The properties of interfacial water at hydrophilic surfaces are of great importance in many technological areas including flotation, solid-liquid separation, dispersion and emulsions, flocculation, adsorption, corrosion, and soil contamination. This paper examines the use of FTIR/internal reflection spectroscopy (FTIR/IRS) to study the spectral characteristics of interfacial water at silica surfaces. FTIR spectra were characterized by consideration of the OH stretching region (3000-3800 cm-1) associated with the vibrational spectra of interfacial water. The broad peak in this region was deconvoluted in order to isolate overlapping spectral features that describe the nature of hydrogen bonding in interfacial water. Three distinct bands were found; -3600 cm-1 (free OH), -3400 cm-1 (incomplete tetrahedral coordination), and -3240 cm-1 (complete tetrahedral coordination) and the variation of their intensities with pH was found to be significant. This spectral information helps to explain orientation and bond ordering of interfacial water molecules at hydrophilic surfaces.

Improved desulfurization of Illinois coals is a widely Shared research goal. The development of a physical cleaning strategy and the results of a project to demonstrate technical and economic feasibility of producing a low sulfur compliance coal from the Illinois Basin are reported. Processing flowsheets to extend or retrofit existing preparation plants are considered. Comminution, conventional and micro-bubble flotation, and selective agglomeration technologies were investigated to maximize pyrite rejection while maintaining high product yield. Batch bench scale testing was followed by continuous pilot plant studies. Parameters included grind size, flow rates, pulp density, aeration, agitation, and reagent dose. An economic evaluation of targeted processes is included.

Surface subsidence caused by underground longwall mining is a very complicated process in time and space, influencing building and structures on the surface of the mining area, including houses, pipelines, and highway. The field monitoring data of surface subsidence are essential for protecting them. This study investigated the dynamic and residual subsidence characteristics of both the surface and the highway over a 730-day monitoring period on a longwall panel. Three monitoring lines (Lines 1–3) were established to monitor the subsidence process, and three stages were identified: initial stage of surface subsidence, active period of surface subsidence, and residual subsidence deformation stage. The maximum subsidence value on the highway (1,786 mm) was smaller than that on the surface (2,094 mm), and the maximum subsidence velocity on the highway (41.7–50.8 mm/day) was also lower than that on the surface (66.7 mm/day). During the residual subsidence deformation stage, both the surface and highway subsidence velocities decreased to below 0.6 mm/day. Furthermore, differences in subsidence characteristics between the surface and the highway were analyzed, with the subsidence value on the highway always being less than that on the surface, while the subsidence velocity during the residual deformation stage was not always lower. This could be attributed to the influence of dynamic loads from vehicles, which could induce additional residual subsidence on the highway. Further investigation into this phenomenon will be conducted in future research.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

Outokumpu Electronics has designed a new on-line coal slurry ash analyzer, based on an instrument developed at Michigan Technological University. The primary goal was to build an accurate instrument at the lowest possible cost. The instrument determines ash content from measurements of x-ray backscatter, iron Ka fluorescence, and low-energy y-ray absorption. It is capable of measuring the ash content with a standard error of 1.1% ash over an analysis range of 9-21% ash and 7-22% solids. The analyzer was tested on coals from United States, Poland, Great Britain and the USSR.

A process was developed to recover coal, clays and pyrite from coal wastes. The process consists of fine grinding followed by coal flotation and pyrite flotation leaving the clays in the flotation pulp. A bituminous coal refuse, containing l0% S-30% C*, was treated by this method to yield a coal product containing 4% sulfur, 10% ash; a pyrite product containing 45% sulfur (84% FeS2), 1% carbonaceous material and a clay product containing 2% sulfur (3.5% FeS2). The coal yield was about 89%. The pyrite yield was about 77%. The process steps may be entirely flotation, or gravity separation (hydrocyclone) may be used to increase the pyrite: coal ratio in the flotation feed. Cost estimation shows a profit of $2.28 per ton of low pyrite grade refuse (Labor, maintenance, overhead and plant depreciation were not included). The development of this process consisted of three parts: 1) exploratory tests, 2) optimization tests and 3) confirmatory tests.

The physical properties of an ore body require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects. This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibil­ity, and to a lesser extent repeatability. The properties looked at were Impact Crushing Work Index, Abrasion Index, Bond Rod Mill Work Index and Bond Ball Mill Work Index. A number of testing laboratories throughout Australia and the US were utilised in the survey. The results showed up some interesting and important features of the procedures used, all of which have become accepted industry standards, and which had varying effects on the final result. Tests such as the rod and ball mill indices would appear to have reasonably robust procedures which allowed for the determinations of the respective index without the introduction of significant variations, although there were indications that variations could occur. The other tests gave a sufficiently different picture to be able to suggest that an argument could be made for a more intensive investigation to be undertaken, with the possible outcome that a modified test procedure or an alternative test is required.

