Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

We performed numerical modeling studies to investigate water seepage into underground openings excavated in unsaturated fractured rock. Water seepage is a key factor affecting the performance of a nuclear waste repository such as the one proposed at Yucca Mountain, Nevada. The amount of water dripping into an underground opening depends on the connectivity and permeability of the fracture network as well as on the capillarity of individual fractures intersecting the opening. We developed a high-resolution numerical model of an unsaturated fracture network and examined the appropriateness of seepage predictions using a fracture-continuum model. Model calibrations to liquid-release tests performed at Yucca Mountain are also discussed.

This paper discusses the geotechnical instrumentation program on the Central Artery/Tunnel Project, in Boston, Massachusetts. Particular attention is given to a state of the art Graphic Information System (GIS) application which has been developed for rapid analyses and reporting of data. This application will see extensive use during the ongoing complex downtown tunnel construction. The excavations in soft ground require cuts of up to 120 feet deep and 250 feet wide. Deformation and groundwater monitoring instruments have been installed to monitor the stability of the excavation support systems and the abutting buildings. The use of this application is illustrated with an example from an ongoing contract.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

Viscosities of industrial lead slags with various compositions were measured as a function of temperature using a Brookfield viscometer. Based on the experimental data from this study and other investigations reported in the literature, an expression has been developed to correlate the viscosities of lead silicate slags as functions of composition and temperature. The effect of each individual slag component on the variation of the slag viscosity is identified. The composition dependency of viscosity of lead silicate slags is discussed. The calculated results using this viscosity expression are in good agreement with the measured data.

Bentonite clay is used as a binder for iron ore concentrate pelletization. Bentonites are sensitive to cations such as calcium, magnesium, sodium, and potassium that are known to be dissolved in the moisture remaining in the iron ore concentrate. These cations affect the ability of bentonite to absorb water, as measured by the plate water absorbance (PWA) test. This paper addresses the relationships between plant water chemistry and pellet strength for a wide PWA range of bentonites. Experiments were conducted to determine the effect of concentrate moisture solute chemistry and bentonite PWA value on the wet knock and wet and dry compressive strengths of iron ore pellets. Experiments used seven different types of bentonite that had PWA values ranging from 564 to 1033. Flushing plant concentrate with distilled water to remove the dissolved cations resulted in increased pellet strengths, to a widely varying degree, for each bentonite tested; wet knock values increased an average of 92% and dry compressive strength increased an average of 46%. In addition, pellet strengths were not found to be directly related to the ability of bentonite to absorb distilled water, measured by the PWA test.

Tracer gases have been utilized successfully in a variety of industries, each with specific releasing and sampling methods. The various attributes of tracer gases are dependent on the industry the tracers are utilized in. Tracers must be chemically and thermally stable, safe, odorless, detectable at low concentrations, have a low background concentration, and should not be naturally occurring in the environment if they are utilized in underground mining applications (Thimons et al., 1974). In addition, the tracer gas should be inexpensive, non-corrosive, non-toxic, easily transportable, readily attainable, and non-radioactive (Kennedy et al., 1987). Sulfur hexafluoride (SF6) met many of these above requirements and therefore was introduced as an ideal tracer gas to use in mining industry in the early 1970?s (Thimons et al., 1974). Due to the nature of underground mining including complicated geometry, irregular flows, turbulent flows, obstructed airways, and leakages it is difficult to use conventional anemometer and smoke tube techniques to accurately measure the effectiveness of ventilation controls (Thimons et al., 1974; Klinowski and Kennedy, 1991). There have been several applications of SF6 as a tracer gas in underground metal/non-metal and coal mines. Thimons et al. conducted early testing of SF6 in an underground limestone mine and determined that it is an effective technique for evaluating auxiliary fans, estimating volumetric flow rates in large areas, and measuring low flow velocities. A rapid face ventilation measurement method (FVM) utilizing SF6 was developed by the Bureau of Mines to make face measurements in underground coal mines (Timko and Thimons, 1982). When measuring the effectiveness of jet fans in dead headings SF6 was proven more effective than smoke tubes (Timko and Thimons, 1982). Experiments related to determining methane liberation in the gob were also conducted by injecting SF6 into a borehole (Timko and Thimons, 1982). Also, in an emergency situation where the gob had to be sealed due to a fire, SF6 was released to determine the effectiveness of the seals (Timko and Thimons, 1982).

