In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

The 29th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 3, 2011. Each year, one living inductee, two recipients of Medals of Merit, and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Chilean Minister of Public Works and former Minister of Mining, Laurence Golborne Riveros will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Golborne Riveros was instrumental in managing the rescue of the 33 Chilean miners in October 2010 and in the coordination/management of the ?townsite? for family members, rescue support and the media. His engineering background and executive management skills made him ideally suited to assist in both a technical and managerial role in this emergency.

The introduction of automation to mining has great potential to reduce safety and health risks by removing people from hazardous situations. However, automation changes the tasks performed by people and may introduce new tasks. For the system to function optimally, these tasks must be designed taking human abilities and limitations into account. Humansystems integration refers to systems engineering processes that ensure that human-related issues are adequately considered during system planning, design, development, and evaluation. During procurement of automated systems, a human-systems integration program plan should be prepared that describes the human-systems integration activities that will be performed to address each of the six core domains of human-systems integration: staffing, personnel, training, human factors engineering, safety, and health.

HINDERED SETTLING CONCENTRATION In the free settling of mineral particles in a liquid, the falling particles are at a distance from each other so that no particle is affected by its neighbor. In hindered settling, the concentration of particles is sufficiently high so that each particle is affected by its proximity to other particles in the suspension. Richards and Locke86 have described the hindered settling phenomenon as the condition “.. where particles of mixed sizes, shapes and densities in a crowded mass, yet free to move along themselves, are sorted in a rising current of water, the velocity of which is much less than the free-falling velocity of the particles but yet fast enough so the particles are in motion." This is the condition normally encountered in mineral con¬centration processes. The well known Newton equation for free settling of coarse (ap proximately +10-mesh, 1/16-in. or -- 2000-µm) spherical particles is:87 where v," is free settling velocity, cm/sec; p' is density of the fluid; p is density of the particle, g/cm3; d is particle diameter, cm; g is acceleration due to gravity, cm/sec2; and Q is coefficient of resistance, dimensionless, ~0.4. For the settling of fine spheres in water (approximately 150 mesh or 100 µm) the equation of Stokes pertains:87 where µ is viscosity of the fluid in poises and the other symbols have the same meaning as those in Eq. 1. For particles whose size lies between about 10 mesh (--2000 µm) and 150 mesh (100 µm), their settling velocity can be determined from experimental data. These data are available in convenient form in the text by Taggart88 based on the original work of Richards. Alternatively, a Reynolds number-coefficient of resistance plot may be used to determine the settling rate of such particles.87 The settling rate of spherical particles under hindered settling conditions can also be calculated from Eqs. I and 2 by replacing p', the density of the fluid, by p" the apparent density of the suspen¬sion. The concentration of particles in the fluid thus imparts an appar¬ent density to the composite fluid or suspension greater than that of the liquid alone, resulting in a buoyant effect on the larger particles. Particle shape affects the settling rate of both coarse and fine particles. The general effect is to reduce their settling velocities and the effect is greater for coarse particles and for those settling under hindered settling conditions than for fine particles or free settling ones. For two particles of differing densities but settling at the same velocity under Newtonian conditions, the ratio of their diameters from Eq. 1, called the free settling ratio is: where L signifies the lighter particle and H, the heavier particle. Under Stokesian conditions the exponent would be 0.5. For hindered settling conditions the fluid density p' is replaced by the apparent density of the suspension, p", to obtain a generalized equation for the hindered settling ratio: assuming both particles settle in approximately the same regime. The free settling ratio as given by Eq. 3 has been called by Taggart88 the "concentration criterion" and is used to predict the effectiveness of any gravity concentration process (see Introduction to this section). Based on Eqs. 3 and 4, if two particles of densities pH and p,, settle at the same velocity, the diameter of the lighter particle will be larger than that of the heavier particle. For example, in the case of galena (pH = 7.5) and quartz (pL = 2.65) settling in water (p =1.0) under free settling, Newtonian conditions 3.9. Thus, a quartz particle nearly four times as large as a galena particle will settle at the same velocity. Any quartz particle just slightly less than four times the diameter of the largest galena particle may be separated from it. Under hindered settling, Newtonian condi¬tions in a suspension where p" = 1.65, dL/dH = 5.85 or any quartz particle just slightly less than about six times the largest galena particle may be separated from it. Reference to Eq. 4 indicates that a superior separation between two minerals of differing densities is favored by: (1) coarse particles settling under Newtonian conditions, (2) a large difference in (pa - PL), and (3) separation under hindered settling conditions where p" is high. Of course, there are practical limits to increasing p" excessively because at very high percent solids suspen¬sion fluidity would be lost and the hindered settling separation process defeated. Examples of hindered settling separators are the Dorrco-Fahren¬wald sizer,89 the Rheolaveur box 90 the Spitzkasten,89 and the Willoughby washer.91 These devices make a mineral separation on the basis of both specific gravity and size and all of them are essentially obsolete except for the Dorrco-Fahrenwald sizer and similar devices which still find application for the removal of coarse particles from a much finer particle assemblage and for preconcentration ahead of shaking tables. However, nearly all gravity concentration processes (jigs, tables, flowing film concentrators, heavy media separators) and many sizing devices (sizing classifiers, clarifiers, thickeners, hydrosepa¬rators) make use of the hindered settling phenomenon during the separation of particles. The Hutti Greenstone belt, located in the northern side of Dharwar Craton, India, contains several promising gold fields. It is predominantly composed of meta-volcanics with minor intercalations of meta-sedimentaries. Alkali-SiO2 and Zr-P2O5 diagrams, immobile element trends, and an iron-rich trend on the AFM diagram indicate that the volcanic suite is low-potassium tholeiitic basalt. The lower Mg number, MgO-TiO2, MgO-Ni, and Ni-Zr plots reveal that the basalt was derived from a fractionated, highly evolved magma generated by 10-20% melting of the mantle at 1100°C and 5 kb pressure. The chemical variations suggest that the Hutti metabasalt represents volcanic arc rocks generated at a converging plate margin.