There, they were greeted by a full technical program and an exciting exhibit hall that provided a comprehensive look at the world’s bustling tunneling and underground construction industry.The successful conference was a reflection of the industry itself, which is to say, busy. As much of the world has begun to focus on creating a cleaner and greener environment, the global tunneling industry has seen an uptick in infrastructure projects move from design-build to construction phase. With a global shift away from the use of fossil fuels, major cities around the world are looking to increase public transportation options, which leads to the need for more transportation tunnels. And as urban populations continue to grow, the need for clean water calls for more tunnels, and as urban footprints continue to expand, the need to increase and update combined sewage overflow tunnel grows with them.During two and a half days, more than 20 sessions covering all of these topics were presented at the Hyatt Regency in Chicago, many to packed rooms in which every seat was taken and people were standing along the side and back walls.RETC is a biennial conference and one of the largest in the North America for the tunneling and underground construction industries. As such, it hosts a robust exhibit floor. This year 172 vendors occupied 205 booth spaces. The exhibit included everything from tunnel boring machine manufacturers, like Robbins and Herrenknecht, to the companies that supply all kinds of parts and services to the industry."

Bulkspray cooling has been economically applied in cooling the hot environment of South African gold mines for the past two decades. Its success in that country led to its introduction at Gulf Mineral Resources Co.'s Mt. Taylor Mine in 1981 when increased drifting imposed additional cooling requirements. The bulkspray cooler developed and used at Mt. Taylor has a heat transfer capability of about 500 to 1500 kW. It is compact and portable, designed to be moved as required to maintain working temperatures in the advancing drift faces.

2-Mercaptobenzothiazole (MBT) is a heterocyclic-mercaptan and belongs to a group of molecules containing nitrogen and sulfur as electron donor atoms. MBT has been employed as a collector in flotation under names of MBT, Captax, and Flotagen. It is a major constituent of reagents in the 400 series of the American Cyanamid Co. Current applications of the reagent include flotation of copper minerals, tarnished or oxidized lead, copper activated sphalerite, and nickel ores. It has been used successfully in the flotation of pyrite in acid circuits in the range of 4 to 5.

A beneficiation process has been developed to provide selective separation of unburned carbon from high loss-of-ignition (LOI)fly ash. Using froth flotation to achieve selective separations requires long residence times and high reagent costs. A proprietary reagent system has been developed to address these limitations. Based on the results obtained from laboratory and pilot-scale investigations, a flowsheet design has been developed to produce two distinct usable products from class F fly ash — low LOI ash and a high-carbon product suit-able for reburning or further upgrading.

Improved models continue to be produced for the major pits which Increase confidence levels required by Gold Fields management and provide the basis for more accurate long and intermediate term mine planning. Various kriging and non-kriging estimation techniques are used at Gold Fields -Chimney Creek Mine. This paper reviews the modeling histories and, current procedures used to construct these models with particular emphasis on the North Pit deposit.

The Sotra Link Project is a major infrastructure project in Norway involving the design, construction, financing and maintenance of several underground and surface structures between Sotra island and the city of Bergen, among them 23 tunnel portals, 12.5 km of tunnels and a 900 m long suspension bridge. This paper describes the benefits in applying a Building Information Modelling (BIM) approach to tunnelling, from Early Design to the Detail Design Phase. The BIM application to the Sotra Link Project resulted in several improvements, such as efficient handling of clashes and inconsistencies, deeper understanding of effective design choices (reduction of errors), more efficient communication between designers, enhanced control of project quantities and costs. The advantages of the BIM approach during the ongoing Construction Phase are also explained.

The Companhia Vale do Rio Doce in Brazil operates one of the most extensive systems in the world for the mining, transportation, processing, pelletizing and shipping of high grade hematite iron ore and pellets. Current shipping of unbeneficiated, sized, high grade ore from its ports at Tubarão and Vitória is now at the rate of 17,500,000 metric tons annually. An increase in this annual rate is now under study. Using the technology and facilities of Lurgi (1) and Arthur G. McKee company CVRD undertook a program to process and pelletize two types of fines - "Blue Dust" and ?Itabira Fines?. Blue Dust is a high grade fine ore which was bypassed while mining the direct shipping ores and which, also, exists as a very large ore body called the Conceição Mine. Itabira Fines is a lower grade of fine ore which is comprised of in-situ fines and, also fines which are generated in sizing the direct shipping ores for a rigid specification market.