The leaching behavior of silver and silver oxides in ammonical solutions has been studied. The current study is concerned with an effective recovery of silver from secondary sources such as spent silver batteries. Silver associated with these batteries appears in various forms including metallic silver, argentous oxide, Ag2O and argentic oxide, AgO. The leaching behavior of metallic silver in ammoniacal solution has been studied using an electrochemical mehtod. Oxidants used in this study include hyperchlorite, hydrogen peroxide, bromine and iodine. Results on cyclic polarization and Tafel plots on the silver anode in ammoniacal solutions are presented and the results are discussed. The dissolution rate of metallic silver in ammoniacal solutions is also compared with those of silver oxides.

Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.

Myanmar Ivanhoe Copper Company Ltd. (MICCL) has been operating the Sabetaung- Kyisintaung (S&K) Project producing LME Grade A Copper Cathode using the Heap Leach-SX-EW Process since 1998. The mineralization is mainly Chalcocite and the mine has a life of 20 years at the designed annual production of 25,000 tonnes of cathode copper. Design capacity was achieved within two of months of start-up. The mine is among the world’s lowest cost, Heap Leach-SX-EW operations. Information regarding plant design and operation are presented along with the challenges lying ahead and the latest developments. Daniel Kunz is President and Chief Operating Officer of Ivanhoe Mines, and a director of MICCL. He has more than 20 years’ experience in mining, construction and engineering. Prior to joining Ivanhoe Mines in 1996, Mr. Kunz was Vice President and Controller of Morrison Knudsen Corporation, a major international mining and construction company. He was also President and Chief Executive Officer of MK Gold Company, a public mining company listed on NASDAQ.

INTRODUCTION In radon dosimetry diffusion chambers with passive [a]-detectors are now in current use to investigate the long-term accumulated indoor exposure of radon and daughters. For the diffusion chamber developed at Karlsruhe the electrochemical etching technique (ECE) was applied to reveal [a]-particles in polycarbonate plastic detectors. Compared to conventional etching, the main advantages of the ECE are the large track diameter, simple track counting in a single field of about 1 cm2, stability of the latent tracks to humidity and temperature and ability for a long-term accumulation up to 1 year. The electrochemical etching system was designed to etch in one run about 101 foils by using a 200 W high voltage generator. The commercial available radon dosimeter system is applied for a country wide program of measuring radon in dwellings. Because of an increasing interest of radon monitoring in mines, environmental monitoring and personnel dosimetry the properties of several track etch detectors have been studied. In the comparative study, Makrofol E, LR 115 and CR 39 were used in the diffusion chamber to investigate the etching techniques, the relative efficiency, the measurable [a]-energy range, and the counting statistic for the measurement of radon concentration. THE KARLSRUHE DIFFUSION CHAMBER The design of the Karlsruhe diffusion chamber is presented in Fig. 1. The upper part of the chamber is closed by a fibreglass filter to separate radon from aerosols, heavy dust particles and radon decay products. Inside the diffusion chamber [a]-particles from radon and daughters are detected by two passive radon detectors, one on the bottom of the chamber and the other in front of the filter. With the fibreglass filter applied the diffusion time is about 1 minute for radon. Therefore, also short-term variations in the radon concentration are recorded by the track detector. Mainly because of the short halflife of thoron (56 s) only about 7 % of the thoron concentration is expected in the diffusion chamber. Radon monitoring provides the estimation of the long-term accumulated mean value of the radon concentration with a lowest detectable concentration of 0.1 pCi/1 after 3 months accumulation by using polycarbonate track etch detectors, an electrochemical etching technique and track counting in a single field of 1 cm2. The diffusion chamber was optimized for the polycarbonate track detector with respect to chamber geometry and detector position [1]. Table 1 presents data for 3 different diffusion chamber designs. The radon sensitivity of the diffusion chamber depends on the [a]-energy discrimination and the angular response of the [a]-track detector. The difference between foil No 2 and foil No 1 can be explained by an additional plate-out effect of radon daughters on foil No 3. The high sensitivity of foil No 3 compared to that of foil No 2 is caused by an increase of the effective volume and the effective area for [a]-particle from radon and from plated-out decay products, respectively. Additional experiments have been performed in order to investigate the electrostatic properties of the plastic material and the properties of the diffusion filter [1]. The properties of bare a-detectors were compared with those inside the diffusion chamber. In contrast to laboratory results, dust particles deposited on the detector surface or in the environment of the detector obviously affect the reproducibility of the bare detector significantly. After 4 months exposure in dwellings the scatter of 10 dosimeters exposed in the same room exceeds a factor of 3 compared to 15 % for the diffusion chamber. COMPARATIVE STUDY OF TRACK ETCH DETECTORS Detector types and evaluation technique In the comparative study the properties of the following plastic track etch detectors have been applied: - LR 115 from Kodak Pathé, France, is a red dyed cellulose nitrate layer of 13 µm thickness on a 100 µm thick polyester support. The holes appears as bright spots in a dark red background. In an optical microscope counting of through etched [a]-tracks which must penetrate the detector layer - CR 39 from Pershore, England, is an ally1 diglycol carbonate plastic of about 300 m thickness. The normal etched [a]-tracks are counted by an optical microscope and the ECE [a]-tracks by a microfiche reader.

Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water.

A 1995 RETC paper of similar title presented a method for estimating rock tunnel water inflow based on semi-empirical correlations with borehole water pressure tests. Since that time the author has found the method to be very useful, and it has been used by others in the industry. This current paper is an update which is intended to: A. More clearly explain assumptions and limitations of the method. B. Describe some case history examples. C. Respond to questions which have been raised; and extend the method to other considerations including distribution of inflow along the tunnel, panning requirements, interpretation of tunnel probe hole water inflow, and estimation of potential effectiveness of pre-excavation grouting to reduce water inflow.

On July 24, 2002, a nonfatal entrapment accident occurred at the Quecreek #1 Mine, Black Wolf Coal Company, when an active mining section inadvertently cut into a flooded abandoned mine. This incident, and the dramatic rescue which ensued, brought national attention to a common problem in the coal mining industry. Since 1995, there have been more than 100 inundations at coal mines in the United States. Unavailable, inaccurate, or incomplete mapping of older abandoned mines is typically responsible. Serious problems associated with accidental discharges of fluid mine waste material (slurry) and water from coal refuse disposal facilities have resulted from similar causes. Recent problems related to the inaccurate location of old abandoned mine works have increased the interest in the use of conventional and emerging drilling and geophysical techniques for detection of air-filled and water-filled cavities. The United States Congress has committed significant funding toward investigating the applicability of these technologies. MSHA actively promotes the use of the best available technology to minimize the significant adverse safety and environmental consequences associated with unplanned breakthroughs and inundations. This paper provides background information and a general summary of the MSHA-sponsored field demonstration projects which are currently in progress. Potential benefits and limitations are discussed. The need for field verification/ground-truthing is emphasized. Under appropriate conditions, geophysical methods can be effectively integrated into a comprehensive field exploration program.

INTRODUCTION Underground blasting with perimeter damage control can reduce the requirement for loose rock scaling and reduce the risk of ground-fall injury. In previous work Johnson and associates (2010) from the National Institute for Occupational Safety and Health (NIOSH) developed a rock blasting perimeter damage and control design method included in the DRIFT software tool (NIOSH, 2018). This blast design software tool utilizes current methods of perimeter blasting with the added design element of a buffer row coordinated with the perimeter row to reduce perimeter damage. The coordination is in applying one of several blast damage models to calculate the damage extent for each production, buffer, and perimeter blast hole in the design. The calculated damage is then applied to the spacing between the blast holes. The basis of the buffer row design is the practical damage limit and is supported in this paper with computer models of signature blasts and full blast rounds using PFC2D (Itasca Consulting Group, Inc., 2018). Practical damage limit The practical damage radius (Rd) is not to be confused with burden. The practical damage extends toward the burden side and inward into the rock mass. For all practical purposes, the practical damage radius equals one half the burden (Hustrulid, 1999). The maximum extent of radial crack damage around a blast hole (Rcrack) and the maximum extent of radial crushing damage (Rcrush) are illustrated in Figure 1. A “practical” radius of damage (Rd) lies between the crushing limit and the cracking limit. The “practical” damage means that if the rock mass lying outside of the practical damage circle were removed, the rock remaining within the circle would easily break apart. Blast pressure and strain Work by Johnson (2010) and associates included signature blast tests in large concrete blocks. A signature blast test in concrete as exampled by strain data in Figure 2 was designed to monitor the dynamic strain at incremental distances from a single fully coupled blast hole, measure crushing and radial cracking extent by wire-sawing to expose the damage, and relate the damage to overbreak that is common in underground blasting. The initial slope or rising strain as the stress wave passes by the strain gages shows very high strain and strain rates close to the single blast hole. Since the derivative of strain versus time is strain rate, a line tangent to each of the strain curves at the maximum strain rate is drawn and the strain rates identified. The high strain rates were then plotted on a semi-log in Figure 3 to show a linear trend. The strain rate is greater than 100 s-1 within 20 cm from the blast hole for the signature blast experiment. The strain rate at the blast hole wall is projected to be 300 s-1. Figure 4 illustrates the damage in the NIOSH block exposed by a wire saw cut.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973).