Mine planners are under pressure to evaluate the impact of changing economic times and newly acquired data on their mine plans. Incorporating changes such as commodity prices, customer sales, fluctuating cost assumptions and newly acquired geologic data requires quick turnaround for model building and planning to keep mine plans on pace with changes as they occur. Because of the length of time required to perform some of the geologic modeling and mine planning tasks, planning frequency may not be keeping pace with the frequency of change. To meet these challenges, one leading North American mining company successfully increased the frequency rate and accuracy of its mine plans to stay current with incoming data, ensuring its mine plans reflect the latest information, thereby minimizing or eliminating production cost variance.

This paper presents some of the results of a research on long-term subsidence over and near the chain pillar systems -the area available to long-term subsidence in longwall operations. Although the long-term subsidence in most longwall operation is insignificant, it does exist in some cases. For the cases where long-term subsidence is significant, it has been found that the development process can be expressed by an exponential decaying function. The stability factor of the chain pillar system and the potential for long-term subsidence are the two important factors that control the magnitude and development characteristics of the long-term subsidence process.

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

Fuller's earth and bentonite are two clay commodities that are interrelated either by mineral composition or use. Because of this interrelation and the sale of both for many different uses, some ambiguity in their classification has resulted. The term "fuller's earth" has no compositional or mineralogical meaning, and it is used more or less as a catchall for any clay or earthy material suitable for certain uses. Most, but not all, of these uses require absorbent properties. Bentonite by geologic definition must have formed from volcanic ash or tuff or the glassy material in volcanic rock; most bentonites consist chiefly of montmorillonite but other clay minerals may be present. In industrial usage the term "bentonite" is applied to any clay consisting chiefly of montmorillonite, irrespective of origin. Georgia and Florida have historically been the leading States in the production of fuller's earth; bentonite has been produced in Alabama on a small scale. The first major use of fuller's earth was in refining of oils. Other materials have replaced fuller's earth for this purpose to a major extent, but many new uses for fuller's earth have been found, and production has increased in recent years. The new uses include absorbent products, insecticide and pesticide carriers, drilling mud, and many others. The bentonite now produced in Alabama is of the "southern," "low selling," or "calcium" type and is used mainly as foundry-sand bond. Most of the fuller's earth mined now is in the Hawthorn Formation of Miocene age; a lesser amount is produced from the Twiggs Clay Member and other beds in the Barnwell Formation of Eocene age. Inactive pits from which fuller's-earth was produced from other formations occur at several localities. The bentonite now mined in Alabama is in beds of Cretaceous age; several years ago bentonite was produced from Eocene beds in this State.

