The McCoy/Cove mine is located 48 km (30 miles) south of Battle Mountain, Nevada, USA, in the Fish Creek Mountains at an elevation of 1548 m (5080 ft), see Figure 1. Joseph H. McCoy first discovered gold at this location in 1914. This discovery led to the Gold Dome Mine which produced the first gold from this area in 1928. After the Gold Dome era, the land remained relatively dormant until Houston oil and Minerals Corporation purchased the claims from the Summa corporation and defined an ore body at the present day McCoy pit. In 1986 Tenneco Minerals (formerly Houston oil and Minerals corporation), sold the McCoy mine and adjoining claims to Echo Bay Minerals corporation. The Cove ore body was discovered soon after the sale to Echo Bay. Echo Bay expanded the heap leach operation and built the present mill which began processing ore in the fall of 1989.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke, and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale Fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL) in Fairchance, PA, using Ponderosa Pine, Red Oak, Douglas-fir, high and low volatile coals, PVC and SBR conveyor belt, No. 2 diesel fuel, and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector, and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations, and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (1). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters? Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

"On October 11, 2000, an estimated 306 million gallons of water and coal waste slurry drained from an impoundment in Martin County, eastern Kentucky into an adjacent underground mine. Approximately 230 million gallons of the water and slurry discharged from two underground mine portals and affected over 75 miles of streams in Kentucky and West Virginia. In response to this and several other similar events, the U.S. Office of Surface Mining Reclamation and Enforcement (OSMRE) commissioned an oversight study that evaluates how well state and federal regulatory programs established under the Surface Mining Control and Enforcement Act are ensuring that impoundment operators are minimizing the potential for impoundment-basin breakthroughs. The study focuses on slurry impoundments constructed in the hollows of Appalachia where numerous coal seams and steep topography combine to result in a large number of mined seams intersecting and underlying impounding facilities. Factors under consideration include: (1) full accounting of all mineable coal seams intersecting and underlying the impoundment; (2) identification and accurate location of underground mines close enough to the impoundment to potentially affect its stability; (3) assessment of the stability of coal barriers between the impoundment basin and adjacent mines, and stability of roof rock and pillars in mines subjacent to the structure; (4) determination of the flowability of the impounded slurry when expanding or undermining the facility are being considered; and (5) measures undertaken to reduce breakthrough potential when necessary. The oversight study began in 2012 after program-evaluation criteria were defined in an OSMRE technical position paper. The study is scheduled to be completed in 2017. BACKGROUND The Surface Mining Control and Reclamation Act (SMCRA) authorizes the disposal of coal mine waste by constructing a coarse coal mine waste embankment across a valley and pumping the fine coal mine waste (slurry) into the resulting basin (Figure 1). A concern shared by many engineers, geologists, and mine inspectors familiar with coal mine waste slurry impoundments is related to the common occurrence of underground mine workings adjacent to or beneath the impoundment: the potential for slurry “breakthroughs” into mine works and subsequent breakouts into the surface waterways (Figure 2). On October 11, 2000 a combination of coal refuse slurry and water from the Big Branch impoundment in Martin County, Kentucky broke through into an underground mine and subsequently discharged into the receiving streams. The location of the point of breakthrough, pathways of slurry/water flow within the mine workings, and two points where the liquid exited the mine are shown in Figure 3. An estimated 306 million gallons of water and coal refuse slurry drained from the impoundment into the adjacent underground mine. Approximately 230 million gallons subsequently discharged from the underground mine at two portals."

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. The Parachute Creek Member of the Green River Formation in the Piceance Basin, Colorado, contains vast reserves of oil shale, nahcolite, dawsonite, and other accessory minerals. The dry alkali process of sulfur dioxide removal using nahcolite (naturally occurring sodium bicarbonate) has great potential. A room and pillar mining scheme has been designed to extract a nahcolite zone occurring at a depth of 472 m, from the lease application area of the Yankee Gulch Joint Venture. Geotechnical parameters affecting mine design will be discussed. A preliminary development plan for mining at the rate of 1000 t/d will be described in detail.

