chemical composition for cement manufacture and the deposit was advantageously located near the large population centers of Detroit, Toledo, Cleveland, and Chicago. Construction of the 5. 5 million barrel, two kiln, plant was completed and the plant started up in the fall of 1959. After a year or two of the usual problems in a new plant and the expected difficulty of breaking into a nearly saturated market, Dundee began to prosper.

This chapter on the square-set system of mining em¬bodies the results of a special study of the subject made as a part of the US Bureau of Mines (USBM) general investigation of mining methods and costs. Data for the chapter were gathered by the authors during visits to mines using square-set mining, from information circu¬lars prepared by consulting engineers to the USBM on mining methods at individual mines, and from articles in the technical press and the Transactions of the American Institute of Mining and Metallurgical Engineers. Al¬though some of the properties discussed are no longer in operation, the methods described are still valid. The square-set system of mining has been very widely applied and is one of the oldest methods in use in the US. It is mainly employed for extracting rela¬tively high-grade ore in heavy ground. It is also useful in taking out pillars left in mining by other methods. It is used to some extent as an auxiliary method with many underground systems and as an alternate with cut-and¬fill, shrinkage, and open-stope methods when heavy ground is encountered. In some cases as much as 50% of the ore may be extracted by square setting at mines listed as using some other method of mining. A large tonnage has been mined yearly by square setting, prin¬cipally in the western states. Due to the high cost of timber and the relatively low average production per manshift, this system generally is not used when the ore can be mined by some other method; it usually is adopted as a last resort. Square setting, however, has a special field in that ore bodies not minable by other methods can be stoped by this system. As square-set mining was widely known, there was a tendency for years to use the method regardless of its suitability. With the increasing need for economy and the development of other methods, square setting has been superseded in many mines by cut-and-fill, top slic¬ing, or sublevel caving methods. The term square-set mining as used in this chapter includes all stoping methods in which the space made by the removal of the ore is timbered with framed sets. The sets usually are square in horizontal section. The stope may or may not be filled with waste rock as stoping progresses. HISTORY OF THE SQUARE-SET SYSTEM Prior to 1860, open-stope methods with stulls for casual support accounted for most of the mineral pro¬duction from underground mines. Attempts to mine large ore bodies that required artificial support resulted in disastrous cave-ins and loss of life. The art of mining received a tremendous impetus following the introduc¬tion of methods for mining the bonanza ore body which was discovered in 1860 in the Ophir mine on the Comstock lode, Virginia City, NV. This ore body was phe¬nomenally rich and eventually proved to be 122 m (400 ft) high, 27 m (90 ft) wide, and 98 m (320 ft) long. The mining of this large high-grade ore body taxed the best engineering talent of the time; the problem was finally solved by Philip Deidesheimer. According to Eliot Lord (1882): "At the 50-foot level the vein of black sulphurets was only 3 or 4 feet thick, and could be readily extracted through a drift along its line, propping up the walls and roof when necessary by simple uprights and cap-posts. As the ledge descended the sulphuret vein grew broader until, at the depth of 175 feet, it was 65 feet in width, and the miners were at a loss how to proceed, for the ore was so soft and crumbling that pillars could not be used to support the roof as in coal mines. They spliced timbers together to hold up the caving ground; but these jointed props were too weak and ill-supported to with¬stand the pressure upon them, and were constantly broken and thrown out of place. The dilemma was a curious one. Surrounded by riches, they were yet un¬able to carry them off and their mass of black sulphurets bade fair to become a white elephant on their hands. The Ophir Company began to wish themselves less for¬tunate, as their miners narrowly escaped burial day after day in their attempts to stope out the ore. "A young mining engineer, Philip Deidesheimer, was in charge of a quartz mine in Georgetown, El Dorado County, Calif., in the autumn of 1860, when this serious check to the development of the lode occurred. At the request of William F. Babcock, a trustee of the Ophir Company, Mr. Deidesheimer left his California mine and crossed the mountains with a letter from the direc¬tors of the Ophir Company, authorizing him to inspect the workings of their mines and make such changes in the method of timbering as should seem to him expe¬dient. After examining the vein he designed, in the course of a few weeks, a system of timbering which proved to be exactly adapted to the requirements of the work. Experiments which he had previously made in California gravel and quartz mines furnished the out¬line of his plan. This was to frame timbers together in rectangular sets, each set being composed of a square base, placed horizontally, formed of four timbers, sills, and crosspieces from 4 to 6 feet long, surmounted at the corners by four posts from 6 to 7 feet high, and capped by a framework similar to the base. The cap pieces forming the top of any set were at the same time the sills or base of the next set above. These sets could readily be extended to any required height and over any given area, forming a series of horizontal floors, built up from the bottom sets like the successive stories of a house. The spaces between the timbers were filled with waste rock or with wooden braces, forming a solid cube when¬ever the maximum degree of firmness was desired. By adjustments of these sets the ore bodies along the line of the lode were extracted with comparative ease and security." Most mining methods are evolved slowly and are the result of the combined efforts of a number of minds; Deidesheimer's feat was remarkable in that his system was immediately successful. environmental and social/political changes the world is currently experiencing. Three of major challenges facing the mining industry today are: water scarcity, unpredictable weather conditions that generate a risk of tailings dam failures as well as the correlating social pressure and government regulations that prevent the development of new or expanded tailings dam projects. It is estimated the total number of active, inactive and closed storage facilities globally is over 8,500 containing over 217 km3 of tailings (46% are from copper mining)1 which at some point will need to be addressed. Technologically, there are several solutions for tailings management, including conventional ponds, thickened tails, paste backfill and filtered dry stack tailings. The use of pressure filters, for tailings dewatering is currently being evaluated and often selected as the preferred technology where dry stacking is the chosen solution for residue disposal. This is mainly due to the pressure filters ability and flexibility to address and achieve the current challenging aspects of tailings processing including: • Extremely high capacities of >80,000 dry tons/day • Lower ore grades which require finer grinding and result in a higher amount fine fractions and clay content • Residual moisture targets required for the geotechnical specifications for dry stacking