A uniaxial compression experiment was conducted on standard sandstone specimens to explore the sandstone’s mutation characteristics and early warning interval during deformation and failure. Meanwhile, acoustic emission (AE) and digital image correlation (DIC) techniques were introduced to realize multi-field analysis and cross-validation from the stress field, deformation field, and elastic wave field. The mutation characteristics of rock failure were investigated based on the cusp catastrophe theory. The results showed four mutation points in the destabilization process of sandstone: compressional density, yielding, destruction, and residual retention. As an internal activity characteristic of the sandstone failure process, AE directly reflected the dynamic failure process of sandstone. The stress variation was closely related to the evolution of AE characteristics. Sandstone loading failure was a process of the mutations of releasable elastic strain energy, dissipative energy, and releasable elastic strain energy. The mutation of dissipative energy was used as the starting mark of the sandstone warning state, and the second mutation of releasable elastic strain energy was used as the end mark of the sandstone warning state. Besides, the warning range corresponded to the loading time of 178 to 208 s. Finally, the sandstone instability warning interval was re-determined from deformation field evolution characteristics in the sandstone damage process, with a loading time of 180–204 s. This was consistent with the warning interval specified using the cusp catastrophe theory. The combination of AE, DIC, and cusp catastrophe theory revealed the mutation characteristics and early warning interval of sandstone failure. Hence, the results provide significant importance to predicting rock failure.

Large is the applicable adjective here. The largest hydraulic shovel in the world, the largest copper mine in the world, the largest copper producing company in the world. The O&K RH 300 hydraulic excavator has been put into service to move overburden and mine ore at the Chuquicamata open pit mine of the Chilean state copper mining company, Corporation Nacional de Corbre de Chile (Codelco). A large shovel: Equipped with a 26-m3 (34-yd') rock shovel, the RH 300 is able to fill a 170-t (187-st) truck in three passes with cycle times of 30 seconds. A large mine: At present, the Chuquicamata pit is 4 km (2.5 miles) long, 2 km (1.2 miles) wide, and 520 m (1700 ft) deep from rim to bottom bench. The current 450 kt/d (496,000 stpd) of material mined will increase to 600 kt/d (661,000 stpd) when the expanded production rate is reached in 1989. (Chuqui Expansion details, p. 20). A large mining company: Codelco's total output from its two open pit and three underground copper mines is more than 1.1 Mt/a (1.2 million stpy) of copper. This makes Codelco by far the largest copper producer in the world. It accounts for about 15% of the Western World's copper requirements. Chuquicamata is located in the hot and arid Atacama desert of northern Chile. The mine is located 240 km (150 miles) northeast of the port city of Antofagasta. Mine elevation is 2700 m (8850 ft). Chuquicamata's known reserves of oxide and sulfide ores amount to more than 450 Mt (496 million st) of contained copper. There are also reserves of more then 1.4 Mt (1.5 million st) of contained molybdenum. Originally, Chuquicamata was a rail pit. The shovels loaded rail cars hauled by locis on tracks along the benches. During the 1970s, the rail transport was replaced by truck haulage. Crushing and conveying rock waste in the pit is the latest step in the continuing evolution of more productive and economical methods of materials movement. In 1990, the in-pit crushing plant will be in operation. The waste will be mainly transported out of the pit on belt conveyors rather than trucks. The system will incorporate a 9.6-kt/h (10,600-stph) semi-portable crushing station, a 14-km (8.7-mile) conveyor using 1.8 m (6 ft) wide heavy duty belts, and a tripper-spreader to stack the waste dumps. Since Chuqui went into production in 1915, more than 2.5 Gt (2.8 billion st) of material has been excavated. This includes nearly 1.7 Gt (1.9 billion st) of ore from which some 16.4 Mt (18 million st) of copper has been recovered. The Chuquicamata porphyry type ore body is an altered and fractured intrusive granodiorite or quartz-monzonite porphyry that carries the mineralization. The action of ground water on primary sulfide minerals in geo¬logic time has created oxide ores and a zone of secondary enrich¬ment. The oxides occur above the sulfide zone and are also mixed with the upper parts of the latter. At Chuquicamata, the current grade of 1.5% copper is expected to decline to about 1% by 1995. To maintain metal production at cur¬rent levels, it will be necessary to increase ore production rates by about 50%, as mentioned, to 153