The purpose of this paper is to present an example of the application of a theoretically derived mathematical model for track-soil interaction to the evaluation of the mobility of large-scale mining equipment used in open pit operations. The model described by Karafiath and Nowatzki (1978) and presented in detail by Karafiath (1978) was used to predict the performance characteristics of four different bucket wheel excavators (BWEs) on rwo types of copper mill tailings at various moisture conditions. The BWEs considered In the analyses are two-and three-tracked continuous excavators. Most have boom-mounted rotating buckets and swinging side- or rear-discharge conveyors. The analyses were performed at the request of Dames and Moore for the Kennecott Corporation's proposed remining of selected tailings deposits at the McGill, Nevada, concentrator. The objectives of the analyses were to determine whether BWEs would have sufficient mobility In the tailings deposit to achieve satisfactory production rates, and TO compare the predicted performance of the various BWEs evaluated. Good qualitative agreement was obtained between the results of the theoretical analyses performed for the McGil1 operation and the actual performance of BWEs in two South African gold mine tailings impoundments.

Higher coal quality is being recognized in potentially lowering the cost of power as measured at the bus bar. Assessment of potential coal supplies for most any given power plant is now going beyond buying at the lowest delivered fuel cost and is now taking into consideration other factors such as handling, storage, pulverization cost, boiler fouling, post combustion cleanup, and waste disposal costs. New measurements of quality are being considered now by those producing and those consuming the fuel by assessing numerous variables in the total fuel cycle to achieve the lowest possible power costs.

The worldwide production of iron ores was approximately 880 million metric tons in 1975. This level is the result of an annual growth rate of nearly four percent during the period 1967 to the present. The high growth rate was particularly significant in that two relatively severe worldwide recessions occurred in 1971 and 1975. The current upturn in world economic growth will probably allow future annual iron ore production growth rates in excess of the four percent figure, and, in fact, the International Iron and Steel Institute (IISI) has predicted that a five percent rate should be realized through 1985. The IISI figures would indicate a 1.4 billion metric tons per year output by 1985 or an increase in current production levels of around 500 million metric tons per year (MMTA)1. Even the more conservative four percent growth rate prediction from historical data would provide an 2 increase over current figures of nearly 350 MA by 1985. A large portion of world iron ore production is being provided by large resource-rich countries with relatively new industrial bases. These countries are typified by heavy export of raw materials such as iron ore and ore products and a large capital investment in the facilities to recover these raw materials. Brazil and Australia are typical of such countries and, indeed, their production of iron ore in the period 1967 to 1973 increased at annual rates of 17 to 30 percent, respectively, The continual reassessment of resources in these and other major iron ore exporting countries such as Venezuela and Liberia would indicate chat these high growth rates may continue for some years to come to meet anticipated world demand for raw steel production.

Aggregate resources should be considered primary factors in urban development. Resource planning is essential because land values, previous construction, or zoning restrictions often preempt exploitation of aggregate deposits within an urban area. Sequential land use practices allow development of areas prior to urban development. Population and aggregate consumption trends in Austin, Texas, indicate that substantial quantities of reserves will be lost to future development. Aggregate materials are present in nearby seas. However, a comparison of transportation and reclamation costs indicates that reclaiming land after mineral extraction can be significantly cheaper than transporting materials longer distances.

Recently developed clay deposits that will impact regional and world markets are described. These deposits, their location, geology, and physical properties are delineated. Kaolins from the State of Para in Brazil and from Ukraine; bentonites from Argentina and India; and palygorskite and sepiolite from China are world class deposits that when processed using modem technology will produce excellent products. Other deposits that may affect regional markets are l<aolins from China, Australia and Indonesia; bentonites from Georgia (formerly USSR) and China; and palygorskite from India and Ukraine. New ball clay deposits that will affect regional markets are in China and Indonesia.