An experimental hole-to-hole seismic probe system has been developed for use in coal measure geology as a means of determining the structural conditions of coal seams. The source probe produces a 500-joule electric arc discharge whose seismic wavelet has a spectrum in the 200 to 2,000 Hz frequency range. Low compliance hydrophones contained in the source probe as well as in a separate seismic detector probe are matched to the frequency range of the source. Both probes are constructed with 5-72 cm diameter housings. The transducers in the probes are equipped with fluid-inflatable boots to permit operation in either wet or dry boreholes. Preliminary tests in vertical boreholes drilled 213 m apart in sedimentary rock formations show reliable operation and useful seismic propagation measurements along horizontal and oblique paths up to 232 m in length. Because the seismic wave- let has an accurately repeatable waveshape, multiple shots and signal averaging techniques can be used to enhance the signal-to-noise ratio and extend the transmission distances.

However, the coal industry's historical management practices must change to remain viable? The practices of the current day efficient coal mine manager are reviewed and examined using W. Edwards Deming's definition of management. The statistical tools, including Pareto Charts, Control Charts and Scatter Diagrams, which identify the problems management must approach differently to increase productivity at a coal mine, are discussed.

The decision to accelerate development of Stillwater Mining’s East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and RailSystems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km(3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

Simulation of coal preparation circuits is becoming a widely practiced technique used for the design of coal preparation plants. On a much more limited basis, simulators are finding application in off-line process control. A typical application in the latter category involves inputting projected coal washability data for a shift into the simulator and using the software to optimize product quality and recovery within a range of predefined specifications. The plant is then operated at SG?s of separation determined from the simulation exercise for the one shift time period. This procedure is useful in that it incorporates some form of advanced planning into preparation plant operations. There is an attempt made to reflect changes in feed coal quality on a shift by shift basis rather than continually running the plant near design specifications with changes in SG?s of separation being made in response to an inadequate sampling program which only provides a spot measurement of material that has already passed through the plant. Instead of instituting changes on a shift by shift basis, NHI has proposed a method whereby monitoring three major operating parameters, * Feedrate to jig * Flowrate from hydrocyclone overflow * Density from cyclone overflow the ongoing plant operating performance can be accurately predicted on a continual basis, i.e., updated hourly. Using a distribution curve to predict the split between the clean coal and refuse from a given separator does not account for variations in efficiency that occur as a result of variations in operating parameters. NHI and Arch have studied the effect of both jig loading and solids content in the recirculating load to the jig on product quality. As a result, relatively simple measurements can be made on-line in a preparation plant which will provide input data to the simulation program that enables the prediction of jig/hydrocyclone circuit performance on a real time basis.

When discussing stock market investments, a company's performance is important. But so is the financial community's perception of that performance. To be sure, a good product or service, coupled with sound manage¬ment, remains important but is no longer enough. How stock analysts view a company's performance has become equally important. A major task of a mining company's investor relations officer, then, is to build and maintain a positive perception of the company to mining analysts throughout the world. That's a tough assignment in any market. The subject here, though, is gold. And, with its weakened price, gold companies must work harder to convince analysts their company is still a good investment. The analyst, on the other hand, must see through the corporate hype and decide whether it's worth recommending to clients as an investment. No simple task, either. Annual reports, 10-K forms, and quarterly reports only tell part of the mining company's story. Site visits, complete with discussions (sometimes interrogations) with a mine's principals, oftentimes tell an analyst more about a company's investment potential than the annual or quarterly report. So it was that three of the nation's major gold companies arranged a three-day tour of their gold operations in Nevada for a group of 22 analysts and a pair of mining industry scribes. The analysts represented investment houses the US, Canada, and England. The host companies and mines visited included FMC Gold's Paradise Peak mine, Amax Gold's Sleeper and Wind Mountain mines, and Battle Mountain Gold's Surprise and Fortitude mines.

This paper describes the application of pressure foam to control respirable dust in a double-drum longwall mining section. The feasibility of passing an adequate quantity of pressure foam through the shearer drum was initially established in the laboratory. Thereafter, underground testing of the foam system to determine its effectiveness on an active operating longwall was conducted in a mine in West Virginia. The foam system proved superior to the water spray system. The de- tails of the laboratory and field investigations, the results obtained, and the degree of acceptance of this system by the mining company are discussed in this paper.