Reclamation of potentially acid producing coal processing waste requires a 4-foot cover, and/or treatment to allow vegetation establishment. If not planned properly, soil covering alone does not prevent refuse acidification or formation of acid seeps. Adequate neutralization enhancement prior to soil covering can maintain an alkaline environment in the soil refuse interface and prevent acidification. Direct vegetation establishment using only limestone amendment (without soil cover) can successfully reclaim aged and weathered fine (Blurry) and coarse (gob) refuse if adequate neutralization treatment is provided for the oxidized surface zone. Acid seeps, representing an "after-the-fact" verification of an imbalance of acid-base equilibrium may also be corrected using upslope alkaline recharge techniques. Concentrated alkaline recharge pools have been constructed above previously soil covered acid gob at the Peabody Will Scarlet Mine to abate acid seeps. Preliminary monitoring results (1989-1992) from a concentrated alkaline recharge pool demonstration project in the Pit 4 area of the Will Scarlet Mine have documented a 50 to 80 percent reduction in acidity in the principal recharge pool groundwater zone. A 22% reduction in acidity has occurred in the primary seeps located downslope from the alkaline recharge pools. The initial improvements in water quality are seen as a positive indication that groundwater acidity will decrease further and amelioration of the acid seep will continue.

Experimentation was performed on the flotation of apatite and dolomite separately using anionic collectors in the presence of Mycobacterium phlei. Also, the flotation of mixtures of dolomite and apatite in the presence of anionic collectors and in the absence and presence of the bacterium were studied. It was found that M.phlei functions as a depressant for both minerals. However, it functions as a better depressant for dolomite than for apatite. Experimentation was extended to two different Florida dolomitic phosphate rocks. In this investigation a concentrate grade of less than 1.0% MgO was achieved.

The North Shore 9 Collector System comprised an integral part of the Milwaukee Metropolitan Sewer District's Water Pollution Abatement Program. The project required the construction of 1,490 m of tunnel, ranging from 1.5 m to 4.6 m in diameter along three separate alignments beneath arterial streets traversing Milwaukee's central business and cultural districts. This paper details the various aspects of the tunnel drives which were accomplished using two Lovat EPB type TBMs in conjunction with pipe-jacking procedures. Shaft configurations developed for the project, including ancillary subsidence mitigation components and portal pressurization facilities are discussed. Anomalies in observed soil behavior at variance with the parameters delineated in the project's geotechnical report are addressed.

An acid mine drainage sludge sample containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn was obtained from the central part of West Virginia and leached with sulfuric acid at pH 3 and at room temperature. Air was bubbled through the leach solution to precipitate the iron content from the solution at pH 4.5. The leach solution contained 258ppm Zn, 105ppm Ni, 90ppm Co and 2050ppm Mn. Three distinctive solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA, Cyanex 272, and then Lix 84. The AIO ratio was 1 and the extractants were diluted 10 times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to pH 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

The "mass balance" is unquestionably the most common class of problems for the process engineer'. Closely related, mathematically, is the "heat balance". Every laboratory test requires a mass balance to describe the results. Mass balance calculations can be subdivided into several sub-categories based on whether the results are time dependant or not and depending on whether the input data are measurements that contain errors or are hypothetical values with no errors. Time dependent mass balances are dynamic process simulations and in addition to the conservation of mass constraints require kinetic data input. They are one step beyond simple mass balances.

As part of its goal of helping maintain an adequate supply of minerals to meet national economic and strategic needs, the U.S. Department of the Interior's Bureau of Mines is evaluating alternative technologies to treat oxidized taconites. Since process control is an essential element in the application of these process technologies, research was performed with a prototype monitoring system. A Californium-252 neutron source and a thermal neutron capture- gamma ray spectra analysis method was utilized to measure the amount of iron and the percent solids in the process slurries. The concentrate and tailing streams in a 410-kilogram-per-hour (900- pound-per-hour) pilot plant employing a selective flocculation and cationic flotation process were monitored. The results obtained showed that the thermal neutron capture-gamma ray reaction can be used to provide process control parameters.

Natural materials can be used successfully in the construction of heap leach pads. The use of these materials usually result in the least expensive approach for such facilities. Sufficient geotechnical experience has been gained in the design and construction of clay heap leach pads so that they can be used with confidence. A number of operators presently use clay pads in their heap leach facilities; these include Alligator Ridge, Ely, Nevada (gold), and Union Carbide, Gas Hills, Wyoming (uranium). This paper describes the construction and field investigation of a clay pad for the heap leaching of agglomerated precious tailings. The project is located in the Mojave Desert, Southern California. The design had to satisfy operational requirements as well as regulatory requirements. The California Water Quality Control Board (WQCB) was one of the agencies which had to issue a permit for the project. Their biggest concern was the discharge or escape of cyanide into the environment. Rather stringent requirements were therefore placed on the pad design criteria, especially in terms of permeability.