The depth capability of engineering seismographs has been greatly increased by the use of signal enhancement, a technique in which seismic waveforms created by repeated impacts are digitized, stored, and summed. Summation amplifies the signal and partially cancels background noise. This gives a clearer picture of the wave aid makes it possible to determine the travel tune of signals from &apos;eater depth. Signal enhancement combined with continuous display of waveform, permanent recording of waveform, and precision digital readout of travel time has opened new fields of application in mining and engineering. Recent work has clown that replacement sulfides can be distinguished seismically from country rock at Bistee, Ariz. Work on the Iron Range of Minnesota indication,: that, by using a 300 pound weight as the source, the Biwabik iron Formation can be traced down dip to several hundreds of feet traverses over known areas show that reflections can sometimes be identified. Integration of data from multiple sources and/or multiple scales is a common, yet challenging aspect of geostatistical resource modeling. Common approaches to data integration are based on a cokriging framework that assumes a consistency of scale in the information that leads to a requirement to composite the data prior to model construction. It is well known that the geostatistical model parameters are scale dependent. In particular, the volume variance of integrating these various scales has a direct impact on the semivariogram that should be used in model construction and/or the assessment of volume-variance relations as it affects resource estimation. This paper reviews and compares two different approaches for semivariogram upscaling. The first approach is the scaling laws. It is an empirically derived approach, involving several simplifying assumptions, one of which is a strict assumption of invariance of the semivariogram shape. The second approach is a theoretically derived direct upscaling of the semivariogram. This approach has been around for a number of years, but is seldom implemented due to software limitations. In this paper, we present a numerical integration approach to facilitate direct semivariogram upscaling. The advantage of direct upscaling over the scaling laws approach is shown by considering a synthetic example and a case study. Further, in the case of multiple codependent random variables, the extension of the direct semivariogram upscaling to the cross semivariograms is derived and an upscaled consistent linear model of coregionalization is presented.

Many oxide silver and molybdenum deposits remain undeveloped because chemical extraction yields poor recoveries or is environ-mentally unacceptable. Bio-reductive leaching of such ore samples at MBX resulted in high recoveries of silver and molybdenum. When baseline 3-day cyanide bottle roll tests were conducted on manganiferous oxide silver ore, 13.7% of the silver was extracted. In contrast, 86% of the silver was microbially solubilized into the organic growth medium by bio-reduction with 99.8% dissolution of manganese. A follow-up cyanide bottle roll test yielded an additional 8.5% silver recovery for a total recovery of 94.5%. Baseline 3-day acid bottle roll tests of the iron oxide molybdenum ore yielded 1.8% moly. However, bio-reduction solubilized 93.3% of the moly into the growth medium. An additional 0.3% moly was recovered during the follow-up acid bottle roll test. Microbial treatment of refractory oxide ores with bio-reductive bacteria resulted in higher recoveries of silver and molybdenum than conventional chemical leaching. The bioleaching process occurred at a near-neutral pH at ambient temperatures. The bacterial solubilization of silver and moly was achieved without the use of cyanide or sulfuric acid.

In many instances, blasting exerts the dominant control over the economics and safety of excavation, where the materials involved are too hard and tough to be fragmented efficiently by other means. However, associated with the fragmentation process other effects very often result that are not desirable and may even be hazardous, such as fly rock, air blast, excessive overbreak, and damaging ground virbrations. It has always been the desire of those concerned with blasting to better control the forces involved so as to improve the breakage of materials, but at the same time reduce, or eliminate if possible, the unwanted side effects. Until the last decade or two, little was known of the phenomena concerned with blasting. However, since that time many investigators have studied blast mechanisms produced from both chemical and nuclear explosions, with the result that general concepts of the principles have been developed. But, in general, it is assumed that the energy from the explosion would be propagated spherically throughout the material, the latter of which for convenience of analyses is considered homogeneous and isotropic, i.e., the properties are the same in all directions, However, rocks are not isotropic as a rule, and evidence clearly indicates blasting forces rarely function uniformly or in spherical form as theorized.

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

Researchers from the National Institute for Occupational Safety and Health (NIOSH) evaluated the impact of potential shale gas well breaches and subsequent gas inflow on selected mine ventilation systems of operating longwall panels using a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) and Sulfur hexafluoride (SF6) as a tracer gas. A series of tests were performed at 340, 400, and 500 cfm inflow levels utilizing different mine ventilation scenarios. Results suggest that the breached gas can be diluted to meet statutory levels when the longwall panel is adequately ventilated. The results enhance the understanding of the gas inflow and mine ventilation system interaction and provide critical information to the industry and regulatory agencies for improving miners’ safety.
